The School of Social Work

The School of Social Work (SOSW) at Indira Gandhi National Open University (IGNOU) was
established in 2007. It aims to provide quality education in the areas of social work, HIV/AIDS,
counselling, and family studies by offering programmes leading to the award of Certificate,
Diploma, Graduate, Post Graduate and Doctoral degrees.

The SOSW at IGNOU is the first School of Social work offering social work programmes in
ODL mode. It is the first school of Social Work in India to take social work education to all the
States and Union Territories in the country. It has indigenously developed high-quality Self-
Instructional Materials (SIM) and uses multi-media approach for imparting social work teaching
and training both in English and Hindi. It offers social work programmes to in-service learners
and engages a large number of practitioners for field supervision.

Academic Programmes

Presently the School offers ten programmes of study apart from other important academic
activities which include organizing the Annual National Seminar on “Social Work Response to
HIV/AIDS”. The programmes offered by the School:

1. PhD in Social Work (PhD)

The research degree programme in Social Work aims at training professionals (both
academicians and practitioners) in the skills and competencies related to systematic investigation
of various issues and problems in the area of Social Work. Under this programme, a candidate
fulfilling the following criteria is eligible for admission in the PhD programme:

Master’s degree in social work and/or M.Phil degree in social work. The minimum eligibility
criteria is 55% marks at post-graduation level (50% in case of reserved categories i.e. SC/ST,
OBC–NCL and PWD).
However, candidates holding M.Phil degree (along with course and dissertation both) or those
candidates who have cleared NET (Conducted by NTA) or any other equivalent examination will
be exempted from appearing in the entrance test.
Those who have not cleared NET/any other equivalent examination or not holding M.Phil degree
will be required to appear for the entrance test.

Stage 1
The entrance test will be conducted at the national level in the selected centers across the
country.

Stage 2
1. Candidates who are successful in the entrance test will be called for interview/presentation of
synopsis before the Discipline Doctoral Committee.
2. Those candidates exempted from appearing in the entrance test will also be called for
interview/ presentation of synopsis before the Discipline Doctoral Committee.
3. Offer letter for admission will be sent to the selected candidates only.

2. Master of Social Work (Counselling): MSW– C (ODL)


This programme would provide both academic learning and professional education and training in
counselling, extending beyond theoretical knowledge. This programme is tailored to suit counselors
working in a wide range of organizational and community contexts as well as individuals in a
family. With the fast-changing social scenario, the problems being faced by people across the
board are numerous. Unlike in the western world, counselling services are very inadequate in
India. There is a growing demand for counselors in schools, corporate sector, health care
setting, social and welfare sectors, correctional settings etc. However, schools/universities where
counselling course/programme are taught in India are very few. There is a good potential for
employment in government as well as NGO sectors. There is an urgent need for specially trained
counselors to handle the stress of employees working with call centres, corporate sectors, families,
family courts, correctional settings, school, universities and educational institutions, rehabilitation
centres, refugee camps, institutions for the differently abled, aged, child care and adoption centres,
family planning, voluntary counselling and testing centres, rural sectors especially where farmers
are driven to commit suicide, de-addiction centres etc. Course details of MSWCOUN is as

Field Work Components


One of the important pillars of the MSW: Counselling programme is the Fieldwork Practicum.
The University has prepared two Field Work Journals in the 1st and 2nd year separately. Each
year, learners are expected to successfully complete 16 credits of Field Work Practicum under
the guidance of a professionally qualified Social Worker, which includes concurrent field visits
and the block placement. The coordinator at the Study Centre will provide you with an approved
guide who has done MSW/M.A. (Social Work). Only qualified guide can supervise you for your
field work; this is mandatory. Therefore, ensure from the coordinator of the concerned study
centre that your supervisor has formal qualification in social work at post-graduation level.
Completion of Field Work in MSW Ist year is mandatory for starting social work practicum of
second year.

3. Master of Social Work (MSW: ODL)

The MSW (ODL) programme offers opportunities to learners for higher studies in professional
social work. Besides offering the core courses pertaining to social work curriculum across the
globe and India, it includes themes in some of the emerging areas of social work such as
globalization, migration, history of social work in India, theory paper on social work practicum
and a course on HIV/AIDS which are expected to be highly useful in the present-day context.
The practical components have been meticulously prepared to provide the learners’ hands-on
training, which will enable the candidates to find suitable placements within and outside the
country. The MSW programme has been revised in 2019 to match the changing realities and
requirements of job market. The highlights of the revised version include Block Placement and
Internship in practical component and emphasis on Social work in African Context, Criminal
Justice, Contemporary Methods, Values of Social Work and International Social Work.
Accordingly, a student is expected to successfully complete 72 credits which include compulsory
courses, elective courses as well as field work. The details of which are given below:

4. Bachelor of Social Work (BSWG: ODL)


The Bachelor Degree Programme in Social Work (BSWG) is meant for people who are
interested in providing professional assistance to people in need. Persons with professional
training/degree in Social Work generally work in socially relevant areas such as health care,
community development, education, industry, counselling, family, correction, social defense,
women, children, disability etc. This programme will be particularly useful to people employed
at middle and lower levels with NGOs. It will also be useful to fresh candidates who may like to
work in social and social welfare sectors.

Total Credits: 132


Eligibility: 10+2 or Equivalent.
Fee Structure: Rs. 17700/- for full programme and to be paid Rs.5900/- per year.

6. Diploma in HIV and Family Education (DAFE: ODL)

The Diploma in HIV and Family Education aims at providing basic and accurate information
about HIV/AIDS, sex and sexuality, family life education, alcohol and drugs and communication
and counseling. The contents are designed to impart an integrated understanding to the learners
about the issues involved in HIV/AIDS and behavior modification. The main objective of this
programme is to enhance the knowledge and skills of functionaries involved in HIV/AIDS and
related issues. The main target groups include school teachers, NGO functionaries, paramedical,
parents of adolescents and those interested in acquiring knowledge on the subject. The Diploma
in HIV and Family Education Programme has seven courses and is on offer from several state
open universities.

7. Certificate in HIV and Family Education (CAFE: ODL)

The Certificate in HIV and Family Education provides comprehensive knowledge about what,
why and how of HIV/AIDS, family life education, facts of life and substance abuse. The contents
are designed to impart an integrated understanding to the learners about the issues involved in
HIV/AIDS and behavior modification. The certificate programme has the following courses of 4
credits each. A learner has to choose 2 compulsory courses and two optional from the 4 electives.
One has to acquire 16 credits for a certificate. A student who has successfully completed CAFÉ
can also pursue for DAFE by completing the remaining courses of 16 credits and request the
University for credit transfer from CAFE to DAFE.

8. Certificate in Social Work and Criminal Justice System (CSWCJS: ODL)

The programme aims at developing a cadre of trained para-social workers to render humanitarian
services in criminal justice system. It also aims at providing knowledge base and skill training to
learners along with practical experiences to render social and legal services in correctional
settings across the country. Another focus of the programme is to extend professional help to
target population in correctional setting. The Certificate programme in Social Work and Criminal
Justice System would pave the way for creating space and demonstrate humanitarian initiatives
that address specific issues of marginalized people in Criminal Justice System.

Activities of School of Social Work

Since 2004, the University has been organizing an Annual National Seminar on Social Work
Response to HIV/AIDS.

1. The 1st Seminar was held at PHD House, New Delhi on May 17-19, 2004 on “Social
Work Education: Retrospect and Prospects” and “Social Work Response to HIV/AIDS”.

2. The 2nd Seminar was held at American Centre, American Embassy, New Delhi on
September 16-18, 2005 on “A Compassionate Community for the HIV infected and
affected”.

3. The 3rd Seminar was held at American Centre, American Embassy, New Delhi on
October 12-14, 2006 on “Social Work, Women and HIV/AIDS”.

4. The 4th Seminar was held at Don Bosco Institute, Guwahati on November 16-19, 2007
on the theme “Reaching the Unreached: Best Practices”.

5. The 5th Seminar was held at Indian Social Institute, Bangalore on August 28-31, 2008 on
“Involvement of Faith Based Organizations in Social Work and HIV/AIDS”.

6. The 6th Seminar was held at D.N.R. College, Bhimavaram, Andhra Pradesh on October
7-10, 2009 on “Involvement of Youth in the Prevention and Control of HIV/AIDS” and
“Participation of Youth in Social Work”.

7. The 7th Seminar was held at Mariam College, Kuttikanam, Kerala on August 19-22,
2010 on “Research based intervention in professional social work and HIV/AIDS”.
8. The 8th Seminar was held at CSRD-ISWR, Ahmednagar, Maharashtra on February 24-
27, 2011 on “Issues and Challenges in the wake of Rural Development”.

9. The 9th Seminar was held at Department of Social Work, VisvaBharati, P.O-Sriniketan,
Dist-Birbhum, West Bengal, on January 27-29, 2012 on “Community Development,
Social Work and HIV/AIDS”.

10. The 10th Seminar was held at Department of Social Work, Central University of Kerala,
Kasaragod, Kerala, on January 28-31, 2013 on “Social Work Education in India:
Standardization, Quality Assurance and Accreditation”.

The School of Social Work has launched National Webinar Series titled “Social Work Practices
and Education” on 9th March 2022. This webinar series aims at sharing and exchanging
knowledge with the learners on different relevant social issues keeping the World Social Work
Day on 16th March 2022 in mind. This webinar series aimsto equip the learners to relate the
theories with practical experiences and how social work practices are practiced in the field.
So far, School has completed two webinars with distinguished experts from across the country to
deliberate on the emerging issues of social work education and practice and are as follows:

Prof. Rose Nembiakkim

Prof. Rose Nembiakkim areas of interest lies in Adolescent and youth, Women and gender issue,
HIV and AIDS, Indigenous/ tribal issues and Community Development. She did her M.Phil and
PhD in Social Medicine and Community Health from Jawaharlal Nehru University, New Delhi.
Her M.A in Social work was from the Department of Social Work-Delhi University. Before
joining the School of Social work, she was with the Staff Training and Research Institute of
Distance Education (STRIDE)-IGNOU where she participated as well as organized a number of
training programmes in and around the country. Prior to this,Prof.Nembiakkim also taught at the
Department of Social Work, Delhi University as an ad-hoc faculty. She has successfully
coordinated the Pan-Africa e-Network project (A Government of India Initiative with the African
Countries) for the School of Social Work also, successfully completed a major research project
from Indian Council of Social Science Research (ICSSR) to study the issue of Migration among
the tribals and its effect on their health.

Prof. Rose Nembiakkim is a recipient of Fulbright Nerhu Fellowship-IEAS 2019. She has
published books and many articles and presented papers both in national and international
seminars.

Dr. Saumya is an Associate Professor at School of Social Work, Indira Gandhi National Open
University (GNOU) New Delhi. She did her B.A in Sociology from Miranda House and M.A in
Social Work at Department of Social Work, University of Delhi (was awarded University Gold
Medal) followed by a year of policy research at Action Aid, Chhattisgarh in the area of ‘Right to
Food’. She holds a Ph.D degree in Social Work from University of Delhi, and was recipient of
Junior & Senior Research Fellowship from UGC between 2003 and 2006. Prior to joining
IGNOU, she taught at University of Delhi as Lecturer in Department of Social Work. Her
academic and research interests include field work, Social Work Education, Open and Distance
Learning, Community Organization and tribal issues.

She has received Visiting Fellowship to Shanghai Open University, China in 2014,
Commonwealth Fellowship in 2018 & 2021 and AAOU Inter University Staff Exchange
Fellowship at OUSL, Sri Lanka 2021. She has won 2018 Young Innovator Award for her paper
at 32nd Annual Conference of The Asian Association of Open Universities (AAOU). She has
received research project grant under ICSSR IMPRESS (Impactful Policy Research in Social
Science) Scheme for her research proposal on Impact of ‘Swatch Bharat Abhiyaan on Rural
Health and Hygiene Practices’2019-2022. She has published books and several articles in
national and international journals. She has presented several papers in national and international
seminars and webinars. She has been an Invited speaker at several workshops and webinars.

Dr. G Mahesh

Dr. G. Mahesh is a qualified social worker and public health professional with M.Phil and Ph.D.
degrees in Social Medicine and Community Health from Jawaharlal Nehru University, New
Delhi. He has been trained and committed to work for rights based and gender sensitive
issues. Prior to joining IGNOU, he has worked with international organizations in the field of
Public Health, coordinating and facilitating regional and country level HIV and AIDS initiatives,
liaising and networking with Government, national, international agencies and Civil Society
Organizations working on HIV and AIDS in the Asia Pacific region.
Dr. Mahesh has keen interest in the areas of fundraising, disaster management, training and
capacity building, institution building, networking and advocacy as significant tools in the field
of social work. He has been working towards strengthening Social Work education and practice
in Open and Distance Learning. Presently, Dr. Mahesh is coordinating CAFÉ and DAFE
programme in the School of Social Work.

Dr. SayantaniGuin

Dr. SayantaniGuinholds M.Phil and PhD degrees in Social Sciences from Tata Institute of Social
Sciences, Mumbai. She was a recipient of Junior & Senior Research Fellowship from UGC
between 2004 and 2009. Prior to this, she completed B.S.W. from Visva-Bharati University,
West Bengal and M.A in Social Work from Tata Institute of Social Sciences, Mumbai. Her
academic and research interests include Case Work, Administration of Criminal Justice and HIV
in prisons. She is a life member of various professional associations, viz. National Association of
Professional Social Workers in India, the Indian Society of Professional Social Work and The
Indian Society of Criminology. She has published books and many articles and presented several
papers in national and international seminars. Dr. Guin is the coordinator for Bachelor in Social
Work (BSW).

Dr. N. Ramya is a trained Psychiatric Social Worker. Her research interests are Student Mental
Health of Marginalized Sections, Casework, Counselling, Community health, Contemporary
Social Work Methods and Open Distance Learning. She did her B.A in Economics (Rural
Management) from Holy cross college and M.S.W. in Medical & Psychiatry from Bishop
Heber College, Bharathidasan University, Tiruchirapalli. She did her M.Phil degree in
Psychiatric Social Work from NIMHANS, Bangalore and she qualified SLET and NET in the
year 1999 and 2002 respectively. She holds a Ph.D degree in Social Work from Bharathidasan
University. Prior to joining IGNOU, she worked as Lecturer in Thanthai Hans Rover
College, Perambalur, and Bharathidasan University Trichy, Tamil Nadu, during the period 2002-
2004. She had an experience of handling National Mental Health programme in Ministry of
Health and Family welfare, Govt. of India as a Consultant in the Year 2008. She has published
many articles in National and International Journals and presented papers in National Seminars.
Presently she is the coordinator for MSW Counselling (ODL) and Post Graduate Diploma in
Social Work Counselling (PGDCOUN: ODL)Programme in the School of Social Work.

Dr. Seema Rani is an Assistant Professor at School of Social Work, Indira Gandhi National Open
University(IGNOU). She did her B.A. in Social work from Aditi Mahavidhalaya, Delhi
University and M.A in Social Work from Mahatma Gandhi
ChitrakootGramodayaVishawidhalaya (MGCGV),MadhayaPardesh. She is Ph.D in Social work
from University of Delhi and recipient of Junior and Senior Research Fellowship from UGC
during the period of 2009-2014.
Dr. Seema has attended andpresented paperin a fully funded two-week workshop titled “Social
Entrepreneurship within health and social innovation” organized by Brown International
Research Institute (BIARI) Brown University, USA in June 2018.She has presented research
papers in several national and international Conferences / Seminars and published research
articles, paper in national and international journals. Prior to her academic experience, she
worked with International Organizations (Project Concern International (PCI) and AIDS
Healthcare Foundation (AHF) as Counsellor. She has also worked as Child Development Project
Officer (CDPO) in Social Welfare Department, Government of Delhi.Her academic and research
areas include HIV, Counselling, Public Health, Elders, Women and Children. Presently, she is

Dr.KondeLingaswamy

Dr.KondeLingaswamy is an Assistant Professor at School of Social Work, IGNOU. He did his


BSc in Microbiology, Botany, Chemistry, Nagarjuna Govt Degree College Nalgonda, Osmania
University and M.S.W. in Urban Rural Tribal Community Development specialization from
Osmania University Post Graduate College Secunderabad, Osmania University, Hyderabad,
Telangana. He holds PhD degreein Social Work from Osmania University, Hyderabad, and
qualified UGC-NET in the year 2013. Prior to joining IGNOU, he worked as Assistant Professor
(Contractual) in Osmania University Post Graduate College,Secunderabad, Osmania University,
Hyderabad. He possesses experience in Mahatma Gandhi National Rural Employment Guarantee
scheme (MGNREGS) in Ministry of Rural Development, Government of India as an Additional
Programme Officer. Presently, he is one of the coordinators for BSW Online programme of
IGNOU. His academic and research interests are community development, Urbanization and
slums, social policy and planning, environmental issues.

Dr.V. KannappaSetty has a Master’s in Social Work from Bangalore University, Master of
Philosophy from NIMHANS and PhD in Psychiatric Social Work, from National Institute of
Mental Health and Neuro Sciences (NIMHANS) an Institute of National Importance. Bangalore,
India. He alsocompleted Post-Doctoral Fellowship in the Epidemiology Dept, College of
Medicine, University of Florida, Gainesville, USA. He has cleared National Eligibility Test of
Lectureship conducted by UGC-Govt of India. He was associated with NIMHANS for almost
one decade.
Currently, he is working as Assistant Professor, School of social work, Indira Gandhi National
Open University (IGNOU), New Delhi, India. His area of interests are: Expressed Emotion in
Schizophrenia and Bipolar Affective Disorders, Poverty and Mental Health, Addiction disorders
(especially, Alcohol, Cannabis and Nicotine), Suicide Prevention, School Mental Health and
Preventive and Promotive Mental health in the community. He has presented 22 research papers
in national and international conferences including Japan and USA. He has publishedaround 25
articles/books/chapters in National andInternational peer reviewed journals and also written
around 40 articles in Indian newspapers (Kannada and English language). He has given 56 talks
in radio and 11 talks in TV on various mental health issues. Also conducted around 100
trainings / seminars on different issues of mental health. He has been involved in street plays,
short film making, poetry writing, NSS programme, and other community programmes. As a
Social Workfaculty and trained Mental Health Professional in the field of Social Work or Mental
health, he has been involved in activities of Clinical Work,Supervision, Training, Research and

Dr. Binod Kumar

Dr. Binod Kumar, PhD is working as Assistant Professor in the School of Social Work, Indira
Gandhi National Open University (IGNOU). He obtained MPhil and PhD from the Centre for the
Study of Law & Governance, Jawaharlal Nehru University (JNU), New Delhi. He did Master of
Social Work from Tata Institute of Social Sciences (TISS), Mumbai and holds BA LLB from
Aligarh Muslim University (AMU), Aligarh, Uttar Pradesh. Previously, he worked as Assistant
Professor (ad-hoc) in the Department of Social Work, Dr. Bhim Rao Ambedkar College,
University of Delhi, for four years. He has publications in various journals and edited books. Dr.
Binod has also presented papers and chaired sessions in various seminars and conferences at
national and international levels. His areas of interest are– disaster management, law & social
work, community development, social entrepreneurship, corporate social responsibility and
social policy.

He is coordinating Certificate in Social Work and Criminal Justice System (CSWCJS: ODL). He
is one of the master trainers under Skill Acquisition and Knowledge Awareness for Livelihood
Promotion (SANKALP) Project.
