Rationale In line with implementation of Republic Act No.
10533, or the enhance basic education act of 2013, the
Department of education (DepEd) issues the enclosed policy
on the Learning Action Cell (LAC) as a K to 12 Basic
Education Program School-Based Continuing Professional
Development Strategy for the improvement of teaching
Learning under DepEd order No. 35, s. 2016.
Successful teaching is a result of the systematic use of
appropriate strategies for delivering and assessing the
learning objectives targeted for each lesson (UNESCO GMR
2014).Successful teachers. 1) process good grasp of content
which they can consequently convert to sound learning
objectives , 2.) are able to select and implement the most
effective instructional strategies and materials to teach the
identified content objectives. 3.) make instructional
decisions on the basis of formative assessment results, 4.)
promote sincerely their students’ learning and holistic
development , and 5.) are professional and ethical in
conduct of their work (Stonge 2007). School-Based
Learning Action Cell (SLAC) of Kalaisan Elementary School
is consistent with the procedures of the School Based
Management (SBM), and the School Improvement Plan (SIP)

, but this more focus on the teaching and learning process.
It is a venue for continues and effective in service training
for teachers’ development.
This School-Based Learning Action Cell (SLAC) will
provide an opportunity for teachers for some innovative and
new practices that could enhance teachers skills and
competencies. Teachers will be equipped with the necessary
teaching strategies and techniques in developing the
children literacy and numeracy skills and attitude.
Objectives 1. To develop the teaching-learning process that will help
improved learning among learners ;
2. To support teachers by nurturing their knowledge ,
skills, attitudes, and competencies in terms of curriculum ,
instruction and assessment in their work stations; and
3. To raise a professional shared essence among school
head, and the community as a whole.
Methodology The participants of this School learning Action Plan will be
the Teachers, AO-II & School Head of Kalaisan Elementary
School . This will be conducted every third Friday of the
Month at 3:00-5:00 pm in the afternoon. Different
objectives with its corresponding topics will be presented
and discussed based on the identified Developmental
needs found in teacher’s Individual Planning for
Professional Development (IPPD) which was consolidated
and gathered for School Planning for Professional
Development (SPPD) SY 2023-2024.
There would be one objective and assigned resource
speaker as discussant every SLAC session and if it is
necessary there would be a teacher demonstrator in order
to show the teaching strategies that could help teachers in
teaching and learning process.
Description of the Activity This will start at 3:00 until 5:00 in the afternoon. The
assigned teacher, AO-II or school head will act as
facilitators and to take charge of the context proceedings in
identified topic.
