ALL INDIA POLITICAL PARTIES MEETING
Agenda: Deliberating on the Equality Code of India with special emphasis on the current
reservation structure and contemporary charges.
On 6th – 7th July of 2024, delegation of Indian National Congress attended the All India
Political Parties Meeting and briefly discussed and deliberated on reservation structure.
1. INC advocates for a comprehensive caste survey-based census with the first census
conducted for delimitation of 2026.
2. INC condemns the breach of secrecy by PM Shri. Narendra Modi as he mentioned
the name of the concerned intelligence authority with regards to report on chances
of breach of communal harmony.
3. INC strongly feels the need of restructuring of reservation policies in India
especially with those regarding The Economically Weaker Sections and
underrepresented Genders.
4. INC advices that NCBC should be involved the process of analysis of results of the
proposed caste survey.
The Indian National Congress has raised a concern over Gender Inequality; The educational
institutions should be stay away from the casteism politics and death of Dalit student in IIT
BOMBAY is unfortunate and Minister of Education Shri. Dharmendra Pradhan should take
moral responsibility of failure in providing quality education in prestigious institution.
Judgement of M. Nagraj vs UOI should be taken into consideration and equality should be part
of basic structure. We advise to government that we need to focus on Socio – Economic
development in rural area to eliminate caste discrimination.
Union, State and Local Government should conduct civil improvement programme where basic
structure of society can made more stronger. NCSC/ST/BC should safeguard the legal rights of
deprived class and no injustice should be perform by authority. I strongly support the
restructuring of reservation system in India at all level. [M. M. Kharge]
Emphasizing upon the need of a restructuring of Constitution based on Social and Educational
Backwardness as proven in NSSO 75th round data. Congress questions the NDA government on
adherence to article 15(5) as results in educational advancements are not visible. Inadequate
representation of EBCs and OBCs is a major concern and is highlighted in NSS 75th Round of
Data and a caste survey will help and Congress is concerned about decrement in efficacy of
administration as pointed by honorable apex court in Reserve Bank of India and Ors. Vs. AK
Nair.
Suggestions regarding Caste Survey On the basis of Ashoka Kumar Thakur Vs Union of India
including - Caste, Social and Educational Backwardness, and Economic and Financial Status as
grounds of caste survey. Inclusion of Gradation of Caste for better clarity in caste hierarchy and
for avoiding identical surname-based issues in caste identification.
Concerns Regarding Economically Weaker Section Reservation Is Non-inclusion of Schedule
Castes, Schedule Tribes, Other Backward Classes in EWS is a major concern because this limits
them to their pre assigned reservation quotas, this prevents them from the additional benefits i.e.
EWS reservation which is aimed to address specific discrimination i.e. on basis on economics
where the SEBCs are most vulnerable. The government should consider GDP per capita in each
state as suggested by the honorable Supreme Court, to determine the limit set for availing EWS
reservation. Government should provide more specific determining Factors regarding inclusion
of Hindu Undivided Families in EWS reservation with comparison to nuclear families who have
an undue advantage in availing EWS reservation i.e. fewer earning members in a family in case
of nuclear families. Specific criteria were released by the government in 1995 regarding the
inclusion of an adopted child in SC/ST/OBC reservation, but NDA government has not provided
with any specific details with regards to inclusion of Adopted Child in EWS reservation. [Rahul

Raised concerns regarding unfilled vacancies of teachers in central universities of minorities,
disabled and EWS quota. Solution for Inclusion of private teacher prep program with
recruitment drives for minorities and disable person. Building consensus with U.G.C for unfilled
EWS vacancies regarding eligibility criteria of Associate professors which emphasis on
eligibility of minimum experience of 8 years at assistant professor position for promotion.
Appeal for sub-categorization of OBCs on the recommendation of Rohini Commission. Expected
Outcome: Proportionate benefits reaching to each OBC categories according to their social
educational and economic backwardness.
Appeal for reformation in EWS Quota - Issue: NDA Government in new tax regime exempted tax
till 3 lakh rupees but set a limit of 8 lakh from EWS on the basis of economical backwardness.
Stand: Set up committee for consensus with Income tax department regarding reconsideration of
Income level limit for reservation under EWS Quota. [Adhir R. Chowdhury]
Concerns regarding rising difference between lower class and upper class economically Without
a census the beneficiaries will not receive their rightful opportunities with lack of opportunities
the difference will keep on rising Imperialism rising will snowball into creating power gap. We
propose to pass constitutional amendments to raise the 50% cap on reservation for ST, SC and
OBC.
Redistribution and reallocation of surplus land to economically disadvantaged and increasing
the institutional credits for SC and ST is also a form of resource redistribution. In agreement to
the idea by the ruling party of Caste Census, we demand a proposed plan for execution of a
Nationwide Census.
Doubling the funds for scholarships for OBC, SC and ST students specially for higher education.
