Sub: Administrative approval of Estimate for the work of “Project Management Consultancy
Work (Execution of Work) towards detailed Engineering & Construction Management for
Construction of vehicular Underpass below the proposed Railway Line and DTPS
(1X800MW) plant area.
Name of the Work: Construction of vehicular underpass along with approaches below the
proposed Railway line at DTPS, DVC at Durgapur, West Bengal.

Detailed Engineering and Construction Management for the subject work has been entrusted
to RITES by Damodar Valley Corporation (DVC) vide LoA under reference.
The estimate for the work has been prepared by Sri Sanjib Dey, STA/C and checked by the
undersigned based on the DSR-2023, ERUSSOR-2021, LAR of RITES, Market Rate
Analysis etc. as indicated in the remarks column of the enclosed estimate (Pg.6 to 13) . The
estimated amount comes to Rs. 99,31,88,635.00 (Rupees Ninety Nine Crore Thirty One
Lakh Eighty Eight Thousand Six Hundred Thirty Five only) excluding GST. The supporting
documents pertaining to estimate are kept at page 14 to 67 of e-file.
For Electrical items of Schedule -3, rates have been considered from RITES LAR, RVNL
BOQ 2021, DSR 2022 Electrical and LAR. (Page#35 to 41)
The estimate amounting to Rs. 99,31,88,635.00 (Rupees Ninety Nine Crore Thirty One Lakh
Eighty Eight Thousand Six Hundred Thirty Five only) without GST is submitted herewith to
Project Co-ordinator for technical checking as per Cl No. 4.6 of Guidelines on Procurement
of Works, Goods and Services, July'2023 before put up for approval of competent authority.
As per SOP vide Sl. No. 2.1, Director is empowered for Approval of Detailed
Estimates/Technical Sanctions (for tenders) above Rs. 30.00 Cr upto Rs. 100 Crore.
Associate finance may kindly vet the estimate of Rs. 99,31,88,635.00 prior to put up for
approval of competent authority.

The finalized estimated value has been determined to be ₹99,31,88,635.00
(Rupees Ninety-Nine Crore Thirty-One Lakh Eighty-Eight Thousand Six Hundred
Thirty-Five Only), excluding GST, as per Note No. 1. The client has issued the
Letter of Acceptance (LOA) for the DPR fees, which was calculated at 1% of an
estimated value of ₹97.02 Crore, amounting to ₹97.02 Lakh.

However, in the draft DPR, the estimated value has been revised to ₹99.3186
Crore, which is slightly higher than the value mentioned in the LOA (Ref Pg 68).
This revised estimated value has been accepted by the Damodar Valley
Corporation (DVC) (Ref Pg 69)
As per SOP vide Sl. No. 2.1, Director is empowered for Approval of Detailed
Estimates/Technical Sanctions (for tenders) above Rs. 30.00 Cr upto Rs. 100 Crore.
Therefore, it is requested that the Associate Finance team kindly vet the estimate
of ₹99,31,88,635.00 prior to submitting it for approval by the competent
authority.

3) In Electrical item-02,03 & 11 rate taken from RVNL SOR2021.
4) In Electrical item-41, no Supporting is attached.
5) DSR based rate taken in electrical item should multiply by 0.82461 as18%.
6) LAR based rate taken should be after quoted rebate & above in the respective
LAR.
Therefore electrical estimate should be reinstate and submit further.
