conducting careful research, analysis, and organization. Here's a step-by-step

Title: Case Analysis of the Quirino Grandstand Hostage-Taking Crisis in Manila

Objective: The objective of this case analysis is to gain a comprehensive understanding


of the Quirino Grandstand hostage-taking crisis, identify key factors that contributed to
its escalation, and propose recommendations for preventing similar incidents in the
future.

I. Background Research
August 23 2010 where in Quirino Grandstand Manila, philipines happened the most
tragic hostage taking. The whole world was alarmed, the people were sad and shocked
to the said event. According to the reporter Julliane Love De Jesus (2014) in her articles,
dismissed police officer Rolando Mendoza held hostage a bus with several Hong Kong
tourists onboard and after a failed negotiation a shootout ensued between him and the
police, leaving him and eight other people dead. Furthermore, Mendoza was also
penalized for carrying his firearm while in civilian attire. PNP members are prohibited to
display their service firearm, tuck it at their waist or insert it in their waistband or holster
while in civilian attire. PNP issuances also provide that carrying of service firearms in
civilian attire requires the presentation of Mission/Letter Order,” Escueta said. Reporter
Julliane Love De Jesus also added to her report that there are two ranking police
officials that will be demoted by a rank lower these are; Superintendent Orlando Yebra
and Chief Inspector Santiago David Pascual as they were also found guilty of gross
incompetence.

 Rolando Mendoza (Hostage taker) - Disgruntled former senior inspector of the


Manila Police District that hijacked a tourist bus carrying 25 people in an attempt
to get his job back.

 13 Tourist from Hong kong 4 Filipinos (Hostages) –

 8 Tourist from Hongkong (Hostages Died) - Leung Chung See, Doris (F), Leung
Song Yi, Jessie (F), Leung Kam Wing, Ken (M), Fu Cheuk Yan (M),Yeung Yee Wa
(F), Yeung Yee Kam (F), Wong Tze Lam (M), Tse Ting Chunn, Masa (M).
 Rodolfo Y. Magtibay (General) - formerly District Director of the Manila Police
District (MPD) and ground (on-scene) commander for the Rizal Park Hostage-
Taking incident and CMC member. He set up an Advanced Command Post (ACP)
at the Luneta Police Community Precinct (PCP).

 Alfredo Lim (Manila Mayor) - He's the who immediately gave instructions to
Gutierrez to cordon the area and isolate the bus.

 Orlando Yebra (Police Supreintendent) - The negotiator in incidents.

 SPO2 Gregorio Mendoza (Brother of the Hostage-Taker) - who was


subsequently allowed to get near the bus with Yebra and Salvador.
Gregorio is inchage in pacifying his brother and persuading him to
peacefully surrender and end the hostage-taking.
