About Parameter Planning for Swapped Sites
Parameter Planning is basically the preparation of all planned data for BSC
configuration. This includes all Basic Parameters such as CGI, BCCH, BSIC,
Frequencies, etc. as well as all RF Parameters like Idle parameters,
Handover, Call Control, Channel Management, and etc.
For Grameenphone Swap Project, parameter mapping was successfully
done and corresponding tools were already developed to automatically
fetch and map existing data from processed BSC dumps to Huawei
parameters.
The Nominal Plan for the whole project was already approved and
corresponding initial POs were already issued. Based on this plan, all
consequent parameters are prepared.

I. Preparation of GSM Plan
The first role of Planning Team during the Initial Phase of Swap
Implementation is the validation of the Nominal Plan as per the existing network
configuration. The following steps can be followed to prepare the Final GSM Plan
which will be submitted for final approval of GP’s planning team.
1. BSC Dump Collection
Since the nominal plan was based on the previous traffic statistics which
may have become invalid due to the fast increase in traffic.
The latest BSC Dump will validate the nominal plan configuration. The
agreed timeline for provision of BSC Dumps is 35 days before each
cluster’s cutover date.
Each cluster may belong to different existing BSC. All these BSCs should
be collected from the client 35 days before the swap night. All parameters
and configuration of the cells should be freeze after the BSC Dump is
provided.
2. Update the Nominal Plan
The Final GSM Plan should not be, in any way, less than the existing
configuration. Based on the BSC dumps collected, the nominal plan should
be updated accordingly. Since the nominal plan was based on the EOY
2007 traffic, the planned configuration may be insufficient with the actual
traffic or may not match the existing configuration due to the significant
increase of traffic in the swap region.
The following parameters may be changed in the nominal plan:
TRU configuration
Antenna Configuration
Required no. of Cabinets
E1 Requirement and RBLT information
Other Solutions
The initial step will be done by HW RNP which is updating the TRU
Configuration.
All fields related to RF Configuration shall be updated by HW RNP such as:
Cell – Name of the Cell
Cluster – Which cluster the cell belongs to
Existing TRX Confguration - based on the dumps, the existing
configuration of the cell

Nominal Plan – our planned configuration for the cell
To be Installed Configuration – revised TRX configuration
considering the existing configuration. The agreed rules in revising
the nominal plan shall be discussed on the item# 3 of this topic.
Activated on Swap Night Configuration – shall also be discussed on
step 3 based on the agreement with GP.
Existing BSC – which existing BSC is the cell currently homed
(which Ericsson BSC)
New BSC – planned HW BSC for the cell.
New LAC – planned LAC for the cell.
Solution – this is separated between 2 bands (900 and 1800). Also,
this determines both the physical configuration of the TRUs as well
as the antenna enhancement, in case there is TMA used. Details
will be further explained in item# 4.
Antenna and Cabinet Expansion – initially this is already included in
the nominal plan. But after checking the existing configuration, in
some cases, there is a need to increase the number of TRX and
thus result to additional Antenna or Cabinet. Limitation for the
current solutions for GP:
o 1 antenna- 4 combined TRX or 2 TRX using PBT
o 1 cabinet- 9 DTRUs
Antenna Model – this will still base on the nominal plan but after
swap, HW will use the existing antenna (900 and 1800), and should
follow the same model for expansion.
Add Frequencies – number of frequencies needed to add for the
revised configuration. All existing frequencies shall be used after
swap but in some cases, although the total number of TRX of the
cell is same as the existing, new frequencies for 900 is required
due to more planned 900M TRXs than the existing (1800 maybe
less than existing). Example: Existing is 2+4 but plan is 4+2. So 2
900 frequencies are required. Frequency plan shall be provided per
BSC.
3. Agreed Strategy for Adding and Activating TRX
Adding TRX in the plan is necessary to accommodate the increasing traffic
of the network. GP has agreed to add these required TRX based on the
following rule:
If Existing > the Nominal Plan, Huawei may increase the
configuration from the Nominal Plan upto the existing
configuration.
If Existing =< Nominal Plan, Huawei may only activate with equal
or less than the accepted Nominal Plan but not less than the

existing.
The agreed strategy for the additional resources which maybe needed is
as follows:
Re-shuffle TRUs in 1 site to meet, at least, the same configuration
as existing. Therefore, reconfiguration of the site will be done by
HW RNP and implemented by BSS.
If maximum/total TRXs of the whole site for 900M or 1800M cannot
accommodate the same configuration as existing, additional DTRUs
from the buffer will be added.
4. Default Physical Configuration of DTRUs
The solution for different configurations are required in GP’s ROC system
and should therefore be prepared by HW RNP. Existing solutions used by
GP to enhance the coverage is also followed by HW for the swap. Existing
TCC+TMA is swapped with Huawei’s PBT+TMA, while Uncombined + TMA
is same for Huawei after swap.
After discussion with BSS, we identified the difference with the existing
network. There are 2 differences with the existing standard configuration
used by GP and Huawei’s standard configuration:
Existing network cannot share 1 DTRU into 2 different cells/
sectors. In Huawei, it is possible and is considered in the initial plan
in RFQ.
Existing network use combined mode as default for all types of
configuration.
These differences prompt GP to keep the configuration in their database
which is the ROC system. In each cell, the physical connections should be
mentioned in the solution field. This is also necessary for the PAT of the
BSS.
These are the standard physical connection of Huawei when no other
special solution such as PBT+TMA, or Uncombined+TMA is used:
S1 = Uncombined
S2 = Uncombined
S3 = Combined + 1 DTRU Uncombined
S4 = Combined
S5 = Combined
DTRU connected to another DDPU is Uncombined
S6 = Combined
5. Forward to BSS and ROC Engineer
The receipients of the GSM plan are the BSS Team and the ROC Engineer.

BSS Team will start updating their E1 information to complete the whole
revised plan and physical reconfiguration in the warehouse. ROC
Engineers will upload the GSM plan in ROC for GP Approval. After GP
approve, survey team will start their survey to verify all existing data is
correct in ROC. If there are any mismatch found at the site, HW RNP and
Survey team will discuss with GP and make necessary corrections in the
ROC as well as the plan.
6. Final Checking
As agreed with GP, 14 days before swap, GP will again provide the BSC
dumps of each cluster for the final checking. HW RNP will recheck for any
possible changes in the existing configuration. Excluding the special cases
where necessary, changes should be very minimal and will not involve
antenna or E1 configuration changes.
If there are any changes found in the existing configuration, the GSM plan
will be revised and forwarded to BSS and ROC again. BSS will modify the
physical configuration and ROC engineer will take action for the final
approval.
II. Preparation of Basic Parameters Plan

After the GSM plan is finalized for each BSC, the Basic Parameter List should
be prepared immediately for the whole BSC. When the first dump of the last
cluster of the BSC has been provided, the Basic Parameter List can be prepared
for this BSC. The timeline given is within 5 days after the last cluster’s dump was
provided by GP.
This Basic Parameter List is provided to BSS per BSC. BSS will use this file in their
preloading. Pre-loading is the preparation of .dat file which will be loaded to BSC
thru LMT.
1. Content of the file
The file contains basic and important parameters of the cell. For the
format of the file, please see appendix.
Based on the dumps and the plan, the following data should be filled up:
BSC Name – Planned BSC of the cell
Site Name – Make sure to confirm the status of ALL UNDER
CONSTRUCTION sites.

Site Type – this information is in the nominal plan (whole site list).
GF for Greenfield and RT for Rooftop.
Cell Name
Cluster – which cluster it belongs to.
To be installed – the final revised configuration plan which is
uploaded in ROC. From GSM Plan.
ACT sector configuration – from the GSM plan, the planned TRX
configuration to be activated on swap night.
MCC, MNC, CI – from the dump, follow the existing values.
LAC – planned new LAC
TEMP NCC – initially, BSS will configure a temporary NCC for the
sites in the BSC. This is necessary so that all cells may be
configured as External Cell with the TRUE NCC (Duplicate Cell). On
the swap night of each cluster, the Duplicate External Cell will be
deleted and the cell may be configured with the correct NCC. See
discussion of the Neighbor List Preparation.
NCC – this is the TRUE NCC from the dump files which will be
configured only during the swap night when the cell is deleted from
the external list.
BCC – BCC from the dump files.
BCCH No. – after swap, BCCH will follow the existing frequency
plan. This value will be taken from the dump.
Cell Layer, Cell Priority, Cell Ext Type
Cell Type – Normal or Concentric Cell
GPRS Support, Edge Support, SDCCH Dynamic Allocation Allowed,
UL DTX, DL DTX, Encryption Algorithm
1800M TMA/PBT/Uncombined, 900M TMA/PBT/Uncombined
No of SDCCH, No. of SDCCH + CBCH and No. of PDTCH
Power Settings- This follow a default method for setting the values
according to the default configuration. See (2) of this chapter.
Frequencies – MA list, MAIO, HSN, Hopping Mode for 1800M and
900M.
2. Power Settings
For each default configuration, there is and equivalent power setting used.
For Power Type parameter, 900M use 60W while 1800M use 40W.
Power Level and Power Finetune are modified according to a default
parameter configuration. The aim of setting the power level and power
finetune is to have an approximately same power output for all TRX. The
setting also consider the output power before swap which should
approximately be comparable. Before swap the default configuration in
Ericsson is always combined mode and DTRU cannot be shared between
two cells. Therefore, to have the same output power as before swap, we

need to reduce the power at some amount equal to a combined mode
output power. The combiner loss of HW is ~3.3 dB.
The default settings are as below:
S1 = Uncombined
Power Level = 1
Power Finetune = 1.2
S2 = 2 TRUs are Uncombined
Apply to ALL TRUs:

S3 = Combined + 1 DTRU Uncombined

III. Preparation of Import Files
1. BSC Dump Collection
On the second BSC Dump collection, the import files should be prepared.
All existing BSCs dump for the new HW BSC should be received from GP
before the start of Pre-Benchmarking.

2. Final Data File from BSS
The Import files requires the Cell Index No. of the swap cells in the whole
BSC. BSS should provide the .dat file of the BSC 10 days after they receive
the Basic Parameter List. The Cell Index No. cannot be changed when the
import files are prepared, otherwise, you need to prepare again the files
updated with the final Cell index number.
3. Network Optimization Parameter (RF Parameters)

Tools2: CONSOLIDATE
For the Network Optimization Parameter import files, the Tool to be used
for the preparation is the CDD Mapping Tool.
Using CDD Mapping Tool, you need to process each Exisitng BSC Dump,
and save all output files in 1 folder. The output files will contain different
sheets with the following RF Parameter tables:
Basic Parameters - 2 Sheets, First Sheet can be used for the
Preparation of Basic Parameter List (see Chapter II), Second is for
the import function.
Idle Parameters
Channel Management Parameters
Call Control Parameters
Handover and Power Control Parameters
GPRS and Other Parameters
Number of Edge Timeslots
Another tool can be used to consolidate all the related BSCs output files
and filter from these files only the cells included in the HW BSC. The tool is
the “CONSOLIDATE Tool”. There are 4 import files (4 sheets) from this tool
which can be saved as text separately and import directly to LMT.

4. Network Plan Parameter (Adjacent Cell and External Cells List)
Tools1: NB_Definition
Tools2: CONSOLIDATE
There are two import files for the Network Plan Parameter, the 2G External
cell list and the Adjacent Cell Relations. The NB_Definition Tool can be
used to prepare these two files. Save all the output files for all Existing
BSC Dumps where the cells are currently homed. Consolidate all the
output files using the Consolidate Tool.
2G External Cell list Preparation: These are the steps to
follow:
i. From the output file, there are 3 sheets. In the 2G_EXT
Sheet, change the LAC of the “ALREADY Swap cells”, that is,
Huawei cells which belong to the other swapped BSCs
should be updated with the new LAC. The BSC dumps may
still contain the old LAC of these swapped cells. LAC
information should be checked especially for the recently
swapped clusters from other Adjacent BSCs.
ii. Combine the EXT_OWN sheet and 2G_EXT sheet.
iii. Check the LAC of all swapped cells. All swapped cells MUST
USE the new LAC (25XXX).
iv. Save as text file.
v. From LMT, some test BTS may have defined 2G External
Cells. These 2G Ext cells should be deleted first to avoid
conflict with the same Cell Index number as some cells in
the import file. In case the defined 2G External Cells are
important for the Test BTS, Export first the Network Plan
Parameter for 2G External before deletion.
vi. Import the text file with the combined list of EXT_OWN and
updated 2G_EXT.

vii. Optional: Change the Cell Index Number of Exported 2G
External Cells for the Test BTS with unused numbers. Import
the file again to LMT.
Adjacent Cell List Preparation:
Tools2: CHECK_BCCH_BSIC
From the output file, the first sheet is the Adjacent Cell List Import
File. Save the file as text file.
The file cannot be imported if there are same BCCH and BSIC
among the defined neighbors of each cell. To avoid the error in
import function, follow the steps below:
i. Copy the Adjacent Cell Relations in an excel sheet. Lookup
the BCCH and BSIC combination from the Internal Cells and
External Cell Export file.
ii. Copy the Adjacent Cell Relations in an excel sheet. Lookup
the BCCH and BSIC combination from the Internal Cells and
External Cell Export file.
iii. Use Pivot table to check if there are same BCCH+BSIC
combination used by the Neighbors of each cell. These
scenarios are likely to happen because of the temporary
NCC used for the internal cells which are not swapped yet.
These Temporary NCC may be changed in case of same
combinations with some adjacent cells.

iv. If the pivot table shows “2” for a particular combination,
look for the adjacent cells having the combination
indicated with “2”. Replace the temporary NCC of the
internal cells having same BCCH and BSIC combinations.
So here, should replace MYPLR4B.
v. Export the internal cell data and check again for same
Combinations.
vi. Import the Adjacent Cell File.
IV. Checklist for NB Definition
Tools2: NB_List_Tool
After the finalizing the Import files for Adjacent cell, a checklist should be
provide which contains which cells should be defined in different NEs every swap
night.
1. NB List
This Sheet contains the Adjacent Cell List (Serving to Target Cell List).
The sheet should also include some important data both for Serving Cell
and Adjacent Cell:

2. HW MSC Definition
In HW MSC, LAC information of the surrounding neighbor cells should be
defined. Every swap BSC, the LAC that shall be defined for proper
interBSC/MSC handover. From the NB List (1), pivot table can be used to
determine which LAC should be defined for the swap BSC inter-BSC/MSC
HO.

Choose only the Adjacent Clusters which belongs to other MSCs (Phase) or
those in same MSC but not yet swapped.
The list of LAC should be emailed to the HW Core:

3. Other HW BSC Definition
As the swap implementation progress, some cells in the swap BSC have
neighbor cells in other swapped BSCs. Therefore, as soon as the neighbor
cell is swapped, we need to update the External cell list definition in other
HW BSC. The LAC information should be updated every swap night.
From the NB List again, pivot table can be used to identify which HW BSC
have adjacency defined and which cells should be updated. Follow the
images for the pivot table:
Drag the following data to the pivot table-
Originating Cluster, Adjacent BSC, Adjacent Cluster, Name of the Originating Cell,
CGI of Originating Cell, BCCH and BSIC of Originating cell.
Select ONLY the swap CLUSTER (the cluster to be swapped, in the
example, Phase 1- Cluster 10).

Select ONLY the HW BSCs except the serving BSC (the BSC to be
swapped, in the example, BSC4 or SVHBS153).
Copy the table and update the LAC information of these External
Cells in the Adjacent BSC, in the example, in BSC 1 (SVHBS150).
4. For Ericsson BSC Definition
There are Adjacent BSCs for the swap BSC which are still using Ericsson
BSC. The external cell definition for these BSCs should be updated with
the new swapped cells or in some cases, they only need to update the LAC
definition. A checklist for the external cell definition in other BSCs for the
swapped cells should be provided to GP.
Use the NB List file again to create a pivot table:

Drag the following data to the pivot table-
Originating Cluster, Adjacent BSC, Adjacent Cluster, Name of the Originating Cell,
CGI of Originating Cell, BCCH and BSIC of Originating cell.
Select ONLY the swap CLUSTER (the cluster to be swapped, in the
example, Phase 1- Cluster 10).
Select all the Ericsson BSCs.
Uncheck all swapped clusters including the cluster to be swapped
for the data preparation, in this example cluster 10.

V. Preparation of MML Commands
Tools2: MML_TOOL
Every swap night, the true NCC should be configured for the internal cells and
update other HW BSCs external cell LAC definition. To do this, BSS will the scripts
to update the NCC. The MML Tool can be used to provide the Scripts.
There are 3 MML command files that should be prepared:
1. Remove External Cells
On cells to be swapped shall be removed from the 2G external cell
definition as it becomes internal cells.
2. Change the Temporary NCC to Real NCC
For the swap cells, after deletion from the external cells, the real NCC may
now be defined to the internal cells.
3. LAC update for Other HW BSCs
A script is also used to change the LAC information of the swap cells in
other BSCs external cell definition from Old LAC (Ericsson) to New LAC
(Huawei).
4. Check the Reserved Parameter 2
From Optimization Parameter Output file from Tool, in Sheet BSS_BASIC,
Check for cells with MAXTA less than 63. Get the list of these cells and its
corresponding Reserved Parameter 2 values. Use the Tool to generate the
script to modify the parameter.
VI. Important Note:
Do not include cells which will not be swapped on the same night. In some

cases, when cluster has more than 35 sites, some sites are not swapped together
in one night. Some sites will be swapped on the next night so LAC should be
updated according to the scheduled swap night of each site.
