1. Observation of Laws and Regulations (MARPOL 73/78 Annex V)

Under the new regulations, every ship of 400 gross tmonnage and above, and
every ship which is certified to carry 15 persons or more, shall carry a Garbage
Management Plan, which the crew shall follow. The Plan shall provide written
procedures for minimizing, collecting, storing, processing, and disposing of
garbage, including the use of equipment on board. It shall also designate the
person in charge of carrying out the plan.

It is also highly recommended to confirm the regulations in MARPOL Annex V


and the Guidelines for the Implementation of MARPOL Annex V.

2. Garbage Management Procedures

On disposing ship’s garbage it is very important to follow the procedures to


prevent pollution at sea by the garbage generated from ship. Needless to say,
that the rules for garbage disposal on MARPOL 73/78 Annex V are to be strictly
followed and to recognize the importance to protect the marine environment by
reducing the quantity of garbage and recycling them. The Master must minimize
the production of garbage generated during the ships operation and on board
living.

3. Collection of Garbage

3.1 Garbage includes all kinds of food wastes, domestic and operational wastes, all
plastics, cargo residues, cooking oil, fishing gear and animal carcasses
generated during the normal operation of the ship and liable to be disposed of
continuously or periodically except those substances which are defined or listed
in other Annexes of MARPOL 73/78.

Garbage is to be grouped into categories for the purposes of the Garbage
Record Book (or ship’s official Log-book) as follows:

Part I
A Plastics
B Food Wastes
C Domestic Wastes

H Fishing Gear
I E-waste

3.2 Crew members must place the garbage in the relevant receptacles as noted on
the placards placed on board the ship, which is summarised in Table 1. in colour
coded and labelled bins provided for the the specific categories of waste

3.3 When new crew member(s) arrive on board the designated Garbage
Management Personnel, as noted on the head page of this plan, shall advise
them of the specific requirements relating to garbage management.

3.4 The designated Garbage Management Personnel shall collect, or arrange


collection of, the garbage from all the receptacles placed aboard this ship on
(i.e. interval).

3.5 This collected garbage shall be transferred to the designated garbage storage or
processing area located in the place as stipulated in the Table B of this plan.

4. Processing of Garbage

4.1 The designated Garbage Management Personnel is responsible for carrying out
or arranging the processing of the Garbage.

4.2 The garbage shall be processed according to the machinery instructions.

NOTE : A copy of the machinery instruction should be placed in the Garbage


Management Plan for easy reference.

4.3 The processing of garbage shall occur on (i.e.


interval).

4.4 The Garbage Management Personnel’s attention is drawn to the special rules
on incineration that may exist in some special areas. Incineration of the following
items requires special precaution due to the potential environmental and health
effects from combustion of by-products: hazardous materials (e.g. scraped
paint, impregnated wood) and certain types of plastics (e.g. PVC-based
plastics). Batteries, expired medicine, Aerosol cans, fluorescent tubes, chemical
waste, old paint must never be incinerated.

4.5 Once the garbage has been processed it shall be returned to the storage area.

5. Storage of Garbage

5.1 The garbage shall be stored in the place as stipulated in the Table C of this
plan.
5.2 Sufficient storage space shall be provided and checked by the designated
Garbage Management Personnel.
5.3 The storage area shall be divided up into the different classes of wastes
according to Table C in this plan.
5.4 The designated Garbage Management Personnel must ensure that there is no
build up of gas from the waste in the storage area.
5.5 All processed and unprocessed garbage should be in tight, securely covered
containers.
5.6 For special category of waste which is not permitted to dispose at sea, these
must be stored in location specified in Table C. Used 12 V batteries stored in
battery room should be specially marked for disposal to avoid wrong use by
ship staff
5.7 Expired medicines should be removed from wrapping and crushed before
storing in disposal bins. Expired Liquid medicines and ampoules should be
suitable marked to avoid wrongful usage by ships crew. These items should be
retained under locked storage till disposal is arranged

6. Transfer from processing to storage area

6.1 Waste collected in crew cabins, galleys and common rooms are to be collected
by staff designated for this purpose and separated according to the category
prior processing or storage.

6.2 Once the garbage is processed it must be stored in the correct location as
indicated in Table C.
6.3 Garbage management officer must inspect the processed garbage location to
ensure there is no mixing of unprocessed garbage prior storing.
6.4 While transferring processed garbage to storage locations, it must be ensured
that any garbage fallen on the way is suitably collected and stored.
6.5 During transfer of garbage to shore reception facility, accidental pollution over
the shipside must be strictly avoided.

7. Disposal of Garbage

7.1 The designated Garbage Management Personnel is responsible for ensuring the
correct disposal of garbage.
7.2 All disposal of garbage must be done in a manner consistent with MARPOL
73/78 regulations summarised in Table 1. However, disposal of garbage to a
port reception facility should be the first option where available.
7.3 When plastic garbage is not separated from other garbage the mixture must be
treated as if it were all plastic.
7.4 At sea all combustibles, except plastics and (if shipboard incinerator does not
have Type approval for plastic incineration) operational waste, to be incinerated
and the ashes to be retained for shore disposal. Plastic (not incinerated) and
operational waste to be stored and collected for later landing to shore facility.
7.5 At anchor, all combustibles, except plastics (if shipboard incinerator does not
have Type approval for plastic incineration) and operational waste, to be
incinerated and the ashes to be collected for later landing to shore disposal.

7.6 Whilst in ports, in general, the port authorities will arrange for the disposal of all
garbage. Combustible materials may be incinerated.
7.7 The discharging operation or the completed incineration must be recorded in the
Garbage Record Book and signed for on the date of the discharging or
incineration by the Chief Officer or Chief Engineer respectively.
7.8 The items to be entered into the Garbage Record Book are:
(a) When garbage is discharged into the sea in accordance with Reg 4, 5
or
6 of Annex V of MARPOL as Revised in 2012
(I.) Date and time of discharge
(II.) Position of the Ship (Latitude and Longitude). Note for cargo
residue discharges, include discharge start and stop position.
(III.) Category of Garbage discharged
(IV.) Estimated amount discharged for each category in m 3
(V.) Signature of the person in charge of the operation

The amount of garbage on board should be estimated in cubic meters, if possible
separately according to category. Volume estimates will differ before and after
discharge. Some processing procedures may not allow for usable estimate of
volume, e.g. the continuous processing of food waste. Such factors should be taken
into consideration when making and interpreting entries made in Garbage Record
Book.
NOTE: Immediately before the discharging of garbage, the ship’s position where the
garbage will be discharged shall be confirmed, whether the position applies to the
note on the Placards placed on board, by master or duty officer on Bridge.

7.9 Once a page of the Garbage Record Book has been completed it shall be
provided to the Master of the ship, by the designated Garbage Management
Personnel, for signature.
7.10 The master must obtain from the operator of port reception facilities, or from
the master of the ship receiving the garbage, a receipt or certificate specifying
the estimated amount of garbage transferred. The receipts shall be retained on
board for two years.
7.11 As a rule plastic waste is not permitted to be incinerated on board company
vessels, notwithstanding the specific type of incinerator available. Hence all
plastic garbage must compulsorily be landed to shore reception facility and
proper landing receipt obtained which must be attached to Garbage Record
Book.
7.12 OPERATIONAL WASTE Special categories of waste material need to
segregated and stored for shore disposal as specified in Table 1. These items

are not to be disposed at sea, by any means. Proper receipt of landing to shore
reception should be obtained for vessel records indicating full details of type,
quantity and description of waste.

(4) Used Toxic Gas detector tubes
(5) Empty cans of Gas Detector Test Gas
(6) E-Wastes (e.g. electronic cards, gadgets, instruments, equipment,
computers, printer cartridges, etc.)
(7) Cargo residues (HME)
(8) Any other waste, not specified, which in the opinion of Master may be
considered a pollution hazard if disposed at sea, including newly identified
pollutants.

8. Training & Education

8.1 It is the responsibility of Garbage Management Personnel to educate and


train the crew in the proper procedures for processing and disposal of
garbage.
8.2 Use of audio visual techniques and group discussions may be utilised for
Training.
8.3 Crew duties should be rotated so that all crew are exposed to proper
segregation and storage requirements.
8.4 Personnel involved in operating machinery for processing should be
completely familiarised with the operation before commencing the job.
Operating instruction must be provided for reference.
8.5 Garbage management regulations and procedures specific to the ship must
be familiarised to all staff on joining vessel.

9 . Special Precautions on Record Keeping

For Record of Disposal for “Cooking Oils”, such shall be categorized as “Category “C” &
“D”, and to be handled as “INCINERATED” or “SHORE-LANDED” (Mention by M3).

1. When garbage is mixed with or contaminated by other harmful substances prohibited from discharge or having different discharge requirements, the more stringent requirements shall apply.
