PRELIMINARY
1.1 BACKGROUND
Indonesia's regional and local development demonstrates that not all types of
development have been equally successful in raising the standard of living of the
population, particularly in West Nusa Tenggara. The "Human Development Index"
(HDI) is typically used to gauge the development of a community and a region.
"Multi-Indicator- (Multi-Criteria)" HDI is often evaluated by rate or increase
The metrics for income, education, and the economy in NTB (including Lombok
Island) are all still quite low when compared to the HDI from other provinces in
Indonesia. According to general consensus, the HDI in NTB (including Lombok
Island) is lower than the national average for Indonesian provinces.
West Nusa Tenggara has the lowest per capita income in Indonesia in terms of
the economy; in 1999, West Nusa Tenggara had a per capita income of US$242,
while the national average was US$1320. However, since the recession and Covid-
19 hit Indonesia, this figure has fallen even further.
The extremely low purchasing power of the community is one sign of its degree
of welfare. People in West Nusa Tenggara have extremely low incomes. There are
186.370 head of family (KK), or approximately 931,500 persons, in the field
economy who fall within the category of the underprivileged community. More over
50% of NTB's population cannot afford it, and there are also 88,930 families who
live in underprivileged communities for reasons other than money. If we perform
direct research, this number will be greater.
As a result, PT. BISI SINERGI BAHARI seeks to construct a fish processing facility
in order to provide jobs for the local population, boost income, revitalize the Central
Lombok region's economy and the entirety of West Nusa Tenggara

CHAPTER II
PROCESSING AND OTHER SUPPORTING ROOM
PROCUREMENT PLANNING
2.1 LAND PREPARATION
In Teluk Awang, Mertak Village, Pujut District, Central Lombok
Regency, West Nusa Tenggara, there are now plans to build a fish
processing facility.
The reasons for choosing the location include:
1. Located beside main highway Awang mujur
2. Confronted by the Bay of Awang
3. Surrounded by 3 large TPI ports on the island of Lombok including TPI Awang,
Tanjung Luar
and Batu Nampar
4. Only 750m away from Teluk Awang Harbor
5. Land slope/land topography 15”
6. Structureland is excellent for industrial growth.
7. Location close to Lombok International Airport and Harbor Cargo
8. The estuary and river are 10 meters apart, making it ideal for
disposing of processed trash.

2.2 PROCUREMENT OF WASTE TREATMENT ROOM
Here, the waste treatment room is given priority so that the trash
produced by the plant is extremely safe for the environment. This is done to
support the GO GREEN initiative and in accordance with the business motto
FRIENDLY INDUSTRY.
2.3 PROCESSING AND PACKAGING ROOM DEVELOPMENT PLANNING
From the very strategic location, topography, texture, and position of the
land, it is very suitable for the development of the fishing industry. This Fish
Processing Room Development Planning is designed with an environmentally
friendly and go green industrial concept in accordance with the Vision
For the construction of the Fish Processing Room, 2 units will be built
with an area of 25mx60mx6m, using heavy steel construction, spandex roof
coated with aluminum foil to reduce solar heat, installed brick walls, ceramic
floors and specifically in the processing industry room using glass fiber
because of the processing room temperature must be -4 degrees celsius. For
the construction of this processing industrial plant, we will cooperate with
well-known contractor companies and experts in the development of the fish
processing industry.
2.4 ICE BEAM FACTORY DEVELOPMENT
One of the fundamental requirements of the marine fish processing
industry is ice cubes. The requirement for ice blocks as well as factories for
canning tuna, wait times for skipjack, tuna, etc. A logistical necessity for 5-
30GT ships to be transported out to sea is ice blocks. plans to construct an ice
block factory with a daily production capacity of 30 tons, which will allow the
company to supply ice blocks for both partner fishermen and neighborhood
fisherman in addition to the needs of the business.
Building dimensions for the Block Ice Factory's development plan are
25x50x6m. We are able to supply ice to the port of Tanjung Luar due to our
structures and daily ice capacity of 60 tons. This is crucial, particularly for the
fisherman in Teluk Awang and Teluk Batu Nampar.

2.5 COLD STORAGE AND ABF ROOM DEVELOPMENT
Every industrial fish processing facility construction must include a Cold
Storage and ABF building and room. The reason would be that Cold Storage
and ABF function as a fish freezing room with a temperature of -65 degrees
celsius, whilst cold storage is a chamber where fish are accommodated and
temporarily stored before being delivered to consumers with a temperature
of -25 to -40 degrees celsius. As for the development plans for Cold Storage
and ABF, it plan for up to 12 section sets across two units with a combined
building area of 25x60x6m, a heavy steel frame, a spandek roof, brick walls,
and tiled flooring.
2.6 SECURITY POS DEVELOPMENT
For security posts, 4 units are planned to be built. 2 units are
positioned at the factory entrance and 2 units are positioned at the port dock
so that the control of parked ships is still monitored. And 1 unit is located in a
6x4m security post.
2.7 LABORATORY AND QC ROOM DEVELOPMENT
The laboratory plays a significant role in the industrial factory's overall
structure to ensure quality. The planning for the development of the
laboratory space, the procurement of laboratory supplies and materials, and
the construction of physical and civil buildings are all described in detail
attached
2.8 DINING ROOM AT OFFICE BUILDING
The office building area is planned to be built on an area of 40 x 20 x
3.5m with 2 floors. Dining room for employees will be built to fulfill the
requirement.
2.9 PARKING ROOM, WORKSHOP AND SHIP DECK DEVELOPMENT
Parking space and a workshop are combined in one building. Buildings
for parking and workshops will have a 25 x 50 x 6 m footprint. The gladak
itself will be built in the port area to make it easier for ships to be serviced,
which has a building of 25 x 100 x 6 m.
2.10 WATER UTILITIES AND WATER TREATMENT DEVELOPMENT
Drilled wells are employed as the water source. Water is not only a
crucial component in the production process; it is also crucial for staff
housing, ship logistics (which require water every day), and other amenities.
This is why we intend to use a 7" pipe to drill this well. to be able to deliver
enough water on a broad scale for industry and workers' requirements. 19 L
gallons of water will be used for the logistics of our ship's supply of drinking
water. This system uses the DIRECTLY TO THE TARGET system to meet the
needs of the water system in the fish processing industry. Due to this, the
development of water utilities using 25x50x6-meter steel frame buildings
must be planned.
2.11 ELECTRICITY PROCUREMENT
Any industry uses electricity as one of its primary driving forces. A solar
power plant (PLTS) is used in the design for the development of the electric
utilities here. Due to the very huge production capacity of the fish processing
facility, it cannot rely on PLN electricity since PLN electricity frequently goes
out, which would harm the quality of the fish because the engine is off. In
order to fully satisfy the need for electricity for all industrial machinery,
offices, homes, street lighting, and ports, the company proposes to construct
a 5 megawatt PLTS electric grid.The corporation decided on PLTS since the
cost of raw materials is less expensive and easier to obtain than PLTS power
plants. We can save expenses and generate the most electricity this way.
2.12 CONSTRUCTION OF EMPLOYEE HOUSE, CHIEF MES AND MOSQUE
Construction of Employee Houses will create up to 6 manager housing
units of type 48/100, up to 50 employee housing units of type 36/75, flats for
crew workers with a building size of 12 x 50 x 3m, and a mosque with a
building size of 15 x 30 x 4m, 1 Floor.
2.13 FENCE AROUND THE COMPANY

Talut is one of the crucial infrastructures in the fishing industry
processing facility since the PT Bisi Sinergi Bahari factory was built with a
green manufacturing idea in mind. Whereas a gutter with a construction
dimension of 60cm X 70cm X 825m and road infrastructure along 6 x 675m
are needed here to support the smooth flow of industrial waste and other
irrigation.
2.15 PEST CONTROL
Procurement of Pest Control needs for controlling rats, beetles, flies,
and pests that interfere with the quality and quality of production.
2.16 COMPANY LICENSING

the criteria for export grade A, including IMB, HACCP, ISO 22000, ISO9001,
and other permission management standards.
2.17 FISH FAD PROCUREMENT
With the lowest depth ranging from 800 to 1500 meters, FAD is one of the
container houses in the middle of the ocean where little fish congregate. The
presence of little fish that are at ease in FADs would undoubtedly make the big
fish feel at home as well, since their food is already present in the form of small
fish like scad, mackerel, and other small fish. FADs are employed as homes for
FAD watchers as well as gathering sites for small fish. There are several potential
outcomes if FADs are not waited on, including FADs being captured by other
boats, the FAD ropes being cut, and the absence of a supervisor in the middle of
the ocean because FAD guards always communicate with company operators on
land.
Large stereofoam rockets are used to create the FADs, which are topped
with a bamboo structure with a plastic zinc roof that houses the FAD guards. To
prevent them from drifting away, FADs are secured with FAD ropes and fastened
to concrete earth pegs that serve as their foundation. The RAB for creating Fish
FADs is described in the paragraphs that follow.
2.18 PROCUREMENT OF MARINE, LAND, CATCHING EQUIPMENT AND FILES
The goal of the procurement planning for this fleet is to acquire fish raw
materials. The necessary sort and quantity of commodities can be delivered
using the company's own fleet. Here is the maritime fleet, which will consist of
four different varieties. 300 GT logistics ship collecting. 30 GT Pure sine pinishi
ship, 100 GT wooden pinishi boat. Fishing boat Tengiri 15GT. Cob fishing vessel
and factory-built ship. Operational vehicles are used to convey goods both inside
and beyond the island as well as to pick up fish from the islands of Sumbawa and
Lombok. Depending on the size of the load and the location, several land and air
fleets are required.
CHAPTER III
FISHING BOAT OPERATION WORKING CAPITAL
3.1 CARGO BOAT 300GT WORKING CAPITAL
This 300 GT boat travels the waters between Papua and the south of
the island of Sumbawa. It often responds to every request from 100 GT and
30 GT vessels that are prepared to transport fish if the hold is full. While
specialized transport vessels will handle loading and unloading as well as
carrying the logistical requirements of the ship to be unloaded, every ship
wants to empty the catch and load its logistics, which are often carried out in
the middle of the ocean where it operates. During low/wind season,
unloading typically occurs once per month, and during fish harvest season,
dismantling typically occurs twice per month.
Similar to a fish transport ship is this 300GT pinishi cargo ship.
Depending on the fish taken by 100 and 30 GT vessels, kite fish, mackerel,
skipjack, and tuna may be present. This ship has a loading capacity of 250
tons; during the wind season, the catch is typically between 50 and 100 tons
each month, and during the fishing season, the catch is typically 150 tons per
month.
3.2 100GT BOAT WORKING CAPITAL
The 100GT tuna fishing boat only travels a maximum of 150–250 miles
between Papua and the waters surrounding the islands of Lombok and
Sumbawa. This ship runs twice in a year, putting in twice as many hours for
five months before taking a month off. The cargo ship transports each catch
to the middle once a month, or even twice, depending on the catch. The pure
sine and long line fishing strategy often yields tuna, skipjack, mahi-mahi,
black marlin, tuna, eel, and mackerel. This ship often produces 100 tons of
fish during the fishing season, whereas it typically only produces 50 tons of
tuna, skipjack, and other fish during the low/wind season.alagis in. There are
30 100 Gt ships in the fleet as a whole.
3.3 30GT BOAT WORKING CAPITAL
Once a month, 30GT fishing boat typically goes out. The fleet of 30GT
fishing boats currently has 40 units. This ship often only fishes between 50
and 200 miles away from the islands of Lombok, Sumbawa, and up to Papua.
These boats often yield laying, banyar, sulu, and palagis mackerel. A 30 GT
vessel can earn between 30 and 50 tons each operation during the season,
but it can generate up to 30 tons of fish on average during the low/wind
season.
3.4 VINISI 15 GT BOAT WORKING CAPITAL
Typically, a 15 GT fishing boat runs three times a month. The fleet of
15GT fishing boats now consists of 20 boats. Typically, this ship only fishes
within a 50–150 mile radius of the islands of Lombok, Sumbawa, and up to
Papua. Typically, this ship catches marlin, lemadang, skipjack, baby tuna,
and tuna. 30 GT ships typically generate 5–10 tons of fish every operation
during the season, but can produce up to 7 tons on average during the
low/wind season.
CHAPTER IV
FISHING BOAT PURCHASE PLANNING
4.1 PURSE SEINE 100GT BOAT
For 100GT tuna and tuna fishing vessels, there are 50 fleet units with the
number of ship operations: 2x Operations within 1 year. The average results
obtained by this ship are good seasoned harvest nor season wind

4.2. PURSE SEINE 30GT BOAT
There are 40 fleet units with the number of ship operations: 1x Operation
within 1 month for 30GT fishing boats and tuna fishing vessels. This ship
typically yields 25 tons per day throughout both the windy and harvest
seasons.
4.3 15GT BOAT
There are 20 units in the fleet of 15 GT fishing and tuna boats, and each boat
does three operations per month. This ship typically yields 7-8 tons each
operation during both the harvest season and the wind season.
4.4 PURCHASE OF PARTNER FISHERMEN FISH
From its local partners' fishermen, the company purchases and collects
catches such as mackerel, tuna, snapper family. All of the fish we take come
in at a different average daily catch rate, and they cost various amounts to
catch.
CHAPTER V
FISH PROCESSING AND SHIPMENT COST
Fish Production Unit Packing Supplies: In a fish processing facility,
packing comes right before shipping. In addition to insulation, we use
packaging material in the form of cartoon boxes here. The total amount of
fish caught each month , 900 tons by 100GT boat , 1,000 tons by 30
GT boat, 420 tons by 15 GTboat, and 615 tons from partner fishermen is
2,645 tons. The requirement for packing materials, including cartoons and
other packing materials.
CHAPTER VI
PLANNING SCHEDULE
6.1 DEVELOPMENT OF FISH PROCESSING FACTORY
After the land hoarding work is finished, construction on the fish
processing factory will begin in June. Starting in January 2023, it will take 24
months to complete physical and civil construction.
6.2 DEVELOPMENT OF WASTE TREATMENT ROOM
Once the work on accumulating the manufacturing site is finished, which
will be in June, the procedure of creating a waste treatment room here will be
planned. It will take 16 months to build the block ice facility physically and
civilly.
6.3 DEVELOPMENT OF ICE BLOCK FACTORY
After the work on stacking the manufacturing land is finished, the
procedure of making ice blocks will be planned for July. The physical building
procedure and related civil works will last 16 months.
6.4 DEVELOPMENT OF COLD STORAGE ROOM AND ABF
Once the work on stacking the manufacturing land is finished, which will
be in February, the construction procedure for the cold storage and ABF
rooms will be planned for in July. It will take 18 months to complete the
physical construction, building civil works, installation of cold storage, and
ABF.
6.5 DEVELOPMENT OF LABORATORY AND QC ROOM
Once the work on accumulating the factory land is finished, plans will be
made for the construction of the Laboratory and Quality Control rooms in
February. The physical building procedure and related civil works will last 16
months.
6.6 DEVELOPMENT OF OFFICE
Once the work on stocking the factory land is finished, which will be in
June, the office development procedure will be planned for in February. It will
take 16 months to complete the physical building, civil works, and
procurement of office supplies and equipment.
6.7 DEVELOPMENT OF PARKING AND ENGINEERING SPACE
The construction process for the cold storage and ABF rooms will be
scheduled for July after the stacking of the manufacturing site is concluded,
which will be in February. The physical construction, building civil works,
installation of cold storage, and ABF will all be finished in 18 months. Once
the work on stocking the factory land is finished in June, cess will be
scheduled for March. The physical building procedure and related civil works
will last 16 months.
6.8 DEVELOPMENT OF SECURITY POS
It is anticipated that construction of a security post will begin in February.
It will be finished in June after the factory land stockpiling is finished. The
actual building and civil works will be completed in 10 months.
6.9 DEVELOPMENT OF WATER UTILITIES
In June, plans will be made for the irrigation utility's construction
procedure. It will take 18 months to complete the physical construction work,
including drilling boreholes, building reservoirs, and civil work.
6.10 DEVELOPMENT OF ELECTRICITY UTILITY
Once the factory land hoarding work is finished, which will be in February, the PLTS
electrical utility development procedure will be developed. It will take 24 months to
complete the physical construction, solar power installation, boiler panel installation,
generator installation, and civil work. The enterprise will first use 100,000 Watts of PLN
government electricity while PLTS is being carried out.
6.11 DEVELOPMENT OF FACTORY FENCE
In January, plans will be made to build a fence around the factory. It will take 16
months to complete the physical building and civil works.
6.12 HORDING AND ROAD INFRASTRUCTURE
After the work on stacking the manufacturing land, which will be finished in February-
March, plans will be made to construct a fence around the facility. The process of
stockpiling will take three months to finish, or by the end of June 2022. It will take 16
months to complete the civil physical work on the road infrastructure.
6.13 PEST CONTROL
In order to preserve the quality of the items produced, PT Bisi Sinergi
Bahari has selected a company for pest management to start performing the
actual pest control.
6.14 FISH FAD MAKING
After the 14-month investment fund disbursement process is over, plans
will be made for the creation and installation of FAD ropes and charts.
6.15 PROCUREMENT OF SEA AND LAND FLEET
Since the final investment funds have been distributed, the acquisition of
sea and land fleets will be done in phases. The initial step in building a navy
fleet is:
1.Order for a 300GT Cargo Boat, 3 years of work-time (completed in
December 2025)
2..Order for 100 GT Boat, 3 years of work-time (completed December
2025)
3..Order for 30 GT Boat, three years of work-time (completed in
December 2025)
4. Order for 15 GT Boat, 24 Months of work-time (completed December
2024)
In the meantime, PT Bisi Synergi Bahari intends to charter 10 units of
300 GT ships, 20 units of Vinisi 30 GT longline ships, and 2 units of cargo
ships while the shipbuilding process is still ongoing in order to create profits
for the firm each month.
Up until the factory construction and shipbuilding operations are
finished, the purchase of the land fleet will also be done in stages in
accordance with the needs of the company. This is carried out to ensure that
startup costs for the business are kept to a minimum.
6.16 COMPANY LICENSING
The licensing procedure will be completed as soon as the distribution of
investment funds is complete. The time it takes to obtain IMB, HAACO, ISO
22000, and ISO 9901 permits, as well as licenses for export to Europe, Asia,
and the Middle East,
while specifically for HAACP and ISO will be carried out after the factory is
100% finished, because a feasibility test will be carried out by the relevant
agency, other documents are expected to be finished within 2 months from
the completion of the construction process (completed in December 2022).
The governor, regent, and KKP service have all recommended PT Bisi Sinergi
Bahari for the licensing process, promising to offer exceptional services and
not cause any licensing file issues to become complicated.
6.17 FISHING PROCESS AND CATCH FISH SALES
Following the completion of ship contracts and investment capital
disbursement, the fishing process will begin. In a similar vein, the business
has been collaborating with partner fishermen in the province of NTB,
particularly on the island of Lombok, to purchase seafood. Additionally, the
business will process fish at PT Bisi Synergy Bahari's headquarters and
warehouse in Praya. In order to continue operating every month, the
company will immediately operate the current fleet, the contracted fleet, and
will process and deliver the catch and buy fisheries partners to our former
partner companies in Indonesia and other Asian nations such as South Korea
and Japan.
While the Vinisi Longline vessel is 95 miles northeast of Komodo Island,
Papua, for the Vinisi 5GT Rawe and fishing nets, the location for fishing
operations for the Vinisi 100GT vessel is in the waters of Bali, Nusa Tenggara,
5 miles south of the island of Bima, and 5 miles from the coast to the
northwest of the island of Sumbawa to the Lombok Strait.

Local and international markets are among the marketing goals. On the
island of Sumatra, it is intended to produce frozen ground snapper and
mackerel for the local market. Kelola Mina Laut, Sang Putra Wimas Jaya,
Banyu Biru, and CV Trijaya Sumatra are local businesses. 1500 tons per
month is the desired demand for raw local fish (frozen and fresh).
The Middle East Market, with a monthly average demand of 2500 tons,
is the export market for fish such as catfish, mackerel, scad fish, skipjack
tuna, and squid. The tuna and cuttlefish markets need both raw and finished
raw materials. For products like tuna, loligo squid, cuttlefish, and cob, Korea
and Japan dominate the Asian market.
