ABSTRACT
This study aimed to determine the level of awareness and perception of the Magna Carta for
Filipino Seafarers among maritime students at the Philippine Merchant Marine School (PMMS). The
research sought to understand how well students knew the Magna Carta's provisions, their
opinions on its importance, and how it might affect their future careers.
To achieve this goal, the study used a descriptive design, using a questionnaire developed by
the researchers to gather information from a group of 50 PMMS students. Data analysis relied on
frequency counts and percentages.
The findings indicated that while participants showed some awareness and understanding of
the Magna Carta, their knowledge was not consistently strong or complete. This shows the need
for better educational programs to make sure maritime students have a full understanding of the
law and how it affects them.
To address this issue, the study suggests that maritime schools and organizations use a variety
of approaches to educate students about the Magna Carta. This includes: holding information
sessions, workshops, and discussions; using real-life examples of how the law is used; encouraging
student involvement in maritime labor rights events; and regularly reviewing the effectiveness of
these programs to ensure they are relevant and engaging.

CHAPTER 1
THE PROBLEM AND ITS BACKGROUND
Introduction
The Philippines is well known for its immense contribution to the maritime industry
worldwide, and Filipino seafarers make up a huge portion of the world’s seafaring workforce.
According to the Department of Migrant Workers, as of 2024, there are a total 488,606 seafarers
who are Filipinos, making it a quarter of the world’s seafarers. This prominence emphasizes how
crucial it is to protect the rights and welfare of these sailors. To act on this increasing demand, the
government of the Philippines passed the law which is the Magna Carta of Filipino Seafarers, also
known as Republic Act No. 12021, that aims to improve the protection and continuous
employment of Filipino seafarers, equitable access to education and trainings.
The effectiveness of the newly passed law of the Magna Carta for Filipino Seafarers depends
heavily on how it is disseminated and received by the intended beneficiaries which are the filipino
seafarers and also the marine students in general. If maritime students do not know enough about
the provisions of the Magna Carta of Filipino Seafarers, they might be unable to utilize their rights
when they enter the industry and potentially be exploited without even knowing it.
Knowing the potential gap, the purpose of this study is to determine how well PMMS students
are aware about the Magna Carta and how their impressions may influence their future career
decisions, expectations, and advocacy for seafarers' rights. For our investigation, we will be
narrowing our focus only to PMMS Manila branch that emphasizes on their awareness, perception
and its impact to them as a student.
Therefore, by conducting this study, we will be able to determine how well aware and
knowledgeable the marine students of PMMS Manila to the Magna Carta of Filipino Seafarers
(Republic Act No. 12021). By evaluating the outcome of this research, the institution can come up
ways on how their students be fully aware of the legislation for them to be able to utilize those
rights when they graduate.
Background of the Study
The global maritime industry is heavily dependent on Filipino seafarers, whose contributions
are vital to the operations of both the local and international shipping sectors (Philippine Statistics
Authority, 2023). In response to the need for enhanced protection and welfare, the Philippine
government enacted the Magna Carta for Filipino Seafarers (Republic Act No. 9295) in 2024. This
law aims to address critical issues faced by Filipino seafarers, including the improvement of working
conditions, the right to organize, fair treatment in maritime accidents, and the guarantee of
freedom from discrimination (Republic Act No. 9295, 2024).
This study aims to investigate the awareness and understanding of the Magna Carta among
maritime students at the Philippine Merchant Marine School (PMMS) and assess the impact of the
law on their comprehension of the conditions experienced by Filipino seafarers, both domestically
and internationally. The Magna Carta establishes a comprehensive legal framework designed to
improve the lives of approximately 600,000 Filipino seafarers deployed across the local and global
maritime industries (National Maritime Polytechnic, 2024). It also ensures that the Philippine
maritime industry, a leading global supplier of maritime labor, complies with international
standards (International Maritime Organization, 2023).
A central aspect of the Magna Carta is the Voluntary Arbitration Program, which mandates
the National Conciliation and Mediation Board to ensure the effective and specialized handling of
maritime labor disputes (Republic Act No. 12021, 2024). Moreover, Republic Act No. 12021 includes
provisions for collaboration between government agencies, such as the Department of Migrant
Workers, the National Labor Relations Commission, and the National Conciliation and Mediation
Board, in addressing maritime labor conflicts efficiently and effectively (Department of Migrant
Workers, 2024).
As stipulated in Chapter XI, Section 56 of the Magna Carta, the signing of the Implementing
Rules and Regulations (IRR) marks a significant milestone in the government's ongoing efforts to
improve the working and living conditions of Filipino seafarers (Republic Act No. 9295, 2024). These
seafarers play a crucial role in the global shipping industry and the Philippine economy (National
Economic and Development Authority, 2023). With the Implementing Rules and Regulations (IRR)
now in place, the expectation is that increased cooperation between government agencies,
maritime stakeholders, and labor organizations will contribute to a more robust and sustainable
future for the Filipino seafaring workforce (International Labor Organization, 2023).
Filipino seafarers, however, continue to face numerous challenges both domestically and
internationally. Domestically, issues such as low wages, inadequate training, and insufficient safety
measures remain prevalent (Seafarers Union of the Philippines, 2022). On the international stage,
Filipino seafarers often experience abandonment by shipowners, unpaid wages, and poor working
conditions (International Transport Workers’ Federation, 2023). Despite these hardships, many
Filipino seafarers continue to choose this profession due to the higher wages offered compared to
domestic employment opportunities (Philippine Overseas Employment Administration, 2022).
Both the Philippine government and international organizations are actively working to
improve the working conditions and safety of Filipino seafarers. The enactment of the Magna Carta
and the subsequent signing of the Implementing Rules and Regulations (IRR) represent significant
steps toward addressing these challenges (Philippine Department of Labor and Employment, 2024).
These efforts are aimed at enhancing the welfare of Filipino seafarers while reinforcing their
essential role in the global maritime industry (International Maritime Organization, 2023).
Statement of the Problem
This study aims to determine the level of awareness and perception on the Magna Carta of
Filipino seafarers and the impact to the PMMS maritime students.
Specifically, it seeks to investigate the following:

among the respondents?

on maritime students?
5. Is there a significant relationship between respondents’ awareness and understanding of the
Magna Carta of Filipino Seafarers and their assessment of the impact on maritime students?
6. Is there a significant relationship between respondents’ perceptions of the Magna Carta of
Filipino Seafarers and their assessment of the impact on maritime students?
Research Framework
Awareness is one of the essential ingredients of developing belief. It has been highlighted
by many as a key indicator of success in a range of performance environments. It is arguably the
most important ingredient for belief as every other skill, quality and task you have to undertake
which can be traced back to awareness.
Perception is the process by which people select, organize, interpret, retrieve, and respond
to information. It differs from person to person. Each individual perceives the same situation
differently. The quality or accuracy of a person’s perceptions has a major impact on responses.
Law is defined as the principles and regulations established by the ruling authority that have
legal force. Citizens must support and obey it otherwise they will face penalties or legal
ramifications. The primary goal of law is to regulate society, protect and defend people’s right and
resolve conflicts.
Laws are rules that bind all people living in a community. Laws protect our general safety,
and ensure our rights as citizens against abuses by other people, by organizations, and by the
government itself. We have laws to help provide for our general safety. Law serves as a deterrent
to people from acting in a way that jeopardizes the rights and quality of life of others; thus,
breaking the law entails the punishment of violators.
Figure 1 illustrates in graphic form the paradigm of the study. The independent variables
and the dependent variables model outline the concepts of the researcher. The diagram shows the
flow of different elements and aims to arrive at the main objective.

In the paradigm of the study, it examines how various factors influence the impact of the
Magna Carta of Filipino Seafarers on maritime students. It focuses on two key variables: students'
awareness and understanding of the Magna Carta, and their perceptions of its impact. These
factors are analyzed as criteria in assessing the overall impact of the Magna Carta on students,
which includes several dimensions.
The assessed impact explores whether the Magna Carta inspires students to pursue
maritime careers, ensures adequate support during their education and training, and enhances
their confidence in government support for seafarers. It also investigates if the Magna Carta
motivates students to excel in their studies, given the protections it offers, and whether it improves
the overall reputation of Filipino seafarers globally. By analyzing these relationships, the study
seeks to understand how these factors shape the ways in which maritime students understand and
benefit from the Magna Carta's provisions.
Hypothesis
HO: There is NO significant relationship between the respondents' general awareness and
understanding of the Magna Carta of Filipino Seafarers and their assessment of the impact on
maritime students.
HO: There is NO significant relationship between the respondents' perceptions of the Magna Carta
of Filipino Seafarers and their assessment of the impact on maritime students.
Scope and Delimitations of the Study
The scope of this study covers PMMS maritime students that examines the awareness and
perception regarding the Magna Carta of Filipino Seafarers and its impact on their career
preparedness and legal consciousness, this will determine how deep their understanding of the
said law.
The research will be conducted at PMMS Manila located in 1571 Lope de Vega St., Sta. Cruz,
Manila, Philippines. Data will be gathered from randomly selected senior level students particularly
from sections S4A1 and S4A3 within the school premises, ensuring diverse perspectives and
authentic approach. The instruments to be used are hard copies of the provided survey
questionnaire given by research committee/instructor Mr. Gabriel Gonzales Jr., JD;MAED.
Further, this study will not go further beyond the Manila branch of PMMS. The researchers
faced constraints in reaching maritime students in the main branch of PMMS in las piñas due to its
distant location and travel expenses. The limited sample size of this study is one of it’s limitations,
which could restrict the generalizability of the results.
Significance of the Study
This study aims to benefit the following sectors to understand further the level of
awareness and perception on the Magna Carta of Filipino seafarers and the impact to the PMMS
maritime students. And how these factors affect the student’s career, perception, and choices in
the Maritime Industry.
Seafarers. The study benefits seafarers by enhancing their legal awareness, empowering them to
assert their rights, and ensuring better working conditions and protections under the Magna Carta,
essentially, improving their overall well-being at sea.
Maritime students. This study hopes to help PMMS Manila maritime students understand their
rights under the Magna Carta, preparing them for their maritime career.
Maritime Faculty. The findings can encourage the maritime faculty on integrating the Magna Carta
of Filipino Seafarers into the discussions in subjects like Maritime Law (MARLAW), enhancing
student awareness. This inclusion ensures that students are well informed about the newly created
law for their benefits and receive comprehensive legal knowledge.
Maritime Schools. Additionally, this research serves as an example for other maritime schools,
encouraging them to assess their students’ legal awareness and potentially leading to broader
improvements in maritime education.
Marina. This will improve the regulations of MARINA by informing guidelines for maritime schools,
ensuring future seafarers are legally aware, enhancing maritime education and compliance.
Maritime Industry. The study benefits the maritime industry by enhancing legal awareness among
seafarers, potentially leading to improved safety, productivity, and dispute resolution, aligning with
the Magna Carta’s goals of protecting seafarers’ rights.
Shipping Companies. The study may also benefit shipping companies by enhancing compliance with
legal frameworks, reducing disputes, and improving crew productivity, ultimately maintaining a
positive reputation and avoiding legal liabilities.
Training Centers. Training centers can incorporate the study by highlighting the importance of legal
awareness in maritime education, potentially guiding them to integrate legal frameworks into their
training programs effectively.
Future Researchers. This study provides future researchers with a foundational framework for
exploring legal awareness among seafarers, offering insights into maritime education and potential
areas for further investigation into seafarer rights and protections.
Definition of Terms
The following terms are defined conceptually and operationally for easy understanding of
the study.
Awareness It is the state of being aware of a particular phenomenon on a certain place. As
used in the study, it refers to the respondents’ level of awareness of the Magna
Carta of Filipino Seafarers.
Impact Refers on how it will influence the PMMS maritime students by their own
understanding of the Magna Carta of Filipino Seafarers.
Maritime Schools Educational institutions that provide training and education in maritime-
related fields.
Perception The subjective interpretation or viewpoint that PMMS maritime students have
regarding the Magna Carta of Filipino Seafarers, reflecting their personal
beliefs, attitudes, and opinions about its benefits and implications.
R.A. 12021 The Magna Carta of Filipino Seafarers, a legislative act designed to protect the
rights and welfare of Filipino seafarers, promote their employment, and ensure
equal opportunities in the maritime industry through guidelines for education,
training, and certification.
Seafarers Individuals who are employed or engaged in any capacity on board ships or
vessels, particularly Filipino seafarers who are covered by the Magna Carta and
other maritime regulations, and whose rights and protections are the focus of
this research.
CHAPTER 2
REVIEW OF RELATED LITERATURE AND STUDIES
Introduction
This chapter presents a comprehensive review of related literature and studies relevant to the
awareness and perception of the Magna Carta of Filipino Seafarers and its impact on maritime
students at PMMS. The review focuses on legal literacy, maritime laws, and educational policies
affecting seafarers. It consists of two sections: related literature, which discusses general concepts
and theories, and related studies, which highlight empirical research findings. The chapter aims to
establish a strong foundation for the study by identifying knowledge gaps and emphasizing the
importance of legal awareness in maritime education.
Related Literature
Legal Literacy
Sanchez-Danday and Danday (2019) examined the legal literacy of educators in the Philippines,
revealing that a significant percentage of teachers lacked knowledge of relevant laws affecting their
profession. The study emphasized the necessity of integrating legal education into training
programs to ensure compliance with national policies. This finding suggests that a similar gap may
exist among Filipino seafarers, particularly in understanding their rights under maritime laws.
Maritime Education and Training
Cabaron (2023) explored the digital competence of maritime education faculty in the Philippines
using the DigComp 2.0 framework. The study found that while faculty members possessed basic
digital skills, there was a need for continuous training to adapt to modern educational technologies.
This insight highlights the role of legal education and digital tools in improving maritime training,
which can be extended to teaching the Magna Carta of Filipino Seafarers effectively.
E-Learning and Maritime Students’ Readiness
Aldovino et al. (2020) investigated the e-learning experiences of maritime students and found that
factors such as geographical location, access to technology, and health concerns affected their
ability to engage in online learning. The study suggests that the effectiveness of maritime legal
education may also depend on access to learning resources, which could impact students’
awareness of the Magna Carta of Filipino Seafarers.
Seafarers’ Rights and Policy Implementation
The International Maritime Organization (IMO) (2019) issued guidelines on maritime cyber risk
management, emphasizing the importance of legal compliance and risk awareness among
seafarers. These guidelines provide insight into how maritime laws, including the Magna Carta of
Filipino Seafarers, should be implemented to ensure the safety and rights of workers at sea.
The Role of Government in Promoting Maritime Awareness
A Reuters (2025) report highlighted a Philippine government initiative to educate young citizens
about maritime rights through a comic book. This initiative aims to counter misinformation about
national maritime policies, demonstrating the importance of accessible legal information. Similar
efforts could be applied in educating seafarers about their rights under the Magna Carta.
Related Studies
Challenges in Seafarers’ Legal Awareness
Moran (2020) examined discriminatory practices in the hiring and on-the-job training of Filipino
seafarers, particularly those from non-elite backgrounds. The study found that many cadets lacked
knowledge of their legal rights, making them vulnerable to exploitation. This highlights the need for
a stronger emphasis on legal education in maritime institutions.
The Global Role of Filipino Seafarers
Abila and Tang (2014) conducted a study on the Philippines’ role as a global maritime labor market.
Through surveys and interviews, they discovered that many Filipino seafarers were unaware of
international labor protections, leading to issues such as unfair contracts and inadequate working
conditions. The study underscores the necessity of integrating legal awareness programs into
maritime curricula.
Impact of Regulatory Changes on Filipino Seafarers
Li and Wonham (2020) analyzed the impact of maritime regulatory changes on the competitiveness
of Filipino seafarers. Their research found that many seafarers were unaware of evolving
international maritime regulations, which affected their job security and career advancement. This
study aligns with the objective of understanding maritime students’ awareness of the Magna Carta
of Filipino Seafarers, which could affect their future employability.
Legal Education and Safety Awareness
Guo and Liang (2019) investigated how maritime education and training influence seafarers’ safety
awareness. Their study, based on structured interviews and training assessments, found that
seafarers with formal legal education demonstrated higher awareness of safety regulations and
rights. This reinforces the importance of integrating legal literacy into maritime education.
Maritime Labour Convention and Its Impact on Seafarers
Fotteler, Jensen, and Andrioti (2018) conducted a pilot study on the Maritime Labour Convention
2006 and its effects on seafarers’ working conditions. Findings revealed that while the convention
improved living conditions and job security, many seafarers were unaware of its provisions. This
suggests that similar challenges may arise in implementing the Magna Carta of Filipino Seafarers,
making awareness a critical factor.
Synthesis of Literature and Studies
The reviewed literature and studies consistently emphasize the importance of legal literacy among
seafarers and maritime students. Research has shown that a lack of awareness of maritime laws
can lead to exploitation, career limitations, and non-compliance with international regulations.
Furthermore, studies on maritime education indicate that legal topics are often underrepresented
in training programs, potentially affecting students’ understanding of their rights and
responsibilities.
Additionally, findings from related studies suggest that Filipino seafarers face significant challenges
in accessing legal resources and staying updated with maritime regulations. The Magna Carta of
Filipino Seafarers, which aims to protect the welfare of Filipino maritime workers, is a crucial policy,
yet its awareness among maritime students remains largely unexamined.
By assessing the awareness and perception of PMMS maritime students regarding the Magna
Carta, this study seeks to address these gaps and provide insights into how legal education can be
improved in maritime institutions. The findings will contribute to policy recommendations aimed at
enhancing legal literacy and awareness among future seafarers.
Conclusion
This chapter has reviewed relevant literature and studies related to maritime education, legal
literacy, and the rights of seafarers. The discussion highlights the need for greater awareness and
understanding of the Magna Carta of Filipino Seafarers among maritime students. The findings
from these sources establish a strong foundation for the study, supporting the need to evaluate
maritime students’ perceptions of this legislation. The next chapter will detail the research
methodology used to conduct this study.
CHAPTER 3
RESEARCH METHODOLOGY
This chapter present the research design, respondents of the study, sampling technique
used, data gathering instruments, data gathering procedure, and the statistical treatment of data
.
Research Design
A descriptive method will be used because the main purpose of the study is to assess the
awareness and perceptions of the Magna Carta of Filipino Seafarers among the selected students
on section S4A1 and S4A3 of the Philippine Merchant Marine School (PMMS) Manila. A survey with
the same set of questions will be conducted to gather insights from the students. A quantitative
method will be observed, as the researchers will collect data on the awareness and perceptions of
the informants.
Respondents and Sampling Technique
The respondents of the study are the selected Philippine Merchant Marine School (PMMS) Manila
students that are currently enrolled in the Academic Year 2024-2025. The selected students are
from the section S4A1 and S4A3. Purposive-convenience sampling technique with an element of
simple random sampling will be used in this research. The researchers will randomly choose the
students on the section S4A1 and S4A3 of the Philippine Merchant Marine School (PMMS) Manila.
The researchers will choose students that correspond to the objective and students who can
answer in the survey questionnaire accurately
Data Gathering Instruments
The data for this study were gathered using a survey questionnaire developed by the researchers’
Research instructor and validated by the Dean of the Maritime Program at PMMS - Manila to
ensure its relevance and clarity. The instrument is divided into three parts: the first part collects the
demographic profile of the respondents, including their age, gender, academic program and level;
the second part assesses their general awareness and understanding of the Magna Carta of Filipino
Seafarers; and the third part measures their perception and impact of the Magna Carta of Filipino
Seafarers on maritime students. The questionnaire uses a 4-point Likert scale format, is written in
English, and was administered in printed form.
Data Gathering Procedure
The data gathering process for this study will follow a systematic approach to
ensure the collection of reliable and valid data from the respondents.
• Preparation of the Survey Instrument. The researchers will prepare a survey questionnaire, which
consists of three parts: demographic profile, awareness and understanding of the Magna Carta of
Filipino Seafarers, and perceptions and impact of the Magna Carta on maritime students.
• Selection of Respondents. The respondents will be selected from the Philippine Merchant Marine
School (PMMS) Manila, specifically from sections S2, J2, and S4 of the Academic Year 2024-2025.
The total number of students from these sections will be identified, and a simple random sampling
technique will be used to ensure that each student has an equal chance of being selected.
• Distribution. The survey will be administered in person, and the questionnaire will be distributed
during the survey session. The researchers will explain the purpose of the study and ensure that all
students understand the instructions. Each selected student will be provided with a copy of the
survey questionnaire. It will be emphasized that participation is voluntary, and responses will
remain anonymous to ensure confidentiality.
• Collation. The data will be gathered and collected by the researchers. The data will also be
arranged and the researchers will determine awareness and perceptions of the selected students
of Philippine Merchant Marine School (PMMS) Manila.
• Presentation and interpretation of data. The data will be evaluated and the researchers will list
down all the data given by the selected students of Philippine Merchant Marine School (PMMS)
Manila.
Statistical Treatment of Data
Data collected by the questionnaire were coded by researchers. The data were
recorded first in an MS Excel program and later transferred to Statistical Package for the
Social Science (SPSS) by the school statisticians assigned by our professor. Descriptive
statistical analyses such as mean, standard deviation, frequency, percent, and Pearson r
correlation were implemented using SPSS.
1. Percentage Frequency Distribution. It is a display of data that specifies the
percentage of observations that exist for each data point or grouping of data points. It is a
particularly useful method of expressing the relative frequency of survey responses and
other data.
2. Weighted Mean. This is a measure of central tendency that is used to calculate an
average that takes into account the importance of each value to the overall total. The Likert Scale
as shown below is used to interpret the average weighted mean

3. Standard Deviation is a statistic that measures the dispersion of a dataset relative
to its mean and is calculated as the square root of the variance. ... If the data points are
further from the mean, there is a higher deviation within the data set; thus, the more spread
out the data, the higher the standard deviation; thus
If s < 1, the responses are homogenous and clustered around the mean;
If s > 1, the responses are heterogeneous and scattered around the mean.
4. Pearson r Correlation. This test is utilized to determine the strength and direction
of the relationship between the two variables. In this study, this will be applied to determine
the following:
a. The relationship between respondents’ awareness and understanding of the
Magna Carta of Filipino Seafarers and their assessment of the impact on
maritime students, and
b. The relationship between respondents’ perceptions of the Magna Carta of
Filipino Seafarers and their assessment of the impact on maritime students.
Strengths of Correlations that are used in this study is shown as follows:

5. Level of Probability p. In Pearson’s correlation coefficient ®, this is used to determine
whether the observed correlation between two variables is statistically significant. The following p-
values help in decision making:
If p<0.05 Reject the null hypothesis H₀. Conclude that there is a
significant correlation.
If p>0.05 Fail to reject H₀. Conclude that the correlation is not
statistically significant.
6. Cronbach’s Alpha - This is used to test the reliability of instruments. The instrument has a
high degree of reliability if the value of Cronbach’s Alpha obtained is as follows:

RESULTS AND DISCUSSION
This chapter deals with the results and discussion of the study. It includes presentation,
analysis and interpretation of gathered data.
1. Respondents’ Profile
The profile of the respondents includes age, gender, maritime program enrolled and
academic level.

The data shows that the majority of the respondents were 21 years old, comprising 58% (23 out of
40) of the total sample. This age group clearly dominates the respondent pool, indicating that the
study primarily reflects the views or experiences of individuals in this age bracket.
The second most represented age group is 20 years old, with 7 respondents (18%). The
remaining age groups—22, 23, and 24—had significantly fewer participants, with each contributing
10%, 10%, and 5% to the total, respectively.
This distribution suggests that the respondents were predominantly young adults, with a
notable concentration around the age of 21. Such a trend may be reflective of a specific population
context, such as a college setting where most students fall within this age range.

respondents (100%) are enrolled in the Bachelor of Science in Marine Transportation (BSMT)
program. There are no respondents (0%) from the Bachelor of Science in Marine Engineering
(BSMarE) program.
This indicates that the study exclusively reflects the views and experiences of students from the
BSMT program. The absence of BSMarE students means that the findings may not be generalized to
the broader population of maritime students, particularly those in engineering tracks. The
concentration on a single program could be a result of the study’s scope, the availability of
participants, or a targeted research focus on the BSMT curriculum and student population.

under the interpretation of “Agree.” This indicates that, in general, respondents have a moderate
to high level of awareness and understanding of the Magna Carta and its significance in the
maritime profession.
Looking at the individual items, the highest mean score is 3.23 on the item “I am aware of the
key provisions outlined in the Magna Carta of Filipino Seafarers,” indicating that respondents feel
relatively more confident in their general awareness of the law. The lowest mean score is 2.98 on
the item “I appreciate that our instructors have emphasized the significance of the Magna Carta for
our future careers,” which, while still in the “Agree” category, suggests that this aspect of
instruction may not be as strongly perceived or consistently emphasized in their academic
experience.
In terms of standard deviation (S.D.), which measures the variability or consistency of
responses: The S.D. values range from 0.59 to 0.69, indicating a low to moderate level of dispersion
in the responses. The average S.D. is 0.64, suggesting a generally homogeneous response across
the group. This means that most respondents shared similar views and levels of understanding

that respondents generally hold a positive perception of the Magna Carta and its role in
safeguarding the rights and welfare of Filipino seafarers.
Among the individual items. the highest mean score is 3.38 for the item “The Magna Carta
reflects the needs and aspirations of maritime students and future seafarers,” which falls under
"Strongly Agree". This suggests that respondents see the Magna Carta as relevant and forward-
looking in addressing their future concerns in the maritime profession. The lowest mean is 2.95 for
the item “The Magna Carta gives me confidence that my rights will be protected if I encounter
problems at sea,” which, although still interpreted as "Agree," indicates a slightly less confident
perception regarding the enforcement or effectiveness of the law in real-life situations.
Regarding standard deviation (S.D.), which reflects the degree of variability or consistency in
responses, S.D. values range from 0.66 to 0.81, with the average S.D. at 0.75, suggesting a
moderate level of variability among the respondents’ answers. The highest S.D. (0.81) corresponds
to the item with the strongest agreement (Item 5), indicating that while many respondents strongly

The significance of the relationship can be determined by the probability level (p-value). If p
< 0.05, it indicates a significant relationship between the two variables. On the other hand, the
strength of the correlation can be determined using the computed Pearson r (refer to Strength of
Correlations in the Statistical Treatment of Data in Chapter 3).

Table 4.5 presents the relationship between two independent variables—Awareness and
Understanding, and Perceptions of maritime students regarding the Magna Carta of Filipino
Seafarers—and their perceived impact of the Magna Carta.
Findings show that the correlation coefficient (r) for Awareness and Understanding is 0.548,
which indicates a strong positive relationship. This means that students who have greater
knowledge and comprehension of the Magna Carta also tend to perceive a stronger impact of the
law on their academic motivation and future career. The corresponding p-value is 0.000, signifying
that the relationship is statistically significant and not due to chance.
The correlation coefficient (r) for Perceptions is even higher at 0.778, which denotes a very
strong positive relationship. This suggests that students who have more favorable perceptions of
the Magna Carta are much more likely to feel its positive impact on their motivation, educational
commitment, and future aspirations as seafarers. The p-value of 0.000 also confirms that this
relationship is highly significant.
In summary, the data reveal that both awareness and perception of the Magna Carta play
crucial roles in shaping how maritime students view its impact on their lives. The very strong and
significant correlations underscore the importance of educating students about the Magna Carta
and fostering positive perceptions to enhance its effectiveness and relevance to their maritime
education and career goals.
CHAPTER 5
SUMMARY, CONCLUSION AND RECOMMENDATIONS
This study aims to determine the level of awareness and perception on the Magna Carta of
Filipino seafarers and the impact to the PMMS maritime students.
Specifically, it seeks to investigate the following:
1. What is the profile of the respondents in terms of:
1.1 Age,
1.2 Gender, and
1.3 Academic Level?
2. What is the level of awareness and understanding on the Magna Carta of Filipino Seafarers
among the respondents?
3. What is the perception of the respondents on the Magna Carta of Filipino Seafarers?
4. To what extent do the respondents assess the impact of the Magna Carta of Filipino Seafarers
on maritime students?
5. Is there a significant relationship between respondents’ awareness and understanding of the
Magna Carta of Filipino Seafarers and their assessment of the impact on maritime students?
6. Is there a significant relationship between respondents’ perceptions of the Magna Carta of
Filipino Seafarers and their assessment of the impact on maritime students?
Data collected by the questionnaire were analyzed using the descriptive statistical analyses
such as frequency, percent, mean, standard deviation, and Pearson r correlation using SPSS.
Summary of Findings
1. Respondents’ Profile
The profile of respondents reveals a demographically uniform group of participants. A
total of 40 maritime students took part in the study.
In terms of age, the majority of respondents were 21 years old (58%), followed by 20
years old (18%). Students aged 22 and 23 each made up 10% of the sample, while the smallest
age group was 24 years old (5%). This distribution suggests that most participants are within
the early adulthood range, typical of students nearing the end of a college-level maritime
program.
Regarding gender, all respondents were male (100%), with no female participants. This
indicates a complete lack of gender diversity in the sample and may reflect the male-
dominated nature of the maritime field or a limitation in the respondent pool.
As for the academic program, every participant was enrolled in the Bachelor of Science
in Marine Transportation (BSMT) program, accounting for 100% of the sample. No
respondents came from the Bachelor of Science in Marine Engineering (BSMarE) program,
indicating a narrow focus of the study on a single maritime discipline.
In terms of academic level, all respondents were in the Senior 4 level (100%), with no
participants from Junior 2 or Senior 2 levels. This suggests that the study targeted students
who are in the final phase of their academic journey, likely preparing for board examinations,
cadetship, or professional deployment.
2. Level of Awareness and Understanding on the Magna Carta of Filipino Seafarers
The data reveal that maritime students demonstrate a moderate level of awareness and
understanding of the Magna Carta of Filipino Seafarers. With an average weighted mean of
3.13 and a standard deviation of 0.64, the overall interpretation is “Agree.” This indicates that
the respondents generally acknowledge and understand the Magna Carta's purpose and
provisions.
The highest-rated item (mean = 3.23) shows that students are aware of the key
provisions, while the lowest-rated item (mean = 2.98) suggests that there is less emphasis
from instructors on the significance of the Magna Carta in relation to students’ future maritime
careers. The relatively low standard deviation values (ranging from 0.59 to 0.69) point to a
homogeneous or consistent pattern of responses, reflecting shared perceptions among the
student body.
3. Perception on the Magna Carta of Filipino Seafarers
The results indicate that maritime students generally hold a positive perception of the
Magna Carta of Filipino Seafarers, as shown by the average weighted mean of 3.10, interpreted
as "Agree." This suggests that students believe the Magna Carta is a relevant legal framework
that supports and protects the rights and welfare of Filipino seafarers.
Among the five items: The highest rating was for the statement “The Magna Carta
reflects the needs and aspirations of maritime students and future seafarers” with a mean of
3.38 and an interpretation of "Strongly Agree." This emphasizes that students see the Magna
Carta as aligned with their personal and professional goals. The lowest-rated item was “The
Magna Carta gives me confidence that my rights will be protected if I encounter problems at
sea” with a mean of 2.95, still interpreted as "Agree," but revealing a slightly lower level of
confidence in the actual enforcement of those rights at sea.
The standard deviation (S.D.) values, ranging from 0.66 to 0.81, indicate moderate
variability in students’ responses, suggesting that while most students agree on the Magna
Carta’s importance, some have diverse perspectives about its real-world application and
coverage.
4. Impact of the Magna Carta of Filipino Seafarers
The findings show that maritime students generally agree that the Magna Carta of
Filipino Seafarers has a positive impact on their academic motivation and career outlook, as
reflected in an average weighted mean of 2.91 and a standard deviation of 0.82. This indicates
a moderately strong consensus, though some variability in perception exists.
Among the five indicators: The highest-rated item was “The Magna Carta inspires me to
pursue a career in the maritime industry” with a mean of 3.00, interpreted as “Strongly Agree.”
This suggests that the Magna Carta serves as a motivational influence for students to enter the
maritime profession. Other items, such as confidence in government support (mean = 3.03)
and motivation to perform well in studies (mean = 2.95), were also rated positively. The
lowest-rated item was “The Magna Carta ensures adequate support for maritime students
during their training and education” (mean = 2.78), implying that some students feel the law
falls short in addressing support systems during academic preparation.
The standard deviation values (ranging from 0.75 to 0.89) suggest a moderate degree of
response variability, reflecting differences in individual experiences, exposure to the Magna
Carta, or how students interpret its practical relevance.
5. Correlation of the Impact of the Magna Carta of Filipino Seafarers on Maritime Students
The findings reveal that both awareness and perception of maritime students regarding
the Magna Carta of Filipino Seafarers are significantly correlated with its perceived impact on
them.
The correlation coefficient between students’ awareness and understanding of the
Magna Carta and its impact is 0.548, which indicates a strong positive relationship. This
suggests that the more knowledgeable students are about the Magna Carta’s provisions, the
more positively they view its influence on their academic motivation, career outlook, and sense
of support.
Meanwhile, the correlation between students’ perception of the Magna Carta and its
impact is 0.778, indicating a very strong positive relationship. This means that students who
hold more favorable views of the Magna Carta are also more likely to feel motivated,
supported, and confident in its relevance to their future careers.
Both relationships are statistically significant at p = 0.000, confirming the reliability and
validity of the observed associations.
Therefore the two null hypotheses “there is NO significant relationship between the
respondents' general awareness and understanding of the Magna Carta of Filipino Seafarers and
their assessment of the impact on maritime students” and “there is NO significant relationship
between the respondents' perceptions of the Magna Carta of Filipino Seafarers and their
assessment of the impact on maritime students”.
Conclusions
Based on the summary of findings, the researchers came up with the following conclusions:
1. Maritime students, particularly those nearing the completion of their studies, generally
understand and are aware of the Magna Carta’s relevance. However, there appears to be
room for improvement in how the subject is integrated into maritime education,
particularly regarding the practical application and its significance to career readiness.
2. The findings reveal that maritime students perceive the Magna Carta as a vital and relevant
policy instrument that addresses their current concerns and supports their aspirations.
However, the data also suggest that there is room to strengthen confidence in its
implementation, especially regarding real-life protection at sea and workplace
enforcement. The moderate variability of responses further implies that perceptions may
