COMPREHENSIVE LOCAL JUVENILE INTERVENTION PLAN

INTRODUCTION

Barangay Mangagoy is the heart of the City of Bislig being the highly organized
Barangay with large area and population. It is inevitable that Children at Risk and
Children in Conflict with the law would always prevail and rampant which are the
problems not only by the concerned parents but in the community as well if these cases are
left unattended by both parents and the local government. To address the problems, the
Barangay government should create local legislative measure to reduce or eradicate the
arising problems and conduct an intervention plans programs to let the CAR and CICL
would refrain from recurrence of committing offense.

MAJOR PROBLEM AND CHALLENGE CONFRONTING CHILDREN AT RISK

(CAR) AND CHILDREN IN CONFLICT WITH THE LAW (CICL)

Barangay Mangagoy experience and aware of the number of offense done by the
CAR and CICL:

There was a reduction of CICL/CAR from C.Y. 2019 to 2021 and as observed, only
male CICL/CAR got involved of the offense as enumerated aforehand.

Base on the Workshop 2, Part IV, the CICL cases from 2019 to 2021 has a total
number of 22 cases while CAR cases on the same year has a total of 23 cases. The highest
number of CICL cases for C.Y. 2019 are written below from ages 7 years old up to 17
years old.

Skills of the Duty Officer

 In our barangay of Mangagoy there are (3) three identified duty bearer or 30% who
are a bit trained and equipped with the knowledge and skills needed in handling cases on
CICL/CAR and oriented on the laws related to R.A. 9344.

In handling CICL/CAR cases that needs diversion and intervention program, we

always seek guidance and assistance from the LGU thru CSWD personnel for proper
disposition but we are also planning to start in managing cases on our own and strengthen
the implementation of CLJIP since we already participated the training conducted last
September 1-2, 2022 at Bislig Highland Function Farm.

Budget support for Juvenile Justice

The CLJIP budget allocated for CY 2019-2021 wont suffice for the plans, programs,
and activities considering the population of our barangay.

The budget allocated for the CY 2019 is in the amount of P186, 000.00, for CY
2020 is in the amount of P180,000.00, and for CY 2021 is in the amount of P185,000.00.

The major problems why CAR & CICL existed:

A. Parents
1.) The parents have no proper trained skills and no enough job;
2.) Lack of guidance by the parents to their children morally
and spiritually;
3.) No proper awareness on responsible parenthood;

B. Government
1.) weak implementation of LCPC/BCPC or RA 9344;
2.) No registration for CICL in the previous years;
3.) No enough knowledge and skills in handling CICL cases in the Barangay
level but only basic knowledge application;

The challenges to undertake by both the parents and government is how to

religiously implement the plans and programs designed for the CAR & CICL problems
after the formulation of the Comprehensive Local Juvenile Implementation Plan for CY
2023-2025.

GOALS AND OUTCOMES

The GOAL of the barangay after the year 2025: Barangay Mangagoy will be
reduced the CICL/CAR cases up to 80%.

These OUTCOMES will be expectedly realized if the OUTPUTS will be effectively

implement.

 OUTCOME 1: Strong family bond, family oriented, and Child & Youth are well
rounded citizens.

OUTPUT 1.1: Increased no. of parents equipped with knowledge on responsible

parenting

OUTPUT 1.2: Increased no. of parents equipped/aware on Juvenile Justice law

OUTCOME 2: Economic and basic needs of the family will be properly address
through Livelihood Program:

Fisherfolks livelihood program

PROGRAMS COMPONENTS
After three (3) years of implementation of CLJIP. Barangay Mangagoy will have a
reduced of 80% or a zero CAR & CICL brought about by having:

1.Counseling/ERPAT/PES/EPES
2.Conduct Seminar on Responsible Parenthood
3. Orientation on RA 9344 to parents & other stake holders
4. Provision of Livelihood Training/Assistance
5. Conduct Skills Training on dried fish processing
6. Empower Youth to report to PNP/LEO, persons in authority
7. Orientation on RA 9344/RA 9165 and related laws to youth/OSYs
8. Orientation on RA 9344 to barangay officials
9. Conduct training on Intervention and Diversion programs to
Barangay Officials
10. Construction or utilization of idle space as Youth
Center/Processing/Holding center for CICL
11. Conduct regular quarterly meeting
12. Conduct Program Review (Annual)
13. Enact/approve a resolution approving and adopting the
CLJIP and integrating same to the AIP/LBP/BDP
14. CLJIP is integrated to BDP/LDP
15. Issuance of certification re: utilization of 1% IRA for CICL and
CAR programs

V. Local referral network and proper coordination with the City

 The Local Government Unit through CSWD as the lead agency and other agencies,

MONITORING AND EVALUATION

1. The BCPC should be sustaining sustainable functional as indicated by having

regular conduct of meeting monthly.
2. Updated Barangay Profile as one monitoring mechanism for the Barangay
government officials to monitor and make legislations for plans, programs and
projects which are beneficial to all the constituents of Barangay Mangagoy
3. Constant actual roving and monitoring by PNP & Barangay Tanods to maintain zero
CAR & CICL.

MONITORING AND EVALUATION

ka logbook alang sa CAR. Kabahin sa ONLINE REGISTRY, among paningkamotan nga
mahingpit ang skills sa among secretary nga maoy gitahasan aron sa pagamit sa online
registry aron makasunod kami sa mando nga ang records namo pareha ra kung ikumpara
sa laing duty bearers sa munisipyo sama sa PNP-WCPDO ug sa MSWDO pati sa
MLGOO.

Monitoring- kami sa barangay aduna nay agreement nga magconduct ug regular L/BCPC
quarterly meeting diin hisgotan apil ang mga kaso sa CICL ug CAR. Kini among himoon
aron updated kami kung unsa na ang status sa mga kabataan nga gipailawom sa gitawag
Intervention ug Diversion programs lakip na ang pagsubay kung unsa nga mga ahensya
ang nagpabiling nag-alalay paghatag sa ilang mga serbisyo sa kabataan nga mga CICL ug

religious groups aron mahan-ay ang among hiniusang records lakip na ang mga

ANNUAL EVALUATION (PREW) – Alang sa pagsanong sa mando sa balaod nga

mohatag kami ug update ngadto sa Regional Juvenile Justice and Welfare Committee
(RJJWC) kabahin sa implementation sa among CLJIP sulod sa tulo (3) ka tuig, kami
magapahigayon ug evaluation kada katapusan nga bulan sa tuig
