Project Proposal: Mobile Warehouse Management System for
Humanitarian Logistics in Sri Lanka
1. Introduction
Sri Lanka faces frequent humanitarian crises such as floods, landslides, droughts, and other
emergencies. Traditional fixed warehouses often become inaccessible during disasters, while ad-hoc
storage solutions lack proper inventory management, causing delays, losses, and wastage. This project
proposes a Mobile Warehouse Management System (WMS) to ensure real-time visibility, quick
deployment, and effective coordination during humanitarian logistics operations.
2. Objectives
- Ensure rapid deployment of mobile warehouses to disaster-affected areas.
- Track goods from arrival to distribution in real-time.
- Minimize losses, theft, and duplication.
- Facilitate transparent reporting for auditing and donor accountability.
3. Scope
The system covers receiving, storage, picking, shipping, and distribution of humanitarian aid. Mobile
warehouses may be containerized, truck-based, or tent-based. The system will support offline operation
for low-connectivity areas and integrate with government and NGO systems.
4. Proposed System Overview
1. Item Receiving: Scan and register goods upon arrival, verify against shipment documents, and
categorize.
2. Storage Management: Assign storage locations, apply FIFO/FEFO for perishables, and track
temperature-sensitive goods.
3. Picking & Packing: Generate pick lists and optimize picking routes.
4. Shipping & Distribution: Record dispatch details, provide proof-of-delivery.
5. Inventory Control: Real-time stock updates, alerts for low stock or expiry.
6. Accounting & Auditing: Automatic reports, full audit trails, compliance exports.
Process Flow for Mobile Warehouse Operations
5. Disaster-Specific Considerations
- Mobility: Truck or container-based warehouses.
- Power & Connectivity: Solar-powered, offline mode.
- Security: Access control, GPS tracking.
- Coordination: Integration with disaster management authorities.
6. Implementation Plan
Phase Activity Timeline
1 Requirement Analysis 2 weeks
2 System Design (UI, database, mobile/desktop apps) 3 weeks
3 Development 6 weeks
4 Testing (including disaster simulation drills) 2 weeks
5 Deployment & Staff Training 2 weeks
6 Maintenance & Support Ongoing
7. Expected Outcomes
- Faster response time during disasters.
- Reduced waste and theft of humanitarian goods.
- Transparent and auditable relief operations.
- Increased donor trust through real-time reporting.
8. Budget Overview
• Hardware (mobile devices, barcode scanners, solar units) – LKR X
• Software development – LKR X
• Training & support – LKR X
• Maintenance (yearly) – LKR X
9. Conclusion
The proposed Mobile Warehouse Management System will revolutionize disaster relief logistics in Sri
Lanka. It ensures humanitarian aid is delivered faster, tracked accurately, and reported transparently,
even in the most challenging environments.
