Approach & Methodology – Traffic Impact & Community Road Safety Study
Following the Client’s request, we propose to include a Traffic Impact and Community Road Safety
Study as an additional scope of services. The purpose of this work is to assess the likely traffic impacts
associated with the proposed terminal, both during construction and operation, and to identify practical
measures to safeguard communities and road users. The assessment will be carried out in line with
international best practice, including the IFC General EHS Guidelines (2007 – Traffic Safety), IFC
Performance Standard 1 (2012) and Performance Standard 4 (2012).
Objectives
The study will aim to:
Estimate the level of additional traffic generated by project activities.
Evaluate the ability of existing road infrastructure to accommodate the forecasted increase.
Assess community safety risks, particularly near sensitive locations such as schools, settlements
and markets.
Recommend traffic management and safety measures to reduce risks and maintain compliance
with international standards.
Methodology
Baseline Assessment
We will review available transport and traffic data, supplemented where required by short-duration traffic
counts at key junctions. GIS-based mapping will be used to illustrate existing road networks and sensitive
community receptors. Community consultations will be undertaken to better understand current traffic
concerns and safety issues.
Traffic Forecasting
Traffic demand will be forecast for both the construction and operational phases. A spreadsheet-based
model will be used to estimate trip generation, distribution and assignment across proposed and
alternative routes. Vehicle types will be categorized (e.g., container trucks, vans, staff transport) and
peak-hour flows will be compared with existing road capacities.
Impact Assessment
The analysis will focus on congestion risks, accident-prone locations and potential interactions between
project traffic and community activities. Scenarios will be developed for worst-case traffic conditions, as
well as seasonal and cyclical variations in container movements.
Mitigation Measures
Based on the findings, a Traffic Management & Community Road Safety Plan will be prepared. This will
cover routing and scheduling of construction and operational traffic, speed management, signage,
community awareness programmes and coordination with local traffic authorities. Specific measures will
be recommended near schools, settlements and other sensitive areas.
Deliverables
Baseline and forecast traffic flow maps (GIS-based).
Spreadsheet-based traffic model with assumptions and outputs.
Draft and Final Traffic Impact & Community Road Safety Report, including the management
plan.
Conclusion
This approach provides a clear framework for identifying and managing project-related traffic impacts.
By integrating international standards with local context, the study will help ensure safe and efficient
traffic movement while minimizing risks to surrounding communities.
