Mess Application

The student is writing regarding the 2nd installment of their Co-Operative Mess fee. They had already paid the 1st installment of Rs. 20,000. However, they argue that a retrospective increase in monthly mess fees for September is unjust. They were only in hostel from mid-September to October 31st, so should not have to pay full fees for November - February when not present. Considering the amount already paid, they request that the 2nd installment be waived and the excess amount of around Rs. 4,092 from the 1st installment be refunded or adjusted for next year.

Subject: Regarding 2nd installment of Co-Operative Mess fee

Respected Sir,

I’m writing this mail with regards to Office Memorandum No. 512-22/NLULko/Admin/M-15/2012
which is regarding the 2nd Installment of Co-Operative Mess Fee i.e., 8700 Rupees.

By virtue of Office Memorandum No. 1153-21/NLULko./Admin/U-34/2012 Hostel had opened by

middle of September and by Virtue of Office Memorandum No 1166-21/NLULko./Admin/M-15/2012
dated September 02, 2021 ,which was regarding the 1 st Installment of Co-Operative Mess Fee i.e.,
20,000 Rupees had already been deposited by us.

By virtue of Office Memorandum No. 1316-21/NLULko./Admin/M-15/2012 dated 1st October 2021

which was regarding the increment of the Co-Operative Mess fee, it was stated that there will be
retrospective application of the proposed monthly hike in Co-Operative Mess fee i.e., from the
Month of September, instead of Rs. 3119.00 now Rs.3587.00 will be the monthly cost of Co-
Operative Mess which will have to be paid and this proposed increase will have application from the
month of September.

Here, I will like to draw your attention that the above listed Office Memorandum No.
1316-21/NLULko./Admin/M-15/2012 Dated 1st October 2021 is arbitrary, unjust and unfair and
puts the economic burden on the students by increasing the monthly Co-Operative Mess fee in a
retrospective manner for the month of September without any feedback/Consultation from Mess
Committee or Student Body.

Further that, by Virtue of the Office Memorandum No. 1168-21/NLULko./Admin/U-34/2020 Dated

3rd September 2021, the Hostels opened from the Middle of September, so to ask the students to
pay the full fees for the month of September and that too, by increasing the Monthly fees in a
retrospective manner will be unjustified and arbitrary.

Also, I would like to highlight here that, I had left hostel premises on 31 st October 2021, Therefore I
was neither present in Hostel nor did I avail the services of the Co-Operative Mess for the month of
November 2021 to February 2022. I am attaching here the copy of the Hostel Attendance Register
which proves my contention and my above mentioned claim.

I only returned after the Physical classes began on 23rd of February 2022 by virtue of Office
Memorandum 197-22/NLULko./Admin/A-54/2022 Dated 9 th February 2022. Even if I ignore that I
utilized the services of the Co-Operative Mess only for 5 days (considering February only has 28
days) and pay the full monthly fees for this Month, the total Co-Operative Mess fee that I have to
pay should be for only about 4 and half months, i.e. the period I utilized the services of the Co-
Operative Mess, which would be (4*3587) + (3119*0.5) = Rs.15,907.5.
Moreover, the month of December was a semester break, so asking for fees in that month is neither
logical nor reasonable.

As I said earlier Rs.20,000 is already deposited by Us, which is much more than the actual cost of the
services of the Co-Operative Mess that I have utilized. Therefore I request you to provide me the
below listed remedies-

1) Refrain from applying the retrospective increase of Co-Operative Mess Fees for the month of
September.
2) Taking the Co-Operative Mess Fee for the Month of September only for 15 days i.e. when
the Hostel opened.
3) To waive off the 2nd installment of the Co-Operative Mess Fee considering the Fact that a
sum of money more than required i.e. Rs.20000 has already been paid By Us.
4) To reimburse or to carry forward in the next academic Year, the extra sum of money i.e.
around Rs. 4092.5 deposited by Us in the name of 1 st Installment of Co-Operative Mess Fee.

Therefore, I request you to grant the above stated remedies as early as possible considering that
only 5 days i.e. till 16th April is provided to us for submitting the 2 nd Installment of Co-Operative Mess
Fee.
