The method statement for the Chilled Water Pipe and Low Temperature Hot Water Pipe
Installation Procedure in SINDALAH VILLAGE CLUSTER-01 NEOM is controlled and
implemented by NESMA, according to the specifications as well as consultant’s/client
instructions.
2. SCOPE/OBJECTIVE/PURPOSE
This method statement provides guidance for the installation of Chilled Water and Low
Temperature Hot Water Pipes, ensuring full compliance with all relevant project standards,
technical specifications, approved shop drawings, and relevant international codes & to
Establishes minimum guidelines and responsibilities for the Issuing/receiving of work
permits, and for certifying those responsible for implementing the System.
This method statement gives guidelines contained herein to ensure that the job execution
complies with the requirement of the Specifications and the authorities concerned and
serves the intended purpose to satisfactory level. And to ensure the installation and testing
are in compliance with the specifications, standards, and project-specific requirements.
This procedure is applicable to all Chilled Water and Low Temperature Hot Water Pipes
installation activities, including components such as Pumps, Chillers, FAHU, AHU and FCU
connections, valves, identification, supports, etc.

4. DEFINITIONS AND INTERPRETATION
In this Method Statement (as hereinafter defined), the following words and
expressions shall have the meanings hereby assigned to them:
- Client: NEOM and its legal successors.
- Project Management Consultancy: Firm or company named by the Client to manage and
follow up all stages of executions, design, and operations in the project, including
coordination between client, consultant, and contractor.
- Consultant/Engineer: Firm or company named by the Client to act as ‘Consultant’ for
design and supervision of construction, which is NEOM, including its representatives,
successors, and permitted assigns.
- Contractor: NESMA, nominated by the Client, and its legal successors to execute the work.
- Subcontractor: Any company executing a particular part of the work under control and
supervision of the Main Contractors.
- Testing & Commissioning: The process of advancing an installation from the state of static
completion to full working order meeting specified requirements, including setting to work,
system regulation, and fine-tuning.
5. RESPONSIBILITIES
5.1 Project Manager
Responsible for ensuring that the works are performed according to specifications and
reports directly to the Contracts Manager. Will attend all weekly site meetings.
5.2 Construction Manager/Commissioning Manager
NESMA Construction Manager has the overall responsibility for ensuring that NESMA
complies with all the requirements of this Method Statement / Quality Control Procedure.
Construction Manager will nominate a Senior Site Engineer to supervise and coordinate all
the activities of NESMA on site.
5.3 Project/Site Commissioning Engineers

NESMA Site Engineers nominated by NESMA’s Construction Manager has the responsibility
to supervise and coordinate all the site activities of NESMA.
NESMA Site Engineers have the responsibility to ensure that the work is fully coordinated
with other on a day to day basis. NESMA Site Engineer have the responsibilities for
organizing and supervising the transportation of the materials to in co-ordination with the
other departments to ensure that the hoists, cranes and the platforms are efficiently
allocated and utilized. NESMA Site Engineers will also ensure that approved and agreed
safety practices and procedures are fully implemented.
5.4 QA / QC Manager
NESMA QA/QC Manager will check/Involve a strict internal quality control and inspection to
ensure that the work is executed fully in accordance with the requirements of the contract
specifications and drawings.
5.5 QC Mechanical Site Engineer / Inspector (MSE)
NESMA Mechanical Site QC Engineer (ESE)/Inspector shall be fully responsible for above
mentioned works, which shall include, but not limited to the following:
5.5.1 To ensure Installation IR approved before start the T&C work.
5.5.2 To ensure all the requirements for Chiller testing & commissioning.
5.5.3 To ensure all the testing equipment are valid & calibrated.
5.5.4 To ensure all the testing equipment & personnel are updated as per approval &
certification before conducting all shifting & testing works.
5.5.5 To ensure proper coordination with other trades.
And will be responsible for all the quality control procedures, he is responsible for quality
control activities during the testing of Mechanical activities and complete the relevant quality
control forms and signed-off as and when the work progresses. QC Engineer has
responsibility for ensuring full compliance with the prescribed QC requirements including the
submission of inspection requests. NESMA QC Inspectors will operate inspection regime to
ensure that the work is executed fully in accordance with the requirements of the contract
specifications and drawings prior to inspection requests being submitted to the Consultant to
minimize the need for re-inspections.
5.6 Project HSE Manager
NESMA HSE Manager has the responsibility for ensuring that NESMA staff are complying
with the requirements of the approved HSE plan and procedures, including carrying out
routine safety audits and toolbox meetings, submitting of the necessary equipment test

certificates, routine checks of the equipment’s and getting the approval before the
commencement for using and participating to the regular safety meetings.
5.7 Surveyor
NESMA Surveyor under the direction of the nominated Site Engineer has the responsibility
to establish the main reference and levels to check the same at regular intervals.
5.8 Supervisors / Foreman
NESMA Supervisors have the direct overall responsibility for the supervision of their
allocated area including the direct supervision of the fixers and labors involved and the strict
implementation of safety rules and procedures.
5.9 Store Controller
Reviews documents with approved Material Approval Request (MAR) and verifies items with
the packing list for any shortage or description from approved.
6. EQUIPMENT/TOOLS/MATERIALS

7. SEQUENCE AND METHODS/PROCEDURE
7.1 SEQUENCE AND METHODOLOGY
7.1.1 Ensure that approved Installation Plan.
7.1.2 Prior to commencement of work, areas and access will be inspected to confirm that
site is ready for the work to commence.
7.1.3 All the relevant documentation (e.g. shop drawings, method statement, inspection
check lists & ITP) and material applicable to a particular section of works will be checked
before commencement of work.
7.1.4 Site Engineer / Supervisor will give necessary instructions to tradesmen and provide
necessary approved shop drawings and coordinated layouts.

7.1.5 Site Engineer / Supervisor also ensures that all tools and equipment’s are available are
in good and safe working condition.
7.1.6 NESMA QA/QC Engineer/inspector shall check all the installation activity as per the
Inspection Check list.
7.1.7 Inspection Request shall be prepared by NESMA Engineer and will be submitted to the
consultant for inspection and approval.
7.1.8 Contractor is responsible for all installation activities and for getting the work
inspected /approved by AECOM / NEOM Representative.
7.1.9 Required power supply, Cable connection and disconnection, Equipment shift
arranged by Nesma.
7.1.10 CHW & LTHW Pipes shall be installed as per approved shop drawing and site
condition and made of Black Steel, except where specifically stated otherwise or as
indicated on the approved shop drawings.
7.1.11 All CHW & LTHW Pipework shall be coordinated with other services to ensure access
to execute the works.
7.1.12 Consideration to the sequence in which the work shall proceed is necessary.
8. PIPE PRE-INSTALLATION PROCEDURE
8.1 Storage
8.1.1 Carefully lower pipes to prevent damage during off-loading.
8.1.2 Store pipes properly to prevent abrasions and damages.
8.1.3 Stack and cover delivered pipes for protection from dust.
8.1.4 Store valves, fittings, etc., in enclosed areas per manufacturer’s recommendations.
8.2 Pre-Works
8.2.1 Prefabricate pipework in an off-site facility by an approved fabricator.
8.2.2 The fabrication shall be carried out in a neat and workmanlike manner, with all internal
and external surfaces free from projections and sharp edges.
8.2.3 The Pipework fabricator shall prepare manufacturing drawings from the approved shop
drawings, showing detailed dimensions for the different composite parts, such as elbows,
branches, Tees, Reducers, etc.
8.2.4 Conduct a site survey to mark the pipe routing and support locations as per the
approved drawings.
8.2.5 Coordinate the piping layout with other services to ensure no clashes and minimal
bends/offsets.

8.2.6 Ensure that there is sufficient clearance around pipes for insulation and cladding
applications.
8.2.7 Clean and apply primer or red oxide to all seamless black steel pipes before
installation to prevent corrosion.
8.2.8 Fabricate pipe sections from approved materials per project specifications.
9. PIPE INSTALLATION PROCEDURE
9.1 Layout
9.1.1 Install pipes as per approved drawings.
9.1.2 Mark positions of pipe supports, install mechanical anchor fasteners/clamps, and
suspend threaded rods for support.
9.1.3 Cut steel angles to suit pipe width and fix to threaded rod suspensions.
9.1.4 Lift and install assembled pipes on trapeze using suitable scaffolding.
9.1.5 Align and level pipes to maintain designated positions as per drawings.
9.1.6 Install riser/shaft pipes using scaffolding, supporting as per approved drawings.
9.1.7 Fix valves and fittings as per approved drawings.
9.1.8 Coordinate with civil contractor to ensure masonry openings for pipes are opened to
the correct size.
9.2 Coordination
9.2.1 Coordinate with Civil & Electrical for services interfaces.
9.3 Hangers and Supports
9.3.1 Drill holes in ceilings/walls for fixing supports and fix the Anchors.
9.3.2 Fix the threaded rods and Install pipe hangers/supports as per standards and
approved drawings.
9.3.3 Ensure correct spacing and alignment of supports.
9.3.4 Ensure the threaded rod length allows for future adjustments and leveling of the piping.
9.4 Valves, Fittings, Welding and Joining
9.4.1 Install valves at locations specified in the approved drawings and as per the
manufacturer recommendations.
9.4.2 Connect piping to and fittings and accessories at equipment locations as per approved
drawings and specifications.
9.4.3 Ensure welding is performed by certified welders.
9.4.4 Use approved welding techniques and materials.

9.4.5 Inspect welds for quality and integrity.
9.5 Testing
9.5.1 Submit an inspection request for the chilled water piping installation to the consultant..
9.5.2 Follow safety protocols during testing.
9.5.3 Record and report test results for approval.
10. SAFETY PRECAUTIONS
10.1 Ensure that affected workers fully understand the process, the potential hazards and
the protective measures.
10.2 Ensure the affected workers have the proper equipment, materials and personal
protective equipment they need to safely perform the hydrostatic test.
10.3 Nesma follow approval Installation Plan for Sindalah Village Cluster-01.
10.4 Nesma follow LOTO Procedures as per NEOM SOP-24 and Section 26.10 of the
NEOM Health & Safety Assurance Standards (NEOM-NPR-STD-001 REV 01)
10.5 Nesma will submit emergency plan and shutdown procedure with work permit
separately by coordination with safety department.
10.6 Nesma add Safety Clearance Certificate for commissioning of all machinery and
equipment, together with a Permit in commissioning time.
10.7 No chemical to be used during the testing and commissioning. If the mainline not
working during the commissioning, water removed by tankers cannot be disposed without
approval from PMC. No discharge to the environment is permitted.
