ROAD SAFETY PROCEDURE Version 1

1. OBJECTIVES

2.1 Establish the terms according to which THEKAMA EBAISTERIA Y CARPINTERIA will
control all the vehicles and drivers that operate for its service, inside and outside its facilities, in
order to avoid the occurrence of traffic accidents as much as possible.

2.2 Promote the culture established by EHS personnel, where all required standards are applied
so that the work generated by land transportation is safe and forms an integral part of the
organization's activities, with responsibility on the part of all those involved.

2.3 Apply and/or comply with national legislation and the standards established by THEKAMA
EBAISTERIA Y CARPINTERIA for the safe performance of the Land Transportation activity.

2.4 Comply with the aspects established in the company's occupational health and safety
policy.

2. REACH

3.1 Applies to all operations or activities related to land transportation of passengers carried out
by workers of THEKAMA EBAISTERIA Y CARPINTERIA and its contractors.

3. DEFINITIONS

3.1 Personal transportation: Motor vehicle intended to satisfy the general needs of mobilizing
people.

3.2 Public transportation: It is an industry aimed at guaranteeing the mobilization of people or


things, by means of appropriate vehicles, under conditions of freedom of access, quality and
safety of users and subject to economic compensation.

3.3 Private transportation: It is transportation that tends to satisfy the needs of mobilizing
people or things within the scope of the exclusive activities of natural or legal persons.

3.4 Transportation activity: Transportation activity is understood to be an organized set of


operations aimed at carrying out the transfer of people or things, separately or jointly, from one
place to another, using one or more Modes, in accordance with the authorizations issued by the
competent authorities. , based on the regulations of the National Government.

3.5 Traffic accident: A traffic accident is the result of a distortion of harmony in the "user -
vehicle - road" system of automotive transport and which results in material or personal damage.

4. POLICIES AND RECOMMENDATIONS

4.1 Management must ensure the necessary resources for the transportation service to be
developed under the road safety standards established by the organization.

4.2 It is the responsibility of the Head of Human Management, Head of Logistics and EHS
personnel to ensure compliance with the road safety standards established by the organization.

4.3 Workers and contractors are responsible for compliance with road safety regulations and
standards defined by the organization.

4.4 ESH personnel must verify pre-use vehicle inspections.

4.5 ESH personnel must verify compliance with the organization's occupational health and safety
standards, applicable to each service or product and legal compliance by drivers and vehicles. At
the time of non-compliance, an action will be generated. corrective.

5.6 The personnel who use the vehicles must attend the training that is scheduled and is aimed at
strengthening knowledge inherent to road safety.

5.7 The personnel who use the vehicles must carry out daily inspection of the vehicle by filling
out the respective pre-use form and suspend the service when conditions do not guarantee the
safety of people, the environment and property.

5. DEVELOPMENT

5.1 RULES FOR PERSONNEL WHO USE THE VEHICLES


The following RULES must be followed by all personnel who use the vehicles at all times. Failure
to comply may be grounds for suspension of work and may lead to disciplinary sanctions:

 Carry a valid National Driving License.


 Strictly comply with the current national and internal rules and regulations of the
organization related to the driving of vehicles.
 Drive vehicles safely and ensure that the vehicles under your responsibility receive the
necessary preventive maintenance.
 Carry out a daily review of the general condition of the vehicle, as well as a check of the
coolant, oil, brake fluid, hydraulic oil and battery fluid levels,
 Detect obvious faults, in the event of which the vehicle could become immobilized,
which must be reported and repaired immediately.
 Verify that the tires are in good condition as well as the spare, wheels in good condition,
jack and reflective signage.
 When starting the journey, the condition of the brakes, steering and clutch should be
checked.
 Vehicles may only be used for authorized purposes and only to transport cargo and/or
authorized personnel. Vehicles in the service of THEKAMA EBAISTERIA Y CARPINTERIA
must not transport third parties.
 Comply with the speed limits established by national authorities and by the Company, as
well as other traffic rules
 The personnel who use the vehicle will be responsible for ensuring that they and all their
passengers wear the Seat Belt, whenever the vehicle is in motion, regardless of the speed
or distances to be traveled.

 It is the responsibility of the personnel who use the vehicle to ensure that before starting
a vehicle, it has an operational fire extinguisher appropriate to the size of the vehicle, a
well-equipped first aid kit and complete road equipment.
 Before reversing, the personnel using the vehicle must verify that there are no obstacles
(if this is the case, they must get out of the vehicle and verify it).
 At all times, vehicles must be parked in the starting position, securing it with the
auxiliary brakes, to prevent them from rolling.
 Any traffic accident must be reported immediately, in the formats designed for this
purpose. As far as possible and as long as safety is not compromised, the vehicles must
remain in the position of the accident, until the corresponding sketch has been drawn up
by the occupational health and safety representative.
 Be responsible for showing up to work in optimal physical and mental condition, including
a good rest beforehand. Otherwise, you will have to disclose your limitations at a given
time.
 If while driving it becomes necessary for the personnel using the vehicle to make or
answer a cell phone call, they must stop the vehicle; So the communication device is
hands-free or put on speakerphone.
 Participate in training and training defined by the organization

The EHS leader or occupational health and safety personnel monitors the validity and compliance
of the documentary requirements of the personnel who use the vehicle through the driver matrix.

5.2 RULES FOR PASSENGERS

 It is the responsibility of all passengers to check compliance with speed limits and notify
the Safety Coordinator or HSE staff of any irregularities.
 Smoking is prohibited inside the vehicles.
 Permanent use of a seat belt is mandatory.
 Do not consume alcoholic beverages or stimulants inside the vehicle, and report to the
security coordinator or ESH personnel, if the driver appears in these conditions.
 Comply with the organization's policies.
 Use distracting sound equipment such as radio as little as possible. When using it, you
should use it moderately with respect to sound volume.
 Only authorized personnel can drive the vehicles
 Pedestrian circulation: Pedestrian traffic will be carried out through the established
pedestrian zones, respecting traffic signs and ensuring that there is no danger in doing so.
(Crossing the tracks in places that are not permitted, Standing in front of or behind a
vehicle that has the engine running)
 Do not tow moving vehicles.
 Do not get on or off vehicles while they are in motion, whatever the operation or
maneuver they are performing.

5.3 TRANSPORTATION OF PERSONNEL

The contracting of the transportation service must be carried out with legally constituted and
duly authorized public transportation companies.

For the transit of vehicles carrying personal transportation, the following obligations must be
met:

 Use a seat belt.


 Know and respect traffic signs and rules.
 Carry the following documentation: SOAT, contractual and non-contractual insurance,
driving license and mechanical technical inspection.
 Comply with defined schedules and routes.
 Respect the traffic authority when it is fulfilling its functions.
 Keep the vehicle in perfect clean condition.
 Do not drive while intoxicated or under the influence of hallucinogenic substances.
 In the event of a traffic accident, wait for the authorities to prepare the incident report
and report it to the production manager and/or resident engineer of the project who in
turn report to the HSE area to initiate the corresponding investigation of the incident.
 Do not exceed 80 km/h when traveling on the road.

5.4 PRE-OPERATIONAL CHECK OF VEHICLES

Every vehicle must undergo a maintenance inspection for every 5000 km traveled at the
corresponding dealership according to the make of the vehicle in the different cities where they
are circulating; Likewise, the daily pre-use inspection will be carried out in the format for each
driver. If deficiencies or failures are detected in the vehicle, they will be reported to the person
responsible for the logistics process who will schedule corrective maintenance by the specialized
center endorsed by the organization.

5.5 VEHICLE REQUIREMENTS

Vehicles that circulate on the roads, or in the service of THEKAMA EBANISTERIA Y CARPINTERIA,
must comply with requirements that guarantee safety during mobilization .

 Mechanical and safety conditions :


For a vehicle owned or hired to travel, at least the perfect functioning of the brakes, the steering
system, the suspension system, the system of permitted visual and audible signals and the gas
exhaust system must be guaranteed; and demonstrate the adequate condition of the tires, the
safety glass assembly and the mirrors.

The national unified technical-mechanical and gas review will be required, in accordance with
the dates, models, types of vehicles and other provisions established by the National Government
of Colombia through the Ministry of Transportation currently required and those required in the
future. .

 Seat belts
In the front seat of the vehicles, only one (1) person, in addition to the driver, may travel in
accordance with their characteristics.

The use of seat belts by the driver and passengers located in the front and rear seats of the
vehicle is mandatory.

 Prevention and safety equipment


No vehicle may travel on the roads without carrying at least the following road equipment:

 A jack capable of lifting the vehicle


 a crosshead
 Two triangle-shaped road signs made of reflective material and provided with supports to
be placed vertically or flashing or intermittent yellow light signal lamps
 A first aid kit
 A fire extinguisher. For vehicles that transport dangerous substances, the vehicle must
carry at least one (1) multipurpose type fire extinguisher.
 Two blocks to block the vehicle.
 Basic tool box that must contain at least: Pliers, screwdrivers, expansion wrench and
fixed wrenches
 Spare tire
 Flashlight
 For vehicles that transport dangerous substances, the vehicle must carry a Kit for
environmental contingencies.

 Mandatory insurance
In order to travel, all vehicles must be covered by current mandatory insurance. Mandatory
Traffic Accident Insurance, SOAT, will be governed by the regulations currently in force or those
that modify or replace them.

 Registrar speed and positioning

Vehicles must have a speed recorder installed, and must follow the established recommendations
for their care and maintenance. (Resolution 1122 of 2005, Mintransporte) and a global positioning
system (GPS).

The GIS leader or HSE personnel monitors the validity and compliance of the documentary
requirements of the vehicles through the vehicle matrix.

5.6 RESTRICTIONS AND PROHIBITIONS

 Carry excess passengers

No vehicle may carry a number of passengers greater than the capacity indicated on the traffic
license.

 Transport other people's personnel

No vehicle that operates for the Organization may transport outside personnel without prior
authorization from a manager.

5.7 SPEED LIMITS

In order to prevent traffic accidents, speed limits have been established which must be respected
by all company officials.

The established speed limits are as follows:

These speeds should be reduced as weather conditions become adverse (rain, fog, etc.)

THEKAMA EBANISTERIA Y CARPINTERIA 's vehicles must travel at a maximum of 75 km/h on


the road, and they will also be monitored by permanent satellite tracking through Jack in order
to achieve effective coordination, allowing the monitoring and control of information on all
vehicle actions (speed, location and schedules, etc.).

With this information, a weekly report is made showing the infractions committed by each driver.

5.8 OFFENDING DRIVERS

The personnel who use the vehicles that commit infractions or violations of the established
traffic rules will be subject to the following procedure:

 For the first time your attention will be called verbally.


 For the second time, your attention will be called in writing requesting the corresponding
releases.
 For repeat offenders for the third time, it is considered a minor offense and the sanctions
established in the internal work regulations will be established. If the offender is a repeat
offender for more than three times, it is considered a serious offense and the sanctions
established in the internal work regulations will be established.

NOTE: More than one offenders must attend a new reinforcement course in Defensive Driving.
