Chess Championship 2025


Event Code: 430540/GOA/2025 & 430541/GOA/2025
Venue: Daivadnya Bhavan, Calconda, Margao, Goa
Dates: 3rd – 9th September 2025

Minutes of the Technical Meeting


System of Play
• The Championship will be conducted over 11 rounds, following the Swiss
system in accordance with the FIDE Laws of Chess.
• Players from the same state will not be paired against each other in the final
round of the Championship.
• However, if no compatible opponent is available within the same score group (or
within a maximum difference of 1 point), players from the same state may be
paired.
• This regulation is applicable only to players in the top 50% score group at the
end of the penultimate round.
Rate of Play
• Each player shall have 90 minutes, with an increment of 30 seconds per move,
starting from move one.
Default Time
• The default reporting time to the chessboard is 15 minutes.
Draw Agreement
• Players are not permitted to agree to a draw before each player has made at
least 30 moves, unless the Chief Arbiter grants permission.
Protests
• Any protest the decision of the Chief Arbiter must be submitted in writing, along
with a protest fee of ₹3,000/- (Rupees Three Thousand only), within 30 minutes
of the incident.
• The fee will be refunded if the appeal is upheld.
Over-Age Protest
• A protest regarding the age of a player may be submitted in writing to the Chief
Arbiter with a fee of ₹5,000/- (Rupees Five Thousand only) per player.
• This fee is non-refundable.
• No protest on age will be entertained after the completion of the 2nd round of
the Championship.
Dress Code
• Players without proper uniform will not be permitted to participate in the
Championship.
• This rule will be strictly enforced.
Mobile Phones, Electronic Devices, and Wrist Watches
• If a player is found in possession of a mobile phone (whether switched on or off)
or a wristwatch—either on their person or in a bag—they will lose the game.
• Players wearing any kind of wristwatch during play will also be declared lost,
and the opponent will be awarded the win.
• No bags are allowed inside the tournament hall.
Inspection by Arbiter
• The Arbiter may require a player to allow inspection of clothes, bags, or other
items in private.
• The inspection shall be carried out by the Arbiter or a person authorized by the
Arbiter and shall be of the same gender as the player.
• If a player refuses to cooperate, the Arbiter shall take measures in accordance
with Article 12.9 of the FIDE Laws of Chess.
Communication During Play
• While a game is in progress, a player may communicate only in the FIDE official
language with the Arbiter or with the opponent, as permitted under the Laws of
Chess.
Score Sheet
• Maintaining a complete and accurate score sheet is mandatory for all players.
Withdrawal
• If a player withdraws from the last two rounds of a National Championship on
medical grounds, the player must undergo treatment by a doctor
recommended and supervised by the Tournament Committee.
Food & Drink
• Eating inside the tournament hall or at the board is strictly prohibited.
• Only water bottles, biscuits, and small dry fruits are allowed inside the hall.
Disqualification
• No participant shall leave the venue before the Prize Distribution Function
without permission from the Chief Arbiter.
• Players disregarding this rule will be suspended for one year.
Attendance
• All players are compulsorily required to attend both the Inauguration
Ceremony and the Prize Distribution Function.
Tie-Break System
In case of a tie, the ranking will be decided in the following order:
1. Buchholz Cut 1
2. Buchholz
3. Sonneborn-Berger
4. Direct encounter
5. Greater number of wins (including forfeit points)
6. Greater number of wins with black pieces
Prize Money
• Prize money will not be shared under any circumstances.
