BARANGAY ORDINANCE NO. 1 SERIES OF 2023
ORDINANCE FOR ESTABLISHMENT OF BRANGAY COMMUANAL GARDEN AND CREATION OF
ITS TASK FORCE IN BARANGAY MALIGAYA TUMAUINI, ISABELA
WHEREAS, Section 15 of the 1987 Philippine Constitution declare that the State shall protect
and promote the right to health of the people and instill health consciousness among them;
WHEREAS, the policy of the State adheres to the general mission of the government to protect
the life of its citizens by establishing healthy activities like the communal or backyard gardening
and to promote individual’s awareness to environmental protection by planting vegetables and
medicinal plants beneficial to man’s physical, social, economic and medical well-being;
WHEREAS, vegetables and medicinal plants play vital role in disease prevention and treatment
since they have been used in healthcare since time immemorial;
WHEREAS, the barangay as the ultimate bridge of the State to the people and guided by its role
and commitment to serve in bringing out sustainable living in the community has adopted
communal/backyard gardening to promote individual’s health requiring every households to
plant different vegetables and medicinal plants in their backyard;
WHEREAS, the barangay has been aware of the burgeoning prices of all basic commodities
including vegetables and medicines has come to this end requiring establishing communal
garden of the Barangay Maligaya to plant and grow different vegetables and medicinal plants to
achieve health sustainability in the barangay level;
WHEREAS, upon the initiative of Punong Barangay, Florencio P. Balaccua Jr. and Chairman on
Agriculture, Kag. Joselito I. Buted Sr. on their motion to enact Ordinance No. 002 series of 2021
entitled as “AN ORDINANCE REQUIRING THE ESTABLISHMENT OF COMMUNAL VEGETABLES AND
MEDICINAL GARDEN WITH-IN THE BRANGAY PREMISES TO EMPOWER HEALTH SUSTAINABILITY
OF THE COMMUNITY” duly seconded by Chairperson on Health, Kag. Laureana B. Tamang so
therfore, the Sangguniang Barangay after due delibreation agree that:
BE IT, THERFORE, RESEOLVED, as it is hereby resolved to enact the following Barangay
Ordinance to wit;
BE IT ORDAINED BY THE SANGGUNIANG BARANGAY OF BARANGAY MALIGAYA, TUMAUINI,
ISABELA IN ITS 1ST REGUALR SESSION DATE JANUARY 09, 2023
SECTION 1. TITLE - This Ordinance shall be referred to as “ESTABLISHMENT OF
BARANGAY COMMUNAL GARDEN CREATION OF ITS TASK IN BARANGAY MALIGAYA,
TUMAUINI, ISABELA” Barangay Ordiance No. 1 series of 2023.
SECTION 2. PURPOSE - This Ordinance established the BARANGAY COMMUNAL GARDEN
as covenant in providing accountable and transparent access to Barangay frontile service of the
Barangay Government.
SECTION 3. TASK FORCE ON BARNGAY COMMUNAL GARDEN. There is hereby
constituted task force to take the lead in the establishment and maintenance of the Barangay
Communal Garden, composed as follows;

SECTION 4. FUNCTION OF THE TASK FORCE - The task force shall perform the following;
1. Formulate, improve and maintain the Barangay Communal Gaden, oulining the procedure,
requirements, charges and fees, waiting time and person responsible in the provision of public
goods and services;
2. Adopt a working schedule to ensure uninterrupted.
SECTION 5. DECLARATION OF COMMITMENT AND DUTY - The Barangay MaLigaya,
Tumauini, Isabela commits to perform th following;
1. Infom every citizen of the Barangay about the Barangay Communal Garden during assembly
meetings and approprite occasions;
2. Post in-front of the Barangay Hall an information billboard containing the step-by-step
procedure in obtaining Barangay Communal Garden.
SECTION 6. RESPONSIBILITY AND ACCOUNTABILITY OF THE PUNONG BARANGAY -
Punong Barangay shal be responsible for the implementation of this Ordinance and shall be held
accountable in the exercise of extraordinary diligence as head of the barangay government in
the fast an efficint delivery of front line and prompt disposition of complaints related herewith.
SECTION 7. FUNDING AND APPROPRIATION - The Barangay Government will provide in
its annual budget sufficient funds to sustin its Barangay Communal Garden.
SECTION 8. EFFECTIVITY - ThiS Ordinance shall take effect ten (10) days after a copy is
posted at the bulletin board in the barangay and in two (2) other publicity conspicuous places in
the barangay.
