DEDICATION

As well as everything that we do, we would be honor to dedicate this

compilation to our parents. The two person that gave the tool and values necessary

to be where I am standing today. Our parents support us on every step we make,

and decision we take; but is necessary to understand that they let us take our

decisions alone in order for us to learn from our personal mistake and as the father

of my classmate says to “learn and grow from each seatback.” We’re so graceful

with them from trusting us that we would do a good job in the university and letting

us come to achieve a higher education.

So that’s why I dedicate this research study to our parents, whom expect our

individual efforts on everything that we do, and I think that this compilation is the

perfect image and reflection of our efforts and hard work in Banking and Financial

Institutions. To our parents, I hope that we make you proud, the same way that we’re

proud of having a both of you as our parents and as the compass of our life.

l. Introduction

The ultimate mission of universities is to provide a world-class and high-

quality education to students. In order to attain this, the university needs a pool of

competitive and professional faculty who will deliver quality education. Faculty

evaluation is essential to improve the quality teaching and learning delivered by the

faculty. It helps them to know their strengths and weaknesses based on the

observations and experiences of the students they have handled. Thus, evaluations

help them improve their teaching and the delivery of quality education. Student

ratings can provide helpful and valid feedback. Feedback from students, colleagues,

and other sources lets faculty know how a class went and where changes might be

needed or attempted. Also feedback is integral in letting concerned parties to (1)

know the progress of a class, (2) areas of strength, (3) weaknesses and those that

need improvement. This doesn’t just apply to instructors whose performance is

shaky or weak, in fact even the best teachers can benefit from student feedback.

Alix et.al (2022) state that the evaluation process to teachers is a method to

ensure that instruction quality has been delivered to various stakeholders. Assessing

the performance of faculty members is now an integral part of the educational

system as it aims to assess faculty performance using sets of criteria and provide

necessary academic intervention program anchored in the development of

comprehensive faculty development program. With this, the researchers developed

faculty evaluation system integrating decision support mechanism that can provide

automatic report generation in terms of evaluation. Further, most universities and

colleges throughout the world use student ratings of instruction as part of their

evaluation of teaching effectiveness. A study by Cantwell and Drury (2016) explored

the impact of faculty evaluation systems on faculty members’ professional

development. The authors found that effective faculty evaluation systems can

encourage faculty members to engage in continuous professional development,

leading to improvements in teaching, research, and service. A study by de Oliveira

and de Sousa (2017) examined the effectiveness of a faculty evaluation system

based on the Balanced Scorecard approach. The authors found that this system was

effective in evaluating faculty performance in multiple areas, including teaching,

research, service, and institutional contribution.

The students of North Eastern Mindanao State University (NEMSU)

sometimes get confused and concerns about how Faculty Evaluation System works.

Some of the confusions are the (1) Purpose of the Faculty Evaluation System, (2)

how Faculty Evaluation System discipline the students and (3) how can describe the

potential equity consequences for the diversity of the Faculty workforce. That is why

some of the students answer it without being serious about it, and some answer it

seriously to provide either good or bad feedback towards the faculties. It also makes

the faculty confused about whether the responses of the students in the evaluation

are true or valid. Thus, there is a gap in the perception of the students in the faculty

evaluation system.

This paper proposes a theoretical framework to analyze the feedbacks of

students about the Faculty Evaluation System. It elaborates on the main components

of a comprehensive faculty evaluation systems and it enables the determination of

improvements and helps to evaluate the suggestions of the students for the

effectiveness of the implementation of the faculty evaluation system. However, this

paper is expected to gather data about the perceptions of students to identify its

concerns and different views in the faculty.

ll. Review Related Literature

This page presents numerous numbers of related works by local and

foreign authors, other researchers, developers and studies derived from the books,

articles, and other references such as the internet which are all necessary for the

study. And to achieve a deeper and better understanding of the present study, these

related literature and studies were read and analyzed thoroughly.

Students’ perceptions of the faculty evaluation system are broad, and it affects

some factors, like how they view their teacher’s skills in teaching. Thus, this process,

with its merits and demerits, has long been a matter of criticism by many scholars

and educationists; nonetheless, it also has the potential to yield useful information on

the improvement in any deficient area of teaching that might be (Dev & Qayyum,

2017). A Student evaluation of teaching and learning are playing an increasingly

important role in the delivery of high-quality, student-centered education. Insights

into student perceptions of their learning experience provide important information

that can be used to inform course design and development (Steyn et.al 2018).

Faculty evaluation reflects neoliberal values and the logic of the market, with

corresponding diminution of academic logic and the traditional values of the

academy, particularly academic quality, through market-oriented competition (Gu,

Jianxiu & Levin, John S., 2020).

According to the study of K. Hartford (2017), entitled “The Effect of Student

Evaluations on Faculty Performance” was to understand the behavior of professors

as a consequence of receiving student evaluations. The study was a descriptive

phenomenology because it describes an experience instead of interpreting it. Data

was collected through semi-structured, in-depth interviews, document and literature

review, and analysis of field notes and journals. Evaluating teachers’ performance

and impact is critical for ensuring the educational quality and efficacy. Any

framework or model used to evaluate instructors’ and teaching’s quality must place a

premium on the resulting effect on students (Clinton, Janet 2017). Teacher

evaluation systems are associated with teacher quality, accountability, performance

observations, and support. These systems are typically composed of multiple

measures including at least observations of teaching and student performance data

reflecting teacher impact (Williams, Kathleen & Hebert, Dustin, 2020). A Student

evaluation of teaching and learning are playing an increasingly important role in the

delivery of high-quality, student-centered education. Insights into student perceptions

of their learning experience provide important information that can be used to inform

course design and development (Steyn et.al 2018).

The study entitled “Teacher evaluation that’s meaningful” by Gerber, N.

(2019), provides a short review of teacher evaluation trends and practices in the

United States that directly or indirectly are related to making the purposes of teacher

evaluation meaningful. Included in the review are findings related to teacher

evaluation rating categories, frequency of evaluations, and use of observations,

evaluation components, and student growth measures. Through a case study of

university pandemic responses in the United States, the summarize key components

of how colleges and universities shifted evaluations of faculty labor in response to

COVID‐19, including suspending teaching evaluations, implementing tenure delays,

and allowing for impact statements in faculty reviews (Mickey, Ethel L et.al 2023).

The findings in the research by Chan (2018), suggest that students’

perceptions of learning and learning styles may shape their conceptions of excellent

teaching and exemplary teachers. This research not only sheds valuable new light

on interrelationship between teacher’s personal characteristics, teaching methods,

and teacher-student relationship, but also yields practical implications for school

administrators, teachers, and teacher trainers. According to Linse (2017), most

institutions student ratings are also used in personnel decisions such as annual

reviews, merit raises, tenure and promotion, post-tenure review, and for hiring and

re-appointment of “tenure exempt” faculty. The challenge of appropriate use of

student ratings data will be with us as long as we continue to use them. In the study

of Deale (2020), entitled “A Team Approach to Using Student Feedback to Enhance

Teaching and Learning” investigated how one type of student evaluation of teaching

(SET) tool and a team approach to evaluating a course helped to provide feedback

in an online, synchronous and asynchronous course and an in-person, face-to-face

course through a Scholarship of Teaching and Learning (SoTL) study. According to

Ryalls, Ken and Benton, Stephen (2018), student ratings of instruction (SRI) can

provide meaningful student feedback for improving teaching. However, SRI data are

often underutilized for formative purposes and overemphasized in summative

decisions.

According to Martina, F., Ritzhauptb, et.al (2019), based on the interviews,

faculty recommended using a variety of assessments, using traditional and authentic

assessments and used rubrics to assess students, course templates and quality

assurance process and surveys, learning analytics, and peer reviews for assessment

and evaluation. The evaluation process to teachers is a method to ensure that

instruction quality has been delivered to various stakeholders. Assessing the

performance of faculty members is now an integral part of the educational system as

it aims to assess faculty performance using sets of criteria and provide necessary

academic intervention program anchored in the development of comprehensive

faculty development program (Alix, et.al 2022).

The study of Shindu, L. et. Al (2019) entitled “Aspect-Based Opinion Mining on

Student’s Feedback for Faculty Teaching Performance Evaluation” is a first attempt

that uses deep learning approach for performing aspect based sentiment analysis on

students’ feedback for evaluating faculty teaching performance. Students’ feedback

is crucial for academic institutions in order to evaluate faculty performance.

According to A. Kumar, R. Jain (2018) the proposed system is more flexible and

versatile than the existing feedback evaluation system of teachers where students

evaluate the teachers on predefined aspects decided by experienced and senior

faculty and administrators.

Parker, E. and Trolian, T. (2019), examine the association between students’

interactions with and perceptions of faculty in college and their perceptions of the

climate for diversity at research universities. Results revealed that frequently

communicating with a faculty member by e-mail or in person, experiencing equitable

and fair treatment by faculty members, and being satisfied with access to faculty

members outside of class were positively associated with positive perceptions of the

climate for diversity. The study of Muhammad, A. (2019) entitled “Relationship

between Students’ Perceptions of Teacher Effectiveness and Student Achievement

at Secondary School Level”, examine the relationship between student achievement

and student perception of teacher effectiveness. And the study provides evidence of

validity and reliability of STEQ leading the idea that secondary school students can

validly measure teacher effectiveness scores. It is possible that the evaluations,

instead of being a measure of ‘good’ or ‘effective’ teaching as commonly conceived,

are actually a measure of a student-perceived construct similar to likability (Clayson,

D., 2021). According to Ryalls et. Al (2018), student ratings of instruction (SRI) can

provide meaningful student feedback for improving teaching. However, SRI data are

often underutilized for formative purposes and overemphasized in summative

decisions.

LOCAL

The Student Evaluation of Teaching (SET) provides insights for evaluating

university faculty according to the specific courses they teach, and more broadly, the

performance of academic programs. Through the SET, the university gains insights

into the achievement of course and learning objectives, and valuable feedback and

suggestions from students (University of the Philippines Diliman, 2023). Evaluating

faculty effectiveness is important in every institution of higher education. Assessing

teaching performance enables one to gauge the quality of instruction represented by

the institution and facilitate better learning among students (Patimo, 2020). Teaching

effectiveness of the faculty is one of the most critical areas that need to be

considered. The success of the students will depend to a great extent, upon how well

the teachers have trained them (Agsalud, P. L., 2017).

According to Anay, Joshua P. et.al (2021) The evaluation process is one

means by which students can reflect on their own learning experience while

providing feedback on the courses they are taking and the faculty members who

handle these courses. Based on the gathered data by Alvarez, Ma. Olga DC (2021),

the research revealed that technology adoption of online performance evaluation for

faculty as perceived by the respondents is acceptable, thus the system using web

application should be implemented. Furthermore, it is recommended that the web

application will be deployed at Golden Success College in order to improve the

teaching performance of the faculty which is essential to school operation.

Performance evaluation is one way to assess the employees during work time. For

school institutions, faculty performance evaluation is normally done to assess or

measure the effectiveness of faculty members or teachers. These days, higher

education institutions are now gathering and keeping huge amounts of data,

analyzing these data can help the institution in data-driven decision making (Dela

Fuentea,Rodelio O. & Dela Fuentea, Romel O. 2022). According to Nuñez, J. (2023)

Students have built preferences on their professors even before the pandemic

began.

Teaching performance evaluation is a necessary step in ensuring good

instruction. Traditionally teaching performance evaluation is used as a tool to apprise

teachers on how they are doing their job. Performance is defined as a set of

outcomes produced during a certain period of time, and does not refer to the traits,

personal characteristics or competencies of the performer (Magsumbol, Christian

et.al 2019). According to Sobejana, Noel (2017), The evaluation for teachers using

traditional ways is being used mostly in institutions where there are no available tools

because of its easy implementation as per used from the past. According to Malig, J.

et.al (2019), Faculty evaluation is essential to improve the quality teaching and

learning delivered by the faculty. It helps them to know their strengths and

weaknesses based on the observations and experiences of the students they have

handled. Thus, evaluations help them improve their teaching and the delivery of

quality education. Evaluation is widely understood to be the most effective tool to

improve the quality of instruction in schools. Timely and accurate information is

useful in virtually every stage of the decision making process (Andaya, Glendale M.

et.al 2017) Assessment of specific practices of each and every faculty help

determine if it commensurate expectations from students, academic stand point, in

relation to program’s objective

A faculty performance evaluation instrument is developed in response to the

changing modalities of delivering the lessons to students. Faculty performance

evaluation provides formative and summative feedback to administrators as a guide

for decision making and the faculty for career development (Medallon, M. C.,

Dimaculangan, G., 2022). Obtaining faculty feedback from students in schools or

colleges is an important component of any academic institution. Typically, faculty

evaluation systems have been questioned based, with each student receiving a

predesigned questionnaire form. Students are responsible for assessing each

question for each teacher using a predetermined grading system (Mendoza, A.,

2021). Students are capable of making valid and reliable judgements about

classroom teaching performance given the fact that they have longer exposure to

instructional experience (Reyes, J. et.al 2017)

III. Theoretical Framework

This study is anchored from the theoretical support of the three models on

the perception of students in Faculty Evaluation System by Alok Kumar and Renu

Jain (2018) examined the use of technology in Faculty Evaluation System. The study

thought that technology can improve the efficiency and accuracy of these system

that can works through teaching style of every faculty member, but it should be used

in conjunction with other evaluation methods to ensure fairness and transparency.

The idea of Ahmadi, M. et.al (2017) is another theory that is relevant to this

study, entitled “Business Student’s Perception of Faculty Evaluations”. The paper

describe how some professors consider student assessment to be invalid, wondering

whether students who are not familiar with the course topic can fairly assess the

class or its teaching strategies. The ideal way to include student assessment in

evaluating a faculty member’s performance appears to be under debate among

administrators as well. As a result, the study’s main objective is to determine the

validity of student ratings. The students gave the perception to identify and

comprehend the exists performance of Faculties in North Eastern Mindanao State

University.

In the study done by De Oliveira and De Sousa (2017) it examined the

effectiveness of a Faculty Evaluation System based on the “Balanced Scorecard

Approach “. Gathering information on student’s perspectives on the teacher’s

evaluation system will allow researchers to ascertain students’ ideas and opinions. It

basically states that academic institution relies on student’s feedback to evaluate

Faculty Performance. By assessing student’s perception, the faculty system will be

improved. This system was effective in evaluating Faculty Performance in multiple

areas, including Teaching, Research, Service and Institutional Contribution. As a

result, survey is essential for identifying perceptions.

In relation to this study, the researchers gathered the information examined

the student’s comments in order to establish the validity of the student’s perceptions.

The study thus focused on the goals of the students and effort they make in

responding to the evaluation papers. By doing this, the data will be used to

determine its seriousness and effectiveness, allowing the accuracy of the student’s

perceptions of the faculty evaluation system be proven.

To assure that the questionnaires are relevant and reliable, the researchers

asked validation to the people who have expertise on this field. Since it is a

researcher-made questionnaire face and content validation and verification from the

validators were essential and necessary. Their recommendations, comments and

suggestions were taken into consideration in creating the final questionnaire.

Vl: Results and Discussion

This chapter presents the results and discussion that the researchers have

gathered through the process of conducting survey of the study in student perception

on Faculty Evaluation System in North Eastern Mindanao State University. The

sequence of discussion was according on what was stated in the statement of the

problem, found in the Chapter lV of the study.

The purpose of the questionnaire was to determine their response with regards to

their own experiences in every faculty they encountered. Of the student population

(164) randomly selection, (116) are expected to participate in the survey.

sample. Taking 29% of the whole sample was from the age bracket between 22 to

25 years old, consisting of 34 respondents. The age bracket ranked third out of the

five participating age groups was from 26 to 30 years old and above, involving 6

respondents which were 6% of the whole population. Meanwhile, the least age group

who participated in the study is coming from below 17 years old consisting 0.9% in 1

respondent.

According to Jackson et al. (2017), college students are mostly older than 19

years old. This literature encompasses every university and college and shows that

females are more likely to engage in online activity characterized by communication

and exchanging information. In relation to this study, it is evident that females

dominate more responses than males. Thus, we can determine that females are

more likely to exchange opinions on the faculty evaluation system.

The researchers recognize that the majority of the students who responded

were between the ages of 19 and 21 years old. The survey was distributed to all

2nd-year financial management students. Researchers comprehend that the

population consisted of more female students than male students and examine how

the students at North Eastern Mindanao State University (NEMSU) were involved in

the online activity, specifically in the Faculty Evaluation System.

Figure 1.2 shows the sample of males and females based on the

demographic profile of respondents. It shows that out of the selected 116

respondents, more than half of the respondents garnering 69.8% of the population

are females or 81 respondents, while 35 are males taking only 30.2% of the whole

population. From this result it is evident that the number of female (FM students) who

participated in the study were significantly higher compared to the males.

According to Heine and Maddox (2018), female students are mostly inclined

to give up their free time to cooperate in online activities such as the Faculty

Evaluation System. In addition, it shows that females are taking more time to fill up

on any kinds of online activities.

The researchers notice disparities in gender distribution within the field of

financial management. The data reveals that there is a significantly larger population

of women compared to men. This disparity becomes even more apparent when the

researcher examines the graph, which vividly illustrates that the proportion of female

According to Verecio, R. (2017), female students have a stronger motivation

to take part in online inquiry than their male counterparts. This study also indicates

that females exhibit a greater likelihood of engaging in a broader range of school

activities compared to males. Some students dislike some school activities, such as

the faculty evaluation system or online evaluations.

The researchers distinguish the results of the survey in terms of guidance.

Researchers viewed that being 1-Always ranked first means the faculties at North

questions.

According to Deale, C. S. (2020), the faculty evaluation system has a bigger

impact on determining an instructor’s effectiveness in the classroom. Academic

performance evaluation in every university and college has been a constant practice

in the Philippines, especially at North Eastern Mindanao State University (NEMSU).

In addition, the instructor’s visibility in all aspects yields a positive impact on

students' interest and motivation in learning.

The researchers noticed that instructor’s positions do not necessarily indicate

that they downplay the significance of assessing instructors' efficacy; rather, they

promote the use of thorough and all-encompassing assessment techniques that go

beyond the constraints of a single evaluation system and consider a variety of

aspects of excellent teaching.

According to the study of Gerber, N. (2019) the effectiveness of teaching and

learning process are efficient to the student benefits that help them to the various

factors such as student-instructor’s interactions and use of appropriate teaching

strategies.

The researchers found that the majority of respondents believe that the online

an online monitoring system has improved instructor’s experiences. In addition, it

has proven effective in a variety of tasks related to the instructor's duties.

The findings in the research by Blazar, D. et al (2017) examines the impact of

teacher characteristics, practices, and instructional quality on student attitudes and

behaviors. It stated how teachers' skills, classroom management, and relationship-

building with student’s influence student engagement, motivation, and socio-

emotional outcomes.

Researchers determined the enhancement of the teaching abilities of

instructors in the graph. The content’s arrangement and structure and the breadth of

information displayed throughout the instructions show that the instructors need to

boost student engagement and ultimately enhance the learning process by

concentrating on improving the way the faculties communicate their content.

According to Agsalud, P.L. (2017) stated that the success of the student will

depend to a great extent on how well the instructors have trained them. Additionally,

based to Gillet et al. (2019), environmental and social factors are significant in

satisfying the need for belongingness in the classroom, which consequently

influences the motivation and performance of every student.

Researchers noticed that the respondents experienced disengagement with

their instructors, pointing to a worrying trend. They also expressed displeasure with

the lecturer’s performance and criticism of their teaching strategies. The result shows

that in order to enhance their students' overall learning experience, instructors must

address their weaknesses and act promptly.

A study by Skinner, E. et al. (2009 presents a motivational perspective on

student engagement, emphasizing the importance of behavioral and emotional

participation in academic activities that connect in the graph above, which explains

the measurement tool for assessing students' engagement and disaffection in the

classroom is to explore the associations between engagement, academic

achievement, and classroom functioning.

The researchers noticed a lack of student involvement, where there is

typically little interaction between students and instructors and vice versa. Students

frequently choose not to actively participate in discussions, raise questions or ask

their lecturers for clarification. In the same way, instructors are not allowed to

approach students or contact with the personally outside of the required academic

environment.

Discussion

The result is clearly provided by the students' accurate response through the

Google Form. There are three categories in every question that have two types of

topics. In the first category, "teaching strategies" such as guidance and relevance

Figure 2.1 shows 44 percent of responses based on the student’s experience. It is

evident that the faculties are very responsive and accommodating to their students.

The faculties of NEMSU are responsible for the guidance they give each of their

students.

Meanwhile, the "never" group gained the lowest response in the survey; it is

possible that these students are not motivated and encouraged by their strategy.

Figure 2.2 shows that "never" has a higher response in question 4, which explains

that every faculty member rarely or never considers the concerns of every student,

and some of the instructors are helping their students to ace their subject. However,

some of the students agreed with the other statement: 41% voted for "always." In

sum, the higher response would be "always.

On the contrary, "never" is the lowest response to every question based on

the result. In the second category, "teaching effectiveness," such as instructional

quality and content, both types show the higher response "often," which is mostly of

the students who agreed to the statement accordingly. In the 3 rd category, "teaching

style," such as student satisfaction and student engagement, is likely to show a

higher response of "never and "rarely," which speaks up that the majority of the

students are not satisfied with the learning style they have implemented in their

classes as well as with the result of students’ engagement in their studies. Hence,

these results testify to how the students react to the actions of their instructors.

Through their feedback, the instructors will also know or notice how they can

enhance their communication strategy with their students.

Vll. Conclusion

As a result of the survey, it reveals that the students at North Eastern

Mindanao State University are fond of the Faculty Evaluation System because it

guides the instructors in improving their teaching skills and teaching strategies and

provides a way for instructors to be held accountable for their teaching. It showed the

majority of students have a positive view of the evaluation process in terms of the

faculty evaluation system, which leads to the students being encouraged by their

instructors to be active in their class; however, some of them are not inspired by their

strategies, resulting in a vote for "never and rarely".

Hence, this study will also benefit the faculties, as they will be flexible in every

aspect and more accessible and responsive to their students' concerns. Since it is

helpful to the faculty to know if they teach well, the students' feedback indicates the

need to improve communication channels and strategies to ensure that the students

feel supported and heard by their instructors. As it leads to higher levels of

engagement, better academic performance, and overall satisfaction with their

education experience.
