BACKGROUND AND STATEMENT OF THE PROBLEM
Background
The usage of the internet and other technology has become deeply embedded in
the lives of today's individuals. As the Internet provides useful data, information, and
knowledge for personal, social, and economic development and it is up to us to utilize
our time on the world wide web in a productive manner. (Sharma, V.)
But when the worldwide coronavirus pandemic caused the lockdown of many
towns and cities for everybody’s safety, the closure of all non-essential shops and
schools highlighted the importance of internet in ways people had not noticed before.
And as we face this global pandemic, we are seeing a dramatic shift from in-person to
online education. Students and teachers are relying on the digital world more than ever.
Thus, people across the globe have turned to online learning, a contactless alternative,
to avoid catching the virus, which has infected 261 million citizens worldwide and killed
over 5 million individuals.
Online learning is the newest and most popular form of distance education today.
It is the education that takes place over the internet. (Stern) Online education, according
to Harasim (1989), is a modern type of learning that mixes distant education with face-
to-face teaching methods through the use of digital and virtual communication. And,
given the current circumstances, due to the risk of a virus outside the house, online
education is the most viable option for continuing to provide and receive high-quality
education.
Students, professors, and parents all suffered as a result of the change from
traditional face-to-face education to online platform education. Since the pandemic
began, a large number of students have dropped out of school. There were a variety of
factors that students evaluated while deciding to drop out. Some of these factors are
internet connectivity, difficulty in focusing and lack of motivation to learn, balancing
learning with other responsibility and issues with mental health and well-being.
As a result, the authors proposed a project to grant P 1,500 in financial help to
students who are contemplating dropping out of school due to a poor internet
connection that prohibits them from keeping up with their lessons.
Statement of the Problem
This project proposal entitled “The Impact of the Online Platform Education to the
Number of Batangas State University Drop Out Students” aims to answer the following
questions:

1. What are the factors that affected the Batangas State University students to
drop out during the implementation of the online platform education?
2. How much fund does the Batangas City Government needs to allocate to the
Batangas State University students in order to lessen the factors affecting the
dropout rates in online platform education?
LITERATURE REVIEW
Review of Related Literature
This pandemic affected every individual especially the students. Some students
are fortunate enough to cope up with the new normal education because they have all
the resources that they needed to deal with the online platform education, but some
students did not have any of those resources that they tend to struggle in the new
normal education causing them to drop out of school.
According to Varre et al. (2014), that the reasons given by students and on-site
facilitators for dropping the course often agreed, and tended to fall within the following
five categories: scheduling and time constraints, academic rigor and motivation,
technology problems, problems with online medium and lack of teacher immediacy, and
parental influences.
According to Maheshwari (2021), Many students find online education difficult to
learn in this learning environment due to different learning styles, lack of self-
confidence, poor internet connectivity, under-developed instructional design and all
these factors are impacting student learning intentions in the future.
According to Street (2010), Attrition in online courses should be evaluated
carefully as the demographics for online courses are different from the traditional
classroom. Students tend to be older and have some factor prohibiting attendance on a
traditional campus, such as family and work conflicts. Therefore, factors of attrition are
unique for the online population of students, making it difficult to apply existing attrition
models, designed for traditional classrooms, to the online population. Studies have
found inconsistent results among significant factors relating to online course persistence
and attrition, although the factors commonly identified are the same. The major factors
are typically divided into two categories, internal and external factors. Internal factors
include individual factors, such as motivation and self-efficacy. External factors typically
include environmental influences, such as organizational support and level of family
support. However, a lack of empirical research exists for online attrition as studies are
typically performed at one university. Each university is likely to have its own unique
factors influencing attrition in addition to commonly identified determinants, including the

course structure, program design, faculty involvement, and level of support for students
at-risk for dropping out of the distance education course.
According to Abuhassna et al. (2020), the students’ background, experience,
collaborations, interactions, and autonomy positively affected students’ satisfaction.
Moreover, effects of the students’ application, remembering, understanding, analyzing,
and satisfaction was positively aligned with students’ academic achievements.
According to Robertson (2020), faculty unavailability and inflexibility for working
students, lack of feedback from the instructor, the online course being designed for
traditional students, too many assignments from the publisher and no creativity from the
instructor, lack of student preparedness for the online format and weak online course
orientation, frustrations regarding the course discussion board, isolation and lack of
interaction with peers, and the need for more access to staff who might provide support
are the factors affecting the number of drop out students.
In conclusion, there are many factors affecting the number of students drop out
cases especially in this pandemic time where a new normal education is implemented.
One of the most common factors is the lack of availability of the resources a student
must have in order to comply in the online platform education.
METHODOLOGY
Data to be collected
Data collection is the systematic approach to gathering and measuring
information from a variety of sources to get a complete and accurate picture of an area
of interest. It enables a person or organization to answer relevant questions, evaluate
outcomes and make predictions about future probabilities and trends (MacLaughlin, E.)
The authors aim to collect the total number of drop out students in Batangas
State University, which will serve as the reference to know the allocated funds that they
will use.
Methods of Data Collection and Data Gathering Instrument
The researchers will use descriptive survey method of research as their
instrument to collect the needed information. According to Calderon (2012), descriptive
research maybe defined as a purposive process of gathering, analyzing, classifying and
tabulating data about prevailing conditions, practices, beliefs, processes, trends and
cause effect relationships and then making adequate and accurate interpretation about
such data with or without the aid of statistical methods.

Data Gathering Procedure
To administer the procedure of data-gathering, the authors will not generate
information in a face-to-face manner. Instead, they will use the descriptive survey
research method through online to collect the appropriate data for their project proposal.
They came up with this method due to the pandemic and current protocol of the LGU of
Batangas City.
Survey in the means of questionnaire was chosen as a tool in collecting the data.
Questionnaire is an instrument used that consists of a set of questions that aims to
collect information from a respondent. (N.a, 2019) The answer given by the respondents
will be used in conducting the study. The researcher will use purposive sampling for the
survey. In conducting this project, the authors must find the data needed. The authors
will analyze and interpret the data gathered using the Data Gathering Instrument.
Methods of Analyses
For the interpretation of the gathered data, the following statistical tools will be
used by the researchers:
Mean. This was used to identify the best representation of data in the research.

Proposed Fund. This was used to provide the exact amount of budget that LGU
of Batangas City needs to support the selected drop out students in Batangas State
University.

DISCUSSION
Resolution
Now that the authors have discovered the planned grant for the selected dropout
students of Batangas State University whose lack of internet access influenced their
decision to drop out, it will help them to make an adjustment on the scope and limitation
of their project. Once the requested stipend is received, it will be advantageous to the
students' everyday needs in their online class. As a result, the number of students
compelled to discontinue their studies for a variety of reasons would be reduced.
