1 SCOPE

This specification outlines the approach relevant to Construction Quality Control and
Commissioning activities of facilities. It shall provide the rationale and the key principles of the
Construction Quality Control and Commissioning, to be considered as the foundations and the
introduction to the following Technical Specifications:

- 27951.ICO.AVV.SDS - Construction Quality Control & Mechanical Completion


Specification;

- 27952.ICO.AVV.SDS - Commissioning Specification;

- 27970.ICO.AVV.SDS – Commissioning Inspection Test Plans & Inspection Test Reports.

Contractor shall use this specification in conjunction with supply’s scope of work, technical

4 HSE PRINCIPLES

All Safety Analysis, construction quality control, pre-commissioning and commissioning


activities shall be in accordance with all eni HSE, Quality and Engineering standards and
procedures, and with all statutory requirements as applicable.

Particularly, the following shall be ensured:

- a “ZERO Lost Time Injury (LTI)” target shall be strictly pursued;

- All activities shall be carried out in line with requirements defined in the respective
work permit. Specific attention shall be given to activities that may be hazardous;

- Proper Hazard identification activity, including HAZID and HAZOP studies, and Job
Safety Analysis (JSA) shall be conducted in accordance with 27700.VAR.GEN.SDS and
applicable governing documents, and otherwise where required;

- Regulatory, company and operational requirements shall be incorporated into


procedures for systems testing in accordance with requirements;

- Pre-commissioning activities shall be planned and implemented with zero harm on the
environment. Releases of substances that may harm human health or the
environment shall be avoided. Any discharges/emissions shall be logged and
reported;

- All inspection and testing activities shall be carried out in accordance with the
applicable PTWS.

All activities shall be in accordance to eni spa policies.

5 CONSTRUCTION QUALITY CONTROL AND COMMISSIONING MANAGEMENT

Construction Quality Control and Commissioning activities consist of a series of checks and
tests carried out to ensure that every piece of equipment is built and operate as per design.
These verifications shall also prove that detailed design satisfies all the HSE, functional &
operational requirements set within the design basis.

5.1 PROCESS DESCRIPTION

Construction QC and Pre-commissioning:

Construction Quality Control and Pre-commissioning activities include all the inspections and
verifications defined by Construction Quality Control Plan and relevant discipline Inspection and
Test Plans (ITP’s), aimed to demonstrate that the plant and equipment have been fabricated,
constructed and installed correctly as per design. During this phase, all the checks and tests
can be executed without equipment energization and process fluids introduction.

The QC process includes:

- Inspections, performed at suppliers premises, to ensure the compliance of purchased


materials and equipment to project requirements, relevant codes and standards.

- Construction Quality Control, as the set of checks, performed at construction and/or


installation sites to confirm the quality of the work by verification of compliance to
project requirements, relevant codes and standards

Eni philosophy is that Vendor packages and tagged items shall be tested to the
maximum in the manufacturer premises prior to shipping.

These tests are finalized through Factory Acceptance Tests (FAT) and Extended Acceptance
Tests (EFAT).

For subsea production equipment, further System Integration Tests (SIT) are required at the
integration yard/site prior to subsea deployment.

Pre-deployment tests are also foreseen for SPS equipment to ensure that no damage or
malfunction occurs between Handover to Company and offshore installation; for offshore
requirements see cap. 6.

The completion of construction and pre-commissioning activities is attested by the achievement


of mechanical completion status and sanctioned by the issue of the Mechanical Completion
Certificate (MCC). The MCC is issued by Construction team and countersigned by
Commissioning team for acceptance.

Commissioning:

Commissioning activities start as soon as construction and pre-commissioning activities have


been completed.

Commissioning activities consist of checks and tests executed on energised electrical systems,
they envisage the use of process fluids under pressure and include the execution of test
procedures under dynamic conditions. They mainly include checks and cross verifications
carried out to re-validate Mechanical Completion status, functional tests and operational tests
of the facility utilities, up to the issuance of Ready For Start Up (RFSU) Certificate by
Commissioning team.

RFSU certificates shall be countersigned by OPS representative, attesting that OPS


acknowledge that the commissioning activities without hydrocarbons have been completed and
the system has been erected in accordance with the project specifications.

Operation:

After hydrocarbons introduction, operational tests of process systems with hydrocarbons are
executed, production ramp-up and stabilization is achieved and then Performance Test is
carried out in accordance with relevant Performance Test procedure.

The successful execution of the Performance Test is attested by the Performance Test
Certificate, which is issued by the Project Team and is countersigned by OPS team for
acceptance. The Performance Test certificate is a pre-requisite for the final acceptance of the
Facility by the OPS function.

Hereinafter the description of the main quality control and commissioning specification.

5.2 CONSTRUCTION QUALITY CONTROL & MECHANICAL COMPLETION


SPECIFICATION (27951.ICO.AVV.SDS)

Construction Quality Control activities, Punch Lists Management and Pre-commissioning up to


Mechanical Completion achievement shall be performed in accordance to relevant
“Construction Quality Control & Mechanical Completion Specification”.

In attachment to the specification, a List of ITPs and ITRs covering standard project disciplines
and activities, and a set of selected ITPs covering more representative and sensitive disciplines,

is included. These set shall be amended, completed and customised by Contractor on the base
of the specific project scope of work and requirements.

FAT’s, Integration Tests and other Inspection and testing release activities carried out on
Packages and Subsea Equipment shall be carried out by Vendors according to the requirements
set in the technical section of the Supply Contract.

All records pertaining to construction quality control and pre-commissioning shall be collected
in a specific dossier.

Construction Quality Control activities shall exhaustively satisfy the technical requirements set
in the “Construction Quality Control and Mechanical Completion Specification.

5.3 COMMISSIONING SPECIFICATION (27952.ICO.AVV.SDS)

Commissioning activities shall be performed according to the relevant “Commissioning


Specification”, which provide a complete guidance on

- Typical functional tests to be carried out for each discipline and relevant standard set of
ITR’s to be produced (to be linked to tag items);

- Operational tests of utilities;

- Typical pre-start up activities such as piping chemical cleaning, drying out, leak testing
and inerting by main circuit, chemicals loading etc., and technical requirement for the
preparation and implementation of the systems Operational Tests procedures.

Site Acceptance Tests (SAT), carried out on Packages and Subsea Equipment shall be carried
out by Vendors according to the requirements set in the technical section of the Supply
Contract. Relevant ITR’s shall be produced accordingly.

All records pertaining to the commissioning activities shall be compiled in a specific dossier.

Commissioning activities shall exhaustively satisfy the technical requirements set in the
“Commissioning Specification”.

5.4 COMMISSIONING INSPECTION TEST PLANS & INSPECTION TEST REPORTS

- Commissioning Contractor shall define the necessary ITPs and ITRs to cover the project
scope and requirements by completing, customizing and amending the samples
provided in ‘Commissioning Inspection Test Plans & Inspection Test Reports’.

6 OFFSHORE PROJECTS

Offshore Projects shall adhere to the same prescriptions detailed here above and in the
specifications referenced in section 5 with regards to construction (including fabrication,
installation and hook up) quality control activities and commissioning of utilities and process
systems before production start up.

Although there are some specific requirements, which will be described below.

Typical offshore projects may be broadly parted into two main clusters:

1. Developments in conventional water depths, usually characterized by one or more


offshore wellhead or production processing platforms, with exploited production export
to shore (in single or multiphase, depending on the degree of separation and
processing performed offshore);

2. Deep water projects, usually based on subsea wells tied back to a floater via subsea
manifolds/templates, rigid/flexible flow lines and control/chemical injection umbilicals.

6.1 CONVENTIONAL WATER DEPTHS PROJECTS

Offshore platforms and modules are the main installations of typical developments in
conventional water depths.

With regards to their mechanical completion and commissioning, Company policy is to carry
out as much testing activities at onshore fabrication yard as possible, to:

- Ensure that fabrication has truly reached a satisfactory degree of completion;

- Reduce the amount of offshore commissioning, as their cost (Vendor mobilizations,


consumables, logistics in general) is significantly higher;

- Save considerable time on the overall planning;

- Discover possible defects when time is still available to correct them.

Onshore scope regarding commissioning of utilities and process system with inert fluids is
defined on a case by case basis, with reference to the platform/module features.

Nevertheless, onshore commissioning is usually achievable on a large scale for single-module


platforms, particularly for:

- Integrated control and safety systems;

- Low Voltage electrical distribution network & lighting system;

- Dual-fuel power generation systems, safety equipment and devices;

- HVAC systems and overall living quarters;

- Diesel systems and cranes;

- Instrument air systems;

- Service water distribution systems.

Upon completion of onshore commissioning activities and prior to load out, the topsides
facilities shall undergo a preservation process, to be sufficiently protected during transportation
to offshore fields.

“Ad hoc” check lists will be filled in and signed off prior to load out and sail away to ensure that
topsides facilities are properly preserved for transportation.

After field offshore installation, the topsides facilities shall have to be restored and re-tested to
verify that no damage has occurred during transportation. For examples:

- Utilities like HVAC, instrument air, crane, power generation and electrical distribution
systems that have been fully commissioned onshore need to be re-tested to achieve full
“in service” conditions;

- Cause and Effect Matrix need to be revalidated and integrated;

- Process leak tests need to be revalidated, together with all systems/equipment subject
to stress constraint due to moving, lifting or towing.

Notwithstanding the above policy, some testing activities may be carried out offshore only,
because of the physical impossibility to complete significant portions of the topsides before
installation and hook up.

Typical items that shall be tested offshore are: wellhead control panels, seawater lift pumps,
fuel gas systems.

For Wellhead Platforms, the split of the Commissioning scope of work between onshore and
offshore shall be assessed according to drilling program and wells Start-Up sequence.

Particularly when drilling is performed after the installation and hook up of the topsides,
attention should be paid for protecting the facilities positioned on the main deck and around
the drilling area.

6.2 DEEP WATER PROJECTS

A typical deep water project is characterized by the integration of two main items:

1. Floater Unit (FPSO, FPU etc.);

2. Subsea production and injection system, Umbilical, Riser and Flowline (SURF).

For floaters’ topsides (FPSO, FPU etc.), the considerations made at paragraph 6.1 for
offshore platforms and modules are to be taken into account.

SURF equipment shall undergo comprehensive FAT’s, extended FAT’s (EFAT) and post load-
out tests at supplier premises prior to delivery, to demonstrate the functionality, performance
and operability of the components.

Particularly, Subsea Control Systems shall undergo EFAT’s and Integration Testing to
demonstrate the correct functioning of the topsides and subsea located components together.

The EFAT shall demonstrate that all electronic, electric, hydraulic and mechanical parts will
perform satisfactorily meeting all specifications. Such EFAT, shall integrate all the equipment
and instruments being part of the subsea control system, including umbilical simulators in order
to reproduce a configuration as similar as possible to the field layout.

Relevant to the topside part of the Subsea Control System manufactured by SPS Contractor,
Master Control Station (MCS) and Electrical Power Unit (EPU) will be located in a local
equipment room in a safer area.

Topsides Umbilical Termination Unit (TUTU) and Hydraulic Power Unit (HPU) shall be installed
in field (FPSO turret or other proper field location in case of riser porch).

FPSO Contractor shall carry out all piping & tubing connections, power and signal cables laying
and termination and relevant mechanical completion activities under the supervision of the SPS
Contractor.

Commissioning of the topside part of the Subsea Control System shall be carried out by SPS
Contractor with assistance of FPSO Contractor, with particular attention to the interface
between MCS and FPSO control and safety system.

SURF pre-commissioning activities will be carried out at installation site in parallel to and
after installation activities.

Particularly, umbilicals will be tested prior to deployment and monitored during laying activities,
verifying electrical continuity, hydraulic pressure and the absence of leakage or failure.

After installation and hook-up of umbilical dynamic sections, infield umbilicals installation and
main-to-infield flying leads, testing activities shall consist of continuity and isolation checks for
electrical cables and pressure testing for chemical/hydraulic lines.

Pre-commissioning of flexible risers and flowlines will be performed once each flowline is laid
and relevant riser is hooked-up. It shall usually consist of gauging and pressure testing at
adequate pressure test as specified by design specifications and then depressurization.

For rigid lines, pre-commissioning shall include cleaning, gauging and hydrotesting.

Once pre-commissioning activities are satisfactorily complete and relevant ITR’s properly
issued and signed off, SURF sub-systems shall achieve a status of Mechanical Completion.

After Mechanical Completion, functional tests shall consist of integrated loop testing of the
subsea control system, which are usually carried out by SPS Vendor from onboard FPSO, to
ascertain proper functioning and communication between subsea and topsides part.

Consequently, pre-start up activities shall be carried out, including the following:

- Integrated leak testing of riser and flowline systems;

- Displacement of transportation fluid from umbilical chemical lines into Xtrees, manifolds
and flowlines, to be replaced with the proper operating fluid;

- Gas lift and gas injection lines dewatering into sea, drying and N2 purging of;

- Production lines water displacement, by means of marine gas oil pumped from onboard
the floater.

Once pre-start up activities are satisfactorily complete, SURF systems will be “Ready for Start
Up”.

In the event that methanol is required to be injected at the sub-sea Xmas tree during start up
of the Xmas tree valves for hydrate inhibition purposes, this shall be carried out under
Operations control.

7 INTEGRATED COMPLETION DATABASE

Throughout project execution, all Vendor key acceptance documents (including Inspection
Release certificates, FAT’s, EFAT’s and integration tests), ITR’s relevant to construction quality
control activities and commissioning and MC/RFSU certificates shall be regularly uploaded into
a dedicated software aided information tool named Integrated Completion Database, for
reporting and progress control purposes.

This database shall be organized per systems, in a way to guarantee that each critical document
and certificate can be easily collected, retrieved and relevant system completion progress
checked accordingly.

Maximum integration between the Integrated Completion Database and EDAM document
management system shall be guaranteed.

8 WORKS ACCEPTANCE STAGES

Works acceptance stages shall be in accordance with the company standard standards
27951.ICO.AVV.SDS and 27952.ICO.AVV.SDS.

Final Work Acceptance will correspond to the verification that facilities and related system safely
and satisfactorily operated in all design conditions.

Work Acceptance and final handover from Contractor To Company may require involvement of
Company Operation Team.
