various Government/Private Medical Colleges/Institutions of the UT of J&K including seats
under the HMQ and NRI quota in the ASCOMS.

Pursuant to Notification No. 194-BOPEE of 2024 dated 18.12.2024, the Board has received a
shortfall of seats in MD/MS/PGD courses 2024 from various Government Medical Colleges of UT of
J&K. In order to fill up these seats along with the seats which have remained unfilled or which have
become available due to the resignations by the selected candidates from the respective allotted
college(s) and the seats of ASCOMS under Hindu Minority (HM) / Non Resident Indians (NRI) Quota,
it is hereby notified for information of all the concerned candidates that the Board shall conduct the
3rd Round of (Physical) Upgradation/Allotment counseling as per the schedule given below:

Note-I:
The following procedure shall be followed during Third Upgradation/Allotment Round of Physical
Counseling:
1. The eligible and willing candidates must report at the BOPEE offices Jammu / Srinagar for
Registration/Attendance & fulfillment of other formalities, from 9.00 am to 10.00 am on the
day/date of counseling for MD/MS/PGD Courses 2024.
2. It is enjoined upon all the eligible candidates that they shall visit / attend counseling only
after checking the Seat Matrix available on the official website of the Board and if the seats
of their choice(s) are available in their respective categories, they shall participate in the
counseling.
3. Those candidate(s) who have been allotted seat(s) during the Second Round of Counseling
and have joined against the said seat/College, if, interested for upgradation are eligible to
participate in the 3rd Round of Physical Counseling with the condition that he/she shall have
to produce his/her fee deposition receipt of the concerned allotted College at the time of
Registration/Attendance on his/her day/date of counseling.
4. The Candidate(s) who have not been allotted any seat during the First or Second Round
Counseling, are also eligible to attend the 3rd Round of physical counseling for allotment of
seats in MD/MS/PGD Courses-2024 on their respective day / date of counseling.
5. The candidates whose names are figuring in the UT Specific Provisional UT Merit List vide
Notification No. 167-BOPEE OF 2024 Dated 18-11-2024, but have failed to participate in the
First or Second Round of online counselling due to one or the other reason shall also be
eligible to participate in the counseling as per the Revised UT Specific Provisional UT Merit
List after lowering the percentile notified vide Notification No. 005-BOPEE OF 2025 Dated 21-
01-2025 subject to the condition that they shall have to deposit counseling fee of Rs.2000/-
physically, through POS Machines kept available at the BOPEE offices Jammu/Srinagar on
their day/date of counseling.
6. The candidate(s) who have been allotted Seat(s) during the Second Round of counseling but
have failed to join or have resigned against the said allotted seat/College, he/she shall not be
eligible to participate in this round of counseling.
7. The candidate(s) who have been upgraded during the Second Round of counseling shall not
be eligible to participate in 3rd Physical Round of counseling.
8. The Revised UT Specific Rank/Merit List after lowering of percentile is applicable for 3rd and
prospective rounds of counselling. The JKUT Specific Provisional Merit list notified vide
notification no. 167-BOPEE of 2024 dated 18-11-2024 before reduction of percentile of NEET-
PG 2024 shall no longer be applicable for 3rd and prospective rounds of counselling.
9. The Board reserves the right to notify candidates of such changes as may become necessary
in view of any technical difficulty or the reasons beyond its control.
Note-II:
The Tentative Seat Matrix shall be uploaded on the website of the Board separately in due
course of time which shall facilitate the candidates to decide about their participation in this
Upgradation/Allotment Round of Counseling.
The other Terms and Conditions shall, however, remain the same as notified by the Board in
the e-Information Brochure and Notifications/Notices issued from time to time in this regard.
