Sir,
With reference to the above mentioned subject, this is to inform you that Commercial
Tax Department has given approval to extend the services of two senior consultants of GST
Consultant M/s PwC Pvt. Ltd. at the pre-determined rate for a period of one year (11 th July 2022
to 10th July 2023) (ref.: Department letter).

This is to bring to your attention, BSEDC has selected M/s PwC as per the scope of work
and manpower requirement mentioned in the ToR/RFP. Recent resources which you have
suggested for the proposed position are not meeting the Department's requirement. Therefore,
please share other CVs with Department for further interview.

We are extremely disappointed to inform you that, M/s PwC has not informed the
Department prior in written regarding unavailability of one of the resources namely Mr. Manoj
Shaw. This type of negligence is not accepted from reputed firms like yours. Please make sure
that, this should not be repeated in future. Also, Department has informed us that, other
resource namely Mr. Rajeev Kumar has also resigned on 11th Nov 2022. Therefore, kindly share
the CV in lieu of Mr. Rajeev Kumar with Department for evaluation.

Considering the criticality of the project, kindly share other CVs with department against
replacement of Mr. Manoj Shaw along with deployment of required number of resources as per
the requirement. Also, make sure all deliverables/day to day activities as per agreed scope of
work should be delivered.

Sir,

With reference to your proposal dt. 28.10.22 and Commercial Tax Department,
GoB lt. no. 2876 dt. 21.10.22, your contract for “Setting up State Management Unit
(SPMU) for GST Consulting Engagement” for Commercial Tax Department, GoB is
hereby extended for 1 year ( i.e. from 11 th July 2022 to 10th July 2023) with the existing
rate of Rs. 2,02,125.00/- per consultant per month.

With reference to the above cited subject, it has been reported that M/s PwC has
not informed the Department prior in written regarding leaving the job of 2 deployed
resources in the department. Where Mr. Manoj Shaw left the job before 01.04.2022 and
the other resource Mr. Rajeev Kumar also resigned from the service on 12.11.2022 itself
without prior information to BSEDC. As per MSA, “Consulting firm may suo-moto
replace the resources with a min notice of 2 (two) weeks to BSEDC & subject to
approval of the proposed resource by BSEDC and the replacement resource
should be part of transition of 2 (two) weeks”.
BSEDC is extremely disappointed by your highly irresponsible and
unprofessional work ethics. Therefore, you are being warned, this should not be
repeated in future, otherwise management will be compelled to take a serious action
against you.

Considering the criticality of the project, kindly share other CVs with department
against replacement of Mr. Manoj Shaw & Mr. Rajeev Kumar within a week. Also, make
sure that the person must be highly equipped in data analysis as per their requirement.

NOTE: All deliverables/day to day activities as per agreed scope of work should be
delivered on given timeline.
