Indian Railway Stations Development Corporation Limited (hereinafter referred as “IRSDC”


or “Authority”) invites online applications from eligible applicants for the Project
“Empanelment of Service Providers for Management of Various Services at Railway
Stations”. The EOI is OPEN to all entities having relevant experience and interested in
management of services at railway stations. The EOI document is available online and
interested applicants can download EOI application and submit the EOI application online.

interested applicants may apply for the same on CPP Portal however, the above EOI shall
open as per schedule given in the above table.

The Applicant shall bear all its costs associated with or relating to the preparation and
submission of its application including but not limited to preparation, copying, postage,
delivery fees, expenses associated with any demonstrations or presentations which may be
required by the Authority or any other costs incurred in connection with or relating to its
Application. All such costs and expenses will remain with the Applicant and the Authority
shall not be liable in any manner whatsoever for the same or for any other costs or other
expenses incurred by the Applicant in preparation or submission of the application,
regardless of the conduct or outcome of the empanelment process.

Section I
Instruction to Applicants
1.1 Introduction
Ministry of Railways (MOR) has decided to develop/redevelop certain identified
railway stations across India through a special purpose company named as ‘Indian
Railway Stations Development Corporation Limited’ (hereinafter referred to as
“IRSDC” or “Authority”) established under the Companies Act, 1956 with equity
participation of Rail Land Development Authority (RLDA) and Ircon International
Limited (IRCON).

IRSDC has been approved as the nodal agency for the development/redevelopment
of all railway stations across Indian Railway network and also the main Project
Development Agency. IRSDC is responsible for facility management of entrusted
railway stations and to undertake the said obligations it has appointed Facility
Manager.

1.2 Facility Management at Railway Stations


IRSDC is presently managing facility management for five stations viz.,
 Chandigarh
 Anand Vihar Terminal
 Pune
 Secunderabad &
 Bengaluru City
and it has already appointed the Station Facility Managers for these stations. Facility
Manager is an established integrated facility management agency who is undertaking
operations, maintenance, and repair at station along with collection of station
revenues. IRSDC may takeover other stations over Indian Railways.

1.3 Services
In order to manage various services and maintain the public services at the
aforementioned railway stations & other railway stations under IRSDC as decided by
Authority on shorter term through temporary contracts, Authority intends to call for
limited bids. Authority seeks Applications from the interested service providers and
operators “Applicants” for Empanelment ”Project” through this Expression of
Interest “EOI” for being pre-qualified and shortlisted applicants for various services.
The services are,
a) Catering Services: The Catering services shall be broadly divided into three
categories. The applicants may apply for empanelment in any 01 (One) of the three
categories as under.

Participation parameter of Empanelment category: The empanelled service
providers under the various categories in Catering services shall be eligible for
participation in call of limited bids as under:
1) Empanelled Service Provider under Category-A shall be eligible for
participation in limited bids for units under Category-A;
2) Empanelled Service Provider under Category-B shall be eligible for
participation in limited bids for units under Category-A & B; &
3) Empanelled Service Provider under Category-C shall be eligible for
participation in limited bids for units under Category-A, B & C;

b) Advertisement Services

c) Parking Services

d) Pest Control Services

e) Retail Services: Retail services shall be broadly divided into two categories. The
applicants may apply for empanelment in any of the two categories as under:

Participation parameter of Empanelment category: The empanelled service


providers under the categories in Retail services shall be eligible for participation in
call of limited bids as under:
1) Empanelled Service Provider under Category Retail-1 shall be eligible for
participation in limited bids for units under Category Retail-1; &
2) Empanelled Service Provider under Category-Retail-2 shall be eligible for
participation in limited bids for units under Category Retail-1 & Retail-2.

f) Innovative Services

g) Housekeeping and Mechanical Electrical & Plumbing (MEP) Services

h) Pay & Use facility services

i) Cloak Room Services

The aforementioned services and/or the category thereof, as applicable, may


be amended/deleted/revised and any other service/s may be added by the
Authority from time to time.

In case, an applicant is interested to get empanelled in more than 01 (One)
service then, he shall have to apply separately and submit separate
applications for each service. In such case, the EOI Application Fee & SEMDs
shall be payable as under:

1. EOI Application Fee: Single EOI application Fee shall be payable, as applicable,
by the applicants.
2. SEMDs: Separate SEMDs for each service shall be payable by the applicant.

Applicants interested in getting empanelled in more than 1 service shall be


required to compile all the EOI applications pertaining to more than 1 service in
a single PDF file for uploading on CPP portal.

1.4 Empanelment for Pre-qualification


With a view to simplify & expedite processing and to avoid the cumbersome process
of evaluation, Authority intends to call for limited bids for shorter duration temporary
contracts from the empanelled service providers who shall be pre-qualified under
different categories from time to time. For this purpose, Authority has decided to
stream-line and ease the process of pre-qualification and shortlisting of Applicants
through the empanelment of service providers. This EOI is being issued for short
listing of Applicants for the aforementioned services being done through IRSDC.

The empanelment is not an award of license or contract nor does it guarantee any
award of contract or license. The process of call of limited bids from the empanelled
service providers for the award of temporary license or contract shall be separately
issued with the Bid Document containing terms and conditions of such license
including the Scope of Work, Layout, location, rough sketch of the area & financial bid
etc. by the Authority.

Applicants who wish to apply in response to this EOI (the “Applicant(s)”) are invited
to submit their Applications for empanelment hereunder. IRSDC invites the EOI for the
participation of eligible entities for “Empanelment of Service Providers for
management of Various Services at Railway stations”.

Applicants may note that the empanelment for the aforementioned services shall be
distinct and different from each other with separate scope of work and the eligibility
criteria which is detailed at Section-II. In case, an applicant is interested to get
empanelled in more than 01 (One) service then, he shall have to apply
separately and submit separate applications for each service. In such case, the
EOI Application Fee & SEMDs shall be payable as under:

1. EOI Application Fee: Single EOI application Fee shall be payable, as applicable,
by the applicants.
2. SEMDs: Separate SEMDs for each service shall be payable by the applicant.

Applicants interested in getting empanelled in more than 1 service shall be


required to compile all the EOI applications pertaining to more than 1 service in
a single PDF file for uploading on CPP portal.

1.5 Tenure of Empanelment
The empanelment shall be valid for a period upto 31.3.2026. Authority reserves the
right to amend the period of validity of empanelment. In case, the empanelment is
terminated by Authority, the SEMD shall be refunded after deduction of any dues to
Authority. The empanelled service provider shall be bound by the decision of
regarding the period of validity as decided by Authority.

1.6 Role of Authority and the Service Provider

Role of Authority
a) Upon receipt of the EOI applications, Authority will process the applications for
evaluation as per the criteria and the terms & conditions of the EOI document.
Authority shall declare the applicants to be empanelled service providers for the
respective services from among the applicants who will be fulfilling the eligible
criteria and other conditions for the respective service as per the EOI document.
Applications which will not fulfil the conditions as per the eligibility criteria and the
terms and conditions of the EOI document shall be rejected.
b) Authority will invite financial Bids (limited tender) from the empanelled service
providers for provision of various services as mentioned in the Clause 1.3 for
award of temporary contract.
c) The empanelled service providers shall be pre-qualified and eligible to participate
in the limited tenders for provision of various services as per their respective
empanelment mentioned in the Clause 1.3. The empanelled service providers
shall be required to participate in the limited tenders.
d) In case of non-participation by empanelled service provider in limited tenders /call
of bids called by the Authority for a long duration, the empanelment shall be
reviewed and the empanelment may be withdrawn or terminated by Authority.
e) The railway stations are operational 24x7 and the services at the station being
public service for the travelling passengers, normally, in the call of limited bids, the
bidders will be given 7 days or more for submission of financial bids. However, in
cases when the services are to be maintained in exigency and the service provider
is to be engaged urgently to maintain the public services, the financial bids may be
called in lesser duration/days but not less than 3 days for submission of the bids.
f) Authority shall call for limited tenders for award of temporary contract generally for
tenure of 2 years. However, the tenure of the contract may vary as decided by
Authority from time to time.
g) Empanelment is not an award of license or contract nor does it guarantee any
award of contract or license. The empanelment is for pre-qualification of service
providers for the call of limited bids for award of temporary license. The process of
call of limited bids from the empanelled service providers for the award of
temporary license or contract shall be separately issued with the Bid Document
containing terms and conditions of such license including the Scope of Work,
Layout, location, rough sketch of the area & financial bid etc. by the Authority.
h) Authority shall not be responsible for any delay due to any reason including postal
delay etc.

Role of the Service Provider
a) As per the empanelment under respective service, the empanelled service
provider will be required to participate in the limited call of bids process called by
Authority. The empanelled service provider shall be required to submit financial
bids as the details prescribed in the bid document.
b) The empanelled service provider shall submit the financial bids through ONLINE
or the mode as prescribed in the bid document. The bids shall be accepted only
through the mode as per the bid document.
c) The bids shall be processed for evaluation and as per the bid document, the
successful bidder shall be declared. The successful bidder shall be issued award
letter for the specific contract. Upon award of any contract, the service
provider/licensee shall be required to get GST registration of the respective state
within 15 days from the date of issue of Letter of Award.
d) After receipt of Letter of Award for provision of various services as per the
conditions of the bid document, the successful bidder will mobilize his resources
required for provision of the requisite services as per the details and the terms &
conditions of the bid document.
e) The provision of services shall be as per the terms & conditions of the bid
document.
1.7 Type of Applicant
The Applicant may be a natural person, public or private entity. Consortium or JV is not
allowed. The term “Applicant” used herein will apply to a single entity.

1.8 Completeness of Application


The Application should be complete in all respects. Failure to furnish information required by
the EOI document or submission of a proposal not responsive to the EOI document in every
respect will be at the Applicant's risk and may result in rejection of its application and
forfeiture of the Security Earnest Money Deposit (SEMD).

1.9 Application Preparation Costs


i. The Applicant shall submit the application at its own cost and expense. The Authority
shall not be held responsible for any cost incurred by the Applicant. Submission of a
Application does not entitle the Applicant to claim any cost and rights over Authority,
regardless of the conduct or outcome of the Empanelment Process.
ii. All materials submitted by the Applicant shall be the absolute property of Authority
and no rights e.g. copyright shall be entertained by Authority.

1.10 Amendment to the EOI


i. Any amendments made to the EOI would be published on online only as mentioned
in Information Sheet in NIE at any time before the deadline of submission of
Application and no separate information shall be communicated to individual
Applicants. Authority may provide suitable time for submission of applicants in such
cases when corrigendum is issued.
ii. All amendments, corrigendum, addendum, responses, supplementary information
etc. issued under this EOI shall become integral part of the EOI.

iii. The Applicants are advised to visit the IRSDC website as mentioned in Information
Sheet in NIE on regular basis to check for necessary updates. Authority also
reserves the right to amend the dates mentioned in this EOI.
iv. The Applicants are to ensure that such addendum(s)/corrigendum(s) (if any) is also
downloaded by them. This shall be the responsibility of the prospective registered
Applicant to check the web site for any such corrigendum/addendum at the time of
closing time of EOI and ensure that application submitted by them are in accordance
with all the corrigendums/ addendums.
v. Authority may open the EOI process again with the fixed date for submission of
applications or the EOI process may be kept open with fixed date of opening of
applications or any other change in the EOI process. The decision of Authority shall
be final and Applicant/s and the empanelled service providers shall be bound by the
decision of Authority and shall have no claim whatsoever.

1.11 Authority’s Right to Terminate the Process


Authority may terminate the Empanelment Process at any time and without assigning any
reason. The Authority shall not be held liable, at any point of time, for such decision.

1.12 Site Visit and Verification of Information


As mentioned in Clause 1.2, IRSDC is presently handling Facility Management of five
stations (Pune, Anand Vihar, Chandigarh, Bengaluru & Secunderabad). Authority may
takeover other railway stations in future. The Applicants are encouraged to visit and examine
these stations and obtain for itself, at its own responsibility and risk, all information including
applicable Laws and regulations or any other matter considered relevant by them that may
be necessary for submission of the application. The costs of visiting the stations shall be
borne by the Applicant. For any clarification, the Applicants shall contact as per the details
mentioned in Information Sheet of NIE.

1.13 EOI Viewing, Downloading & EOI Document Fee


i. EOI Document can be viewed/downloaded from the CPP Portal as mentioned in
Information Sheet of NIT. The EOI document is free of cost however, EOI application
fee, as mentioned in the NIE, is to be submitted by the applicant which is non-
refundable and shall be made part of the EOI application by the applicant.
The procedure for submission is as follows: -
 Interested applicants who wish to apply should visit website
[Link] which is the only website for submission of
application.
 Applicants are required to enroll on the CPP module of the Central Public
Procurement Portal (URL:[Link] by clicking on the link
“Online bidder Enrollment” on the CPP Portal which is free of charge.
 To apply for the EOI by submission of the EOI application, it is mandatory for the
applicant to get them/their firms/company registered with CPP Portal to have their
user ID & password.
 Applicants are advised to register their valid email address and mobile numbers as
part of the registration process. These would be used for any communication from
the CPP Portal.

 Upon enrolment, the applicants will be required to register their valid Digital Signature
Certificate (Class III Certificates with signing key usage) issued by any Certifying
Authority recognized by CCA India (e.g. Sify / nCode / eMudhra etc.), with their
profile.
 Only one valid DSC should be registered by an applicant. Please note that the
applicants are responsible to ensure that they do not lend their DSC’s to others which
may lead to misuse.
 Applicant then is required to log in to the site through the secured log-in by entering
their user ID /password and the password of the DSC / e-Token
 There are various search options built in the CPP Portal, to facilitate applicants to
search active tenders by several parameters. These parameters could include
Empanelment ID, Tender ID, Organization Name, Location, Date, Value, etc. There
is also an option of advanced search for empanelment, wherein the bidders may
combine a number of search parameters such as Organization Name, Location,
Date, Other keywords etc. to search for EOI empanelment on the CPP Portal.
 Once the applicants have selected the empanelment they are interested in, they may
download the required documents. These documents can be moved to the respective
‘My Tenders’ folder. This would enable the CPP Portal to intimate the applicant
through SMS / email in case there is any corrigendum issued to the EOI
empanelment.
ii. The EOI document is free of cost. However, applicants shall have to submit EOI
application fee which is non-refundable and shall be submitted along with the EOI
application.
iii. The EOI Application complete in all form shall be submitted online.

Applicant may note that while submitting the online application they are required to
submit only following document as mentioned under Section- III:

Appendix (Technical forms) comprising FORM-1 to FORM-8 (duly filled) as mentioned


in the EOI document

Scanned/digitally signed EOI document is not required to be submitted at the time of


online submission of EOI application. Section- I, II & III shall remain inseparable part

1.14 Standing Earnest Money Deposit (SEMD)


i. Each applicant shall, simultaneous with submission of its profile/documents as part of
its Eligibility criterion, furnish the SEMD (refundable) for an amount of Rs. 2,00,000/-
(Rupees Two Lakhs only) in the form of a RTGS/NEFT as per details mentioned on
serial no 3 in Information Sheet of NIE.
ii. Applicant is required to provide their bank Details (Name of Bank & Branch, Account
No., name of Account Holder, IFSC details) along with a copy of cancelled cheque.
iii. The SEMD of the unsuccessful Applicants shall be returned within 60 (sixty) days
from the date of issue of letter of rejection. The SEMD of the empanelled applicant
shall be retained as Standing Earnest Money Deposit.

iv. The SEMD of the empanelled service providers shall be refunded on completion of
the tenure of the empanelment or termination of the empanelment process by
Authority.
v. No interest will be paid by Authority on the SEMD amount refunded to the Applicants.
vi. The Application submitted without SEMD shall be summarily rejected.
vii. The SEMD shall be forfeited:
a. If an Applicant makes material misrepresentation or gives any materially
incorrect or false information to the Authority.
b. In case the Selected Applicant fails to comply with the terms and conditions of
this EOI.
c. If during the application process, the Applicant indulges in any deliberate act
that would jeopardize or unnecessarily delay the process of application
evaluation and finalization.
d. If, during the Empanelment Process or after the empanelment, any
information is found false/ fraudulent/malafide.
e. If the Applicant engages in any of the Fraud and Corrupt Practices specified
in Clause 1.17 of this EOI.
viii. The decision of Authority regarding forfeiture of the SEMD shall be final and binding
upon all the Applicants.
ix. MSMEs registered with District Industries Centres, Khadi and Village Industries
Commission, Khadi and Village Industries Board, Coir Board, National Small
Industries Corporation, Directorate of Handicraft and Handloom, any other body
specified by Ministry of MSME etc. with valid registration for the services as required
under the EOI are exempt from payment of EOI Application Fee. Applicants
submitting application under MSME category are required to submit valid MSME
certificate issued by Competent Authority (as mentioned above). Applicant is required
to ensure validity of their MSME certification for the services as required under the
application and mentioned in Clause no. 1.3 of Section I and also mentioned in
Section II for availing exemption of payment of application fee of this EOI document.
The application shall be summarily rejected, if the MSME certification is found to be
invalid and the applicant has claimed exemption as MSME and has not submitted the
Application Fee.
In addition to above, Startups recognised by DPIIT are exempt from payment of EOI
Application fee. Applicants submitting application as Startup are required to submit
valid recognition certificate issued by DPIIT. Applicant is required to ensure validity of
their recognition for business/services as required under the application and
mentioned in Clause no. 1.3 of Section I and also mentioned in Section II for availing
exemption of payment of application fee of this EOI document. The application shall
be summarily rejected, if the Startup recognition certificate is found to be invalid and
the applicant has claimed exemption as Startup and has not submitted the
Application Fee.

1.15.2 Application Submission Instructions


i. The Applicant shall provide all the information sought under this EOI. Authority shall
evaluate only those Applications that are received in the specified forms and
complete in all respects.
ii. Applicants may note that the eligibility criteria for empanelment for the different
services are distinct and different from each other as per the details in Section-II. In
case, an applicant is interested to get empanelled in more than 01(One) service
then, he shall have to apply separately and submit separate applications for
each service.
iii. No Applicant shall submit more than one application for each category of service
under this EOI.
iv. The Applicant should submit a Power of Attorney as per the format set forth in the
EOI (FORM 7 of APPENDIX) authorizing the signatory of the Application to commit
on behalf of the Applicant. The person/ official of the Applicant who signs the
application shall obtain a Power of Attorney from the Applicant, which shall be
submitted with the Application. All pages of the application and its annexures, etc.
shall be digitally signed and stamped by such authorized person.
v. Only technical forms is to be submitted by applicants for empanelment as per below:

Technical forms
a. Applicants shall submit the Technical forms in the formats at APPENDIX
(Technical Forms).
b. While submitting the Technical forms, the Applicant shall, in particular, ensure
that:
i. The Standing Earnest Money Deposit (SEMD) & EOI Application Fee is
provided;
ii. All forms are submitted in the prescribed formats.
iii. Power of Attorney, if applicable, is executed as per Applicable Laws. The
Applicant should submit for verification the extract of the charter documents
and other documents such as a resolution/power of attorney in favour of the
person executing this Power of Attorney for the delegation of power hereunder
on behalf of the Applicant.

iv. Applicant is required to submit the relevant financial information related to the
EOI application and the Technical Forms as provided in Section III. On
submission of any irrelevant financial information, not related to this EOI
application, Authority may treat the application for disqualification and
application may be rejected.
v. In case it is found during the evaluation or at any time before empanelment or
after empanelment and during the period of subsistence thereof, that one or
more of the eligibility conditions have not been met by the Applicant or the
Applicant has made material misrepresentation or has given any materially
incorrect or false information, the Applicant shall be disqualified & rejected.

1.15.3 Responsive Applications


Prior to evaluation of Applications, Authority shall determine whether each application is
responsive to the requirement of EOI. An application may be construed as a responsive only
if:
(a) the Technical forms is received in the form specified in EOI Document;
(b) it is accompanied by the requisite Application fees, as applicable, and SEMD;
(c) it is accompanied by the Power of Attorney as specified in Clause 1.15.2 (iv);
(d) it contains all the information (complete in all respects) as requested in the EOI
including all FORMS as stipulated in the EOI Document;
(e) it does not contain any condition or qualification; and
(f) It contains a copy of certificate of Chartered Accountant/ Statutory Auditor as per
FORM 5 & 6.
The Authority will subsequently examine and evaluate the Technical forms of the responsive
Applicant. During the evaluation, Authority may seek clarifications and/or documents from
the responsive applicants in case not submitted by the applicant.

Authority reserves the right to terminate the EOI process at any stage and will not be
responsible for any loss or damages which the applicant may incur in the process.
The application can be rejected without assigning any reason

1.15.4 Acknowledgement of Understanding of Terms


By submitting a application, each Applicant shall be deemed to acknowledge that he has
carefully read all sections of this EOI document, including all forms, annexure, corrigendum
and addendums (if any) hereto, and has fully informed itself as to all existing conditions and
limitations.

1.15.5 Evaluation of Application

(a) Authority shall constitute a Evaluation Committee (EC) to screening & evaluate the
responses of the applicants.
(b) The Evaluation Committee constituted by Authority shall evaluate the responses
to the EOI for empanelment from applicants and all supporting documents.
Inability to submit requisite supporting documents, may lead to rejection.
(c) Each of the responses shall be evaluated as per the criteria and requirements
specified in this EOI document.
(d) The EC may seek clarifications from any applicant w.r.t its application and may
visit the applicant’s client site to validate the credential/ citations claimed by such
applicant.
The decision of the Evaluation Committee in the evaluation of responses to the EOI for
empanelment shall be final. No correspondence shall be entertained in this regard.

1.16 Issue of Empanelment Letter


After completion of the process of evaluation of the applications submitted by the applicants,
Authority will declare empanelment & issue letter of empanelment to the Successful
Applicants under different categories.

In cases when the applicant is empanelled on provisional basis, due to submission of


provisional turnover certified by Management as per the condition mentioned in Section II
then such provisional empanelment shall be subject to submission of the audited accounts
for the respective financial year upon completion of such period/deadline issued by Govt.
Such provisionally empanelled service providers will be required to submit the audited
accounts for the respective financial year upon completion of such period/deadline issued by
Govt. failing which the provisional empanelment may be terminated by Authority.

The applications of applicants who could not qualify for empanelment as per the provisions
of the EOI document will be rejected. The applicants whose applications are rejected may
apply afresh again.

1.17 Authority’s Right to accept or reject any or all Applications


Authority reserves the right to accept or reject any Application, and to annul the
empanelment process and reject any or all Applications at any time prior to empanelment,
without thereby incurring any liability to the affected Applicant or Applicants or any obligation
to inform the affected Applicant or Applicants of the grounds for Authority’s action.

1.17.1 Fraud and Corrupt Practices


(a) The Applicants and their respective officers, employees, agents and advisers
shall observe the highest standard of ethics during the Empanelment Process.
Notwithstanding anything to the contrary contained in this EOI, Authority shall
reject an Application without being liable in any manner whatsoever to the
Applicant, if it determines that the Applicant has, directly or indirectly or through
an agent, engaged in corrupt practice, fraudulent practice, coercive practice,
undesirable practice or restrictive practice (collectively the “Prohibited Practices”)
in the Empanelment Process. In such an event, Authority shall, without prejudice
to its any other rights or remedies, forfeit and appropriate the SEMD , as the case
may be, as mutually agreed genuine pre-estimated compensation and damages

payable to Authority for, inter alia, time, cost and effort of Authority, in regard to
the EOI, including consideration and evaluation of such Applicant’s Application.
(b) Without prejudice to the rights of Authority under Clause 1.17.1 (a) hereinabove
and the rights and remedies which Authority may have under the terms &
conditions of the EOI, if a Applicant, as the case may be, is found by Authority to
have directly or indirectly or through an agent, engaged or indulged in any corrupt
practice, fraudulent practice, coercive practice, undesirable practice or restrictive
practice during the Empanelment Process, or after the issue of the empanelment
letter, such Applicant shall not be eligible to participate in any EOI or tenders
issued by Authority during a period of 2 (two) years from the date such Applicant,
as the case may be, is found by Authority to have directly or through an agent,
engaged or indulged in any corrupt practice, fraudulent practice, coercive
practice, undesirable practice or restrictive practice, as the case may be.
(c) For the purposes of this Section, the following terms shall have the meaning
hereinafter respectively assigned to them:
 “corrupt practice” means (i) the offering, giving, receiving, or soliciting, directly or
indirectly, of anything of value to influence the action of any person connected with
the Empanelment Process (for avoidance of doubt, offering of employment to or
employing or engaging in any manner whatsoever, directly or indirectly, any
official of Authority who is or has been associated in any manner, directly or
indirectly with the Empanelment Process or the LOA or has dealt with matters
concerning the Contract or arising therefrom, before or after the execution thereof,
at any time prior to the expiry of one year from the date such official resigns or
retires from or otherwise ceases to be in the service of Authority, shall be deemed
to constitute influencing the actions of person connected with the Empanelment
Process); or (ii) save as provided herein, engaging in any manner whatsoever,
whether during the Empanelment Process or after the issue of the LOA or after
the execution of relating to the Assignment or the LOA or the Contract, who at any
time has been or is a legal, financial or technical consultant/ adviser of Authority in
relation to any matter concerning the Assignment;
 “fraudulent practice” means a misrepresentation or omission of facts or
disclosure of incomplete facts, in order to influence the Empanelment Process;
 “coercive practice” means impairing or harming or threatening to impair or harm,
directly or indirectly, any persons or property to influence any person’s
participation or action in the Empanelment Process;
 “undesirable practice” means (i) establishing contact with any person connected
with or employed or engaged by Authority with the objective of canvassing,
lobbying or in any manner influencing or attempting to influence the Empanelment
Process; or (ii) having a Conflict of Interest; and
 “restrictive practice” means forming a cartel or arriving at any understanding or
arrangement among Applicants with the objective of restricting or manipulating a
full and fair competition in the Empanelment Process.

1. VARIOUS SERVICES FOR EMPANELMENT:
The various services under which the empanelment shall be done are mentioned
below. Authority may add or delete any or all services or amended any services from
time to time. Some of the services have been classified in categories viz. Catering
Services and Retail services. Applicants desirous in getting empanelled for these
services shall have to apply for any 1 (One) specific category under the respective
service. In case, an applicant is interested to get empanelled in more than 01
(One) service then, he shall have to apply separately and submit separate
applications for each service. In such case, the EOI Application Fee & SEMDs
shall be payable as under:

1. EOI Application Fee: Single EOI application Fee shall be payable, as applicable,
by the applicants.
2. SEMDs: Separate SEMDs for each service shall be payable by the applicant.

Applicants interested in getting empanelled in more than 1 service shall be


required to compile all the EOI applications pertaining to more than 1 service in
a single PDF file for uploading on CPP portal.

The various services for empanelment are,


a) Catering Services:
Catering services shall be broadly divided into three categories. The applicants may
apply for empanelment in any 01 (One) of the three categories.

management of Catering stall. The catering stall is a unit which offers various food
& beverage (F&B) items to the passengers. The selling rates of the F&B items
generally is printed maximum retail price (MRP) based and few F&B items and/or
their rates may be regulated by Authority. The rates of the local delicacies/regional
items to be sold require approval of Authority.
2. Category – B (Quick Food Joint): This category shall include setting-up,
operation & management of Quick Food Joint. This catering unit offers various
food & beverage (F&B) items including snacks to the passengers. The selling
rates of the F&B items are generally market oriented. The packaged items are
sold at the printed maximum retail price (MRP) based and few F&B items and/or
their rates may be regulated by Authority. The rates of the local delicacies/regional
items to be sold require approval of Authority. The unit may or may not have
seating facility with/without kitchen as per the plan.
3. Category – C (Food Plaza): This category shall include setting-up, operation,
management & transfer of Food Plaza. This catering unit generally has large area
and has generally air-conditioned dining facility and kitchen. It offers meals of
various cuisines and food & beverage (F&B) items including snacks to the
passengers. The selling rates of the F&B items are generally market oriented. The
packaged items are sold at the printed maximum retail price (MRP) based and few
F&B items and/or their rates may be regulated by Authority. The rates of the local
delicacies/regional items to be sold require approval of Authority

Participation parameter of Empanelment category: The empanelled service


providers under the various categories in Catering services shall be eligible for
participation in call of limited bids as under:
1) Empanelled Service Provider under Category-A shall be eligible for
participation in call of limited bids for units under Category-A;
2) Empanelled Service Provider under Category-B shall be eligible for
participation in call of limited bids for units under Category-A & B; &
3) Empanelled Service Provider under Category-C shall be eligible for
participation in call of limited bids for units under Category-A, B & C;

b) Advertisement Services – This shall comprise of management of the advertisement


through displays & other modes at the railways stations.

c) Parking Services - This shall comprise of management of parking services for


parking of bicycle & 2/3/4 wheelers and may include the parking with access control
with boom barriers.

d) Pest Control Services - This shall comprise of management & operation of the pest
control services at the earmarked area at railway stations.

e) Retail Services: Retail services shall be broadly divided into two categories. The
applicants may apply for empanelment in any of the two categories as under:

1. Retail-1 (MPS Stalls): This category shall include setting-up, operation &
management of MPS stall. The MPS stall is a unit which offers various journey
convenience items generally used by the travelling passengers. The selling rates
of the items generally is printed maximum retail price (MRP) based and few items
and/or their rates may be regulated by Authority.
2. Retail-1 (Retail Outlet): This category shall include setting-up, operation &
management of Retail outlet. This unit offers items including F&B items, journey
convenience items generally used by the travelling passengers. Authority issues
list of excluded items for the unit. The selling rates of the items generally is printed
maximum retail price (MRP) based and few items and/or their rates may be
regulated by Authority.
Participation parameter of Empanelment category: The empanelled service
providers under the categories in Retail services shall be eligible for participation in
call of limited bids as under:
1) Empanelled Service Provider under Category Retail-1 shall be eligible for
participation in call of limited bids for units under Category Retail-1; &
2) Empanelled Service Provider under Category-Retail-2 shall be eligible for
participation in call of limited bids for units under Category Retail-1 & Retail-2.

f) Innovative Services - This category shall include setting-up, operation &


management of any innovative services or model of business. Based on the
availability of the services at Railway stations and/or other criteria, Authority shall
decide the classification of a service under innovative services.
g) Housekeeping and Mechanical Electrical & Plumbing (MEP) Services: This shall
be for management & operations of housekeeping and MEP services at the railway
stations.

h) Pay & Use facility: This shall be for management & operations of Pay & Use facility
services at the railway stations.

i) Cloak Room Services: This shall be for management & operation of the cloak room
services at the railway stations

2. TECHNICAL ELIGIBILITY CRITERIA FOR SERVICES:

To be considered as technically qualified, an Applicant shall fulfil the following eligibility


criteria. The Applicant failing to meet the eligibility criteria shall be disqualified and shall not
be considered for empanelment process. The eligibility criteria has been classified in 2 (Two)
parts viz., Common Criteria & Service Specific Criteria. The details are as under:

a) PART - A Common criteria: All Applicants applying for empanelment irrespective of

Notes:

 The mode of execution of the Power of Attorney should be in accordance with the procedure, if
any, laid down by the applicable law and the charter documents of the executant(s) and when it is
so required the same should be under common seal affixed in accordance with the required
procedure. The Power of Attorney should be executed on a non-judicial stamp paper of
appropriate value and duly notarised by a notary public.
 Wherever required, the Applicant should submit for verification the extract of the charter
documents and other documents such as a resolution/power of attorney in favour of the person
