When selecting external contractors to do work segregating forklifts and workers, I would consider the following criteria to assess their competence: 1) The contractor's health and safety policies, procedures, experience with similar work, insurance levels, accident compensation ratings, accreditations, accident records, staff training levels, and any certified health and safety management systems. 2) Checking references from past clients and reviewing any prosecution or enforcement notices against the contractor. 3) Ensuring the contractor has competent managers, engineers, and safety practitioners to do the work safely.

E1Task2 - Question

Managing contractors
Site management have accepted your proposed health and safety
improvement solution to segregate FLTs and the workers. They have
made the budget available. The organisation intends to use external
contractors for the work.
When selecting the external contractors, what would you consider
when assessing their competence? [10]
Note: You should support your answer, where applicable, using
relevant information from the scenario.
E1Task2 – Answer
I would like to consider the following criteria when assessing the
competence of the contractor in order to select them:
1. The status and depth of implementation of the health &
safety policies of the contractor. This will give us his
commitment towards the health and safety in order to carry
out the contractual work in the safer manner.
2. The Safe systems of work and procedures the contractor has,
such as hazard identification and risk assessment, manual
handling etc. will be assessed to provide us with a better
understanding of how the contractor carries out their work.

3. The Experience that the contractor has in carrying out activities
similar to those required in the warehouse such as installation of
barriers for the segregation of workers and FLTs will be assessed.
4. The Level and Type of Insurance that the contractor carries for it’s
workers as well as materials and equipment will be assessed to
ensure that the contractor has adequate means to care for
employees and manage the work in a safe way.
5. Accident compensation ratings of the external contractor will be
evaluated to ensure that the contractor has a good record of
paying the compensation to their employees or others harmed.

6. It is very important to see the details of the accreditations
and/or association memberships that the contractor has to
assess the competence of the contractor.
7. The accident records of the contractor will be requested and
reviewed in order to determine their suitability.
8. The status of the competent persons such as the Managers,
Engineers and Safety Practitioners shall be assessed.
9. The level of Training received by the other staff performing
the tasks should also be considered before selection.

10.Reference checks from previous clients whom the contractor
has contracted work can be made in order to check the extent
to which the contractor followed the term and conditions of
the contract and performed the job safely. We can also check
with the previous clients whether managing this contractor
during the project was easy or difficult.
11.Records of Criminal or civil cases and litigations pending
against the contractor should also be assessed in order to
evaluate their past practices and adherence to health & safety
standards.

12.Whether the contractor has a certified health & safety
management system such as ISO 45001 or not as well as any
management system required by local regulations will
indicate the sincerity of the contractor in establishing health
& safety standards.
13.The performance of the contractor can also be assessed by
eliciting details of any prosecution as well as enforcement
notices from the enforcing authorities before selecting the
contractor.
