FIELD OBSERVATIONS AND FINDINGS

During the field observations conducted on December 22, 2023, in Santiago City, Isabela, several key
points were noted to provide insights into the current state of the transportation system and traffic
conditions:

 The presence of a tricycle terminal along the road was noted, indicating a concentration of local
transport services in the area.

 The provincial road, specifically the Maharlika Highway in front of Robinson's Place Santiago
City, exhibited signs of not meeting the required design parameters.

 Strict enforcement of rules and regulations is crucial to prevent traffic law violations and ensure
road safety.

 The road width appeared limited, which may contribute to congestion and hinder the smooth
flow of traffic.

 Inadequate road shoulder space was observed, potentially leading to difficulties for motorists
and pedestrians.
CONCLUSION

Based on the gathered data and the current condition of the study area in Santiago City, Isabela, several
key conclusions can be drawn:

1. Diverse Transportation Landscape: The transportation landscape in Santiago City is diverse,

with a significant volume of various vehicles, including tricycles, motorcycles, cars, jeeps, trucks,
vans, buses, and kuliglig, traversing the city. Tricycles, motorcycles, and public utility vans
dominate the road network, showcasing the variety of transport options available to the
residents.

2. Efforts in Sustainable Transportation: Santiago City has made commendable strides in

sustainable transportation initiatives. The city's recognition with the 2017 International
Sustainable Transportation award highlights its commitment to public space enhancement,
cycling infrastructure, and public transport improvements. The increase in cycling trips,
introduction of a bike share program, and the implementation of traffic education programs
demonstrate a concerted effort to promote non-motorized alternatives and create a more
sustainable transport system.

3. Road Network Expansion and Bridges: The city's road network has experienced significant
expansion, with an increase in the total road length from 542.946 kilometers in 2016 to 560.237
kilometers in 2018. The presence of 42 bridges, both national and city bridges, further enhances
connectivity and accessibility, bringing various regions closer to the metropolis.

4. Traffic Challenges and Universal Issues: Like many other cities, Santiago City faces universal
transportation challenges, including traffic congestion, issues with illegal modified mufflers
causing sound pollution, and inadequate maintenance. These problems impact students,
employees, and citizens, highlighting the need for comprehensive traffic management solutions.

5. Focus on Specific Study Area: The study specifically focuses on a portion along the Maharlika
Highway in front of Robinson's Place Santiago City. This area serves as a crucial point for traffic
flow, connecting various barangays and facilitating access to important destinations like DPWH
San Isidro Isabela and ISU Echague Isabela.

6. Weather Considerations: The study takes into account the climatic conditions during the
fieldwork, providing a snapshot of the weather on December 22, 2023, with temperatures
ranging from 25°C to 28°C.

In conclusion, Santiago City exhibits a dynamic and evolving transportation landscape, with a
commitment to sustainability and continuous improvement. While facing common challenges, the city
has implemented notable initiatives and infrastructure developments to enhance the overall transport
experience for its residents and visitors. The study area's specific focus on Maharlika Highway highlights
the importance of addressing traffic issues at strategic locations within the city.
