MESSAGE

For nearly four decades, the Philippine National Police Special Action Force (PNP
SAF) has stood as the nation’s premier force—steadfast, selfless, and unwavering in its
commitment to serve and protect the Constitution, the Filipino people, and the Republic.
From its humble beginnings in 1983 as a specialized unit trained to combat insurgency and
terrorism, SAF has evolved into an elite and formidable force, consistently upholding
excellence in law enforcement, counterterrorism, counterinsurgency, and other special
police operations.
Our journey has been marked by dedication, sacrifice, and an unbreakable spirit. The
history of SAF is written in the blood, sweat, and valor of those who have made the ultimate
sacrifice in the line of duty, in the resilience of those who stand undaunted in the face of
adversity, and in the discipline of those who push beyond limits—training, evolving, and adapting to confront the advancing threats to our
nation’s peace and security. Every mission, sacrifice, and triumph is a solemn reminder of our sworn duty to serve and protect, no matter
the cost.
Over the years, SAF has expanded its capabilities and strengthened its reach. From early counterinsurgency operations to
modern-day engagements in high-risk missions, our Unit consistently embodied kadakilaan at katapatan. Through advanced and
innovative training, refined operational strategies, and strong partnerships with local and international law enforcement agencies, we have
built a force that is not only more capable but also highly adaptable. This evolution has ensured that SAF remains a highly adaptive and
dependable force, always ready to answer the call of duty—anytime, anywhere.
As we celebrate our 42nd SAF Founding Anniversary with the theme “42 Taong Paglilingkod na may Kadakilaan at Katapatan
Tungo sa Pagkakaroon ng Ligtas na Bayan,” we honor not only our proud legacy but also the future we continue to build. We reaffirm our
commitment to service, integrity, and excellence, ensuring a safer, more secure, and peaceful nation for generations.
To the brave men and women of SAF, let us continue our mission with pride and dedication. May we always uphold the highest
standards of excellence in the service of our country and our people.
