Guidance Framework for Residential Consumers under PM Surya Ghar: Muft Bijli Yojna

This document provides broad Guidance framework for residential consumers who apply for
Rooftop Solar (RTS) systems under the PM Surya Ghar: Muft Bijli Yojna.

1. Eligibility for Central Financial Assistance (CFA)

Consumers must meet the following eligibility criteria to apply for Central Financial Assistance
(CFA):

• Type of Consumer: CFA is available only for residential consumers/RWA. Non-


residential (government, commercial, and industrial) consumers are not eligible for CFA
under this scheme.

• Eligible Installations: Grid-connected RTS installations on roofs, terraces, balconies, or


elevated structures are eligible for CFA. Special RTS installations such as Building
Integrated PV (BiPV) systems also qualify.

2. Central Financial Assistance (CFA) Structure

Accordingly, for a 3 KW Residential Rooftop Solar (RTS) installation, the Consumer is eligible for
Central Financial Assistance (CFA) of Rs 78,000/- in Non-Special Category States and Rs.
85,800/- in Special Category States.

3. Application Process

• National Portal: All consumers must apply via the PM Surya Ghar National Portal. The
National Portal provides detailed guidance on system options, vendor selection, and
CFA.

• Vendor Selection: The consumer shall then choose a vendor who is registered on the
National Portal. The consumer shall be free to enter into agreement with any such RTS
vendor at mutually decided rates.

• Finalizing Terms: Consumers must mutually agree with the vendor on system design,
costs, and installation timelines before signing the agreement. The vendor and the
consumer may sign an agreement as per Model Agreement (see Annexure 2 of Scheme
Guidelines) covering these aspects.
4. Technical and Financial Considerations

• Minimum Technical Specifications: The installed system must meet the technical
standards set by the Ministry of New and Renewable Energy (MNRE). The consumer may
ensure compliance of the same through Vendor.

• Feasibility Approval: Applications for systems up to 10 kW are deemed to have been


accepted without requiring technical feasibility study in accordance with Electricity
(Rights of Consumers) Rules, 2020. For RTS Installation greater than 10 kW, technical
feasibility is required to be approved by the concerned DISCOM/Power Deptt. as per state
regulations.

5. Consumer Rights and Responsibilities

• Rights:

o Seek a detailed agreement from the vendor outlining system costs, design, and
installation specifics.

o The consumer can view/access clear & transparent information and view all
stages of Applications from Initial Application to Subsidy Redeem Stage through
their consumer login on the National Portal

o Maintenance services for 5 years, including free replacement of malfunctioning


components during the warranty period to be provided by Vendor.

• Responsibilities:

o Ensure timely payments to the vendor as per the agreement through secure
payment mechanisms.

o Provide access to the installation site and assistance (e.g., electricity during
installation).

o Report any issues with the installed system to the vendor within the warranty
period.

6. Consumer Grievance Redressal

• Consumers can raise grievances via the National Portal, which will forward the complaint
to the appropriate agency for resolution.

• A unique tracking ID will be created for each grievance to enable the consumer to track
the status of resolution of the grievance through an online system.

7. Monitoring and Quality Assurance

• All installed systems will undergo inspections by the DISCOMs to ensure compliance with
scheme guidelines. This includes physical verification and technical inspections before
the release of CFA.

• The Ministry of New & Renewable Energy (MNRE) and Scheme Implementation Agencies
(National Programme Implementation Agency (NPIA)-REC Ltd and State Implementation
Agencies (SIA)) as well as other designated agencies may conduct inspections/evaluation
of RTS systems installed under the scheme, both at the time of commissioning and post
commissioning.

8. Net Metering and Grid Connection

• Meter Installation: After the rooftop solar system is installed, the DISCOM will install the
necessary net meter. Consumers must sign the appropriate metering agreements as per
state regulations.

• Non-Metered Systems: Installations not feeding into the grid but are connected to the
grid (e.g., hybrid or battery-backed systems) are also eligible for CFA, subject to approval
from respective Electricity Regulatory Commissions. However, Off-grid connected
installations will not be eligible for CFA under the scheme

9. Dispute

In-case of any dispute between consumer and vendor (in supply/installation/maintenance of


system or payment terms), both parties must settle the same mutually or as per law.
MNRE/REC/DISCOM/designated State agency shall not be liable for, and would not be a party to
any dispute arising between vendor and consumer.

10. Amendments to the Policy

REC and the Ministry of New and Renewable Energy (MNRE) reserves the right to modify, amend,
or add new rules to this policy which is based on MNRE operational guidelines vide OM dated
07.06.2024.
