ABOUT US
Dr. Ahmed Farid Mustapha’s (AFM Consultants) Office is one of the oldest consulting
offices in the Kingdom of Saudi Arabia. It was established in 1967 in Riyadh city
targeted with promoting private consulting works in designing and supervising
several university buildings, private buildings, and much more.
Then, AFM Consltants continued to develop its capabilities and competencies to
add more majors to its technical competencies including:
Regional Planning- City Planning- Urban Design- Urban Observatories- Design and
Architectural Studies- Systems Analysis- Information Systems Analysis- Databases

FOUNDER
Dr. Ahmed Farid Mustapha holds a Bachelor of Architecture from faculty of
Engineering -University of Alexandria (in 1960), and a Master of Architecture from
Massachusetts Institute of Technology (MIT) -Cambridge USA (in 1964) and Ph.D.
in Architecture from American Catholic -University of Washington, DC (in 1968), in
addition to a two-semester study on city planning from (MIT) in 1964.
Dr. Ahmed is considered as one of the pioneers in the Kingdom of Saudi Arabia in
the field of Planning and architecture, on both academic and consultancy levels.
Dr. Ahmed held several university positions; he was the founder of Architecture
Department at King Saud University in Riyadh, KSA. As well as he was the dean of
the first initiated College of Architecture and Planning at King Faisal University in
Dammam.
Through his consulting office, Dr. Ahmed presented various mega projects in the
field of planning and architecture inside and outside Saudi Arabia, in addition to
academic researches in the field of planning Islamic and Arab cities and special
architectural researches on Universities buildings.

Business Scope
Our office has always been keen to follow the latest trends of architecture and
urbanism, along with our goals to improve the quality of life and achieving a
consistent development growth in all fields, our office was the first to follow these
urban planning trends, urban design and development projects.
Our work was not only limited to adopting the principles of these directions, but
also actively contributing in developing frameworks for these trends all through
our employee’s active participation in different local workshops and international
conferences as well as our various projects and distinguished international
alliances.
This led to raising our employee’s efficiency and keeping them up-to-date with the
latest modern trends.
HUMANITY

One of the most important modern terms in urbanization, which aims to make cities more
suitable for people, where each resident feels as human.
Moving towards more human-friendly cities is one of the areas that AFM Consultants office
has been focusing on throughout all our projects depending on the following methods:
• Adopting areas where pedestrian traffic is separate from vehicle traffic.
• Reducing personal transportation use and relying more on better public
transportations.
• Avoiding urban expansion and aiming towards urban densification, and accurately
measured differently from one case to another.
Some of our significant projects in such field are:
• Developing Buraidah city center, where squares are designed for community
meeting and various activities all connected through pedestrian pathways.
• Developing New Taif city by planning recreational areas with appropriate human
dimensions, linking services with work and entertainment areas, and creating
multiple and gradual courtyards.
• Visual axes development projects such as the ones in Makkah, Al-Medina Al-
Munawara, Al-Baha and Buraidah.

QUALITY OF LIFE

One of the main goals of modern urbanization and sustainable development trends is
Quality of life. Countries around the world and their cities always seek to achieve it, thus
it is the most valuable outcome of a sustainable city and the humanization of cities. The
quality of life is based on three main axes:
• Security: Social, economic or spatial security.
• Health: Quality of air, water, food and all means of maintaining a healthy society.
• Work: Availability of work opportunities nearby to residential areas.
AFM Consultants Office has several projects that were mainly targeting all quality of life
aspects such as:
Social Aspect: All our projects are based on collecting socio-economical surveys from
residents such as various urban observatory projects, cities detailed plans and regional
plans.
Healthy Services Facilities Aspect: We have participated in several projects such as
designing hospitals, health centers, universities, in addition to construction supervision.
We also designed and planned various facilities and parks such as “King Salman Park in
Buraidah, Al-Ghar Al-Barry Park in Riyadh, and Al-Medina Al-Monawara Club” along with
the development of all city-center areas and its facilities.
As for work-related projects such as municipal investments, feasibility studies, economic
observation study we have different projects such as Economic Observatory in Al-Medina
and Buraidah that monitors all economical and investment indicators for each city.
Known fact is that urban observatory projects are considered as one of the most effective
projects in measuring and monitoring city performance and its transition towards a better
life quality. Our office has a great experience and knowledge in this area.
LIVABILITY

Livability means ability of the city to meet the needs of its citizens in accordance with
its efficiency to deal with climate changes, means of transportation, different services,
suitable accommodation for all segments of society, social and cultural activities and
strong networks.
The more these standards are achieved, the more the city has a high suitability for living.
And our office has many practices in planning and designing projects related to supporting
these areas such as: -
• A proposed public transportation network in the city center of Buraidah
development project.
• Traffic and transportation movement researches of various projects in the office.
• A pedestrian network development projects for several cities such as in Taif, the
central Buraidah, Al Bahah and Al Mikhwah.
• Park development projects of Al-Ghada, Al-Qushay and Al-Tarfi in Buraidah, and
Al-Makhwah park in Al-Baha
Our office has a remarkable experience in this area, as Al Qassim Observatory is one of
our projects, produced the first report at the KSA level to help measure the livability in the
city of Buraidah, in which the different approaches to measuring the suitability of living
were applied.

SUSTAINABILITY

Cities all over the world target to achieve Sustainability, as Sustainable planning is linked
to environmental sustainability and related to business and sustainable economic.
AFM vision for sustainability is considered as one of the main pillars and a core concept
that our office relies on all its projects. Starting from measuring sustainable development
goals and millennium development goals through urban observatories established
by office, and to design and plan cities based on the elements of environmental, and
sustainable social-economic planning projects, for example our projects in the city of Al-
Baha, New Taif, Central Buraidah, and Al-Jouf city detailed planning.
In addition to urban upgrading and urban renewal projects that increase the quality of the
urban environment in the city, such as our experiment in developing slum areas in both
Al Medina and Makkah cities, Also tourism and heritage projects such as Fursan heritage
village development and Al-Ahsa historical buildings development projects.
GREEN CITY

The Green City is the ambition city that all seek to create, and there are multiple different
ways to achieve it in order to live in more sustainable urban areas (environmentally
-socially -economically) by using sustainable technologies.
The green city vision can be achieved through a set of actions, strategies and urban
structures transformation of the city through the following tools:
• Reliance on renewable energy sources.
• Waste recycling and reusability.
• Sustainable transportation.
• Green urbanism.
Our office has its vision, concept and previous experiences to achieve the concept of a
green city such as:
• New Taif City planning.
• Several recreational parks, such as (Women’s Park in Buraidah -Al Magwah Park in
Hail -King Salman Park in Al Qassim – and other various parks in Riyadh)
• Expanding the list of urban indicators concerned with the environment and the
green city in all urban observatory projects carried out by the office.

SMART CITY

Nowadays, big cities around the world are currently moving towards becoming smart cities.
As the Saudi Arabia vision 2030 is to turn some of its cities into smart cities, AFM office
took major steps in embracing smart cities measures in some of its recently developed
projects.
Smart cities principles are now dominant on all AFM future projects, to stay aligned with the
21st century international civil modernization. A field where information technology plays
a great role in providing smart solutions that will efficiently affect spatial development in
Saudi Arabia as well as its resident’s cultural development.
Our office began implementing the CIM (City Information Modeling) system to deal with
the three stages of smart cities, the design stage, the implementation stage, the city
management stage after its establishment (in which the citizen interacts with all smart
city systems).Examples of such systems is the New Taif city, which was planned by our
office as a sustainable smart city and environmentally friendly.

Joining
The United Nations Global Compact is a voluntary initiative based on CEO commitments
to implement universal sustainability principles and take steps to support UN goals.
AFM Consultants Office is one of the first companies and offices to join Global Compact.
We believe in the importance of this compact and we are willing to achieve a sustainable
development.
By joining the Global Compact initiative on 24/05/2019, our efforts were being rewarded.
AFM was a dynamic participant within the special crew that was formed to activate the
local Global Compact network in Saudi Arabia.
Currently, AFM Group is considered as an active member in all workshops and events that
takes place to form the local network of Saudi Arabia.
A workshop was held for all parties involved in the development, to introduce goals and
principles of the Global Compact Initiative, and to highlight role of all involved parties
as well as presenting an action plan to achieve ten principles of the initiative toward a
sustainable development.

All accumulated experiences in preparing strategic, regional and urban


planning at AFM Consultants Office have been refined over the last
twenty-five years by using local, Arab and international expertise with
massive international backgrounds.
In addition, there was a close cooperation with international and
Arab institutions working in development field such as (UN-HABITAT),
(UNDP), (ESCWA), (AUDI)… etc.
All this helped in creation of an advanced expertise in strategic and
regional planning field that led towards 1st prize award to one of AFM
Consultants Office most significant projects and outperforming all
other 55+ submitted projects at the Organization of Islamic Capitals
and Cities for the year 1424 A.H.

PLANNING
STRATEGIC AND
REGIONAL PLANNING
In light of national urban strategy and its updates, AFM Consultants office has prepared
regional and sub-regional plans for the regions of (Al-Medina -Hail -Al-Baha). It has also
prepared strategic plans for many governorates in the region of Makkah and Riyadh.
In addition to working on developing mechanisms for implementation of regional
strategies and its plans, following up recommendations activation, and developing models
for projects that serve as practical guide.
AFM Consultants Office undertook a follow-up project to implement and operationalize
the recommendations of regional plans in each of Al-Medina and Aseer regions. The
Ministry of Planning and Economy considered these two projects a guiding model for the
other regions.
These projects represent a significant milestone towards forming prototypes to achieve
the Saudi Arabia vision 2030 through strategic and regional plans.

CITY PLANNING

During the last two decades, city planning has been considered as one of the main
professions of the office. Numerous local and detailed plans have been carried out for
many cities around Saudi Arabia; with different sizes and functions, with the purpose
of setting future development plans that reflect the available capabilities of each city
and within the framework of sustainable development through following the national
goals and adhering to the roles specified for these cities in the National Urban Strategy,
considering any changes in national trends such as National Transformation Program in
the Saudi Arabia Vision 2030.
AFM Consultants Office has extended wide experience in this field due to its human and
technical resources and unique methodologies that enable it to complete the tasks of city
planning and development at the highest technical level, in addition to its practice in relying
on community participation in process planning to achieve all means of communications
between targeted groups and decision makers during the development process cycle.

AFM Consultants Office started working on this project


at the end of 1418 A.H. and continued for two years. The
main objective of the project was to generate a long-
term vision for developing Al Medina Region until the
year 1450 A.H.
A plan that is flexible enough to deal with emergency
and expected technical and economic growths in the
region and compatible with the National Development
Strategy.
The studies of the regional plan for the region included
a tremendous amount of necessary details to formulate
realistic and implementable development strategies,
through the integration of sectoral and spatial strategies
to serve the final objectives of the study.
That project won the first prize at the Organization of
Islamic Capitals and Cities for the year 1424 A.H.

Based on the role of the Ministry of Municipal,


Rural Affairs and Housing in directing and
controlling urban development to ensure
provision of services and facilities all over Saudi
Arabia, and to unify the efforts made in that.
Aseer Regional Plan has been developed. It is a
medium-term vision of the development efforts
for the region. It was a crucial planning as a
mechanism to achieve the objectives of five-year
plans and urban strategic on the one hand, and
a linking channel between national strategic
planning and local planning on the other hand.
Given the importance of showing the outcomes of
Aseer Regional Plan goals and recommendations
to a tangible reality, Aseer Municipality took AFM
Consultants Office recommendations and turned
it into actions and started implementing and
applying changes.

Landscape is an indispensable complement to the completion of the design of any project,
as the use of plants and various elements of coordination of external environment
represents a balance and integration with architectural shapes and blocks present on site.
This profession in our office is very important, it concerned with designing gardens, parks
and various landscape works.
AFM Consultants Office is concerned with Landscape in a way that helps in, integration,
interconnection and coordination of the urban environment to serve human requirements
and needs in better way, which require a homogeneous and balanced interaction with
nature with its various elements.

Architectural designs at Al-Nazim Cave Park
Project relied on the latest and most trending
designs depended on the Najd architectural
pattern, and putting into consideration the
desert climate and the harsh environmental
conditions while planning.
To ensure the park sustainability and reflect
the local identity, while making the most
of the economic and commercial side in
providing job opportunities and seeing an
increase in investment and tourist attraction
in the park.

Al Maghwah entertainment Park is the main celebration center for all the city activities, especially the major
festivals and specialized exhibitions.

It is a natural lake that originated in Dumat Al-Jandal Governorate due to the flow of irrigation water from palm
farms in the governorate.
Al-Jandal Lake is the only natural lake in the Arabian Peninsula, This lake is located on a very large area beside Omar
Ibn Al-Khattab Mosque and historical Mared castle, and it is surrounded by mountains.

AFM Consultants Office has great experience in dealing with heritage areas and
projects associated with it, either cultural, such as festivals and events or physical
such as heritage buildings and villages, as well as with regard to other tourism
projects such as ecotourism, beach tourism… etc.
Our office has previously cooperated with several parties interested in this field, the
most important of which is Tourism Public Authority.
As for socio-cultural heritage, the office has developed several park sites with
festivals activities in Al Qassim region, such as Al-Ghuda Park, Al-Tarfia Park and
Al-Qushai, which were considered as the first projects for socio-cultural tourism
development.

As well, projects related to physical heritage, such as developing El-Ayoun village in

Al-Ahsa city, which was included in UNESCO World Heritage sites, as well as some
important historical buildings in Al-Ahsa, such as Ibrahim Palace, Amiriya School,
and others.
The office has distinguished experience in the city of Jazan and Al-Baha, where it
developed heritage villages (Al-Qusayr -Qalaat Al-Nasr – center of Farsan -Al-Saqid
Village -Abu Qoot -Al-Atawlah Village)

Jabal Quds and Al-Faqara Project in Al

The project of Jabal Quds and Al-Faqara area is


considered as one of the first ecotourism projects in Al
Medina Region. This is due to its natural heritage and
climatic potential and distinctive botanical, and cultural
values that deserves protection, which prompted the
urban designer to interact in producing urban plans
and architectural designs that lines up well with the
natural environment of the mountain while reflecting
the urban and architectural heritage of Al Medina
Region.

The structural and detail plans have been marked
with adequate visual and functional character due
to the nature of site and the local urban heritage,
It has suggested several unique uses for the site,
including Planetarium, Astronomical Observatory, and
Institute of Astronomy and Environment, in addition to
recreational areas, places of residence and camps for
youth and families.

Dr. Ahmed Farid Mustapha’s Office has a distinguished work precedent in the field of
establishing and operating urban observatories in Saudi Arabia and the Arab world.
AFM Consultants Office won the honor of leadership in this field by establishing the first
complete urban observatory in the Arab world in Al Medina in 1424 A.H., which won the
first Prize in Organization of Islamic Capitals and Cities in 1426 A.H. in the field of urban
development. Starting from that date, our office has established and operated urban
observatories in most regions in Saudi Arabia (Al Medina -Al-Baha -Al Qassim -Aseer -Al-
Jouf -Hail -Taif).
In addition, our experts train workers in urban observatories inside and outside Saudi
Arabia (Riyadh Observatory -Aleppo Observatory in Syria -Amman Observatory in Jordan
-Iraq Housing Observatory -Manama Observatory in Bahrain). AFM Consultants Office has
received many awards, certificates of appreciation and international tributes.
Urban observatories are considered as one of the most important tools that enable
decision-makers to get more comprehensive understanding of the various aspects of
urban society development, which helps in formulating development policies within
the urban community. It contributes to direction of planning and proposing policies
and successful solutions to deficiencies with the active participation of all development
partners in preparing the data sources needed to produce indicators.
The process of establishing and operating urban observatories is one of the most difficult
and complex projects in the field of urban development, despite what appears to be a
simple idea and easy to achieve, after our experience in this field we have the right to call
these qualitative specialized projects as (the abstained easy) projects.

Interior Design Department is one of the new departments in AFM Consultants Office.
Our office has a specialized team that works on designing internal spaces to fulfill the
physical, spiritual and social needs of the users, as well as to ensure the safety of the
building and the maximum comfort of the users.
We also prepare executive plans and specifications for building materials and various details,
finishing materials, and furniture, and its compatibility with the surrounding environment.
Also the team is keen to review and evaluate the design during implementation and after
completion of the project.

AFM Consultants Office has distinguished experience in several projects in the field of
urban economics, where the methods of planning and managing activities have changed
radically in the past decades, and problems have become more evident.
Urban agglomeration is no longer just a piece of land inhabited by people, on which houses,
factories, shops, places of entertainment and other activities and roads are established.
Rather, urban agglomeration has become known as a living system in which people live in
constant movement according to an organizational and administrative process in which
all the components of human life are integrated in all its aspects. All this led to a new

AFM Consultants Office documents current situation of cities of Saudi Arabia
according to a specific work methodology to analyze the urban structure of
study areas in cities and their relationship to road network, as it establishes a
database and GIS for the study area.

AFM Consultants Office studies the traffic impacts of developing and planning the
cities of Saudi Arabia in order to ensure ease of traffic after development in the
target year and to provide safe operation of vehicles and eliminate traffic jams in
the future due to recent development. This may require analyzing the city traffic
in terms of streets, intersections and traffic density along to all sorts of moving
vehicles and transportations.
One of the advantages of traffic studies carried out by AFM Consultants Office is
conducting a traffic Impact Study (TIS), which is one of the scientific methods for
determining the impact of proposed projects on road network within the cities. It
aims at determining suitability of the future road network to the expected traffic
volumes to reach appropriate service levels.

SOCIO-ECONOMIC SURVEY

It is considered as one of the main sources of data and information, upon which many
urban studies and urban observatories, in order to produce urban indicators to identify
socio-economic characteristics of population.
AFM Consultants Office conducts a survey of households in cities at neighborhood level
through a sample ranging from 5% to 10% of households in the study areas.
As for the data of the socio-economic survey, they are included in the system at the level of
the housing unit (or building) provided that the geographical locations of these buildings
are linked to detailed data of the survey forms with the GIS.

In line with the Saudi Arabia Vision 2030, and in order
to activate its initiatives, this type of survey is one of
the most recent field surveys, in which AFM Consultants
Office uses the latest in three-dimensional monitoring
tools in order to document current situation of all
manifestations of visual distortion in the city, and
preparing a field photographic survey for the types,
patterns and locations of visual distortion in the city,
and troubleshooting problems and causes of the various
manifestations of visual distortion, their quantities,
and their analysis, and then address them and work
to develop appropriate planning standards that are
compatible with the conditions and nature of the city
and the characteristics of its inhabitants so that they can
be applied and achieved in a way that provides a distinct
social urban environment without the presence of visual
deformation, then move to the second stage, which is
the registration stage.
AFM Consultants Office has implemented this survey in
three major cities (Sakaka, Al-Jouf, Hail) in Saudi Arabia.
