Owners Requirement

1 General layout of the project


General layout of the project shall generally conform to be as given in IFB.

2 Basic design parameters


Basic design parameters of the project shall be as under:

2.1 Diversion Arrangement


The Diversion arrangement shall be planned as per codal provision including
construction sluices in Dam body for augmenting diversion discharge as well as for
regulating initial reservoir filling as mentioned in article-11 of this owners
requirements.

Diversion Tunnel Gates and Hoists


Suitable type, numbers & size gate(s) including embedded parts, latching/ dogging
arrangement along with suitable hoisting arrangement(s) and controls complete in all
respect shall be provided for diversion tunnel(s) to fulfills the requirement of river
diversion.

2.2 Dam
Location As shown on layout drawings in IFB
Dam Type Roller Compacted Concrete (RCC) Gravity dam

Top of Dam Dam top elevation shall be kept according to the
free board criteria conforming to national /
international codes / practice and complying with

Certain changes in the Engineering and Hydrological inputs of the Project may take place
due to provisions of Indus Waters Treaty and changes in revision of rating curves. These
changes will have no overall effect on Project features but may necessitate modifications in
the elevations, sizes of opening etc. The contractor must take into account these possible
changes.

Due to up-dation of the topographical, geological and hydrological parameters of the project,
some modifications may be required in the design and engineering of the project
components / structures and access tunnels.

INTAKE STAGE –II, HRT STAGE-II & TAIL RACE TUNNEL STAGE-II in the DPR are
alternatively called INTAKE-3, HRT-3 & TAIL RACE TUNNEL-4 respectively.

3 Dam
 Dam shall be founded on competent rock.

 Clear width of the dam top shall not be less than 10m.

 The dam and spillway shall be designed for design basis earthquake (DBE) and shall
be checked for maximum credible earthquake (MCE) as per the site specific seismic
parameters approved by National Committee on Seismic Design Parameters
(NCSDP).

 Minimum M25 grade concrete shall be provided for the structural concrete.

 Excavation of dam abutments & appurtenant structure shall be optimized by detailed


slope stability analysis.

 The climatic conditions at dam site shall be taken into account in the planning and
design of dam for durability and long term performance considerations along with
construction methodology.

 The detailed analysis of dam and spillway shall be done using NCSDP approved site
specific seismic design parameters as given below;

4 Spillway

 Grade of concrete used for structural concrete shall be M25 (minimum.)

 The spillway discharging capacity and energy dissipation system shall be optimized
using numerical studies (CFD) and verified through physical model studies.

 Steel liner shall be provided on the upper part of spillway glacis & corresponding lower
parts of the piers and on breast wall bottom profile. On remaining part of spillway glacis,
high performance concrete (HPC) not less than M65 grade shall be provided.

 Effective sediment management of reservoir shall be planned through sluicing /


flushing for Sawalkot HE Project conforming to the provisions of Indus Waters Treaty
(IWT).

5 Power Intake

 Hydraulic performance of power intake and its location shall be optimized using
numerical studies and verified through physical model studies

 Power Intake Invert Level shall conform to the provisions of Indus Waters Treaty (IWT).

6 Head Race Tunnel / Pressure Shaft

 The headrace tunnel shall be concrete lined all along its length and velocity shall be
restricted to 4.1 m/s in all operating conditions (without overloading).

 The Pressure shaft shall be steel lined all along its length.

 Shall have provision for inspection during operation and maintenance.

7 Powerhouse Complex

 The Powerhouse Complex shall accommodate MIV, Service Bay, Machine hall,
Control Building, Transformers, downstream surge arrangement, GIS, Draft tube, GOC
for draft tube, TRT etc.

 Three dimensional numerical analysis for the underground power house complex
incorporating all the major cavities along with interconnecting tunnels/adits etc. and
actual rock mass properties to study stress and deformation pattern around cavern,
interaction between caverns so as to optimize cavern width and spacing between
various caverns, cavern alignment and rock support system. Accordingly, optimization
of the powerhouse layout shall be carried out as per the results of the 3D numerical
analysis.

 Entry level for MAT shall be minimum 5.0 m above the HFL corresponding to PMF.

 A provision for environmental release (along with necessary valves, flow control
arrangements, continuous monitoring system etc.), shall be made through a separate
hydro generating unit on left bank. This provision shall be designed for release of 39.97
Cumec water throughout the year. To comply with the requirement of monsoon
environmental flows, two units of 225 MW each of the main power plant shall discharge
at the dam toe through a separate tail race tunnel. The discharge through these units
shall comply with the requirement of EIA/EMP/EAC. These units shall operate in
monsoon all 24 hours. Any excess discharge over and above the design discharge
shall be spilled through spillway arrangement.

8 Downstream Surge Arrangement

 The surge chamber/surge galleries shall be RCC lined.

 Draft tube gate operation deck level shall be minimum 5.0 m above the HFL
corresponding to PMF or minimum 2.0 m above the Maximum Surge Level, whichever
is higher.

 The layout and sizes of tailrace surge galleries and off taking tail race tunnels shall be
optimized on the basis of CFD studies for hydraulic transient analysis.

9 Tail race tunnel

Owners Requirement

 The TRT Outlet works shall be designed and constructed, considering operation of
Turbines in all range of tail water level from EL 531 m to EL 537 m (for Unit 1, 2, 3, 4,
7 and 8) and from EL 533.5 m to EL 545 m (from unit 5, 6 & Environmental Unit)

 It shall be ensured that the safety of Powerhouse is not compromised against flooding
at all times. The tailrace gate operation platform level shall be minimum 5.0 m above
the HFL corresponding to PMF.

10 Pothead Yard

 Pothead yard shall be minimum 5.0 m above the HFL corresponding to PMF.

11 Initial Reservoir Filling

Suitable provision shall be kept in diversion arrangement and / or gated construction


sluice in Dam (which may be plugged after commission of project) to regulate rate of
reservoir filling during initial filling of reservoir up to crest level of orifice spillway and to
allow sufficient outflow in downstream for meeting the provisions of Indus
WatersTreaty (IWT) during initial filling period.
Initial reservoir filling shall take place as per the provisions of IWT.

12 Instrumentation

Instrumentation shall be planned as per statutory codal requirements.

13 Design basis

 Compliance to the conditions related to Design and Engineering and functioning of


all civil component of project and appurtenant works as recorded in the Techno
Economic Appraisal (of DPR) accorded by the federal agency / competent authority
shall be ensured by the Contractor.

 The Planning, Engineering & design of the project and its components shall be in
accordance with the nationally/internationally accepted practice and based upon
codal provisions of relevant Indian Standards, ICOLD provisions and other references
which are internationally accepted.

 Design shall be based on site specific seismic studies, Numerical studies, physical
hydraulic model studies and as per lab/in-situ rock mechanics test results.

 The planning and design of Project shall be in full compliance with the provisions of
Indus Waters Treaty 1960.

 The Contractor shall provide various national/international references whenever


required by the owner to substantiate his Design. The preference of codes/documents
shall be indicated in SCC.

 Grade of concrete used for structural concrete shall be M25 (minimum).

Owners Requirement

 Reinforcement to be used shall be of Fe 500 grade conforming to IS-1786.

 Technical specifications shall be conforming to Indian/ International Construction


Practices for similar projects and shall be supported by Indian/ International
references when so required by the Owner.

14 Reports and Manuals


The Contractor shall provide, but not limited to, following Reports and Manuals with
respect to the civil works under the following heads:
 Overall & Detailed Planning Report and reports mentioned in Annexure D1
 SoP for Early Warning System (EWS) during Construction & Operation Stage
 Commissioning Manual
 Manual for Initial filling of Reservoir
 Manual for Initial filling of Water Conductor System
 Manual for emergency evacuation of Reservoir & Water Conductor
System
 Emergency Action Plan including Dam Break Analysis
 Operation and Maintenance Manual
