Dear Partners
We are pleased to invite you to participate in the validation workshop on the ESA Ministerial Commitment
Regional Accountability Framework (RAF) to be held virtually on 26 October 2022. Kindly take note of this
new date for the workshop, and not the 19th as previously communicated.
In December 2021 Ministers of Education, Health, Gender and Youth endorsed and affirmed the Eastern
and Southern Africa (ESA) Commitment 2021-2030 at a High-Level meeting during the ICASA Conference in
Durban. The affirmation is a commitment by the Ministers to continue the work around ensuring that the
health and well-being of adolescents continue receiving priority for the realization of the demographic
dividend.
To complement the Commitment and to support national and regional efforts to achieve the broad goals
outlined by the Commitment, a draft regional accounting framework (RAF) has been developed by the
Technical Coordinating Group’s Monitoring & Evaluation working group in collaboration with Population
Council. This RAF covers a range of indicators at both the outcome level and the process/implementation
level. It will provide a framework for Member States to report on progress annually, coordinated by the
SADC and EAC Secretariats.
In order to facilitate the implementation of the RAF and the reporting by Member States, a virtual workshop
has been planned to provide an opportunity for countries to input on indicator selection, as well as discuss
and reach agreement on the process by which annual reporting will be done. The workshop will therefore
bring together those responsible for annual reporting on the ESA Commitment, along with relevant
Monitoring & Evaluation specialists and statisticians from ministries responsible for education, health,
gender, and youth; as well as Civil Society Organizations working in ASRHR accountability.
For smoother coordination, stakeholders in each country are kindly requested to convene in one locality for
the workshop; UN agencies and partners will meet the costs for conferencing. The Concept Note and
Agenda are attached for further information, as well as an Indicator Assessment sheet which Member States
are requested to complete ahead of the workshop.
Kindly anticipate to receive communication on the workshop from SADC and EAC Secretariats as relevant.
