PARTICIPATION TO THE 2025 REGIONAL ACADEMIC AND SKILLS

DEVELOPMENT-REGIONAL SCIENCE AND TECHNOLOGY FAIR (RASD-
RSTF)

This Division

1. In accordance with Regional Memorandum No. 0288, s. 2025, the

Department of Education-Caraga, through the Curriculum and Learning
Division (CLMD), will conduct the 2025 Regional Science and
Technology Fair. This event will be part of the annual Regional
Academic and Skills Development (RASD) program, which will take
place from April 6-10, 2025, at the Northeastern Mindanao State
University (NEMSU) - Tagbina Campus. In connection with this, the
Department of Education - SDO of Surigao del Norte will send a
delegation to participate in the various contests.

2. The 2025 RASD-RSTF aims to empower the youth by fostering

innovation and creativity while showcasing the learners' competence in
addressing community problems for sustainable development. It seeks
to maximize their potential to be inquisitive and creative in tackling
real-life challenges.

3. The participants in the 2025 RASD-RSTF will include the qualified

learner-researchers and their coaches, Education Program Supervisors
in Science and Mathematics, as well as the SDO Top Management.

4. The SDN delegation will be billeted at Manambia Integrated School,

Manambia, Tagbina, Surigao del Sur.

5. All division delegates are required to wear their Division T-shirt and
bring their division banner during the Opening Program on April 6,
2025, at the Northeastern Mindanao State University (NEMSU) -
Tagbina Campus.

6. Learner-researchers are encouraged to wear their school uniforms and

IDs throughout the event.

7. Each delegate must bring their own set of beddings and other sleeping
gear.

8. Travel and other incidental expenses for official delegates will be

charged to the Special Education Fund (SEF) of the Province of Surigao
del Norte, while meals and snacks will be covered by the Division
MOOE for Division Personnel. For other delegates, expenses will be
charged to the school’s Maintenance and Other Operating Expenses
(MOOE), local/regional funds, SEF, or other applicable sources. All
expenses are subject to the usual accounting and auditing rules and
regulations.

9. Teacher-coaches must coordinate with their respective School Heads to

ensure that time-on-task is maintained in the classes they handle.
Learner-researchers should be arranged for modular delivery mode to
ensure continuity of learning.

10.Enclosures 1 and 2, which contain the Official List of 2025 RASD-RSTF

Participants and the indicative timelines for the 2025 RSTF, are
attached.

11.All teaching and non-teaching personnel involved in the 2025 RSTF will
be entitled to Service Credit or Compensatory Time-Off (CTO)
equivalent to two (2) days, in accordance with CSC and DBM Joint
Circular No. 2, s. 2004.

12.Learner-researchers must be certified as in good health and must

provide written permission from their parent or guardian.
