Compact, Green, and Walkable Town Concept
A compact, green, and walkable town concept includes sustainable urban forms, such as green urbanism. This combines urban design
with sustainable development by considering social, economic, health, and environmental impacts. Carmona shall have medium to high
residential density complemented with mixed land uses for five growth nodes to agglomerate locators that address the socio-economic
needs of residents. The locators are placed near one another to promote connectivity to pedestrians and easy access to the people.
In addition, a network of green spaces shall be developed.
a.4. Integrated Multi-modal Transport System and Transit-Oriented Development
An integrated multi-modal transport system consists of one trip involving two or more modes of transportation. This strategy will
build an efficient traffic system by discouraging the use of private cars and encouraging people to walk and commute. A transit-oriented
development is an approach creating vibrant, walkable, and mixed-used communities near transit routes and stations. Carmona shall achieve
an integrated multi-modal transport system and transit-oriented development through the following projects: Transport and Traffic
Management Planning including Local Public Transport Route Planning, Bike Circuit, Pedestrian Network and other transport support
facilities.
B. GENERAL DEVELOPMENT STRATEGIES
To achieve the preferred development concepts above, the following strategies should be realized:
b.1. Reclassification of government land from agricultural to commercial-residential-institutional mixed zone.
Due to the financial burden of operating the government owned agricultural land specifically on water pumping and farming
inputs, the municipality have decided to reclassify the government agricultural land to commercial-residential-institutional mixed zone.

b.2. Supporting the increase of per hectare output of the Municipality including the support for urban farming
and reclassification of potential private land from agricultural to general commercial-residential zone.
The Municipality of Carmona’s biggest limitation in its growth is its land size, water resources and topography, this is balanced
by Carmona’s strategic location. The municipality aims to extract as much value of its existing land through high volume, high margin,
high technology, high design activities. The municipality will support activities and development that will increase the value of each
square kilometer of the municipality.
The municipality will incentivize private land owners to improve their agricultural lots (currently the least producing land in the
municipality) in order to be more productive either as more intensive and smart agriculture (urban farming) or supporting their
reclassification to general commercial-residential.
Having more land that produce more value will allow the municipality to dedicate more space to parks, green spaces, services
and institutions including but not limited to museums, schools, sewage treatment plants and bike & jogging lanes.
b.3. Under-utilized industrial subdivisions should be occupied before new developments are considered.
The Municipality of Carmona must maximize its land due to the limited size of the municipality, it is imperative that the
municipality maximize each hectare of the land of the municipality. Ordinances and specific programs of various Local Government Unit
Departments led by the Mayor’s Office will incentivize and support the occupation of the lots of the industrial subdivisions, with a focus
on high margin and technology driven activities.
Only highly targeted and specific industrial/commercial developments will be approved if the current industrial
subdivisions/parks are not fully occupied. An example of industrial/commercial developments that will be approved will be Cold
Storage oriented development, Design Studios both physical and digital, Start-up Technology Parks and other specialized
developments.
b.4. Phase by phase development of Mixed Used Development Areas so as not to exceed the allowable 10%
reclassification ceiling as stated in the Local Government Code.
In order to ensure to follow the local government code as well as fulfill the desire of the municipality to maximize the land, the
municipality will only limit 10% reclassification ceiling and will only allow additional reclassification once the initially reclassification
area has been developed. The Municipality of Carmona aims to localize the Hong Kong government’s style of slowly releasing land in
order to spur development of both newly reclassified development and existing older developments.
By not allowing more than 10% reclassification, the municipality expects to spur redevelopment as well rapid development of
the municipality as the Municipality aims for cityhood.
b.5. Establishment of New Growth Hub
a. Mixed-Use Development Area
Carmona will adopt a strategy that focuses on increasing productivity in business and commerce. This economic strategy is
based on the resources available to the municipality. The municipality will enter into a Joint Venture Agreement (JVA) with a private
developer for of a Mixed-Use Development Area of 199 hectare-government land situated at Barangays Maduya and Lantic.
Mixed-Use Development Area shall specifically refer to a land development that blends residential, commercial, institutional
and recreational uses into one space. The uses are physically and functional integrated which will reduce travel time from between
work, home and access to services. This will also reduce the burden on the overburdened road network as well as reduce the
environmental impact of traveling as a mixed-use development will promote walking and biking. The Mixed-Use Development Area will
provide greater housing variety and densities that will support the objective of the municipality to become a city.
Mixed-Use development areas promotes more local interaction and identity which will supports the objective of Carmona to
increase civic engagement of Carmona Residents.
Public and private land in Barangay Maduya and Lantic is being proposed to be rezoned from agricultural zone to Mixed Use
Zone over the next few years. The proposal is to develop the area which will include brand new transport infrastructure, a new and
expanded municipal government center, various residential units, a shopping mall, a new public market, residential villages, gardens,
parks and commercial arcades. The objective of this development is to provide better government services, amenities and jobs for the
residents. As well as additional population base in order for the municipality to become a city.
Adjacent to this is a 60 hectare lot currently occupied by the San Lazaro Leisure Park which will be rezoned from parks and open
spaces to General Commercial Zone. This will be developed into a mixed-use development with commercial lots and retail areas with
provisions for parks, gardens, public transport and alternative mobility infrastructure. This objective is for this area to be the central
business district of the municipality providing a go to place to locate an office in Carmona and in the general area.
Finally, the development at Sitio Paligawan and Barangay Lantic will be rezoned and redeveloped into a sustainable mixed-use
zone. This will be a mixed use area with an eco-tourism hub. The development will also have general commercial zone that will provide
additional recreational options to the residents of Carmona as well as ensuring the sustainable protection of the environment of
Carmona.
b. Community Mortgage Program (Socialized Housing Districts)
Carmona, through the Municipal Urban and Housing Development Office (MUDHO), established Community Mortgage Program
(CMP) communities in Phase 3 ½, Phase 4, and Barangay 1 extension. These composed the majority of the members of the Informal
Settlers Families (ISFs) in the municipality.
The LGU embraced the CMP to provide socialized housing to ISFs and give them equal opportunities to education, health, water
supply, electricity, job employment, livelihood, and other social services. It will further improve their well-being and enhance their
inclusion in the community. These social services will be complemented by the needed infrastructure facilities such as schools, health
centers, livelihood centers, chapel, and drainage to let them enjoy a better quality of life.
Due to limitations in space, the LGU is exploring the development of medium-rise housing to replace the conventional house
and lot design for socialized housing. This will cater to more families from the marginalized sector. Also, the performance standards
shall be incrementally implemented to improve social and environmental conditions in these areas, which shall include building the
vital infrastructure needed for disaster mitigation and sanitation. The residents of the CMPs shall be partners of the LGU in the
regulation and management of facilities and amenities to maintain its good condition and ensure that CMP remains a livable
community.
c. Institutional Area Development
The development of another government land known as Don Alberto’s compound with an area of 28,000 sq.m. into an
Institutional Zone will house the Emergency Operation Center (EOC), Bureau of Jail and Management and Penology (BJMP) building, a
Multi-Purpose Municipal Building, and other supporting government structures.
b.6. Connectivity of economic activities
a. Comprehensive Transport System
In line with the Metro Manila Upgrading and Capability Enhancement Project (MUCEP), the mass transport system will be
aligned with the new inter and intra roads and bridges as stated in the Local Public Transport Route Plan (LPTRP) of Carmona.
Complementary to this, is the establishment of multi-modal transport hub of the Carmona Central Station at Barangay Maduya as well
as a new proposed complementary toll plaza entry and exit leading to the stretch of new Mixed Use Development Area interconnecting
major and ancillary roads within and outside the municipality.
The Carmona Central Station will host point-to-point services
to and from various points in Metro Manila, Laguna, Cavite and
Batangas, as well as act as the terminus of local routes of buses,
jeepneys and other Public Utility Vehicles. It will also host significant
private parking facilities as services such as park and fly and park and
ride will be heavily promoted in order to reduce inter and intra city
private vehicle traffic. Additionally, the Carmona Central Station will
host a logistics facility that can be rented out to logistics firms to
further increase profitability of buses and other public utility vehicles

more.

Accessible and convenient public transportation is a must in order to both sustain the growth Carmona had in the recent years and
further realize its dream of becoming an industrial and commercial powerhouse in Southern Luzon.
With this, the Municipal Government of Carmona, Cavite will do its part in bringing this convenience to the general public through
necessary and strategic development of routes that will cater to their present and future public transport needs.
Among these strategies is the making of the Central Station at Carmona Public Market housing various public modes of transportation
like jeepneys, vans, and buses. Also, new road linkages will be opened to address the increasing demand associated to a growing population.

b. Bike Lanes
The municipality has designed its master plan to include additional inter-municipality and intra-municipality roads which include
public transportation, pedestrian and bike lane support. Riverbanks are aesthetically designed as bike lanes with a provision of jogging
and walking lanes accessible for all.

c. Monorail
A collaboration with Biñan is also being explored in order to connect the Philippine
National Railway (PNR) line to the Carmona Central Station, through a Bus Rapid Transit
and/or Monorail system as well as building additional bridges to make transportation and
access more efficient.
b.7. Redevelopment Areas
Poblacion, being the current center of the municipality, will continue to have its Image 8-8. Monorail
importance and will be positively gentrified as the other developments are completed. It will continue to host the current municipality that will
be rented out to a national agency and partially reclassified into a cultural center.
The older barangays will continue to see
investments from the municipality. The municipality
will ensure that these old and historical barangays
evolve into unique centers such as Poblacion that
evolved into its cultural center hosting artists, night-
life centers, bars, and live-music venues.
