for Good Governance: Introductory Course for Newly-Minted Local Officials on 13-
15 August 2025 in Davao City:

Greetings from the Local Government Academy (LGA)!
We would like to express our gratitude for your unwavering support for the 2025 Newly-
Elected Officials Performing Leadership for Uplifting Service Program (NEO PLUS
Program) following the Orientation for Capacity Development Managers.
In line with the NEO PLUS Program, we invite you and other Regional Directors to join the
Transformative Leadership for Elevated Governance: Introductory Course for
Provincial Officials on 09-11 July 2025 in Metro Manila. May we request you to be at the
venue on July 9, 2025, at 12:00 noon during the Opening Program. The event will be
attended by His Excellency, President Ferdinand Marcos, Jr., Secretary of Interior and Local
Government Juanito Victor C. Remulla, as well as other dignitaries and key officials from
national government agencies. As the Keynote Speaker, the President intends to provide
guidance and support to local government leaders. Your attendance would be meaningful in
reflecting the DILG’s support for our NEOs and their communities.
Furthermore, we would like to reiterate our agreements and seek the continued support from
DILG Region XI in the NEO Plus Program activities with the following details:

To facilitate these activities, the LGA transferred funds during the First Quarter of FY 2025,
as appropriated for the NEO PLUS Program, with additional funds in progress for the
Second Quarter. The fund subsidy provided by LGA may be utilized for the following:
1. Training-related expenses, such as:
● Lease of Venue
● Accommodations for the Training Management Team and Resource Persons
(if needed)
● Travel allowance and mobility for the Training Management Team and
Resource Persons (i.e., fare, per diem)
● Honorarium (Reference: DBM Circular 2007-01 Guidelines on the Grant of
Honoraria to Lecturers, Resource Persons, Coordinators and Facilitators)
● Supplies and Materials
● Meals and Snacks (for Pre-Implementation, Actual, and Post-Implementation
of the activity)
2. Other CapDev Program-related expenses, such as:
● Gasoline
● Semi-expendable Supplies and Equipment
● Vehicle Rental
