AGENDA: Discussing Caste-Based Census and Reservation in India
Our honourable prime minister Narendra Modi had the following to say about caste system in
India
“So far as the government is concerned, there is only one holy book, which is the constitution
of India. My government will not tolerate or accept any discrimination based on caste, creed,
and religion.”
The caste system in India has always been a contentious issue. Since its inception, it has been
under the scanner and often misunderstood and mis-implemented. What started as a simple
stratification of the social society for ease of the people found itself exploited by the powerful
and the influential. The perils of the caste system led to the concept of reservation, again a
system well intended but not so well implemented. The makers of our constitution, led ably
by the great Dalit sympathiser Dr BR Ambedkar incorporated the concept of reservation in
the constitution, identifying Scheduled Castes and Tribes as the most deserving sections of
the society who deserved a push to enhance their social as well as economic statuses. This
was followed by the inclusion of OBCs by then Mandal commission in1978 and a demand of
reservation for these groups also. Though the Supreme Court capped the reservation to a max
of 50 %, it is still not palatable by the non-reserved section of the society. The concept of
reservation based on backward castes though conceived correctly has unfortunately been used
as a tool for divisive politics by the Congress and other political parties. It was the BJP and its
allies that broke this conundrum and in the last two decades managed to in-still a feeling of
Nationalism, both in the minorities as well as the Backward castes amongst the Hindus. Over
the years reservation in Government jobs and schemes has led to a lot of asymmetries in the
social structure, wherein certain sections of the society no longer require the reservation and
are utilising it to just enhance their status instead of it being a tool to recover them from
social oppression. This has also caused a lot of animosity between the various social groups
in the country, especially when reservation tips merit. It also leads to mediocrity in important
government appointments leading to a disgruntlement in society. The call of the opposition
for a caste census is aimed at what? What do they want from such a census. Hasn’t caste
system already caused a lot of ills in our society. By furthering the cause, we would be taking
India back to its dark pages in history. It is time for India to further its growth story, though
with inclusivity. This inclusivity will however not come from caste census and reservation
based on castes. It will come from social upliftment schemes for the economic backward
sections of the society, without affecting the general population and the quality of
government functionaries. I hail to all my friends who are advocating for a caste-based
census to get out of the cocoon of their narrow pursuits of vote bank and collectively work
with the government towards creating an India where everyone is equal and prosperous.
