CHAPTER 1
The Problem
The English Language is classified as one of the two
official languages in the Philippines, the other of which is
Filipino. While the English language is commonly used in formal
situations than casual settings, it is primarily used widely in
various fields such as law, business, education, and media. The
Philippines is renowned as one of the largest English-speaking
nations and has shown remarkable degree in fluency.
However, a widely concerning problem emerged. As time
passes, the English proficiency of the Filipinos have been
gradually declining and dragging the country one step behind from
being globally competitive. In 2022, the Philippines ranked 22nd
out of 111 countries with a score of 578 out of 700 according to
the English Proficiency Index (EPI) conducted by international
education company Education First (EF). Compared to the country's
rankings over the last six years, the deterioration of Filipino's
English proficiency can be seen - from 13th place in 2016, 15th
place in 2017, 14th place in 2018, 20th place in 2019, 27th place
in 2020, and 18th place in 2021. The index is the world's largest
ranking of countries/regions by adult English skills published
annually which also serves as an international benchmark for
adult English proficiency. Even with the presented deterioration,
the country's EPI score is still categorized as "high
proficiency," which is considered to be sufficient for tasks like
making work presentations, understanding TV shows, and reading
newspapers.
With this concerning issue, the researchers were stimulated
to investigate a particular factor that might have a significant
effect on improving the English proficiency skills of an
individual. The researchers landed on an educated thought that
frequent watching of Hollywood movies might possess a
considerable effect towards the improvement of English language
fluency.
With this in mind, the researchers were motivated to conduct
a study pertaining to the effectiveness of Hollywood movies to
the English language fluency, with a purpose to discover if this
factor has true significant impacts to English proficiency. The
researchers believed that solving the problem of deteriorating
English proficiency will pave the way to possessing better and
quality education and ultimately lead to gaining the title of
Filipinos as a globally competitive nation.
In pursuance to quality education, the government has its
full support and association to provide the needs of the
Filipinos which will make them skillful, informative, and
competent so that they could stand as productive citizens in the
society.
The 1987 Philippine Constitution, Article XIV, Section 1
states that:
"The State shall protect and promote the right of all
citizens to quality education at all levels and shall take
appropriate steps to make such education accessible to all."
This mandate orders the government to provide free, quality,
and accessible education to all people of the Republic of the
Philippines, and that schools should perform skillfully to
deliver substantial teachings to the students.
According to Section 2 of Republic Act No. 10533, "The State
shall establish, maintain and support a complete, adequate, and
integrated system of education relevant to the needs of the
people, the country and society-at-large." This mandates the
government to construct and create a system of education that
addresses the ever-changing needs of Filipinos to cope up with
the ever-changing challenges around the globe. Moreover, this
provision includes the teaching of timely and relevant skills and
knowledge.
In relation to this is the DepEd Order No. 31, s. 2012 or K
to 12 Basic Education Curriculum. This is one of the notable
efforts of the government to provide a higher degree of education
and therefore produce globally-competitive Filipinos that could
cope up with other nations. The law presents the policy
guidelines regarding the implementation of Grade 1 to Grade 10 in
Basic Education, including private schools.
As for the English fluency, the government asserts its
efforts to make sure that the Filipinos are equipped with skills
and competencies that will make them more capable and proficient
with the use of English language.
According to Executive Order No. 210, s. 2003, "there is a
need to develop the aptitude, competence and proficiency of our
students in the English language to maintain and improve their
competitive edge in emerging and fast-growing local and
international industries, particularly in the area of Information
and Communications Technology (ICT)". The law encourages the
government to invest with the improvement of fluency in speaking
English, and to use any means necessary to fulfill the goal of
producing Filipinos capable of using the English language to its
finest.
In this law, it is also stated in Section 1 that:
"It is the objective of the foregoing policies to develop
the aptitude, competence and proficiency of all students in the
use of the English language to make them better prepared for the
job opportunities emerging in the new, technology-driven sectors
of the economy."
The law mandates the government to provide crucial support
and means that will develop the English proficiency skills of the
Filipinos. With that, the people of the Republic of the
Philippines can gain the privilege to seize better jobs and
perform well in their chosen fields of profession.
In 2015, the Philippines pledged to achieve the United
Nations' Sustainable Development Goals (SDGs) and Millennium
Development Goals (MDGs). It recognizes the importance of quality
education and language proficiency in achieving sustainable
development. Goal 4 of the SDGs aims to ensure inclusive and
equitable quality education and promote lifelong learning
opportunities for all. Meanwhile, the MDG's goal 2 focuses on
achieving universal primary education and ensuring that children
are able to read and write. The SDGs and MDGs are critical in
highlighting the importance of education in achieving sustainable
development. By promoting quality education and language
proficiency, these goals help to ensure that individuals have the
skills, knowledge, and abilities they need to participate fully
in society and contribute to their communities' economic and
social development.
The institution of Alfelor Sr. Memorial College Inc. has
achieved numerous successes throughout the years and strived its
way to become a known establishment today. As a developing
school, it is already making a name for itself for producing
competent students in the field of literary, sports, and
performing arts. The institution offers courses in college
including Bachelor of Science in Criminology, Bachelor of Arts in
Political Science, Bachelor of Secondary Education, Bachelor of
Elementary Education, Bachelor of Physical Education, Bachelor of
Science in Business Administration, and Bachelor of Science in
Industrial Security Management. The institution also offers
academic tracks in senior high school involving General Academic
Strand (GAS), Humanities and Social Science (HUMSS), and
Technical Vocational Livelihood (TVL). The institution also
offers complete Junior High School, Elementary, and Kindergarten
courses.
Alfelor Sr. Memorial College Inc. is the only college school
in the municipality of Del Gallego founded in 1985. Having its
long run for thirty-eight years, the institution is doing its
best and putting the efforts to its extent to become a University
and be officially called Alfelor University (AU). Carrying the
values of our founder, Mrs. Delicia R. Alfelor-Tibi, the
institution of Alfelor Sr. Memorial College Inc. has proved its
worthiness of producing quality graduates not just in the
municipality of Del Gallego but also to neighboring towns that
chose this as their educational institution.
Statement of the Problem
The purpose of this study was to determine the effectiveness
of Hollywood movies to the English language fluency of grade 12
students in Alfelor Sr. Memorial College Inc.
This study aims to answer the following specific problems:
1. What is the demographic profile of the respondents in terms
of:
1.1 age;
1.2. sex;
1.3. strand;
1.4. number of Hollywood movies watched; and
1.5. hours spent in watching Hollywood movies?
2. What is the level of English language fluency of Grade 12
students in Alfelor Sr. Memorial College Inc. along with:
2.1. basic;
2.2. independent; and
2.3. proficient?
3. Is there a significant agreement between the personal
profile and level of fluency in English of Grade 12
learners?
4. What points can be derived from the results of the study?
Assumptions
This study was guided by the following assumptions:
1. The demographic profile of the respondents in terms of age,
sex, strand, number of Hollywood movies watched, and hours
spent in watching Hollywood movies?
2. The level of English language fluency of Grade 12 students
in Alfelor Sr. Memorial College Inc. along with basic,
independent, and proficient?
3. There were recommendations formulated based from the
findings of the study.
Hypothesis
The following hypotheses were addressed:
1. There is no significant agreement between the personal
profile and level of fluency in English of Grade 12
learners.
Significance of the Study
The findings of this study will benefit the following
individuals:
Learners. The result of this study will benefit most the
learners. The findings of this study will allow the learners to
understand the true effects of Hollywood movies to their English
language fluency, and therefore appreciate its benefits to their
overall competency as a student.
Teachers. The information presented in this study will
provide insights to the teachers about the importance of other
factors such as Hollywood movies to the English language fluency
of the learners. The outcomes of this study will also help them
formulate new ways of teaching language to the learners and
ultimately become a more effective teacher.
School Administrators. This study will serve as a foundation
for school administrators to generate more effective and
efficient approach that will develop the English language fluency
of the learners, thus leading to the betterment of their
performance in school.
Department of Education (DepEd). The findings of this
research will provide insights to the Department of Education
regarding the true effects of Hollywood movies to the English
language fluency of the learners. With the results presented in
this study, this will give them ideas to create innovation and
reforms to improve the quality and effectiveness of teaching-
learning process of language in education.
Curriculum Writers. The results of this study will serve as
another angle to be seen by the curriculum writers and act as a
guide on improving the curriculum regarding the teaching of
English language to the learners. With that, they will produce
much effective, timely, and relevant curriculum that will equip
the learners with adequate competencies which will allow them to
survive better from the ever-changing global challenges.
Policy Makers. The findings of this study will lead the
policy makers or government officials to improve and formulate
substantial, effective, and flexible policy guidelines on
utilizing other factors to the teaching of English language, and
therefore achieve much better and quality education for all.
Parents. The findings of this study will provide
understanding to the parents regarding the benefits of viewing
Hollywood movies to the English language fluency of the learners.
Hence, this will lead for the parents to provide more support and
assistance that is necessary to the overall academic performance
of the learners in school.
Future Researchers. The information and data presented in
this study will serve as a source or reference for future
investigations similar to this. Moreover, the layouts, processes,
techniques, tools, and methodologies used in this entire study
will serve as a guide for future researchers as they conduct
their own research.
Researchers Themselves. The researchers benefits the most
from this study. Starting from an educated thought, this study
allowed the researchers themselves to look from another aspect
and investigate the true effects of Hollywood movies to the
overall English language proficiency of the learners. As college
students of Secondary Education, this research helped the
researchers to develop their data-gathering skills, constructing
educated arguments, and making connections between ideas. This
study served as a major stepping point for the researchers to
enhance their knowledge, find solutions to current problems, and
ultimately boost their capabilities as a college student and as
future teachers.
Scope and Delimitation
The scope of the study is limited to students who watch
Hollywood movies. The total number of respondents at Alfelor Sr.
Memorial College Inc. is 62.
It assesses the effects of watching Hollywood movies to the
English language fluency in terms of basic, independent, and
proficient level to see if there are any significant effects.
They are seeking to find out if watching Hollywood movies has
positive effects in enhancing an individual’s skills in English
proficiency.
In connection with the respondents of the study, this was
delimited to the Grade 12 in Alfelor Sr. Memorial College Inc.
also to the responses of the respondents to the questionnaire.
Locale of the Study
The study will be conducted at Alfelor Sr. Memorial College,
Inc. This place was selected for knowing the efficiency of the
study through the selected respondents.
The Alfelor Sr. Memorial College (ASMC) is an institution of
learning founded by the Alfelor’s family of Iriga City in 1985.
It was named after the former Governor of Camarines Sur, the late
Felix O. Alfelor Sr. for the students to emulate the Chairman of
the Board of Trustees, Dr. Remedios R. Alfelor with the help of
the Executive Vice-President, Architect Eduardo B. Tibi, the
Registrar and Treasurer, Mrs. Delicia Alfelor Tibi, and the
Academic Supervisor, Dr. Ariston M. Villareal in June 1985.
The school temporarily opened a campus by renting a lot and
a building owed by a private individual. This site was only a few
meters away from the seat of the local government, the Municipal
Building.
The courses offered then were Bachelor of Science in
Elementary Education (GR No. H-0009). Bachelor of Science in
Secondary Education (GR No. H-0010), Bachelor of Arts (GR No. H-
0007), Bachelor of Science in Commerce (GR No. H-0008) and Two-
Year Secretarial Course. Years late, the school opened Nursery
and kindergarten classes.
Sometime in 1994, the school administration was able to find
a new site to accommodate the increasing number of students.
Building made of local material were constructed and these were
damaged heavily by typhoon Rosing. For while, the College rented
vacant rooms and multi-purpose building of Del Gallego Central
School while the construction to accommodate the additional
students was going on. A two-storey building was constructed to
house the additional students of the newly opened two-year Hotel
and Restaurant Management and two-year Computer Secretarial
Course. The Elementary (1995) and Secondary (1999) levels were
also opened.
To date, there are already many successful graduates of the
of the College; teachers, policeman, office personnel's,
businessman, etc. the latest addition as to who among the Alumni
is Allan C. Ronquillo, the topnotcher in the 2004 Licensure
Examination for Teachers in the Bicol Region. He is a resident of
Del Gallego.
Let it be mentioned also that the ASMC is presently catering
to the educational needs of students not only from the
Municipality of Del Gallego but also the adjoining towns of
Sipocot, Ragay and Lupi from Camarines Sur, Sta. Elena, Basud and
Labo of Camarines Norte and from Tagkawayan, Calauag, Lopez,
Gumaca, Guinyangan, Buenavista, San Andres and San Narciso of
Quezon. Bachelor of Science in Criminology will be opened during
the first semester of school year 2007-2008 (TP No. 17-12-2,
Series 2009).

The vision and mission of the University are reflective of
the founders’ and administrators’ ideals, the demands of times
and the needs of the stakeholders. The main focus of this
Department is the total development of every individual and is
committed to its mission, vision and goal towards quality
education.

Definition of Terms
For a better understanding of this paper, the following
terms to be used in the study are defined conceptually and
operationally.
Effectiveness is the capacity to achieve the desired
outcomes and attain the intended goals. In this study, it is that
state on how successful Hollywood Movies is when used.
Hollywood Movie is the major film studios predominantly
constitute the cinema of the United States.
English Language is belonging to the Indo-European language
family, it is a West Germanic language whose initial forms were
spoken by early medieval England’s inhabitants. It is how the
respondents improve their English fluency.
Fluency refers to the state or characteristic of being
fluent.
