STATEMENT OF PURPOSE
Biliran Province State University has excellent Student Leadership Initiatives. The
BiPSU student council financed the construction of the university façade, and I love
BiPSU Landmark. Further, BiPSU Student Council approved important pro-student
policies, i.e., an increase in university fees (in response to the Free Tuition Law),
admission and retention policies, a four-day class scheme, etc. We want to thank
our predecessors for this giant leap in the history of the Federation of Student
Councils.
Although the BiPSU student councils have accomplished a lot in the previous years,
it is the call of the incumbent officers to ensure that our system is up-to-date and,
at the same time, legally correct. This makes our Constitution and By-Laws urgent
to be ratified. Let me share some of the milestones of the student councils’
constitution and by-laws:
1. Our constitution and by-laws were amended in 2016 by virtue of the
Students’ Initiative dated November 26, 2016. Some of the provisions that
were amended are:
a. Establishment of Student Councils per college/school, including
Graduate School and Biliran Campus, and abolishing the university-
wide Supreme Student Council. In this case, the elected SSC Presidents
per college/school will compose the Federation of Student Councils as
the Board of Trustees.
b. Changing the date of Election from July every year to February
annually.
c. Granting hold-over capacity to the incumbent officers.
2. On February 20, 2018, the Student General Assembly approved other
amendments to our Constitution and By-Laws, to wit:
a. Granted the FSC to hold the regular election in March 2018 instead of
February.
b. Changed the structure of the student councils that there should be (1)
a student trustee per school to be elected at large, and six (6)
executive officers of student council to be elected per school (i.e.,
President, Vice President, Secretary, Treasurer, Auditor, and PIO),
Representative per course.
c. Established requirements for aspiring officers that they should: (a) stay
at least one year in the university shall be allowed to run, (b) no
graduating student at the time of assumption before they will be
allowed to run, (c) shall have at least fifteen units of enrolled subjects
at the time of filing, except for the School of Graduate Studies.
3. On March 8, 2019, the Student General Assembly approved the
establishment of a transitional government in order to have a smooth
transition from the recent form of government under Naval State University
to Biliran Province State University.
a. The incumbent officers shall serve as interim officers.
b. Granting authority to appoint if posts are vacated.
c. Appointing Ann Dandrieve Pepito as the Student Regent effective June
1, 2019, until May 2020 by virtue of a Student Initiative. The Student
Initiative has set the main function of the interim government to (1)
present, deliberate, and ratify the constitution and by-laws and (2)
perform functions as stated in the constitution and by-laws, and other
duties and responsibilities as the general assembly may, from time to
time, allow and require them.
4. On February 13, 2020, the Federation of Student Councils held a Special
Election to continue the unexpired term of Hon. Pepito and his council
members in order to continually discharge the functions that the Student
Initiative set. At that time, Hon. Pepito was transferred to the University of
the Visayas, and his council members were outnumbered.
5. On March 5-6, 2020, the Federation convened for the final draft of its
Constitution and By-laws at Kuting Reef, Mocrohon, Southern Leyte; this is to
be ratified by the General Assembly on March 13, 2020. However, days after
the said convention, specifically on March 12, 2020, the classes in the
university were suspended due to the threat of the COVID-19. Due to said
risk, the conduct of the Regular Election was also postponed, and the general
studentry granted the extension of the terms of office of the incumbent
officers for the purpose of continuity of services and governance per Joint
Resolution No. 1, s. 2020 and BiPSU-BOR Resolution No. 25, s. 2021.
This three-day activity will strictly peruse the previously drafted Constitution and
By-Laws of the Federation of Student Councils, Inc., and hopefully, this will be finally
ratified by the Student Assembly and registered the same to the Securities and
Exchange Commission.
