SEE Lab provide the service to submit and attain the approval for Written Notification and Written Approval
from the Department of Environment (DOE) for fuel burning equipment, air pollution control and chimney.
These submissions are required under Environmental Quality Act, 1974 and Environmental Quality (Clean
Air) Regulations, 2014, respectively.
According to the Environmental Quality (Clean Air) Regulations 2014, we are a principle name engaged in
providing Stack Emission Monitoring Services to our clients in all over Malaysia. Our valued clients can avail
Stack Emission Monitoring Services from us at market leading prices. In Stack Emission Monitoring sampling
is done under two method i.e. isokinetic and non-isokinetic methods to measure the pollutants that are
emitted out of industrial processes and fuel combustion. Dark Smoke Observation test is conducted by us
for measuring pollution, checking the status of equipment’s manufactured, fuel saving, statutory
compliance and internal audit.
Environmental Quality (Clean Air) Regulation, 2014 Part IV, Dark Smoke.
Smoke emissions darker than Ringelman Chart No. 1, Cannot Exceed 5 minutes in 1 hour.
Methods Description
The smoke emitted from a source is to be measured with a Ringelmann Chart which to be held or fixed in a
position facing the observer and is to be in line with the observer and the source under observation. The
darkness of the smoke at the point where they leave the source is to be compared with the shade on the
chart.
SEE Lab conducts Ambient Air Quality Monitoring services and has extensive experience in ambient air
sampling and analysis. Ambient air characteristics standards are designed to protect human health, with an
adequate margin of safety, including sensitive populations and individuals suffering from respiratory
disease in order to comply with Malaysian Recommended Air Quality Guidelines.
Noise is commonly define as unwanted sound, independent of loudness that can produce an desired
physiological or psychological effect in an individual, and that may interfere with the social ends of an
individual or group. Ambient Noise includes all sounds presents in the environment. SEE Lab with wide
experience has conduct ambient noise monitoring in various industries.
SEE Lab is fully equipped and has extensive in conducting wastewater, sewage and river water characteristic
study, wastewater, sewage and river water sampling for compliance purpose, various types of surface water
sampling and marine water sampling using appropriate types of equipment, tools and sampling devices. All
the collected samples are analysed by our in-house laboratory, namely Safety & Environmental Laboratory
Sdn. Bhd., a SAMM accredited laboratory complying with ISO/IEC 17025 requirements.

Vibration and sound are generated during rock blasting, construction, passing train and aircraft landing and
taking off, etc. Vibration and sound generated from the source are propagated spherically like an elastic
wave in the ground and the amplitude diminishes inversely as the distance advance from the initial spot of
event. Certain amplitude of vibration and sound experienced by human can be very uncomfortable and
damaging to properties.
SEE Lab is capable of carrying out vibration and sound measurement at carefully selected sites using
seismography during events that generate vibration and sound for the following purposes:
▪ Quantitative measurement that provides an indication of what vibration and sound levels can be
expected and therefore the appropriate abatement to be taken to rectify the situation
▪ Quantitative measurement that provides the industries or local authority a better understanding of
the reasonable vibration and sound expected, so that any future contractual agreement or
regulations to be considered may be realistic.
Dioxins and furans is the abbreviated or short name for a family of toxic substances that all share a similar
chemical structure. Dioxins, in their purest form, look like crystals or a colorless solid. Most dioxins and
furans are not man-made or produced intentionally, but are created when other chemicals or products are
made. Of all of the dioxins and furans, one, 2,3,7,8-tetrachloro-p-dibenzo-dioxin (2,3,7,8 TCDD) is considered
the most toxic.
GC/MS ANALYSIS
Gas chromatography mass spectroscopy (GC/MS) is a materials analysis method that employs gas
chromatographs (GC) fitted with mass selective detectors called mass spectrometers (MS). GC/MS analysis is
an ideal tool for identifying unknown substances or contaminants that are present in very low quantities.
During GC/MS analysis, the sample is injected into a gas chromatograph which volatilizes the sample, then
separates the various components of the sample based on size and/or polarity. The separated components
then go into a mass selective detector. The resulting mass spectrum allows for the identification of the
components using standard reference libraries.
Environmental Impact Assessment (EIA) is a study to identify, evaluate and communicate info about the
impact of a prescribe project on the environment. It covers a wide scope and criteria such as buffer zone,
air pollution, water pollution, geology/hydrology, social/cultural, ecology, land value and etc. EIA study has
to be conducted by environmental consultant who are registered with Department of Environment under
EIA Consultant Registration Scheme.

SEE Lab has vast experience in conducting CHRA for various industries.
As stated in section 9 of Occupational Safety and Health (Use and Standard of Exposure of Chemical
Hazardous to Health) Regulation 2000. (USECHH reg.2000) An employer must make a written assessment
of the risk created by the chemical used in workplace.
Based on USECHH Reg.2000. Employer should conduct Chemical Health Risk Assessment (CHRA) for all the
chemicals which is hazardous to health. The Assessment Shall Carried out by a DOSH registered Assessor.
Each Assessment Report valid for 5 Years
SEE Lab provides service for Simple Risk Assessment and Control (SiRAC) for Chemical as stated in section 9
of Occupational Safety and Health (Use and Standard of Exposure of Chemical Hazardous to Health)
Regulation 2000. A simple assessment involves a process of grouping workplace risks into control bands
based on combination of hazard and exposure information. A simple assessment may be conducted,
instead of the full assessment, if the chemicals hazardous to health used in a particular work unit.
SEE Lab has well trained hygiene experts certified by DOSH in the areas of chemical exposure monitoring.
We offer a comprehensive range of monitoring services, tailored to meet or all USECHH Regulation
compliance. All the collected samples are analyzed by a very well equipped laboratory, which is a SAMM
accredited laboratory according to ISO 17025 requirements.
As stated is section 27 of USECHH Reg. 2000, Where an CHRA assessment indicates health surveillance is
necessary, an employer shall carry out a health surveillance program.
For chemical hazardous to Health listed in schedule II, the medical surveillance is required at interval not
longer than 12 month.
Industrial Ventilation means, where the natural ventilation is not adequate further means of natural or
mechanical ventilation or both shall be provided. Our team has registered hygiene technicians in DOSH in
conducting the Inspection, Testing and Examination of LEV and GEV. SEE LAB provides its expertise in LEV
examination for following systems.
According to USECHH Reg. 2000. , Part V, under clause “Action to Control Exposure” stated a control
measure by Application of Engineering Control Equipment
USECHH Reg.2000. Section 17, Employer should inspect the LEV and GEV at interval not longer than one
month once and the LEV and GEV system should examined and tested for its effectiveness by Industrial
hygienist at the interval not longer than 12 months.
As Stated in Occupational Safety and Health (Noise Exposure) Regulations 2019, an Employer shall carry
out Noise risk Assessment at workplace and must comply with the following limits:-
a) Daily Noise exposure level exceeding 85 dB (A) or daily personal noise dose exceeding hundred
per cent;
b) The maximum sound pressure level exceeding 115 dB (A) at any time; or
c) The Peak sound pressure level exceeding 140 dB (C)
Noise risk assessment is limited to one or more representative employee from group of employee
performing same work.
The Assessment would be carried out according to DOSH Requirement As per Occupational Safety and
Health (Noise Exposure) Regulations 2019.
Occupational Safety & Health (Noise Exposure) regulations 2019 state that every employer has conducted
a noise risk assessment and shows that any employee is exposed to excessive noise exceeding the limit
specified in the regulations, the employer shall cause an audiometric testing to be carried out on such
employee annually. For the purpose of carrying out the audiometric testing, the employer shall appoint an
audiometric testing center approved by Director General.
The air quality within and around buildings and structures impacts the health and comfort of building
occupants. Known as Indoor Air Quality, it can be affected by particulates, pollutants, microbial
contaminants or any mass or energy stressor that can induce adverse health conditions. Indoor Air Quality
in Malaysia should abide by the Industry Code of Practice on Indoor Air Quality 2010 - Department of
Occupational Safety and Health (DOSH), Ministry of Human Resources, Malaysia.
Walkthrough Inspection
i. collecting available information about the history of the building and its ventilation system;
ii. collecting previous record of IAQ complaints;
iii. notifying the building occupants of the upcoming investigation;
iv. identifying key individuals for access to relevant information as well as relevant locations within
the building;
v. Identifying potential contaminants and their sources.
Assessment
i. Biological contaminants – bacteria, viruses, fungi (including molds), dust mite and pollen.
ii. Chemical pollutants – tobacco smoke, carbon monoxide, nitrogen dioxide (products of
combustion), carbon dioxide, ozone and VOC (products from food court).
iii. Particles – solid or liquid substances, which are, light enough to be suspended in the air. Particles
of dust, dirt or other substance may be drawn into the building from outside and also be produced
by activities that occur in the building.
The objective of Indoor Lighting Assessment is to determine the current lighting level meets the
requirements of Second Schedule Regulation 29 (e) (Lighting) in Factories and Machinery (Safety, Health
and Welfare) Regulations 1983.
The general objective of the monitoring is to conduct Heat Stress Assessment, where individuals work in
hot environments and are likely to experience a heat related illness. Heat Stress Measurements are
conducted with a survey meter to determine the heat stress index, which ascertains how long an
acclimatized or heat accommodated healthy person can work during a set time period doing a certain
level of stress related work before they must take a break in a cool area.
The purpose of ERA is to provide a systematic plan and objective approach in identifying assessing and
controlling ergonomic risk factor associated with the work tasks and activities in the work place. ERA shall
be conducted to comply with OSHA 1994, Section 15 (Duties of Employer).
The CIMAH Regulations are applicable to manufacturers undertaking industrial activities which involve the
processing, utilisation, production or storage of hazardous substances in a quantity which exceeds the
threshold quantity as listed in schedules 1 and 2, except nuclear installations, installations belonging to the
armed forces, a vehicle or vessel transporting hazardous substances to or from the site of an industrial
activity, or manufacturers undertaking industrial activities which involve a quantity of hazardous
substance which is equal to or less than 10 per cent of the threshold quantity of the hazardous substance.
Demonstration of Safe Operation (DOSO) assessment is for non-major hazard installation as stipulated in
Occupational Safety and Health (Control of Industrial Major Accident Hazards) Regulations 1996 or CIMAH
regulations. DOSO is applied to an industry activity where the hazardous substance in the CIMAH
regulations is less than the specified threshold quantity and more than 10% of the threshold quantity.
A manufacturer who falls under DOSO shall, at any time, show that he has-
1. Identified the possible major accident hazards; and
2. Taken adequate steps to:
• prevent any major accident or minimize its consequences to persons and the environment; and
• provide persons working on the site with the information, training, and equipment necessary to
ensure their safety; and
3. Prepared and kept up to date an adequate on-site emergency plan detailing
how major accidents will be dealt with.
The content of the DOSO safety report shall be in accordance to the requirements of Schedule 6, CIMAH
Regulation 1996.
The purpose of this guideline is to provide a systematic and objective approach to assessing hazards and
their associated risks that will provide an objective measure of an identified hazard as well as provide a
method to control the risk. It is one of the general duties as prescribed under the Occupational Safety and
Health Act 1994 (Act 514) for the employer to provide a safe workplaces to their employees and other
related person.
The purpose of HIRARC are as follows:-
a. to identify all the factors that may cause harm to employees and others (the hazards);
b. to consider what the chances are of that harm actually be falling anyone in the circumstances of a
particular case and the possible severity that could come from it (the risks); and
c. to enable employers to plan, introduce and monitor preventive measures to ensure that the risks
are adequately controlled at all times.

Hazards in confined spaces include poor air quality; chemical, biological, radiation and fire hazards; extreme
noise and temperature; low visibility and process-related hazards such as residual chemicals.
Unfavourable natural ventilation can also compound the situation and it is the utmost responsibility of all
employers to ensure the safety and health of workers and prevent any form of injury, illness or death arising
from exposure to these hazards. Those working in a confined space have to exercise great care and concern
because it is more hazardous than regular work sites. Workers who are injured or lose their lives are a loss
not only to their employers but also the country as they are important contributors to economic and social
development.
The Employer and the contractor must be investigated to check whether they adhered to the rules and
regulations stipulated by the Occupational Safety and Health Act (OSHA) 1994.
They have to ensure that the workers were certified whether they followed the guidelines in the Industry
Code of Practice (ICOP) for Working in a Confined Space 2010.
ASBESTOS TESTING
Modern research has revealed the link between asbestos and certain types of cancer.
Health effects from long-term, unsafe asbestos exposure, is well documented. Asbestos fibers are easily
inhaled and carried into the lower regions of the lungs where they can cause fibrotic lung disease
(asbestosis) and changes in the lining of the chest cavity (pleura). Long-term inhalation of asbestos fibers
also increases the risk of lung cancer and mesothelioma.
Other health effects of asbestos exposure are respiratory infections and enlargement of the heart.
People are more likely to experience asbestos-related disorders if they:
• are exposed to high concentrations of asbestos,
• are exposed for longer periods of time, and/or
• are exposed to asbestos more frequently.

Prior to scaffold erection, Professional Engineer would design suitable scaffold according to the site condition and
nature of work. Submission of scaffold design endorsed by Professional Engineer to Department of Occupational
Safety & Health will be carried out.
Scaffold erection will be carried out by DOSH registered scaffolders and inspected by Scaffold Inspector. A safe to use
scaffold be tagged (Green Tag) by the inspector.
