Encourages several countries which faced scrutiny for potential human rights

linked to warfare use of AI and other advanced technologies;

Inspires Member States to establish Al governance framework that ensures


transparency in the development and use of Al systems with clear policies to
hold. Developers accountable for potential humun rights impacts;

Proposes that a UN database be instituted for the sharing of information on


challenges and ethics from military AI. This will lead to transparency and
enlightened decision-making regarding international AI regulation;

Requests the creation of an ‘International Regulatory Body’ under the


auspices of the UNHRC, tasked with monitoring AI technologies used in
warfare and ensuring compliance with international humanitarian laws, with
periodic evaluations and reports shared publicly to maintain transparency;

Stresses the urgent need for the international community to address the
challenges and concerns raised by autonomous weapons systems, in particular
through the Group of Governmental Experts on Emerging Technologies in the
Area of Lethal Autonomous Weapons Systems, and to continue to further its
understanding of the issues involved.

Decides to establish a new standing dedicated fellowship training programme


on through-life conventional ammunition management in order to strengthen
the technical and practical knowledge and expertise of government officials
directly responsible for the implementation of the Global Framework for
Through-life Conventional Ammunition Management, particularly in
developing countries, to be substantively developed and designed in 2025 and
implemented annually starting in 2026 for a duration of four weeks;

Advocates for the creation of the Non-State Actor AI Regulation and Protection
Agency (N.A.R.P.A.), an international institution focused on monitoring,
regulating, and preventing the misuse of AI technologies by non-state actors,
including militant groups and insurgents, in violation of human rights;

Encourages member states to adopt the Privacy-Respecting Intelligence


Surveillance Mechanism (P.R.I.S.M.), an AI-driven technology designed to
safeguard civilian privacy in conflict zones by ensuring surveillance and data
collection during military operations adhere to international privacy standards;
Recommends that the states embrace ethical guideline-based AI decision-
making. AI military operations technology must continue to maintain human
oversight, especially when making decisions related to lethality and have
safety for civilians as a priority, meaning AI must not inadvertently harm
civilians within hostile areas;

Endorses an international moratorium on lethal autonomous weapons until all


the members agree on the safety, ethical, and regulatory standards governing
its use and hold that AI must be to arm peace and security rather than fuelling
up a conflict;
