Personal information will only be used for admissions purposes, such as documentary screening,
correspondence with applicants, notification of admissions results, entrance procedures, and other
related administrative tasks or public relations activities.
Data collected through the admissions process may be used for data analysis for admissions-related
research, which may be used within ICU or may be outsourced to an agency.

Medical attention
While medical certification is not required at the time of application, applicants with conditions that
might require special consideration in order to be able to access classes and facilities at the university
should notify the Admissions Center in writing.

In Admissions, we look for students who have studied broadly, whether in Japan or in other parts of the
world and whether in the arts or in the sciences. We look for students who have the ability to integrate
basic knowledge from various subjects so that their understanding forms the basis of taking action, and
who also have the ability to communicate in foreign languages.
ICU's College of Liberal Arts offers a variety of admissions and assessment procedures in order to
admit diverse students with the potential to change both themselves and the world.

WHO THIS ADMISSIONS GUIDE IS FOR
For Those Who Are Interested in Applying to ICU in English
In this admission route (also known as “English Language Based Admissions”), the entire process
is conducted in English. Therefore, having sufficient English language proficiency to take university-
level courses in English is a prerequisite. Below are the minimum requirements as proof of this.
◼ Minimum requirements*: IELTS 6.5 or TOEFL iBT 79 (from a single test date)
*Submission of these scores is optional if you meet certain conditions. Click here for more information.
No Japanese language proficiency is required at the time of application. Note that you must complete
the Japanese Language Program (JLP) as part of graduation requirements once admitted via the
English Language Based Admissions. This is a part of ICU's commitment to Japanese-English bilingual
education. You cannot graduate by only taking courses offered in English or only in Japanese.

Language programs after enrollment vary according to the admissions route you select.
!! IMPORTANT NOTES:
⚫ As a language program to help students acquire English proficiency and critical thinking skills,
ELA is mainly for those who enroll at ICU through admissions conducted in Japanese. You
cannot choose ELA instead of JLP if you enroll through English Language Based Admissions.
⚫ Once enrolled, there is no curriculum distinction by admissions routes besides the JLP/ELA
requirements.

APPLICATION OVERVIEW
1. Number of Students Admitted (Expected Yearly Intake)
Approximately 150 students are expected through the Universal Admissions* as a whole.
This includes the number of Transfer Students via English Language Based Admissions.
*Universal Admissions is the collective term for the following three admissions routes:
- April Admissions for Returnees
- English Language Based Admissions (April/September Entry)
- EJU Based Admissions (April/September Entry)
2. Eligibility Criteria
For Regular (First-Year) Students:
A Regular Student is a student who matriculates as a first-year student to seek a bachelor’s
degree. Applicants must meet one of the following criteria at the time of enrollment to ICU:
Applicants must:
(1) have completed 12 years of formal education in Japanese schools accredited by the Ministry
of Education, Culture, Sports, Science and Technology or
(2) have completed 12 years or more of formal education outside of Japan or
(3) have an International Baccalaureate Full Diploma, French Baccalauréat, Abitur, or GCE
Advanced Levels or
(4) have graduated from an officially accredited international/foreign school in Japan or
(5) have passed an examination demonstrating academic ability equivalent to 12 years of formal
education, such as the GED (General Educational Development) test or the Upper Secondary
School Equivalency Examination, and be at least 18 years of age or
(6) have completed 11 years or more of formal education in which the high school curriculum is
based on the system of Uzbekistan, Sudan, Belarus, Peru, Russia, Myanmar, Ukraine, or
Kazakhstan*.
*In these cases, applicants must contact the Admissions Center in advance as there are specific requirements.
Degree-seeking (i.e., Regular and Transfer) students are not allowed to register at other institutions
simultaneously while studying at ICU. Students must officially withdraw or graduate from the former
institution before enrollment at ICU.
Search for your country/region from the list below. If your country/region is not listed, complete the
Eligibility Check Form and send it to admissions-center@[Link] for inquiry at least one month
before the application period starts.
If you have not graduated yet and thus cannot submit the required
documents listed below at the time of application...
Submission of these documents is deferred until you graduate from high (upper secondary) school.
On the other hand, you should submit the remaining of the necessary documents for your
application by the designated deadline. This includes the School Report, on which the name of the
expected diploma or certificate must be specified. Additionally, a list of courses progressing or to be
taken in the final semester/year is needed to verify that you will meet the course requirements.
Once admitted, you must submit the original or certified true copies of such a diploma or completion
certificate to confirm your admission to ICU. Otherwise, your admission will be rescinded.
*The requirements below may change without prior notice in the event of educational reform in the country/region.
Senior/High School Final Transcript that shows the completion of the required
curriculum and/or final examination for entering a four-year university in Canada.
*Below are course requirements by province:
If some of the required courses are in progress or to be taken while in the final
semester/term of your high school, and thus not listed on the transcript, submit
a school-issued list of these courses in addition to the transcript.
Indonesia Ijazah Sekolah Menegah Atas (Diploma awarded by Upper Secondary School)
Type B: Type B is only available if you DO NOT meet the Type A conditions but
(Documentary screening have completed secondary education with credentials for university
AND Online Interview) entrance in your country/region.
*NOTES:
- You may not apply via both types simultaneously. Choose either even if you meet both types’ criteria.
- In either type, meeting the eligibility criteria (See p.4) and admissions requirements by country/region (p. 5-6)
is a prerequisite for applying to ICU in the first place.
- If you have passed one of the exams below, you have the equivalent of a Japanese/US High School Diploma:

!! Please Be Aware:
⚫ Japanese or US high school (prospective) graduates must apply via Type A. They may not proceed to
Type B even if they fail to prepare valid SAT or ACT Plus Writing scores in Type A.
⚫ IB certificate alone is not acceptable. IB Full Diploma is needed. IB Course candidates are ineligible for
either Type A or B unless they have other valid credentials for admissions to ICU.
⚫ Applicants from the UK system must apply via Type A and may not proceed to Type B. Without taking
GCE A Level subjects, they cannot apply to ICU via the English Language Based Admissions.
Additionally, at least two GCE A Level passes are required to apply.
⚫ If your school has multiple accreditations and your application could be via Type A or Type B, you may
choose to apply via either*, according to your preference. This is the case, for example, for a Canadian
school (Type B) offering a dual program with an IBDP curriculum (Type A).
*You may not apply via both types simultaneously.
4. Complete the online data entry once the application period starts
Register your information in the Online Application System once the application period starts.
*An 880 yen System Operation Fee will be charged in addition to the application fee.
7. Have an online interview on a designated date and time (Type B applicants only)
Type B applicants must be interviewed online in addition to the documentary screening. Since
interviews are conducted remotely via Zoom, applicants do not need to come to the campus.
Prior to the online interview, a connection test must be done on a separate date between the
applicant and the University. Detailed instructions about the online interview and necessary
connection test (including a meeting time, ID, and passcode) will be notified through OAS.
*NOTE: An additional online interview may be required at the discretion of the university; details,
including an invitation to Zoom, will be provided at the time of notification.
Those who do not hold Japanese nationality must have, or obtain, valid residence status in Japan
to enroll in ICU. Even if you complete the required entrance procedures after receiving notification
of acceptance from ICU, if you fail to obtain valid residence status in Japan, you will not be allowed
to enroll in ICU. Even if ICU applies to the Immigration Services Agency of Japan for the Certificate
of Eligibility (CoE) on your behalf, ICU assumes no responsibility for the results of the CoE
application.
⚫ You may not apply for both April and September entries; you must choose one or the other.
There is no advantage or disadvantage in applying for either April or September entry.
⚫ Admissions cannot be deferred to a later term/year. Once admitted for April entry, you may not
defer the admission to September entry or later. Similarly, you may not defer September admission
to April or later. Select an appropriate timeline that fits you best without assuming deferring an
admissions offer.
⚫ You must wait one year to reapply regardless of the initial admissions result. For example, if you
have applied to ICU for September 2024 entry, you may not reapply for April 2025 entry but may
reapply for September 2025 entry.
⚫ All dates and times are based on Japan Standard Time [JST] using the 24-hour time system.
⚫ Spring Term Tuition and Facilities Fee must be paid together with the Matriculation Fee for April entry.
⚫ For Type B applicants: Detailed instructions about the online interview and necessary connection test
(including a meeting time, ID, and passcode) will be notified through the Online Application System
(OAS). See the following section for your reference as well:

!! IMPORTANT NOTES:
⚫ All documents must be prepared in English. Documents in a language other than English must be
accompanied by an official translation into English prepared by a school official or an official agency
such as an embassy.
⚫ If your name on the application documents differs from the one registered for OAS, request your
school to prepare a letter of clarification or submit a copy of your passport for identification.
A) Basic Information
The following data entry will be required; desired student category, application type, applicant’s name,
date of birth, nationality(ies), status of residence in Japan (if applicable), first language(s), contact
address, phone number, parent’s/guardian’s information, etc.
B) Educational History
Complete your educational history from elementary school to the latest school you are attending or
graduated from. The names of the schools must be given in English as it appears on your transcripts.
In each entry, provide the length of study (start and end dates), language(s) of instruction, school
location, and the name of the diploma/certificate (to be) conferred.
C) Personal Statement
State your motivation and purpose for studying at ICU in 500 to 600 words. Include the following points:
D) Short Essay
Write an essay on one of the topics listed below. The essay needs a title and must be 400 to 500 words
long. Include your personal point of view on the issue and/or how the issue has affected or impacted
you:
A) Discuss a current issue of personal, local, national, or international concern and its importance
to you.
B) Describe a work of art (painting, literature, music, etc.), a historical episode, or a scientific
achievement that has impressed you and explain how it has affected your outlook on life.
C) Evaluate a significant experience, achievement, challenge, or ethical dilemma you have
accomplished/faced and its impact on you.
! NOTE: All documents must be prepared in English. Documents in a language other than English
must be accompanied by an official translation into English prepared by a school official or an
official agency such as an embassy.
H) Official Transcript
A high (upper secondary) school transcript and/or term reports are required, which should cover all your
courses and grades in the last three years, including the final (senior) year.
If the courses of the final (senior) year are ongoing and not included in the transcript…
Attach a first quarter/semester or mid-year report separately. The same goes with a list of courses
progressing or to be taken in the final semester/year. If not specified in the transcript, add another file to
convey it.
If graduating early or skipping a grade…
Submit an official document to that effect. If clarified in the transcript, that alone will suffice.
If you have attended more than one school…
Submit a separate transcript for each school unless the information (courses and grades) for all three
years across the schools is included in the most recently attended school transcript. If the transcripts do
not indicate their grading scale, submit a document prepared by the school explaining it.
If already attending a university/college…
In addition to your high school transcripts, an official university/college transcript may also be submitted.
I) School Report
The School Report shares supplementary information regarding your academic achievements and school
details. Request for this report to be completed by your counselor or other school official in an appropriate
position responsible for documenting student academic progress.
There is no designated format for the letter of recommendation. Use of a school's official letterhead is
preferred. When uploading, recommenders will be asked to complete the relevant information online. The
following information sheet must be attached if they cannot use the Submission Portal and wish to email
their letter of recommendation directly to the ICU Admissions Center.

*“Core academic subjects” refer to subjects like English, Social Studies, Mathematics, Science, Foreign Language,
etc. Note that a foreign language subject that teaches your first language or the one spoken in your home
environment is not regarded as a "core academic subject." The same goes for ESL (English as a Second
Language) subjects.
Please note:
➢ The test(s) must have been taken no more than two years before the application period starts.
➢ TOEFL MyBest score is not acceptable. Only a single test date score is acceptable for TOEFL.
➢ TOEFL iBT Home Edition is acceptable. TOEFL ITP (Institutional Testing Program) is not.
➢ IELTS must be an Academic Module. One Skill Retake is not acceptable for IELTS.
➢ There is no need to arrange for the reports to be sent to ICU directly from the testing institution.
However, the Online Application System (OAS) requires you to provide your verification number
(i.e. TRF number for IELTS and Appointment Number for TOEFL).
*Contact each testing institution, not ICU, for any test-related issues.
If home-schooled...
Even if the language of instruction has been English, if you were home-schooled, you should
contact the Admissions Center in advance. We need further confirmation to see if you meet the
exemption criteria.
For those with refugee status or in similar serious situations of forced displacement…
You may submit Duolingo English Test (DET) results instead of IELTS or TOEFL. The minimum
score requirement is 110. If this applies to you, contact the Admissions Center before the
application period starts. You need permission to use your DET score as proof of English
Proficiency.
ICU's institutional code is "0860" for SAT, and "5279" for ACT Plus Writing.
Make sure to arrange this well in advance, since it usually takes several weeks for your official
report to be sent to the university.
⚫ SAT/ACT scores must be taken within five years of the application start date.
⚫ ICU will evaluate your application by noting the highest test scores in each section across test
dates (also known as "Superscores").
Your application will be considered incomplete if your official score report cannot be confirmed.
When arranging the score reporting, you should keep a copy of your order invoice as proof. Also,
OAS requires you to upload your test taker's score report (.pdf) for confirmation.
*Contact each testing institution for score reporting/delivery and other test-related questions.
⚫ At least five subjects must be passed, ideally with one from each of the subject groups:
Humanities, Social Sciences, Mathematics, Natural Sciences, and Languages.
⚫ Of the five passes, two must be at GCE A Level.
⚫ Applicants originally from non-English speaking countries/regions are recommended to take
English Language unless they have spent their junior and senior high school years -
approximately six years - in the British school system.
⚫ A subject from the "Language" group cannot be counted toward the above requirements if it
teaches your first language or the language spoken in your home environment. Suppose those
whose first language is Japanese takes a GCE A Level in the Japanese language subject. In this
case, they must have two GCE A Levels besides Japanese to apply.
⚫ If you submit predicted grades at the time of application, you must submit the final grades, as
soon as they become available, as part of entrance procedures once you are admitted.
Remember that you must pass at least two subjects at A Level. Otherwise, your admission will
be rescinded.

Fill out the required information in OAS once the application period starts.

During the Application Period, applications can be submitted 24 hours a day. As the dates and times
are given in Japan Standard Time, note the time difference if you reside outside Japan. Complete all
required steps within the period, including submitting the necessary documents. Otherwise, your
application will not be considered even if you have paid the application fee.
For Type A applicants: Skip the next section, “Online Interview (only for Type B),” and go directly
to the “Notification of Decisions” section on page 21.
1. Time Schedule
All dates and times are based on Japan Standard Time [JST].
For April 2025 Entry Type B For Sept. 2025 Entry Type B
*1 Meeting time, ID, and passcode for the connection test will be notified at 11:30 a.m. on November 14, 2024, for
April entry, and March 27, 2025, for September entry, both of which are in JST.
*2 Meeting time, ID, and passcode for the online interview will be notified at 10:00 a.m. on November 22, 2024, for
April entry, and April 4, 2025, for September entry, both of which are in JST.
⚫ Enter the Zoom waiting room 10 minutes before the designated time. When it is your turn, the
ICU staff will allow you to enter the meeting and check the connection status (audio, video, etc.)
in the Zoom meeting, confirming that the video technologies and network connection work well
in your place under the same conditions as you will have in the online interview. The test will take
approximately five minutes, but leave yourself ample time. It might take longer (at longest, 30
minutes) including the waiting time.
Online Interview
⚫ Necessary information such as the meeting time, ID, and passcode will be notified through OAS
at 10:00 a.m. on November 22, 2024, for April entry, and April 4, 2025, for September entry, both
of which are in JST. If you cannot confirm the notification by 1:00 p.m. on the same day, contact
the Admissions Center.
⚫ Enter the Zoom waiting room 10 minutes before the designated interview time. When it is your
turn, the interviewer will let you in the Zoom meeting. The time required for the online interview
will be about an hour including the waiting time, but leave ample time just in case of connection
trouble. If technology goes wrong during the interview, the interview schedule might be changed
to another time on the same day.
! NOTE: When entering the Zoom meetings, your display name should be put in the following order:
i.e., Application Number, FAMILY NAME, Given Name, and Middle Name (if applicable).
*Place a space after the number then a comma and a space between your family and given name:

You do not need to create your own Zoom account or buy a license.

If you are a Mac/Windows user, click on the download button under "Zoom Client For Meetings" at the
top of the page. If you are an iPad/Android user, click on the download button in the Zoom mobile app
column or look for “ZOOM Cloud Meetings” in the store to install.
⚫ A stable internet connection with an appropriate uplink speed (faster than 10Mbps) is required.
⚫ Prepare a quiet room where you can be alone and free from distractions during the interview.
Make sure that no one else comes in or interferes with you. The use of headset/earphones is
recommended.
⚫ To confirm your identity, you will be asked to present your “Online Interview Voucher.” So, make
sure to download and print it out beforehand.
You will be asked to show the “Online Interview Voucher” to the interviewers.
You must be available on the phone that you registered on the Online Application System
(OAS) until just before the interview. Once the interview starts, you will be asked to turn your
phone off and put it away. This excludes the case that you use your smartphone to join the
Zoom meeting.
vi. Keep your device plugged in or fully charged so the interview will not be interrupted by power
shortage.
⚫ Enter the Zoom waiting room 10 minutes before the designated time.
i. Click on the “Join a Meeting” button.
iv. Wait until the interviewers are ready to let you join the meeting.
⚫ Prepare your “Online Interview Voucher” so you can show it to the interviewer.
⚫ Check that the sound and video are ON.
*The red slash means OFF. Click “Unmute” and “Start Video” to turn them ON.
⚫ Present “Online Interview Voucher” to the interviewer. The Interview begins after this verification.
⚫ If you cannot hear questions clearly, do not hesitate to let the interviewer know.
⚫ Once your interview ends, leave the meeting room promptly.
! NOTE: Save your schedule for the above dates (not only for the online interview date but also for
the required network connection test). It is your own responsibility to prepare the necessary
communication devices and networking environment mentioned above.
*NOTE: An additional online interview may be required at the discretion of the university; details,
including an invitation to Zoom, will be provided at the time of notification.
Once “ADMITTED,” download important documents from MyPage. Be sure to save the downloaded
documents (.pdf) for your copy as they will be inaccessible after the entrance procedure deadline.
1. Entrance Procedures
Submit entrance procedure documents and pay academic fees by the following deadline.
Details can be found on “ENTRANCE PROCEDURES GUIDE.”
For IB Diploma or GCE A Level candidates who submitted the predicted grades report
since their final grades did not come out at the time of application…
Submit the final IB or GCE A Level grades sooner after they become available.
For IB Diploma Arrange your final IB results to be sent to ICU online through the IB
candidates: Information System once they become available. Remember that your
admission will be rescinded if you fail to obtain an IB Full Diploma (see
pages 6 and 15).
For GCE A Level Ask your school official to send the certificate or statement of results
candidates: directly to admissions-center@[Link]* once they become available.
Remember that you must pass at least two subjects at A Level.
Otherwise, your admission will be rescinded (see page 6 and 15).
*Submissions via email are acceptable only if they are sent via an official school email account,
not through Gmail or other private email services.
For those who uploaded any of the following documents on their school’s behalf:

Submit the original or certified true copy of the uploaded documents via courier service
or registered mail. If you have digital copies only, you may ask your school to email them
directly to admissions-center@[Link] instead*. If you print and mail the digital copies,
we cannot accept them as certified true copies.
! NOTE: Admission will be rescinded if there is a discrepancy between originals (or certified
true copies) submitted by mail (or via email from your school) and those uploaded to the
Online Application System (OAS) by yourself.
*Submissions via email are acceptable only if they are sent via an official school email account,
not through Gmail or other private email services.
You must have or obtain valid status of residence in Japan to enroll in ICU.
Even if you complete the required entrance procedures after receiving the “Notification of
Acceptance” from ICU, if you fail to obtain valid status of residence in Japan, you will not be
allowed to enroll in ICU.
Even if ICU applies to the Immigration Services Agency of Japan for the Certificate of Eligibility
(CoE) on your behalf, ICU assumes no responsibility for the results of the CoE application.
Student Visa
Prospective non-Japanese students are basically required to have “Student (Ryūgaku)” visa.
The “Student” visa application procedure is introduced in “ENTRANCE PROCEDURES GUIDE.”
As an essential part of the procedures to obtain the “Student” visa, ICU, on behalf of the student,
initiates the visa application by applying to the Japanese government for the official document,
“Certificate of Eligibility (CoE) for Status of Residence (Zairyū Shikaku Nintei Shōmeisho).”
! NOTE: It takes a significant amount of time (one to three months depending on the circumstances,
according to the recent immigration reports) for ICU to receive CoE from the immigration bureau.
After receipt of the CoE, ICU sends it to the student, who in turn presents it at the nearest
Japanese consulate to obtain the “Student” visa, which is usually issued within a week.
The deadline for visa related applications is as follows.
For April 2025 entry Dec. 10, 2024
For September 2025 entry May. 9, 2025
! NOTE: Different from the submission deadline of other entrance procedures documents.
These deadlines are shortly after the notification of the admissions decisions, and some required
documents may take several weeks to prepare. In order that matters proceed smoothly, make
sure to prepare the following documents well in advance.
Passport
Prospective students from abroad should obtain the information necessary for applying for a
passport from the appropriate office of their own government. Passports are issued for a
designated period of time, which varies from country to country, and each passport has a
specific expiration date.
! NOTE: Your passport must be valid at all times while living in Japan. You should have a passport by the
time you apply to ICU.
! NOTE: You are required to provide ICU with concrete proof of available financial resources. This is a
particularly important factor when the Ministry of Justice examines your financial stability as part of its visa
procedures for authorizing your Certificate of Eligibility (CoE).
The minimum amount is 100,000JPY per month, in other words, the amount of the balance must
exceed 1,200,000JPY (100,000JPY×12 months). See Expenses on pages 24-25 for further
reference about estimated costs for one year.
a. An original letter on official bank letterhead showing your, or your sponsor's, name as an account
holder and the amount of funds available, with the bank's official stamp or the signature of a bank
official. The stamp and signature must be original.
b. A recent bank statement showing your, or your sponsor's, name as an account holder and the
amount of funds available, with the bank's official stamp or the signature of a bank official. The
stamp and signature must be original.
c. If sponsored by an organization, an original letter is required on the letterhead of the organization,
including your name, the amount of the award available to you, and the period when you will be
eligible to receive the funds, with the organization's official stamp or a signature from the sponsor.

The summary below is intended as a reference to help students draw up their personal estimates
