1. PURPOSE
Purpose of this document is to provide instruction for the varies electrical activities for Trench excavation,
sand bedding, installation of 11kV cables and LV cables & Ter under Project Title. This method statement will
be in compliance with the contract requirements and specification.
2. SCOPE OF WORK
This method of statement defines
Trench excavation, Road Crossing (Open Cut & HDD), Cable Installation, Cable Jointing &
Termination and Backfilling of 11 KV cables and LV cables

The Project Manager shall be responsible for the overall planning, direction, monitoring,
coordination and control of all the construction activities at all stages.

responsible for the implementation of all safety related activities including inspection of safety

The cable route shall be investigated and surveyed. The available drawings will be studied in
detail and ascertain the position of existing underground utilities such as power and lighting
cables, water pipelines, Q-tel ducts, drainage lines etc. using cable locator and using trail pit
survey report

Ensure that all traffic route diversions are carefully planned to avoid vehicles close approach
to the trench. The Road Department shall be notified and necessary permission shall be
obtained from Traffic Police Department.

Wherever the work is within 50 meter of junction controlled by traffic signals the CED traffic
section shall be consulted at least 14 days before the works are commenced in order to
protect the signal detector loops and modify the signal timings, if necessary. The temporary
signs shall be accordance with traffic control of the road issued by CED and Traffic Police
Department.
All temporary signs shall be mounted on the bases which are designed to be stable
base for the signs.
If the excavation works affect the entrance or exit of any building of house, a steel plate
access or pedestrian bridges of non-slip surface shall be provided.
Traffic safety barrier with safety mesh tied across each barrier shall be kept
throughout the cable trench before the excavation and suitable barricades to be erected on
necessary locations to avoid any accidents.

Mark the cable trench route as per approved cable route drawings using white color spray
and ensure that minimum separation between cables is maintained as per Kahramaa
approved trench profile.
All known service crossings in the path of proposed excavation will be marked on the ground
using a red color spray.
During this marking up procedure, a visual survey will also be carried out around the working
area to note the location of any surface marker in the vicinity. Such as gas, water, telecom,
cable markers that may not be shown on the drawing.
During trench marking and excavations, recommended minimum bending radius of the cable
will be taken into account. The trench will be uniform and gradually bend to accommodate
the recommended minimum radius of the cable as per appendix-A of KM scope of works and
specification.
The main excavations will be carried out with mechanical excavator buckets, except on the
immediate vicinity of the known services marked with the red spray paint, where the
excavation will be done by hand. Once the rock surface is encountered the excavation will be
continued by mechanical excavator.
Even at this stage there may be underground still undetected, so an experienced foreman
will monitor the excavation at all time. He will look for the signs of previous excavation in
which a service may be situated. Such indications could be as marker tape or green mesh
net above the services and a fine layer of fill material such as sand around services, an
isolated section of concrete which may have been placed over a service for protection or it
may be a subtle change in the makeup, color or texture of the ground.

If foreman sees any such indication, he will stop the excavation immediately and locate
the service by manual excavation.
The excavated material shall be stacked at minimum distance of 1.0 m from the trench to
avoid falling of excavated soil in the trench and risk of collapsing trench.
The depth of the trench will not be less than 850 mm for LV cables, 950 mm for 11kV cables
and width of the trench will be in accordance with KM drawing [Link]-TCH-01.
RFI will be raised after Trench Excavation, no work will not be contacted without
Approval from the authority.
When the proposed cable trench passes from a level to another level, the transition shall be
gradual and the gradient or slope shall be as per approved Kahramaa requirement.
If the proposed cable trench excavation has to be carried out within gardens and
landscaping, the following should be followed strictly;

- The details of irrigation lines shall also be made available with concerned site
engineer. This is obtained from sewerage section of Civil Engineering
Department of MMAA. Extensive care shall be taken to avoid damage the
irrigation lines. The irrigation lines may be relocated, if necessary.
- The power cable lines shall be at minimum distance of 1.5 meter from the
nearest tree access.
- Excavated material shall be removed immediately from the garden sites and
disposed to at pre-designated locations.
If the proposed cable trench excavation has to be done in asphalt road, the following steps to
be strictly followed;
- Suitable asphalt / concrete cutting machines shall be used to cut asphalt and
concrete surfaces at depth not less than 120mm.
- Pneumatic compressor and spade type chisel/ hydraulic hammer shall be used
to cut and break the bituminous material prior to work being carried out by
mechanical excavators.
All temporary signs shall be in accordance with traffic control and road works issued by the
concerned authorities.
- All temporary signs shall be mounted on bases which are designed to accept
sand bags or a similar approved device which create a stable base for the signs.
- Traffic safety cones with safety tapes tied across each cone shall be kept
throughout the road crossing work for single lane or one lane of the road. In case
of multiple lanes, suitable barricades shall be erected wherever required to
prevent any accident.
Warning flash lights shall be placed over the barricades and safety cones and watchmen
shall be deputed along the cable trench to avoid unauthorized entry by others.
In addition the following measures shall be taken to avoid disturbing the other services in the

same corridor;
- The excavator will removed 100mm depth at a time. The 100mm shall be taken
slowly and horizontally to eliminate the chance of disturbing any services with
uplift, the 100mm scrapes will be repeated until the bottom of the trench has
been reached.
- A banksman will be present at all times to ensure that any changes in strata are
investigated before using the machine.
- Any services that are present shall be suitably supported to prevent any
damages.
- The excavated material shall be immediately removed from the site and
transported to the location designated by the concerned authorities.
- Level the bottom of the excavated trench, removed any foreign object and pump
out water if any.
The excavation shall be kept free from garbage, stones and any other sharp materials. Any
accumulated water shall be pumped out. If necessary, side of the trenches shall be
supported with timber & ply woods to avoid collapsing.

Limitation of Excavation
It is not allowable to excavate more than 600m at one time. If surplus materials have not
been removed from the site or permanent reinstatement has not been carried out
satisfactory, the excavation shall be regarded as still open and must be checked to ensure
adequate provision is made for safety.

Trench Readiness
- Depth of the cable trench shall be minimum 950mm for 11kV cables and 850mm
for LV cables.

- Dune sand shall not contain stones, shrapnel and flints also free from other
foreign materials.
If the trench preparation is not in accordance with Kahramaa requirements given in Trench
Dimension drawing no STD-TCH-01, cable pulling works shall be cancelled and site note
shall be issued to the Contractor.
Inspection of Ducts
All ducts shall be cleaned using a mandrill.
When pulling a cable into ducts a bell mouth shall be used to avoid bruises in the cable.
Cable Pulling
Where a winch is used to pull cables, the winch shall be fitted with suitable dynamometer. In
all cases an appropriate swivel eye shall be fitted between the pulling bond and the pulling
attachment on the cable.

The cable shall be supported on the free running cable rollers which have no projections or
no sharp edges.
Rollers shall be placed in the trench to prevent the cable from dragging on the trench bottom.
The roller spacing required to achieve this will depend on the cable type being installed and
the pulling tension along the route.

A leading roller shall be used to support the cable over the entire drum width immediately
before being fed into the trench.

Prior to commencement pulling, initial tension should be taken up to take the slack out of the
bond wire.
The rollers along the route should be checked and adjusted to line up with the taut bond and
a final check should be made to ensure that other services which may be rubbed or abraded
by the cable during installation are suitable protected.
When final roller positions are confirmed and all other services are suitably protected the pull
can be started.
All LV & 11kV cables shall be installed at minimum distance of 150mm from the center of the
cable to the trench wall.
When number of cables installed in the same trench, the spacing between two adjacent
cables shall be as follows;
i) LV Cables (center to center) – 600mm
ii) 11kV Cables (center to center) – 750mm
iii) Horizontal clearance between LV & 11kV cables – 750mm

3m length of cable shall be spared at the termination ends as loop for the future use, in case
of termination failures.
After completion of cable laying, the cable ends shall be sealed immediately and not let
exposed to the atmosphere.
All temporary signs shall be in accordance with traffic control and road works issued by the
concerned authorities.
- All temporary signs shall be mounted on bases which are designed to accept
sand bags or a similar approved device which create a stable base for the signs.
- Traffic safety cones with safety tapes tied across each cone shall be kept
throughout the road crossing work for single lane or one lane of the road. In case
of multiple lanes, suitable barricades shall be erected wherever required to
prevent any accident.

Covering of Cables
All cables shall be covered with quarried limestone or dune sand (and tiles for MV Cables) on
the same day they are laid in accordance with KM approved drawing.
Trench Backfilling
Prior to commence of trench backfilling works, Cable laying & arrangement, filling of
approved cable bedding and protection tiles shall be completed in respective layers in
accordance with KM specification (refer to STD/TCH/01).

All excavated material shall be shifted from the trench sides during trench excavation to
municipality designated area for screening. The excavated material shall be screened with
50mm sieve using mechanical dumpers. The material which passes through the 50mm sieve
shall be transported to the trench for backfilling.
Approved cable warning tape shall be placed on completion of 2nd layer of sand bedding
(Scalping Powder).

Trench shall be backfilled in 150mm compacted layers by applying required water till
achieving 95% minimum relative dry density. Approved laboratory government shall conduct
the compaction test in presence of KM/ Consultant and respective reports shall be logged
and field for as built documentation.

ASHGHAL Roads maintenance manual (New Amendment of reinstatement) and Garden

QA QC Engineer
QA/QC Engineer will inspect all the material Received at site relating to KM approval and
Specification. The installation work to be inspected with reference to Drawings and
Manufactures Specification to the entire Satisfaction of KM and Reporting to Project
Manager.
Site Engineer
The Site Engineer will be full in-charge for supervising all related activities at different CWR’s,
checking site, prepare material request , checking the progress and productivity on the daily
basis, updated Project Manager via project Engineer
Safety Engineer
The Safety Engineer shall submit prior to the commencement of work his safety plan. He will
be responsible for the implementation of all safety related activities including inspection of
safety facilities
Fitter Supervisor
He gives instruction to fitters and installation team to start equipment’s erection according
to Project Engineer Plan and Site Engineer instruction
Jointer Supervisor
He is directed by project engineer and responsible to schedule Jointers works
Excavation Supervisor
He directly controlled by Project Engineer and give instruction to excavation foremen to
mobilized all site excavation and backfilling

29. RFI will be raised after Trench Excavation, no work will not be contacted

Check that valid approval from the following concerned service authorities has been
obtained;
- Local Municipality.
1. Before the RMU will be delivered to site, check that the RMU was tested by protection
&sticker is Provided, gas pressure is OK, and plinth is erected at site as per drawings and
comply with Kahramaa.
2. Move the RMU from the storage area using Mobile crane and set them in position near
to the RMU room. Make sure that the orientation of the RMU with regards to the
position of cable entries is correct.
3. Push the RMU inside of outdoor substation. Set the RMU on their final positions and
make sure that they are properly secured and protected.
4. Insulation resistance test to be done for the RMU by using insulation tester and result to
be recorded in the proper form.
5. Cover the unwanted gaps with silicon.
6. Dress and terminate the cables on RMU. Ensure that the cables are supported properly.
7. After termination works has been completed, clean the RMU cable box and ensure that it
is free from foreign materials and jointer tag provided to all the termination. Ensure that
all the connections are properly tight through the use of torque wrench as per
manufacturer requirements the same to be recorded in the inspection form. And with
proper marking of the bolts shall be visible. (Inspection form attached)
8. Cover the cable boxes. Bolts and nuts must be tightened properly.

Transformer Installation
1. Before the transformer will be delivered to site, check the transformer for any damage or oil
leak and railing is fixed as per drawings and comply with Kahramaa. Ensure that the tap
changing switch wheel is locked.
2. Move the transformers from the storage area using forklift and set them in position near to
the transformer room. Make sure that the orientation of the transformer with regards to the
position of cable entries is correct.
3. Push the transformer inside its room. Set the transformer on their final positions and make
sure that it is properly secured and protected.
4. Check the level of oil level and confirm that there is no leakage.
5. Check the gaskets condition.
6. Check the transformer for any damage after installation.
7. Insulation resistance test to be done for the Transformer by using insulation tester and result
to be recorded in the proper form.
8. Dress and terminate cables on the transformers. Ensure that cables are supported properly
and all the connections are properly tightened with torque wrench as per manufacturer
requirements the same to be record in the inspection form and jointer tag was provided.
(Inspection form attached)
9. Provide protection for the transformer upon availability. (PRV/REF/TEMP)
10. After termination works has been completed, clean the transformer cable box and ensure
that it is free from foreign materials and close it by its cable box cover, make sure that the
transformer room is clean and free from foreign materials.

11. Transformer will be connected to designated earthling pit using earthling cable.
12. In case of more than one transformer. Identifying labels should be fixed

Project Manager
The Project Manager shall be responsible for the overall planning, direction, monitoring,
coordination and control of all the construction activities at all stages.
QA QC Engineer
QA/QC Engineer will inspect all the material Received at site relating to KM approval and
Specification. The installation work to be inspected with reference to Drawings and
Manufactures Specification to the entire Satisfaction of KM and Reporting to Project
Manager.
Site Engineer
The Site Engineer will be full in-charge for supervising all related activities at different CWR’s,
checking site, prepare material request , checking the progress and productivity on the daily basis,
updated Project Manager via project Engineer
Safety Engineer
The Safety Engineer shall submit prior to the commencement of work his safety plan. He will be
responsible for the implementation of all safety related activities including inspection of safety
facilities
Fitter Supervisor
He gives instruction to fitters and installation team to start equipment’s erection according to Project
Engineer Plan and Site Engineer instruction
Jointer Supervisor
He is directed by project engineer and responsible to schedule Jointers works
Excavation Supervisor
He directly controlled by Project Engineer and give instruction to excavation foremen to mobilized all
site excavation and backfilling

- Local Municipality.
Before the feeder Pillar will be delivered to site, check the feeder pillar for any
damage & plinth is erected as per drawings and comply with Kahramaa
1. Check all the accessories of feeder pillar (MDI/ main links/fuse contacts/ammeter
etc...) make sure that all accessories are in good condition and available.
2. Move the feeder pillar from the storage area using Mobile crane and set them in
position near to its plinth. Make sure that the orientation of the feeder pillar with
regards to the position of cable entries is correct.
3. Check isolating link switch are smooth to operate and its nuts should be tightened.
4. Ensure that C.T ratio and MDI ranges are correctly selected and reset the MDI as per
TX Capacity.
5. Check auxiliary wiring of L.V local supply point and ensure that the fuse is available.
6. In case of more than one feeder pillar identifying labels should be fixed on each
feeder pillar
7. Push in the Feeder inside its substation. Set the feeder pillar on their final positions
and make sure that they are properly secured and protected.
8. Provide auxiliary supply to MV switchgear/DB

9. Dress and terminate cables on the Feeder pillar. Ensure that the cables are supported
properly.
10. After termination works has been completed, clean the Feeder pillar. Ensure that all
the connections are properly tightened through the use of torque wrench as per
manufacturer requirements. And with proper marking to the bolts shall be visible
with proper marking to the bolts and jointer tag to be provided.
11. Bolts and nuts must be tightening properly. Make sure that the FSFP is clean and free
from foreign materials. Cover the cable entry holes with filling foam which will
prevent from dust entry.
12. Feeder pillar will be connected to designated earthing pit using earthing cable.
13. Provide the adequate fuses size to the LV cables which in service as per the
instruction of [Link]

1. PURPOSE
Purpose of this document is to provide instruction for the varies electrical activities for
installation of earth bore works under Project Title. This method statement will be in compliance with
the contract requirements and specification.

Project Manager
The Project Manager shall be responsible for the overall planning, direction, monitoring,
coordination and control of all the construction activities at all stages.
QA QC Engineer
QA/QC Engineer will inspect all the material Received at site relating to KM approval and
Specification. The installation work to be inspected with reference to Drawings and
Manufactures Specification to the entire Satisfaction of KM and Reporting to Project
Manager.
Site Engineer
The Site Engineer will be full in-charge for supervising all related activities at different CWR’s,
checking site, prepare material request, checking the progress and productivity on the daily basis,
updated Project Manager via project Engineer
Safety Engineer
The Safety Engineer shall submit prior to the commencement of work his safety plan. He will be
responsible for the implementation of all safety related activities including inspection of safety
facilities
Fitter Supervisor
He gives instruction to fitters and installation team to start equipment’s erection according to Project
Engineer Plan and Site Engineer instruction
Jointer Supervisor
He is directed by project engineer and responsible to schedule Jointers works
Excavation Supervisor
He directly controlled by Project Engineer and give instruction to excavation foremen to mobilized all
site excavation and backfilling

Procedure -Drilling
Drilling Method
Rotary down-the-hole Hammer
A rotary down-the-hole hammer (DTH) is used in conjunction with a high-volume, high-
pressure air compressor for drilling in hard formations, usually rock. Down hole hammers
can be used to drill bores from 80mm – 200mm in diameter.
A down-hole hammer is attached to the end of the drill string. Air filtering systems are
installed on all our compressors ensuring the injected air is not introducing any
contaminants into the borehole.
This technique uses compressed air to operate a down-hole air hammer on the end of the
drill string that helps to break up the rock formation. The compressed air that is used to
operate the down-hole air hammer also blows the crushed rock fragments out of the hole to
the surface along with any water that flows into the hole during drilling.

6. PVC pipes will be install to avoid the collapsing of the top soil or any other loose
formations, these pipes can be removed after earth rod installation
7. Earth rods will installed to the desired level by using 1x70 mm2 Bare Copper
Conductor connected with earth rod at one side and with 11kV Switchgear at the
other side
8. After installing earth cable kahramaa inspector will inspect the boring and earth
connections
9. Borehole will be backfilled, after backfilling earth resistance test to be done and
value to be recorded in the related form.

Demobilization
All equipment and tools shall be demobilized upon completion of job. The site shall be
reinstated to its original form upon completion.

Testing
This following procedure provides the sequence to be implemented during Insulation
Resistance Test for New installed Equipment’s. It should be reviewed in line with CONTRACT
technical specifications and particular conditions and to revised accordingly
1. Ensure (11 KV & LV) cables in both side of the transformer are disconnected
2. Ensure the Megger is calibrated and in good operating condition.
3. Clean the cable bushing of the transformer.
4. To measure MV transformer side with Earth, connect Megger negative terminal to the MV side of
transformer, Positive one to transformer earth terminal and Guard terminal to the LV side.
5. Inject 5000 V for 1 minute and record the reading.
6. To measure LV transformer side with Earth, connect Megger negative terminal to the LV side of
transformer, Positive one to transformer earth terminal and Guard terminal to the MV side.
7. Inject 1000 V for 1 minute and record the reading.
8. To measure transformer both sides MV with LV, connect Megger negative terminal to the MV
side of transformer, Positive one to LV side of the transformer
9. Inject 5000 or2500 V for 1 minute and record the reading.
10. Record ambient temperature during test stages in appropriate Form approved by KM.

Insulation Resistance Test for MV Panels Bus bar Including Circuit Breaker
Ensure the Megger is calibrated and in good operating condition.
1. Make sure all incoming and outgoing cables are disconnected and not terminated with
switchgear panels
2. Rack-in all VCB’s into “SERVICE & ON POSITION” & R/O VT( IF ANY)
3. Connect the megger with Bus-Bar through MV cable compartment at rear side of switchgear
4. Connect megger Negative terminal to Switchgear RED phase
5. Short BLUE & YELLOW phases with the earth
6. Connect megger Positive terminal earth
7. Inject 5kV for 1 minute and record the reading (Refer figure-01)
8. Record ambient temperature during test stages in appropriate Form approved by KM
9. Repeat steps (4) to (8) for BLUE & YELLOW phases (Refer fig-02-03)
10. Put all VCB’s in “OFF POSITION” , only one VCB’s will left racked out for Megger connections
11. At rear side cable chamber of panels, short all R bus together. Repeat for Y & B bus.(Ref. fig-04)
12. At the panel where VCB is R/O, short Y & B of bus-bar side with r, y & b of circuit side along with
the earth. (Ref. Fig-05)
13. Connect the megger positive terminal to earth & negative terminal to R of bus-bar side.( Ref. Fig-05)
14. Inject 5kV for 1 minute and record the reading
15. Repeat step 13 & 14 for testing Y & B of bus-bar side & r, y & b for circuit side separately. (Ref.
Fig-06-10)

1. Ensure the Hi Pot test kit is calibrated and in good operating condition.
2. Confirm the SFT issuance from KM Engineer.
3. Ensure that the part of the system to be tested is isolated from the main system.
4. Fasten the earthing cable to earthing socket of the test kit and connect it to available
substation earth.
5. Connect the supply cable of test kit.
6. Fasten the Medium voltage connection cable to MV output point in the test kit and
connect it to the ‘R’ phase of the system to be tested, also connect screen of MV
connection cable to available substation earth.
7. Short ‘Y’ phase &‘B’ phase of the system to be tested with available substation earth.
8. Apply 12.5 KV (rms) for 15 minutes for old cable, and 17.5 KV (rms) for 15 minutes for
new cable at frequency = 0.1HZ.
9. Record the result of the test.
10. Record ambient temperature during test stages in appropriate Form approved by KM
11. Turn off the applied voltage and discharge the MV output applied to the system under
test.
12. Repeat the STEP 6 TO STEP 10 for ‘Y’ and ‘B’ PHASES Respectively.

The basic procedure for the Fall-of-Potential method is to first connect the test set terminals
[Link] P1 to the earth electrode under test, connect the test set C2 terminal to a current probe
located some distance from the earth electrode and finally connect the test set P2 terminal to a
potential probe located a variable distance between. The two probes normally are located in
straight line. At each potential probe location, the resistance is recorded (a form is provided in

1. Connect C1 and P1 terminals on the test set to the earth electrode (Fig. 5).
2. Drive a probe into the earth 100 to 200 feet from the center of the electrode and
connect to terminal C2. This probe should be driven to a depth of 6 – 12 inches.
3. Drive another probe into the earth midway between the electrode and probe C2 and
connect to terminal P2. This probe should be driven to a depth 6 – 12 inches.
4. Record the resistance measurement.
5. Move the potential probe 10 feet farther away from the electrode and make a second
Measurement.
6. Move the potential probe 10 feet closer to the electrode and make a third
measurement.
7. If the three measurements agree with each other within a few percent of their
average, then the average of the three measurements may be used as the electrode
resistance.
8. If the three measurements disagree by more than a few percent from their average,
then additional measurement procedures are required (see Measuring Large
Electrodes)

Condition:
As per KM specifications, Customer shall submit ‘Busduct’ undertaking letter (Scheme No or Transformer’s Sr No. to be
mentioned) to Km for transformer before Fitting Inspection.
Note: It is advisable to connect LV Busduct properly to the terminals without damage. If, any damage to the Transformer
Bushing/terminals while connecting LV bus duct or threat to safety aspects on account of bus duct.
Contractor/Client shall be fully responsible for the same.
