ISO 45001:
ISO 45001 is the world’s international standard that specifies requirement for an occupational
health and safety. It is issued to prevent employees and contractors form work related accidents
and ill health. It enables the organization to provide healthy and safe workplace. This standard
can be applied to any company without depending upon the size, type, and nature of the company.
Benefits of implementing ISO 45001:
Following are the benefits of implementing ISO 45001 in any organization:
• It helps preventing accidents.
• Safe and reliable environment can be achieved for the workers and visitors.
• It improves the hazard identification.
• It reduces the downtime.
• It also reduces the absenteeism of workers.
• It makes the environment suitable for working so that no one have any fear about danger
during working.
• It increases the overall performance of an organization.
• It builds the customer satisfaction and trust.
• It also contributes to the Sustainable Development Goal No. 03 (GOOD HEALTH AND
WELL-BEING).
Shortcomings of ISO 45001 in Pak Railway:
Every railway system in a developed nation is equipped with what is known as an Occupational
Health and Safety Management System, which is based on local or global standards like ISO
45001. Such a mechanism does not exist in Pakistan Railways. Although its extensive pre-
Partition railroad legislation resembles a penal code, they do not make up or define a modern
management system. If our Railways don't acknowledge this reality, their only choice would be to
keep having countless, repeat incidents, which are inescapably going to happen.
It is imperative and required that Pakistan Railways create and execute its own Occupational
Health and Safety Management System. The highest management of the Railway would be guilty
of criminal negligence if they did not comply. Sadly, and incorrectly, the Railways still blames its
linemen, signalmen, train drivers, electricians, passengers, or pressure cookers for the majority
of incidents.
To understand what an occupational health and safety system is and how it is built in an
organization, Pakistan Railways would find it best to start by recruiting a team of experts from
inside. The management might decide the best course of action for building and implementing
such a system in Pakistan Railways once a fundamental understanding has been acquired.
There is no federal law or authority in Pakistan to regulate health and safety, establish standards,
or serve as a watchdog. There are no provincial health and safety laws in Baluchistan or Khyber
Pakhtunkhwa. These laws exist in Punjab and Sindh, but their implementation is still problematic.
Shortcomings of ISO 45001 in Pak Railway Workshops
(Mughal Pura, Lahore):
In Pakistan Railway workshops, there are several shortcomings of ISO 45001. The workers
working in workshops are working in inhumane environment. There is no proper air ventilation
and workers have generally no access to Personal Protective Equipment (PPEs). Because of this
reason, they endanger their lives many times a day.
There is no qualified safety officer in the workshop that can enforce health and Safety Standards
at Workshop because of which workers follow careless and dangerous unnecessary practices for
example there are various oil spills on the floor of CDL workshop due to which floor is slippery
and this can cause dangerous accidents for workers.
In the Foundry and Forging shops workers follow very dangerous Practices which often lead to
different accidents. There is no new, automated machinery and workers are still following
dangerous practices that can cause failure.

Different workshops in the Pakistan Railway contain heavy, weightlifting equipment e.g., Cranes
etc. This equipment is in the dire need of inspection. Inspection of this heavy, weightlifting
equipment is necessary because it ensures that equipment will not fail while lifting heavy load.
This under due equipment is placing life of workers and costly equipment in danger.
