Project Start Up Reminders
Field Office:
Post mileage from District office to project.
Post phone numbers
o PennDOT Manager, supervisor, ACE, CRC (Dave ThompsonMaggie Baker), field office
o Contractors and subs: Superintendents, foremen, office, fax
o Emergency phone numbers
Post monitoring chart or schedule
Post estimate dates
Post permit expiration dates
Prior to Construction:
Take pictures or videos to document existing conditions
o Is there a special provision for the contractor to do this?
o Field-view project, end to end, with the end of the project in mind.
Receive property releases from contractor
Ensure contractor submitted CS-430, Notification of Inspection
Identify wages for project
Review all permits
Contractor should meet on-site with county conservation district and inspector to review E&S
controls prior to or immediately upon installation
Submit press release to CRC (Dave ThompsonMaggie Baker)
Contact APRAS and RCRS as necessary
Ensure subcontractor is approved prior to working
Review Concrete and Bituminous Quality Control Plans
Review Estimated Construction Aggregate form to know what aggregates need sampled
Review bituminous and concrete quantities and be prepared for sampling
Check gradation of 2A to determine if material will be accepted by non-movement (>20%
retained on the ¾” sieve) or by compaction testing (nuclear gauge, <20% retained on the ¾”
sieve). Contact plant for most recent gradation.
Ensure you have necessary inspection equipment
o Measuring instruments, tape measure, measuring wheel, etc.
o Digital camera/I-pad, 2’ level and 4’ level if ADA ramps on project
o Surveying level and rod if on bridge project to check grades throughout project (don’t
take contractor’s word that shots are correct)
o Safety equipment: ear protection, eye protection, gloves, etc.
o Thermometers
Forms, books, etc. for project (roller pattern sheets, sampling forms, concrete cylinder forms,
non-movement compaction forms, evaporation rate charts, etc.)
Sample water for curing if contractor is going to use on-site water.
Is contractor able to meet DBE goals?
Review traffic control. Contact Traffic Unit on complex projects.
File copy of welding certification if structural welding needed on project. This included splicing
piles and setting deck pans.
Review contractor’s safety plan
File fringe benefits letters
Ensure mix designs for bituminous and concrete are approved.
Has “Construction Loading on Bridges” letter been submitted and approved?

Did contractor submit Traffic Signal Permit for projects with temporary traffic signals? Was
Traffic Signals Section contacted about setting up signals?
During Construction:
Keep monitoring chart up-to-date (within one week)
Review traffic control.
Check E&S controls once a week and after rain events. Fill out inspection forms if required by
permit.
Keep Project Specific Mitigation Tracking Sheet up to date as needed.
Inform ADE-C (Justin Blakeney) of any lane restrictions on interstate each Friday for the
following week.
Contact CRC (Dave ThompsonMaggie Baker) about press release upon any milestones, such
as change of traffic control or phase, beginning of paving, any disruptions to traffic, etc.
Check shop drawings to ensure material delivered is what is needed.
Review demolition plan prior to contractor starting work.
Review erection plan before contractor starts erection.
Have contractor set up pre-pave meeting two weeks prior to paving
Ensure material delivered is what is on QC plan and correct mix designs are used.
Have contractor set up pre-deck placement meeting two weeks prior to placing deck.
Check water-cement ratio.
Ensure false work is certified by engineer and it is built per the approved false work plan.
Set up pre-guide rail placement meeting as needed.
A field verification sample must be taken for the first concrete placement
Sample the following materials as soon as they are on the project for field verification samples
as part of District’s 3 quality assurance program:
o Tack coat
o Membrane waterproofing
o Epoxy coated rebars
o Geotextiles
Sample mechanical splices as soon as they arrive on project. Notify contractor so they can
order extras and have them on the project early.
Post Construction:
Ensure permit requirements are met
o Does contractor need to sign the permit upon completion of project?
o Is the project specific mitigation tracking sheet signed by all parties
Contact CRC (Dave ThompsonMaggie Baker), APRAS and RCRS when traffic restored to
normalcy
Contact RMS Unit and Planning & Programming with open-to-traffic date
Submit Pavement History form to RMS unit
Submit Open to Traffic date to all that need it.
