- rv radar inoperational u hear fog signal intensifying

4) rule 19 what does it say about radar

5) What is the difference between keep clear & not to impede.

6) what is the regulation for steering gear regarding single hydraulic pipe. I didn't know this but
apparently there is suppose to be a valve which prevents draining of the entire line & making the
rudder inoperational.

- Best is to inform operators and RO but also ask for quotations from nearest work shop for most
effective and speedy repair.

position on reverse course after applying 6.5 hrs of current. but for which he told me that as we
dont know where the person had fallen so assume the datum for 0600 n 0500 also. so joining the
datum points of 0600, 0500 and 0400 vessel to travel on new course using a creep sweep search

External - Capt. Khambatta,Internal - Capt. L.K. Panda

1. Since i've been on product tankers - If IG fails what will you do?

Stop discharging. Repair not possible..shore supply not possible..said carry out risk
assessment..check with company / terminal / obtain permission then carry out checks on the ship
for vacuum side flame screens..open mast riser..no dipping or gauging..continue discharging..as
tanks are epoxy coated no possibility of pyrophoric iron sulphides so no incandescence, plus some
products if above 60 deg C flash point provided carriage temp is not within 10 deg C do not even
need I.G.
2. Chief mate joins..very tired. Must hand over and only 12 hrs to departure. What is the first thing
you will say?

Thought a bit and said i'll tell him to go to sleep for at least 6 hrs. Once he wakes up all i require is
that he find out whats defective..the rest i will guide him. He liked this answer..said i appreciate this
thinking, but why 6 hrs? So i said because of rest periods and i have to plan for departure so he's
compliant.

3. PSC on board and wilden pump on deck not working..deficiency..what will i do?

Said why do i require wilden pumps..i have 2 dump valves to R.O.T. That led to why we have R.O.T
and will anything go in despite the pressure in the tank..i mentioned U pipe arrangement, water
filled, prudent to isolate IG stop valve if draining into tank is required. Then he asked what is the
size of the Marpol line? 4"

He then asked what is the procedure for PSCO giving a deficiency i.e. what all paper work? On what
basis?Said he is obliged to inform the master first.

Clear grounds to be established and described some of them. Form A / B

4. Drills are part of rest hours or not? why do we only do drills in the day time and never after
sunset..don't u think that an emergency can happen anytime? As master what will i do? Isn't human
response less at night, can i correct this? can i make a change and what procedure?

Said yes..review the SMS, suggest a change, inform the company.

5. Risk assessment - What? Why? How?

He wants pure logic here..the understanding of risk assessment, when is a control required
etc..honestly i didn't give a great answer but he helped me out.

6. 1 A/B always very shaky during drills..what will i do?

Said train him more..get more interactive training and suggest to the company that he needs
additional training ashore. Then he said the A/B said i've already done the training and the
company says the same, so i said will recommend a refresher training in that case.

7. Asked if i've actually seen a damage stability plan? damage control booklet? what is on it?

So i said yes and gave the whole list but he said really what is the most important thing for me to
know..So i said contact info for SERS.

Naturally..where else? so i said SOPEP.

8. What is a bore tide?

I said i can't remember.

9. Anchoring - mate fwd, reports anchor not coming up. what will i do?

I said everything i could think of but what he wanted to hear was i would first check the chart to see
if there was a pipeline or cable. This seemed a bit odd because why on earth would i have anchored
over one in the first place? That led to anchor not coming up despite all my good seamanship
practices. So i said before i even think of slipping the cable i would ask for AHTS vessel to come help
out. Worst case scenario slip the cable and mark the location.

10. CLC / Fund liability

11. Chemical tankers - if cargo not on COF then what? Can we load that cargo?

So i said i'll ask charterer / shipper. That wasn't good enough so i then said different name is being
quoted so check against UN number.

12. What is UN number and how do you come to it?

13. SCAC?

14. 2nd mate chatting on the VHF. I have given him a lecture but does not seem to work and the
2nd mate says but its only innocent talk.

Verbal warning..if no cooperation from his side then log him down. This he related to MSA.

15. Questions on what kind of equipment i could use on a tanker? as in any light?

Of course no and mentioned intrinsic safety and explosion rating like ATEX certified etc..zone 1,
zone 2, in close proximity to deck, above etc..

16. Very short question on ice sighting. Said u left port and now suddenly there is ice.

I said that precautions for ice should have been taken from departure port if there was even a slim
likelihood of seeing ice. Will manage with what i have and the basic draining of pipelines etc.

17. ECDIC perfomance standards..safety depth and safety contour..i totally blanked on the safety
depth and safety contour, so was asked to find out this answer and come back.

Capt. L.K. Panda..

1. Why did i mention CLC when i'm on a product tanker?

because the ship is classed crude/product aframax carrier.

2. What do i know about bunker convention?

3. What do i know about the certificates w.r.t MLC?

4. What is the difference between DMLC 1 and DMLC 2?
