ORGANIZATION AND STRENGTENING OF BARANGAY


NUTRITION COMMITTEE AND CREATION OF BARANGAY
NUTRITION CLUSTER FOR MORE EFFECTIVE AND EFFICIENT
UNDERTAKING ON THE NUTRITION PROGRAM OF TH
BARANGAY.

WHEREAS, Barangay Officials were given the mandate to lead the


development of their respective community under the present
thrust of “Excellence in Local Governance” and “Transparency”
of His Excellence President Benigno “Noynoy” Aquino III
which is also the advocacy of his honorable Caloocan City
Mayor OSCAR “OCA” MALAPITAN. Under this thrust, said
officials are expected to possess the characteristics of effective
leaders and managers in local development to enable them to
provide the urgently needed basic services to their respective
constituents, including of which is the concern on nutrition
program of every LGU;

WHEREAS, Section 384 of Republic Act No. 7160, otherwise known as the
Local Government Code of 1991, provides that the barangay, as
the basic political unit, serve as the primary planning and
implementing unit of government policies, programs, projects
and activities. Also, the barangay serve as a forum, where the
collective views of the people are expressed, crystallized and
considered;

WHEREAS, DILG Memorandum Circular 89-47 enjoins every


barangay nationwide to organize their respective Barangay
Nutrition Committee;

WHEREAS, the Department of Health (DOH) Administrative Order


No. 168 series of 2004 entitled National Policy on Health
Emergencies and Disasters particularly on Health Emergency
Management aims to ensure health emergency preparedness and
response among general public and to strengthen the health
sector’s capability to respond to emergencies and disasters;

WHEREAS, the local nutrition cluster aims to ensure disasters and
calamities will no effect the nutritional status of the affected
populace;

WHEREAS, DOH Regional Nutrition Committee – NCR Resolution


No. 5 Series of 2013 provides that the local nutrition committee
members shall also compose the local nutrition clusters;

WHEREAS, as provided above, were the barangay officials are tasked


to comply with laws, policies and directives requiring our level
to organize the Barangay Nutrition Committee and Barangay
Nutrition Cluster through which policies, programs, projects and
activities pertaining to nutrition program of the barangay in
support of the national government thrusts and community needs
are formulated and/or designed;

NOW, THEREFORE, I, JAYSON S. SAEZ, Punong Barangay of


Barangay 71, Zone 7, Caloocan City, by virtue of the powers
vested in me by law do hereby order.

SECTION 1. Organizing and strengthening of the Barangay Nutrition


Committee and Creation of Barangay Nutrition Cluster for
More Effective and Efficient Nutrition Program and
Planning and Implementation at the Barangay level. There is
hereby organized and strengthened Barangay Nutrition
Committee and created Barangay Nutrition cluster which shall
have the following composition, to wit;

SECTION 2. Function and Responsibilities of the Barangay Nutrition


Committee. Said Barangay Nutrition Committee is hereby
tasked to perform the following functions and responsibilities,
respectively, to wit:

1. Formulate a Barangay Nutrition Action Plan (BNAP) and allocate


budget for the implementation of the planned programs, project and
activities.

2. Oversee and coordinate nutrition activities of the Barangay including the


supervision of the conduct of Operation Timbang, Garantisadong
Pambata, etc.

3. Prepare a spot map of the Barangay.


4. Pass resolutions in support of nutrition program.
5. Organize specific groups to implement nutrition intervention activities
and assess progress.

6. Organize Barangay Network to act as the delivery system for
commodities, information, materials, etc.
7. Conduct of surveillance of public health problems in the community and
makes referrals, if necessary, of these problems to proper agencies.
8. Hold regular quarterly meetings to monitor program performance.

SECTION 3. Functions and responsibilities of the Barangay


Nutrition Cluster. The Barangay Nutrition Cluster is hereby
asked to perform the following functions and responsibilities;

1. Conduct rapid assessment of the affected areas and ensure timely


delivery of appropriate response.
2. To ensure the conduct of promotion, support and protection of infant
and young child feeding in emergencies, as well as provision of
micronutrient supplements.
3. Establish an effective and efficient coordination, networking and
reporting mechanism/system among cluster members and related
organizations and agencies.
4. Facilitate initiation of early rehabilitation efforts.

SECTION 4. All prior inconsistent orders/issuances are hereby


Repealed and/or modified accordingly.

SECTION 5. Let copies of this Executive Order be furnished all


concerned agencies and departments.
