1. Central security forces flood crisis- hit Manipur
• The centre has taken over the control of security in violence hit Manipur on 5 th may
by deploying 12 companies of the border security force and airlifting anti-riot
vehicles to the north eastern state will stop
• Around 3200 CRPF personal as well as army and Indian Air Force teams have been
deployed since 4th may.
• Article 355 of the constitution empowers the centre to take all necessary steps to
protect a state against internal disturbances and external aggression.
• However, the ministry of Home Affairs has denied invoking article 355.
Static takeaway: Article 355 is a part of emergency provisions
contained in Part XVIII of the Constitution of India.
It states that it shall be the duty of the Union to protect States
against external aggression and internal disturbance.
2. Central looks into options to counter EU’s carbon tax plan
• The commerce ministry is exploring various options to cope up with the European
union’s decision to introduce a carbon tax.
• The EU plans to introduce a carbon border adjustment mechanism that will entail a
monitoring mechanism for imports from producers deploying non green
technologies starting this October and a tax levy from January 2026.
Static takeaway: A carbon border tax is an import duty based on the
amount of carbon emissions produced by the goods in question.
3. Government program for non-communicable diseases renamed
• The addition of many new diseases or disease groups and new health initiatives have
prompted the union government to widen and rename its program for control and
prevention of non-communicable diseases (NCDs).
• The national programme for control of cancer, diabetes, cardiovascular diseases
and stroke (NPCDCS) has been renamed as National programme for prevention and
control of non-communicable diseases (NP-NCD).
• NPCDCS is being implemented under the National Health mission across the country.
• The Ministry of Health and family welfare has also decided to rename the portal
which enables population enumeration, risk assessment, and screening for 5
common non communicable diseases, -

• These are – hypertension, diabetes and oral, breast and cervical cancers of the
population above 30 years.
Static takeaway: National Programme for Prevention and Control of
Cancer, Diabetes, Cardiovascular Diseases and Stroke (NPCDCS) was
launched in 2010 in 100 districts across 21 States, in order to prevent
and control the major NCDs.
4. COVID pandemic is no longer an emergency, declares WHO
• The World Health Organization said that COVID-19 no longer qualifies as a global
emergency, marking a symbolic end to the devastating corona virus pandemic.
• The announcement was made more than 3 years after WHO declared the
coronavirus an International Crisis.
• However, it insisted that this does not mean COVID-19 is over as a global health
threat.
Static takeaway: A Public Health Emergency of International Concern
is defined as, “an extraordinary event which is determined to
constitute a public health risk to other States through the
international spread of disease and to potentially require a
coordinated international response”.
5. India said to Mull foreign investment in nuclear power
• India is considering overturning a ban on foreign investment in its nuclear power
industry and allowing greater participation by domestic private firms.
• The measures have been recommended by a government panel, set up by NITI
Aayog.
• The aim is to reduce carbon emissions and nuclear is in focus because it can supply
energy 24/7 unlike solar energy.
Static takeaway: Under India's Atomic Energy Act 1962, the
government plays a central role in developing and running nuclear
power stations.
The consolidated FDI Policy of puts atomic energy on the list of
prohibited sectors. However, there is no restriction on FDI in the
nuclear industry for manufacturing equipment and providing other
supplies for nuclear power plants and related other facilities.
