Recalling previous resolutions on disarmament and the


prevention of arms races, particularly Resolution 1540
(2004) on non-proliferation of weapons of mass
destruction,

Aware of the rapid advancements in hypersonic missile


technology, which can travel at speeds exceeding Mach 5
and maneuver unpredictably, evading conventional
defense systems,

Recognizing the heightened security risks that the


proliferation of hypersonic missiles poses to global
stability, given their potential to undermine existing
defense systems and provoke arms races,

Affirming that international cooperation is essential to


ensure that the development and deployment of
hypersonic technology do not lead to escalated global
tensions or unintended conflict,

1.requests, the sending of UN representatives that will


periodically visit affected regions to ensure that the
solutions mentioned above are being applied correctly,
a. The UNGEPDPAC will choose these UN representatives,
b. UN peacekeeping forces will protect these
representatives
c. To ensure that these regions abide by the Universal
Declaration of Human Rights
2. Calls for the establishment of a United Nations
Special Working Group on Hypersonic Missiles (UN)
(suspended) which would be given the task of developing
an international legally binding instrument prohibiting the
proliferation, testing and deployment of hypersonic
missiles;
• (a) The UNSWGHM will include and consist of member
countries military governance, expert scientific and legal
counsel representatives as well as related NGOs,
• (b) Directs the Working Group to present the draft text
to the General Assembly not later than two years from
the date of the decision.

• (c) Mandates the Working Group to submit a


draft treaty to the General Assembly within two years;
3. Encourages Member States to participate in
efforts dealing with the development of hypersonic
missile defeat defensive technologies without
aggravating a global arms race;
• (a) This includes the finding, developing, and
expansion of sophisticated radar and tracking systems
that are able to detect hypersonic missiles.

• (b) Member States working together in developing


missile-defense technology on the understanding that the
enhancement will be used for defensive purpose and not
offensive.
4. Suggests development of CBMs so as to avoid
possible miscalculations or unintended escalations in
respect of hypersonic missiles;
(a) Such measures could involve the establishment of
hotlines between countries to help clarify any intentions
or misunderstandings that may arise,
(b) Joint exercises under the supervision of the UN, in
order to show defensive capability and introduce norms
of confidence building.

5.Highlights the necessity of all Member States


conducting in-depth risk assessments of the risks that
hypersonic missile proliferation can pose to regional as
well as global security systems;
• (a) Motivates states to make national reviews on
hypersonic threats available to make a global inventory
of risk evaluations,
• (b) Asks that these evaluations should be considered in
Report Adott RC on assessing inputs to the General
Assembly annually and should also have annual reviews;

6. Emphasizes the need for disarmament education


among Member States particularly with respect to the
threats posed by the proliferation of hypersonic missiles
and its implications;
 (a) Suggests introduction of hypersonic missile
education in military educational programs to
familiarize the personnel with usage restrictions and
avoid them.
 (b) Advocates for collaboration with academic
institutions and relevant actors to address the
development of course materials on non-proliferation
and control of arms in the context of emerging
technologies;

7. Encourages further international cooperation on


the control of hypersonic technology through existing
multilateral arms control agreements;
• (a) Urges the incorporation of hypersonic
missiles into the Treaty on the Non-Proliferation of
Nuclear Weapons (NPT) as an emerging threat,
• (b) Calls for amendments to the Missile
Technology Control Regime (MTCR) to include hypersonic
technology as part of its control guidelines.

8.calls on, all parties, including all governments along the


Euphrates and :
a)Tigris Rivers,
b)armed groups,
c)and foreign players,
to fully cooperate with the monitoring mechanism to be
established under the supervision of the UN in order to
periodically evaluate and report on the implementation of
this resolution;
