Under the new regulations, every ship of 400 gross tmonnage and above, and
every ship which is certified to carry 15 persons or more, shall carry a Garbage
Management Plan, which the crew shall follow. The Plan shall provide written
procedures for minimizing, collecting, storing, processing, and disposing of
garbage, including the use of equipment on board. It shall also designate the
person in charge of carrying out the plan.
3. Collection of Garbage
3.1 Garbage includes all kinds of food wastes, domestic and operational wastes, all
plastics, cargo residues, cooking oil, fishing gear and animal carcasses
generated during the normal operation of the ship and liable to be disposed of
continuously or periodically except those substances which are defined or listed
in other Annexes of MARPOL 73/78.

3.2 Crew members must place the garbage in the relevant receptacles as noted on
the placards placed on board the ship, which is summarised in Table 1. in colour
coded and labelled bins provided for the the specific categories of waste
3.3 When new crew member(s) arrive on board the designated Garbage
Management Personnel, as noted on the head page of this plan, shall advise
them of the specific requirements relating to garbage management.
3.5 This collected garbage shall be transferred to the designated garbage storage or
processing area located in the place as stipulated in the Table B of this plan.
4. Processing of Garbage
4.1 The designated Garbage Management Personnel is responsible for carrying out
or arranging the processing of the Garbage.
4.4 The Garbage Management Personnel’s attention is drawn to the special rules
on incineration that may exist in some special areas. Incineration of the following
items requires special precaution due to the potential environmental and health
effects from combustion of by-products: hazardous materials (e.g. scraped
paint, impregnated wood) and certain types of plastics (e.g. PVC-based
plastics). Batteries, expired medicine, Aerosol cans, fluorescent tubes, chemical
waste, old paint must never be incinerated.
4.5 Once the garbage has been processed it shall be returned to the storage area.
5. Storage of Garbage
5.1 The garbage shall be stored in the place as stipulated in the Table C of this
plan.
5.2 Sufficient storage space shall be provided and checked by the designated
Garbage Management Personnel.
5.3 The storage area shall be divided up into the different classes of wastes
according to Table C in this plan.
5.4 The designated Garbage Management Personnel must ensure that there is no
build up of gas from the waste in the storage area.
5.5 All processed and unprocessed garbage should be in tight, securely covered
containers.
5.6 For special category of waste which is not permitted to dispose at sea, these
must be stored in location specified in Table C. Used 12 V batteries stored in
battery room should be specially marked for disposal to avoid wrong use by
ship staff
5.7 Expired medicines should be removed from wrapping and crushed before
storing in disposal bins. Expired Liquid medicines and ampoules should be
suitable marked to avoid wrongful usage by ships crew. These items should be
retained under locked storage till disposal is arranged
6.1 Waste collected in crew cabins, galleys and common rooms are to be collected
by staff designated for this purpose and separated according to the category
prior processing or storage.
7. Disposal of Garbage
7.1 The designated Garbage Management Personnel is responsible for ensuring the
correct disposal of garbage.
7.2 All disposal of garbage must be done in a manner consistent with MARPOL
73/78 regulations summarised in Table 1. However, disposal of garbage to a
port reception facility should be the first option where available.
7.3 When plastic garbage is not separated from other garbage the mixture must be
treated as if it were all plastic.
7.4 At sea all combustibles, except plastics and (if shipboard incinerator does not
have Type approval for plastic incineration) operational waste, to be incinerated
and the ashes to be retained for shore disposal. Plastic (not incinerated) and

7.5 At anchor, all combustibles, except plastics (if shipboard incinerator does not
have Type approval for plastic incineration) and operational waste, to be

7.6 Whilst in ports, in general, the port authorities will arrange for the disposal of all
garbage. Combustible materials may be incinerated.
7.7 The discharging operation or the completed incineration must be recorded in the
Garbage Record Book and signed for on the date of the discharging or
incineration by the Chief Officer or Chief Engineer respectively.
7.8 The items to be entered into the Garbage Record Book are:
(a) When garbage is discharged into the sea in accordance with Reg 4, 5
or
6 of Annex V of MARPOL as Revised in 2012
(I.) Date and time of discharge
(II.) Position of the Ship (Latitude and Longitude). Note for cargo
residue discharges, include discharge start and stop position.
(III.) Category of Garbage discharged
(IV.) Estimated amount discharged for each category in m 3
(V.) Signature of the person in charge of the operation
7.9 Once a page of the Garbage Record Book has been completed it shall be
provided to the Master of the ship, by the designated Garbage Management
Personnel, for signature.
7.10 The master must obtain from the operator of port reception facilities, or from
the master of the ship receiving the garbage, a receipt or certificate specifying
the estimated amount of garbage transferred. The receipts shall be retained on
board for two years.
7.11 As a rule plastic waste is not permitted to be incinerated on board company
vessels, notwithstanding the specific type of incinerator available. Hence all
plastic garbage must compulsorily be landed to shore reception facility and
proper landing receipt obtained which must be attached to Garbage Record
Book.
7.12 OPERATIONAL WASTE Special categories of waste material need to
segregated and stored for shore disposal as specified in Table 1. These items

1. When garbage is mixed with or contaminated by other harmful substances prohibited from discharge or having different discharge requirements, the more stringent requirements shall apply.
2. Comminuted or ground food wastes must be able to pass through a screen with mesh no larger than 25 mm.
3. The discharge of introduced avian products in the Antarctic area is not permitted unless incinerated, autoclaved or otherwise treated to be made sterile. In polar waters, discharge shall be made as far
as practicable from areas of ice concentration exceeding 1/10; in any case food wastes shall not be discharged onto the ice.
5. Cargo residues means only those cargo residues that cannot be recovered using commonly available methods for unloading.
