A RESOLUTION EARNESTLY REQUESTING FINANCIAL ASSISTANCE FOR THE

CONSTRUCTION OF A BRIDGE CONNECTING FROM BARANGAY #24 ALSEM,


VINTAR, ILOCOS NORTE TO SITIO BARANGOBONG, BARANGAY #23 DIPILAT,
VINTAR, ILOCOS NORTE FROM THE DEPARTMENT OF AGRICULTURE TO THE
MUNICIPAL GOVERNMENT OF VINTAR, PROVINCE OF ILOCOS NORTE IN THE
AMOUNT OF THREE HUNDRED MILLION PESOS (P300,000,000.00).

WHEREAS, it is imperative for the Local Government Unit to draw the road map aimed to
improve the quality of life of its inhabitants, pursuant to Section 16 of the Local Government
Code of 1991 and consistent with the National Government’s program of poverty alleviation, the
municipality has adopted plans and programs to address the needs of the farmers to enhance their
earning capacity;

WHEREAS, component of this program is the construction of roads and bridges which if
implemented will necessarily facilitate the transport of Farm produce directly to the market, thus
mounting the income of these farm cultivators and it will benefit more than 16,315 total
population of the 19 Barangays of Lower and Upper Surong Valley and the North of the River;

WHEREAS, most of these plans remain unimplemented due to the inadequate resources of the
Municipal Government, hence the municipality is constrained to seek the assistance of National
Government agencies tasked for the implementation of the agricultural program;

WHEREFORE, be it RESOLVED as it is hereby resolved by the Sangguniang Bayan assembled


in session to earnestly request financial assistance for the construction of bridge connecting from
Barangay #24 Alsem, Vintar, Ilocos Norte to Sitio Barangobong, Barangay #23 Dipilat, Vintar,
Ilocos Norte from the Department of Agriculture to the Municipal Government of VIntar,
Province of Ilocos Norte in the amount of Three Hundred Million (P300,000,000.00)
