The General Assembly,

Expressing the rising concerns of the ethical, social, humanitarian, legal and
security implications of AI weaponization, such as privacy elimination, accountability
gaps, societal biases, and misuse,

Recognizing the accelerating rate at which the development and implementation of


AI weaponization in the military in various nations are occurring,

Welcoming all thoughts, initiatives and efforts to promote the more responsible and
effective use of AI weapons

1) Urges Member States to provide thorough and open regulatory frameworks


for the creation, usage, and deployment of AI-enabled military systems,
making sure that human monitoring and control remain essential to all
decision-making procedures throughout their operation;

A. Transparent R&D Policies: Encourage transparency in research and


development of weaponized AI technologies. Promote the sharing of information
about AI capabilities and limitations to avoid misunderstandings and miscalculations
between nations;

B. Provide proof of documentation of any creation of any autonomous


weapons to the international committee;

C. Stresses the need for member states to take all necessary measures to
ensure that the development and deployment of AI weapons do not pose undue risks
to civilians, infrastructures and cultural heritage sites.

2) Calls for the strong condemnation of fully automated weapons without the chance
of human intervention:
A. Accepts and promotes the production of semi-autonomous
weapon systems or human-supervised autonomous weapon
systems;
B. Supports the creation of systems meant for identification of
enemies;

3) Demands the formation of a specialised international expert panel;

A. Develop international norms and standards for the development and use of
AI weapons. This would help to ensure that all countries are held to the same
standards when it comes to the development and use of AI weapons;
B. Have an international commision of 4 permanent member states;

4) Emphasises on the strict implication regarding the use of fully autonomous


weapons such as:

A. Heavy economic sanctions by all the nations present in this bloc;


B. Cancellation of trade unions and permits of countries that violate these
regulations by those present in this bloc;
C. Army embargo’s such as military restriction on basis of field activity and
constant surveillance of the military forces of the countries that disrupt the
laws forged by this bloc;

5) Directs a revision and addition of the IHL laws and international laws that should
be conducted by the CCW and the UNHRC to apply strict regulations and restrictions
in order to prevent any violence and offence in the use of military AI.
