VISION
We, the Youth of the Archdiocese of Cagayan de Oro, through the inspiration of the
Holy Spirit and the intercession of our Blessed Mother Mary, envision renewed and
empowered disciples of Christ with a common goal of strengthening our Catholic faith by
journeying together in striving to be more faithful, peace-loving, responsive, and active
persons.
MISSION
To encourage and animate every young person to share his or her talents, abilities,
and skills based on church morals and teachings. To re-establish and sustain
pastorally-oriented, functional, adaptable, and dynamic youth ministries.
A. NAME OF THE COUNCIL
1. The name of the council shall be the Parish Youth Coordinating Council (PYCC) of
the Chair of Saint Peter Parish, Macabalan.
2. The PYCC shall operate as one of the implementing arms of the parish under the
direct supervision and authority of the parish priest and shall faithfully coordinate with
programs and activities of the Commission on Youth.
3. The PYCC Macabalan shall be the official umbrella body for youth organizations.
4. The terms “PYCC Officer” and “PYCC member” refer to a bona fide youth volunteer
who participates in youth orientations, seminars and other organized activities.
5. The PYCC of Macabalan shall adopt an official logo.
6. The PYCC shall exist under the supervision of the Parish Pastoral Council (PPC) in
accordance with the Constitution and By-Laws of the Archdiocesan Youth
Coordinating Council (AYCC).

B. MEMBERSHIP
1. PYCC Officer - a youth who has complied all the requirements stated below. He/She
must be:
(1.1) 13 - 39 years old, single, and with no parental obligations.
(1.2) Baptized Roman Catholic with proven faith, good morale and outstanding
prudence.
(1.3) Resident of the barangay under the parish jurisdiction.
(1.4) A member of any youth organization under the PYCC.
(1.5) Willing to actively participate in the activities of the PYCC.
(1.6) Completed the six (6) modules of the Youth Orientations from the Archdiocesan
Youth Apostolate (AYA).
(1.7) Willing to devote his/her time, effort, and talent to achieving the goals of the
Council.
(1.8) Have moral character and experienced leadership.
(1.9) Endorsed by the PYCC Coordinator and PYCC Officers which is approved by the
Council.
2. PYCC Member - a youth who has complied with all the requirements stated below.
He/She must be:
(2.1) 13 - 39 years old, single, and with no parental obligations.
(2.2) Baptized Roman Catholic with proven faith, good morale, and outstanding
prudence.
(2.3) Resident of the barangay under the parish jurisdiction.
(2.4) A member of any youth organization under the PYCC.
(2.5) Willing to actively participate in the activities of the PYCC.

(2.6) Completed the six (6) modules of the Youth Orientations from the Archdiocesan
Youth Apostolate (AYA).
C. ORGANIZATIONAL STRUCTURE
1. EXECUTIVE OFFICER. The Executive Officer shall consist of Coordinator, three (3)
Youth Leaders (Head, Internal, & External), a Secretary, a Treasurer, and an Auditor.
The Executive Officers shall have the following capacity and responsibilities. They
shall be:
(1.1) The Council’s policy-making body.
(1.2) Develop various programs and activities.
(1.3) Supervise all activities of the seven (7) gifts and youth organizations.
(1.4) Designate the date, time, and venue of the regular meetings of the Council.
(1.5) Have the power to appoint and remove an officer as the need arises.
2. SEVEN (7) GIFTS. Each of the Seven (7) Gifts shall be composed of a Head and
Assistant. The Council shall have the following Seven (7) Gifts:
(2.1) Advocacy
(2.2) Publication
(2.3) Animator and Youth Volunteer Program
(2.4) Festivities and Periodic Events
(2.5) Evangelization and Faith Formation
(2.6) Culture and Arts
(2.7) Kalakbay for Leaders

3. YOUTH ORGANIZATIONS. The Youth Organizations shall consist of President, Vice
President, a Secretary, a Treasurer, an Auditor, and Committees. The Youth
Organizations shall have the following functions:
(3.1) To function as a link between the council and the aforementioned organizations by
submitting monthly reports of the activities and programs carried out in their
respective organizations every last Sunday of the month.
(3.2) To promote mutual understanding and strengthen connections among other
organizations and to the PYCC.
(3.3) To submit a strategic planning of activities for a year to the PYCC every first month
of the year.
(3.4) To develop devoted, committed, and selfless people who will serve the parish.
4. CHAPEL-BASED YOUTH ORGANIZATIONS. The Chapel-Based Youth
Organizations shall consist of Chapel Youth Leader, Assistant Chapel Youth Leader,
a Secretary, and Committees. They shall have the following functions:
(4.1) To function as a link between the council and the aforementioned organizations by
submitting monthly reports of the activities and programs carried out in their
respective organizations every last Sunday of the month.
(4.2) To promote mutual understanding and strengthen connections among other
organizations and to the PYCC.
(4.3) To submit a strategic plan of activities for a year to the PYCC every first month of
the year.
(4.4) To develop devoted, committed, and selfless people who will serve the parish and
their respective chapels.

D. DUTIES AND RESPONSIBILITIES
(D-I) PYCC EXECUTIVE OFFICERS
1. The Coordinator shall be the head officer of the Council, as such: he/she shall have
the following capability and responsibilities:
(1.1) Preside at all meetings of the Council.
(1.1.1) Prepares the agenda ‘
(1.1.2) Knows and applies meeting procedures
(1.2) Knows all the existing members of the PYCC
(1.3) Have overall control and supervision of all activities of the Council.
(1.4) Represents the youth in the Parish Pastoral Council.
(1.5) Represents the youth in the Vicarial and District meetings.
(1.6) Ensures the implementation of the vision, mission, program policies, and
resolutions of the PYCC carried out.
(1.7) Call for any necessary special or urgent meetings.
(1.8) Appoint or discharge PYCC officers.
(1.9) Assign tasks to the PYCC Officers and members.
(1.10) Perform other duties pertaining to his/her office.
2. The Youth Leader Head shall:
(2.1) Assist the PYCC Coordinator with the performance of his/her duties.
(2.2) Assign extra duties required to the two (2) Youth Leaders (Internal and External).
(2.3) Perform other duties as may be assigned to him/her by the Coordinator.

3. The Youth Leader Internal shall:
(3.1) Take charge of the proceedings in the absences of the Coordinator.
(3.2) Perform other duties as may be assigned to him/her by the Coordinator.
4. The Youth Leader External shall:
(4.1) Represents the PYCC at the Vicarial and District Meetings, other meetings, and
gatherings outside the parish.
(4.2) Perform other duties as may be assigned to him/her by the Coordinator.
5. The Executive Secretary shall:
(5.1) Notify members of every scheduled meeting.
(5.2) Record the minutes of the meeting and read the minutes and other pertinent data.
(5.3) Keeps records and reports submitted by its members and other pertinent data.
(5.4) Issues and receives correspondence on behalf of the PYCC.
(5.5) Perform other duties as may be assigned to him or her by the Coordinator.
6. The Treasurer shall:
(6.1) Maintains a record of all financial accounts.
(6.2) Submits a monthly financial report to the council.
(6.3) Performs such other functions as may be assigned to him or her by the
Coordinator.
7. The Auditor shall:
(7.1) Conduct periodic audits of the financial position of the council.
(7.2) Audits and corrects the treasurer's financial report.

(7.3) Keeps receipts and other important financial records.
(D-II) SEVEN (7) GIFTS
1. The Advocacy shall:
(1.1) Take mind for empowerment, major advocacies such as clean-up drives, sports,
pilgrimages, youth forums, and symposiums.
(1.2) Serve as the main contributor to the Church's major advocacies such as
the "Laudato Si".
2. The Publication shall:
(2.1) Promote and advertise any Youth Council activities through various channels,
including the internet and physical promotion, in order to benefit the Youth.
(2.2) Maintain a database of records through documentation.
3. The Animator and Youth Volunteer Program shall:
(3.1) Supervises animation practices, animation updates, and actual animations such as
those in the doxology and Invocation part of a program.
(3.2) Take part in logistics for the church's social action, donation drives, ushering any
acts of charity, etc.
4. The Festivities and Periodic Events shall:
(4.1) Associate all festive events, youth activities, and periodic events such as liturgical
seasons, religious celebrations, BEC programs, and etc.

5. The Evangelization and Faith Formation shall:
(5.1) Facilitate mental, social, and spiritual formations and recruitments e.g., through
recollections, retreats, prayer meetings, BEC implementation, counseling, and
visitations.
6. The Culture and Arts shall:
(6.1) Supervise all artistic performances, including the liturgical dance in high masses,
events' decorations, and the director for music and the arts.
7. The Kalakbay for Leaders shall:
(7.1) Lead youth formations, creating leaders, seminars, and orientations, e.g., Youth
Orientation (YO), Leadership Training Seminar (LTS), forums, recollections,
symposiums, seminars, dialogues, etc.
E. ELECTION
1. There shall be an election every three (3) years, wherein the authority to set an
election rests with the head liturgist, who in this case is the parish priest.
2. There shall be a total of seven (7) elected PYCC Executive Officers namely the
Coordinator, three (3) Youth Leaders (Head, Internal, & External), a Secretary, a
Treasurer, and an Auditor.
3. The election of PYCC executive officers shall be done through the vote of qualified
voting members. The following are the qualified voting members:

(3.1) The PYCC Officers
(3.2) The Youth organizations' President, Vice President, and Secretary.
(3.3) The Chapel Youth Leader, Assistant Chapel Youth Leader, and Secretary.
(3.4) Only three (3) representatives per organization may cast their votes: either the CYL,
ACYL, Secretary, or their representatives.
F. YOUTH ORGANIZATIONS AND CHAPEL-BASED ORGANIZATIONS
1. All activities of the youth organizations under the PYCC must comply with approval
from the Council and its officers through the annual strategic planning of the PYCC.
2. All youth groups, organizations, and movements existing in the parish and in areas
under its jurisdiction are qualified to become members of the PYCC and, thus, must
coordinate with the PYCC.
3. A group that wishes to establish coordination with the PYCC must send at least one
(1) or two (2) representatives to the council, who shall act both as spokespersons for
the group’s concerns and as transmitters of PYCC information to their respective
organizations.
4. All mandated organizations in the parish shall endorse their youth members and
officers to the PYCC.
(4.1) Inform and coordinate with the PYCC for the newly elected officers, who will then
undertake an oath-taking ceremony.
(4.2) The PYCC must be notified of every new recruitment to enable it to assist the
recruiting organization in disseminating information.
(4.3) New members from different organizations shall acknowledge the existing council
through their head officer.

G. MEETINGS AND QUORUMS
(G-1) PYCC OFFICERS
1. Monthly regular meetings shall be held every third Sunday of the month, after the
third mass.
2. The PYCC Coordinator may call emergency or special meetings as the need arises.
3. A presiding officer and one-half of the active members shall constitute a quorum for
special or emergency meetings.
H. IMPEACHMENT, RESIGNATION, AND VACANCY OF OFFICE
1. Officers may be removed from council by violating Regulations B and I and/or being
inactive as a member or officer for 3 consecutive months, but only through a majority
vote of the active members.
2. Vacancies shall be filled by the election process stated under Regulation E.
3. Officers certain to file for resignation should provide advance notice beforehand for
validation. Therefore, the resignation should be due valid.
I. DO’S AND DON’TS
1. DO’s
(1.1) Allow for good leadership and proper council.
(1.2) Encourage integrity among youth members.
(1.3) One must adhere to the guidelines and policies implemented by the
council.
(1.4) Discipline and respect must be maintained in the council and youth
organizations.
(1.5) Think of being in ministry with those we serve rather than with them.
(1.6) Proactively resolving conflicts with other council members and officers.
(1.7) Greeting and making each youth feel welcome.
(1.8) Stay professional at all times.
(1.9) Share church teachings and good moral development.
(1.10) Be a good epitome for the youth.

2. DON’TS
(2.1) Don’t use the name of the council for bad intentions or personal benefit.
(2.2) Don't portray your church mate negatively.
(2.3) Don’t tolerate manipulation of connections with any person above the
ranks, in or out of the council, due only to a mischievous cause.
(2.4) Don’t abuse hierarchical power to any possible person.
(2.5) Don't bring your bad attitude or habit to the council.
(2.6) Avoid being late to council meetings and important gatherings.
(2.7) Don't engage in cliques, exclusion, or gossipy behaviors.
(2.8) Don't work without a plan.
(2.9) Do not make available the use of church facilities, assets, or members
for partisan political purposes.
(2.10) Don't take your leadership role too lightly.
J. AMENDMENTS AND REVISION
1. These Rules and Regulations, or any provision thereof, may be
amended or repealed by a majority vote (50% + 1) of the active
council members at any regular or special meeting duly held for a
purpose.
2. Any amendments or revisions will take place if a specific authority
above the hierarchy orders them to do so. The referred persons are
The PPC President and the Liturgical Head.
