LIFTING PLAN
PURPOSE&SCOPE
Scope of this Lifting Plan covers general requirements for the
loading and offloading materials.
Construction materials will be to lifted and unloaded from flatbed
trailer and other vehicles inside works site premises. It will be
agreed in advance with project team to provide sufficient
accesses for trailer to reach as required loading/offloading area.

LIFTING MACHINERIES
The list of Machinery involved in the shifting and lifting materials
inside site premises are:
1. Mobile crane
2. Bobcat
3. Boom loader
Use of mobile crane and final position of container over the base
or foundation and required permits/clearance of underground
services shall be obtained and coordinated and local authority
Project Manager selected and nominated a supervisor to
supervise all task related operations and the supervisor has to be
present throughout the lifting operation.
Lifting, offloading and final positioning tasks of the container at
the designated area is the responsibility of RSC project site
management and nominated lifting supervisor
The nominated supervisor to be present throughout the lifting
operations as to ensure the container positioned as per RSC
requirements.
Transportation of Containers
1. It will be the responsibility of the transporters/ to ensure that
each loaded item is secured to prevent the load from movement
or instability during transportation.

2. It will be the responsibility of the transporters/ to ensure that
the vehicles used for the transportation of the load are suitable
for purpose and that all vehicles and trailers are road worthy with
valid documentations.
3. The transporters have to comply the project site speed limits and
road regulations once in the site premises.
ABBREVIATIONS:
ASLI - Automatic Safe Load Indicator
AP Appointed Person
HSE -Health, Safety & Environmental.
SWL -Safe Working Load.

PRE LIFT ACTIVITIES:


1. RSC project management/task related and relevant
engineer/supervisor/store keeper will request and inform to
the AAC plant division regarding the specific lifting
operations in order to provide SWL rated mobile crane and
associated arrangements.

2. RSC Project Engineer, task Supervisor, safety


officer/assistant will confirm, that mobile crane, steel ropes,
lifting chains, shackles and other accessories tested and
certified by local authorities approved third party agency and
all relevant documents available and valid.

3. A competent slinger / banks man shall be provided for the


lifting operation by Crane supplier.

4. Use of Mobile crane and lifting operations formally notified


and required permits/clearance shall be obtained.

5. A level area will be cleared for the standing of the mobile
crane and trailer. Existing underground services ground
conditions and nearby structures will be considered prior to
the positioning of the mobile crane and trailer.

6. Where any non conformance or defect is evident then the


crane will be stood down, the lifting operation will be
cancelled and immediately informed to the RSC Project
Manager

7. Lifting Plan will be briefed (toolbox talk) prior to the


commencement of lifting operations to all operatives and
third parties involved in the activity.

8. The lifting area will be designated “Authorized Personnel


Only” and will be demarked and signage’s displayed to ensure
that no unauthorized personnel can gain entry to the Lifting
area.

LIFT PROCEDURE
1. A SWL rated crane will be driven into the pre agreed site
position ensuring that all considerations have been given to
existing underground services/near by Services/structures.

2. A secure access ladder will be provided for gaining access to


the truck bed /container where as required.

3. The ladders will be set up at an angle of 75 degree at the


vertical height with an addition to1 meter above stepping off
point.

4. Outrigger mats, or suitable timbers, will be positioned under


outriggers.

5. The hydraulic outriggers will be extended over mats and the
crane leveled.

6. The cranes boom will be raised and telescoped to the


required length.

7. The ASLI (Automatic Safe Load Indicator) will be checked for


correct operation.

8. The above sequence of rigging will be accordance with the


crane manufacturer's recommendations, which will be
strictly adhered to all times.

9. The slinger/ Banks man will attach a 4’D’ shackles to the


corner lifting points of the container unit.

10. The Banks man will attach one chain leg to each corner
of the container unit, attaching the chain hook to the lifting
eyelet/shackle on the container

11. Guide ropes/Tag lines will be attached to each side of


the container and will be used by the helpers to prevent the
swinging of the load.

12. The container will be lifted up until the chins take the
load weight, whilst not lifting it off the ground/existing
position, ensuring that the load is level and chins are in the
correct position equidistant apart.

13. Once it is confirmed by the banks man / slinger that the
load is level, the lift will commence to the required position
under the strict guidance of the Banks man.

14. The slinger / banks man will stand in a secure position,


where they are in view of both the load and the crane
operative. Each signal will be distinct and clear.

15. If the crane operator cannot see the Banks man then he
is to stop the lift Immediately

16. Lower load to desired position over on the flat bed


trailer in coordination with the flat bed trailer driver.

17. Personnel remain clear of the load at all times until the
load is at waist level. Taglines are to be used to prevent
swinging.

18. If during lifting operations it is necessary to change the


lifting methodology, it will also be necessary to amend and
resubmit the Lifting Plan for comment / approval.

19. Release lifting tackle, hoist clear complete the task.

20. On completion of lifting and positioning operations,


remove/clear off the area and dispose any wastes/rubbish at
the designated skips.

Communications:
1. One certified banks man / signaler will be appointed to
control the crane movements and lifting operation.
2. Communication to be carried out by using hand signal only.

3. Hand signals from other personnel will not be permitted and
must be ignored. Only appointed signaller / banks man
should give signal to the crane operator by using two way
radio (walkie – talkie) or hand signal.

4. The approved Lifting Plan must be briefed (toolbox talk) prior


to the commencement of lifting operations to all operatives
and third parties involved in the activity.

EQUIPMENT AND AUXILIARIES:


1. Crane and crane equipment will be certified and test
certificates present and attached to this lifting plan as
evidence.
2. Chains and D shackles will be suitable SWL and be certified.
Visual inspection to be carried out prior to lift. Certificates to
be attached to this lifting plan.

ACCESS TO SITE:
Site access for mobile cranes shall be via the designated site
roads. Access off the site roads shall be agreed in advance.
Access off the site roads shall only be granted where
underground services are adequately identified and protected as
required. The working location for the crane shall be agreed in
advance with the project team. The working location for the
mobile crane shall be set up as an exclusion zone prior to
commencement of works.
TRAINING CERTIFICATION REQUIREMENTS

• Crane Operator shall provide UAE operator’s licence.


• Mobile crane and lifting gears certificates.
• Crane operator competency from approved agency.
• Riggers / Slingers and Banks man competency certificate.
